1 OBSC GENERAL MEMBERSHIP MEETING September 5, 2015 Roll Call: Trustees Present: Greg Canniff Susan Lambariello Cathleen Calligy Gonzalez Bob Menzel Al Nugent Mike Serafin Bill Reinhold President Treasurer Secretary Beach Membership Buildings and Grounds Marina Trustees absent: None Call to order: Greg Canniff called the meeting to order at 10:00 am and led the pledge of allegiance. Approval of Minutes: May 23, 2015 minutes presented. Joe Lambariello moved to accept, seconded by Bob Felle. All were in favor. Minutes accepted. Communications: None Financial Report Sue Lambariello, OBSC Treasurer, presented the report and explained that the club came in under budget, mostly due to the prorated beach lease and the decrease in real estate taxes as a result of the tax appeal. 236 OBB Cavanaugh asked when do we stop paying McDonough. Lambariello explains that we have to wait until the deeds are exchanged. McDonough is waiting for approval of his plans from Toms River before he will exchange deeds. There is a delay in approval due to the size of the bay lot.

2 Membership: It was a good year for badge fees. $11250 was collected. Mr. Nugent had some difficulties collecting badge fees. There are new owners at 221 OBB. Lambariello: An aside to the budget, we need to have a badge checker. Neighboring beaches are sending people to our beach since we don t check badges. Also, several owners rented and did not pay for guest badges. Al should not have to be knocking on doors to collect badge fees. All owners who rent privately must pay for rental badges in advance next year. 248OBB Dobson: Owners should include badge fees in rent. Lambariello: It s up to the owner to include it in rent or collect separately. 104 OBB Rowland: When I rented in OB 1 the badge fees were collected directly as part of rent. Menzel: If the badge fees are not being paid, homeowner should be fined. 241OBB Stanley: What is the responsibility of the badge checker if someone has no badge? Lambariello: The badge checker cannot stop anyone from walking on the beach, just setting up to stay. Lifeguards will help back up the badge checker if necessary. 260OBB Fraley: Should we combine with the neighboring beaches for a badge checkers? Menzel: We need a checker at the beach entrance. Caniff: We can avoid the cost of a badge checker if we have any volunteers. ( No one volunteered.) Menzel: Once we no longer have the beach lot, less non-members will be on the beach. Buildings and Grounds: Serafin is trying to streamline the application process The Club will require Toms River approval for outdoor showers, pavers, curb cuts, fences, sheds, roofing and siding. All new houses and lifted house must be approved by OBSC. All new construction houses have complied with OBSC approval requirement. Mr. Serafin has had some difficulty with applications for the houses that are lifting only. Only contractors are permitted to park on the street.

3 The finger pier on the bay is off limits. The boards are damaged and the pier is not safe OR Cicola: When is the apron on 35 N/ OBB going to be fixed? Canniff: I called an 800 number regarding the highway, was told that the repair of the apron as well as the repainting of the crosswalk were on the schedule 245OBB DiPetrillo: Are we a private or public street? Serifin: Private Canniff: Although we are private, they told me at the Toms River presidents meeting that they will pave all streets Beach: We had a great year. 3 Lifeguards on duty, no safety problems OBSC sponsored a lifeguard tournament, which was paid for by the sale of t-shirts on the beach. Menzel had some problems getting guards at the end of summer due to late Labor Day and guards returning to college. But, he was able to find substitutes and the beach remained open. 31OBB, Bellars: Thanks to Bob for his service (applause) Menzel: We will need help Sunday putting the walkway and lifeguard stand away. Menzel: Thank you to the homeowners who allowed the lifeguards to park on their lots. Marina: It was a peaceful year. Rented 17 slips There is a deposit for 1 more for 2016 We may have 22 slips rented next year Minor repairs are required on the boards near the boat slips 237OBB Lentini: Once the lease is settled with McDonough, will the club make improvements to the marina? Lambariello: We have budgeted for minor improvements such as lights, board repairs, fencing and new shells on the road. The elimination of the Mc Donough lease and tax reduction on the Marina lot as a result of the appeal has helped make the Marina more profitable.

4 Unfinished business; Canniff: Mc D is waiting for approval from Toms River regarding the bay lot. Mc D wants to complete the deed exchange quickly. New Business: Proposed budget presented by Susan Lambariello, Treasurer. The new budget relies on the ending of the lease with McDonough and the lower real estate taxes due to the successful tax appeal. Items added to the budget include minor repairs to the marina, an equipment box for the lifeguards, and a badge checker. Membership dues will be $385 per household. Additional $230 if the lease continues. 241OBB Stanley: What about the shed by the bay? Menzel: It is too big Serafin: The shed at the bay will cost too much to move 47OBB Hungrige; When will tax appeal be finalized and what lots are still taxed? Lambariello: Only the marina lot is taxed. Tax appeal is final. 47OBB Hungrige: Why are taxes listed as administration expense in previous budgets? Lambariello: It was always done that way. I did not even think about moving it until this budget. It is now in the appropriate spot under Marina expenses since the real estate taxes are now all from the Marina. Motion by 104OBB Rowland to accept the budget, seconded by 47OBB Hungrige. All in favor. Budget accepted. General Welfare: Canniff: There are several elderly members in the club and some members have family members and/or guest who may require a beach wheelchair. Canniff: Is anyone willing to donate towards a wheelchair? 117OBB Felle: I will donate towards a beach wheelchair. 220OBB, Gonzalez: I will contribute as well.

5 248OBB Klubenspies: I have researched beach wheelchairs. Price: $1199 Lambariello: We have tax exempt status, so the Club can purchase the chair with members donations. 52OBB Lanza: Where would we store it? Canniff: We will find a secure spot, possibly by the marina 248OBB Klubenspies: I will forward my research on the wheelchair to the club. 233OBB Shields: Had an issue recently with the finger pier by the bay. His family has been fishing off of the pier for 30+ years. It is part of the bay block experience at the shore. Recently, a renter screamed at and threaten his son for walking on the finger pier. Police were called. Canniff: Pier is off limits. 233OBB Shields: Can we just put a sign that says use the pier at your own risk? It should not be off limits. We should find a solution for access. 233OBB Shields: Can we look into repairing the pier? Shields says he will donate towards cost of repair. Canniff: Finger pier is unsafe. It s best to keep people off of the pier for safety and liability issues. There is a sign saying to keep off, but every year it gets ripped down. There is now a barrier installed to keep people off the pier. Should we take a membership vote regarding the pier? 245OBB DiPetrillo: We need to have the pier for boats, so we should repair it. Canniff: No, It s not for boats, it s a finger pier 117OBB Felle:: We should fix it and allow people to crab and fish. Canniff: Access to the finger pier requires walking on McDonough s property. Menzel: If we repair and allow access to the pier, there may be issues with the State regarding riparian rights. 233OBB Shields: The boards were put in many years ago to make the finger pier safer to walk on. We should look into repairs and maybe let only members to use, requiring badges to use the pier. Serafin: It will be at least a day s worth of work to repair.

6 256OBB Boyhan: It s ridiculous that the pier is closed off. 47OBB Hungrige: We should repair the boards and leave the sign that says to stay off, but don t enforce it. The club has insurance. Serafin: The McDonough renters don t want people walking on the property to gain access to the pier. 233OBB Shields: You can climb onto the pier from the bay beach without going on anyone s property. Canniff: Board will take all comments under advisement. Meeting for Spring 2016: Canniff: Seacrest Beach already booked Memorial Day and Labor Day weekends. Should we switch dates? times? 47OBB Hungrige: How about we have the meeting a week before Memorial Day and week after Labor Day? Menzel: How about another location? 31OBB Bellars: What about Dover Brick First Aid Squad? Canniff: We will look for another venue and keep everyone informed. Election: 31OBB, Dennis Bellars, nomination committee chairman states that the ballots were counted and the following have been re-elected: Susan Lambariello (48OBB), Cathleen Gonzalez (200OBB), Bill Reinhold (129OBB). Newly elected to the board is Patrick Smith (125OBB). 5 mail-in ballots were received, 1 did not comply with the mail-in rules as was discounted. Cathleen Gonzalez, secretary cast the vote to accept the ballots since it was an uncontested election. General questions: Lambariello: 2016 is the 50th anniversary of OBSC. Do we want to celebrate? It is a significant year, so we should look to do something. Does anyone want to be part of a social committee? Looking for volunteers. Motion to adjourn: 257OBB Klenner motioned, seconded by 117OBB Felle. Meeting adjourned. 11:11 am
