Slow flume (corkscrew) is 86 metres long 2. 12 2.3 Swimming Pool features and equipment Disabled hoist Two disabled hoists are available for use in the main pool and studio pool. Both hoists are stored in the Studio pool store and can be used on request. The disabled hoists are used to assist customers with poor mobility into the swimming pools. Staff are trained on the setup and operation of the disabled hoists during the induction process. Staff who have not undergone training must not use the pool hoists. Flumes The entrance to the two flumes is located at the far right end of the pool hall. The two aqua catches for each flume are situated adjacent to each other. Both flumes (fast and slow) are fully enclosed and designed for customers who are 1.1m or taller. Additionally, the fast flume is designed for those aged 8 years or older. Lifeguards are trained on the supervision requirements for the water slide. The Duty Managers and Lifeguards must ensure the water slide structure is checked prior to use and manufactures maintenance guidance is followed during operation. 13 3.0 POTENTIAL RISK FACTORS 3.1 GENERIC HAZARDS: The following are generic Hazards identified by Health & Safety Executive in Managing Health and Safety in Swimming Pools (MHSISP) Para 132 Inadequate or inappropriate supervision. 15 4.2 Swimmer Head Count Sheet Lifeguards will: Monitor the number of users in each swimming pool at half hourly intervals during the opening hours and record on the headcount sheet. The lifeguard on the HC position of the daily pool matrix assumes this responsibility. The Duty Manager will: Arrange for the swimmer head count sheet to be located on poolside. A copy of the swimmer head count sheet can be found at Appendix 1 of this document. 4.3 Action to Control Maximum Bather Loads (including Band System) Lifeguards will: a) Inform the Duty Manager immediately should the bather load count reach the busy trigger point or maximum bather load. The Duty Manager can be contacted by visiting the reception desk or by radio from MP2, SP or TOT, BOT lifeguard positions. The lifeguard on the HC position of the daily pool matrix assumes this responsibility. If the band system is in place; a) The lifeguard on the CON position of the daily pool matrix will call out customer with no bands, or the relevant colour as per the band callout matrix. b) Continue to call out customers as per the band callout matrix until informed otherwise by the Duty Manager. The Duty Manager will: a) Implement the band system once they are aware the busy trigger point has been met or in anticipation of peak periods (e.g. School Holidays). Implementing the band system; a) Inform the reception team when the bather loads have reached acceptable levels and instruct the reception team to resume selling tickets. b) Implement the emergency action plan for swimming pool overcrowding if the control of admissions to the swimming pools fails in any way and overcrowding occurs. c) Consider bathers in the changing rooms - not just bathers using the swimming pools or other wet side facilities. 16 If maximum bather load has been reached; a) Stop the sale of swimming tickets at reception 4.4 Bather band system for busy sessions During sessions that require a limited time or are deemed as busy the band system can be used to assist with bather load control and preventing overcrowding. The system allows every customer paying for a swim at least 90 minutes to get changed and use the swimming pools and wet side facilities. In the event of the bather load reaching the trigger points laid out in section 4.1 the following will take place: The lifeguards will inform the duty manager that the bather load has reached the trigger point. The Duty Manager will inform the reception team that numbers will need to be controlled and to initiate the band system. The reception team will then issue 95 bands of one colour every 30 minutes until the numbers of bathers subsides to below the trigger point. The reception team will then issue the Duty Manager with a list of the colours that will be used during the band entry system. The Duty Manager will supply a copy of the list of colours to the lifeguard at the feature control position. The lifeguards on feature control position will then call out the bathers not wearing wrist bands as the reception team are issuing the fourth colour on the list, then the first colour will be called out as the fifth colour is issued and so on. 17 5.0 Dealing with the Public 5.1 Customer Care All staff will: a) Smile and be approachable b) Ensure that all customers who appear to require assistance are identified c) Be courteous and fair d) Not use inappropriate language e) Not try to intimidate or show any anger f) Ensure that if you do not know the answer to a question, do not try and answer it, ask for help from someone who can assist you with the answer. g) Ensure that if a reprimand is necessary, it is done diplomatically, offering a safe alternative or an explanation. Where back up is required a Duty Manager should be called and staff should not get involved in an argument, taking your attention away from Pool supervision. h) Encourage pool users to act responsibly and in a safe manner. i) Educate pool users about water safety by drawing their attention to signage within the swimming pool environment. Remember if you are carrying out supervision duties, then always follow your training and ensure that supervision is not compromised while helping customers, e.g. talking to a customer for too long. 18 5.2 Poolside rules a) Diving is only permitted at the deep end wall of the 25 metre pool. b) Running is not permitted around the swimming pools - signage is displayed. c) Boisterous behaviour is not permitted. d) Acrobatics are not permitted within the swimming pool(s) e) Running dives, backwards dives, dives without hands in front of head, somersault entries and bombing are not permitted. f) The baby pool is available for young children and babies. Young children are defined as under 8 years of age. Customers who are not supervising a young child/baby should be asked to leave. g) Smoking, drinking alcohol, taking drugs is prohibited within the Centre. h) Using mobile phones in the swimming pools, pool halls or changing rooms is not permitted. i) The use of glass or ceramic products is forbidden in the wet side facilities. j) Pushchairs must be stored in the designated area in reception. k) Outdoor clothing or footwear must not be worn on poolside. Over shoes are provided insert location for customers, contractors or staff wishing to enter poolside wearing outdoor shoes. l) Swimming aids (fins and hand paddles) can be used in lane swimming or instructor led sessions. Swimming aids must be designed and suitable for swimming pool use and must not pose a risk of injury to swimmers. Goggles which cover the nose are permitted. Snorkels are not permitted during public sessions, unless prior agreement has been given; pool timetable may include specialist sessions when use of equipment may be permitted. m) Armbands must not be lent/given to members of the public; Armbands are available to purchase from reception. Armbands are to assist buoyancy and support for non-swimmers and are not toys. n) The use of toys such as sinkers may be used during general swimming sessions and should be used with care. o) Personal inflatables are not permitted in the pools. p) Babies must wear suitable aqua nappies which can be purchased at reception. 19 Places for People Leisure follows the current recommendations of the Amateur Swimming Association (ASA) that the participating child should have completed their initial immunisation programme and should be approximately 4 months of age. Edition 7 October 2016 Page 19 of 97

20 5.3 Swimwear policy The Duty Manager and Lifeguards will enforce the following policy: a) Accommodate customers with specific cultural, medical or other requirements. Our priority is customer safety at all times. b) Ensure that bathers wear SUITABLE SWIMWEAR: Swimming costume/short/trunks designed for water based activities Body suit or Burquini designed for water based activities Leggings made from a lycra based material Lycra based, comfortably fitting, top/vest c) Ensure that bathers do not wear INAPPROPRIATE SWIMWEAR: Denim, trousers or jogging bottoms Loose fitting T-shirts and tops Coats and jackets Jumpers and sweatshirts Loose fitting free flowing fabrics, not designed as swimwear Clothing made of inappropriate fabric such as cotton/wool materials that absorb water 5.4 Under 8 s Admissions Policy (Swimming) All staff will enforce the following policy: a) A child under the age of 8 years must be supervised by a parent or adult (16 years or over). b) The ratio of parent/adults to children is a maximum of 1:2. c) The parent can be any age and only the ratio of supervision will be imposed. 5.5 Managing an Unsupervised Under 8 (Additional Guidance EAP 12.0) Lifeguards will: a) At once contact the Duty Manager if any child appears not to be supervised as 5.4. Contact will be made by either radio or by telephone b) Move any such child who is in the water to the poolside pending the arrival of the Duty Manager The Duty Manager will: a) Arrange for the unsupervised child to be safeguarded pending b), b) Make successful efforts to re-unite the child with its supervising parent/adult Edition 7 October 2016 Page 20 of 97

21 6.0 Lifeguards duties and responsibilities 6.1 Lifeguard Responsibilities Lifeguards will: a) Supervise the zone that they are responsible for in accordance with the responsibilties defined in section 7 ensuring they are look and are alert throughout their duty. b) Keep a close watch over the pool and pool users, exercising the appropraie level of control. c) Anticipate problems and prevent accidents. d) Intervene to prevent behaviour which is unsafe. e) Identify emergencies quickly and take appropriate action, carry out a rescue from the water if required and give immediate First Aid to any casualty if required. f) Conform to all training given and comply with the Pool Safety Operating Procedures and act accordingly in the event of an emergency. g) Be fully aware of the location of all emergency/first aid equipment and ensure its correct operational positioning and at all times. h) Be fully conversant with all the bather guidelines/rules and ensure that they are adhered to at all times. i) Communicate effectively with pool users, and colleagues. j) Act in a professional and courteous manner, in order to reflect the service offered. k) Treat customers with repect and ensure when dealing with customers/members they are polite and remember they represent PFP Leisure l) Maintain a good level of physical fitness m) Not consume any intoxicating drinks or illegal substances prior to or during work hours. n) Check all equipment and cleaning equipment before making available to the public or using and report promptly all faults, repairs and maintenance jobs to the Duty Manager and enter into the fault and hazards defect file. o) Not to be in possession of a personal mobile phone unless on a designated break. 22 Lifeguard Training & Induction The General Manager will enforce the following policy: a) All lifeguards must hold a current Royal Life Saving Society (RLSS) National Pool Lifeguard Qualification (NPLQ). b) All lifeguards are required to attend monthly lifeguard training and competency assessment (T&CA) once per calendar month. The lifeguard training sessions will be part of rota d hours. The lifeguard T&CA sessions follow the Institute of Qualified Lifeguards six month plan which covers core subject syllabus of the NPLQ, fitness and incidents that may occur. This plan can be found in Health and Safety Manual H. Training records and a wall chart showing those lifeguards that are competent can be found behind the Operations Managers desk. c) Lifeguards who do not satisfactorily complete lifeguard T&CA session will not be able to Lifeguard in the following month(s) until they successfully complete the relevant session(s). d) New Lifeguards or Lifeguards returning to work (after more than 1 month) who have not been part of the on-going lifeguard-training plan must be competency assessed before returning to poolside duties and then continue with the on-going lifeguard training sessions (see competency assessment in Health and Safety Manual H). e) Any lifeguard who is not deemed competent by the onsite RLSS National Pool Lifeguard Trainer Assessor will be removed from poolside duties, provided with a training plan and given the required training until the required level of competency is reached (see HR policy in HR manual.). f) In relation to sections b) and e); Duty Managers can refer to OMS to confirm that lifeguards have completed the appropriate training. Lifeguards that have not completed the appropriate training will be marked as Not allowed to work by the RLSS National Pool Lifeguard Trainer Assessor. Edition 7 October 2016 Page 22 of 97

23 6.2 Lifeguard Uniform and Appearance Lifeguards at all times when on duty will: a) Wear the standard company lifeguard uniform. This consists of red shorts and yellow T-shirt. b) Not wear jumpers & tracksuit bottoms on poolside. c) Wear uniform that is smart and clean with shirt tucked in at all times d) Wear a name badge at all times. e) Carry a whistle while carrying out lifeguard duties. f) Ensure that a torpedo buoy is worn or immediately available at all times when supervising the swimming pools. Exclusions to this are the BP, BOT and TOT positions. g) Not wear jewellery with exception of stud earrings, wedding bands and watches. h) Wear suitable footwear for the task they are undertaking, predominantly white training shoes not flip flops. 24 6.3 Lifeguard Communication Techniques Lifeguards will use the following: Whistle One short blast - draws attention of a swimmer or swimmers. Two short blasts - draws the attention of another lifeguard. Three short blasts - indicates a lifeguard is taking emergency action One long blast - indicates the pool to be cleared and attracts the attention of swimmers Mobile radios are to be used for essential staff communication. Radio instructions for use: To operate a mobile radio the user must press the left side button to speak to other mobile radio holder and relaese the left side button once finished speaking to hear a response. Instructions for emergency activation: see NOP 10.3 Lifeguards will: a) Be responsible for a radio when issued and ensure it is always in their possession. Where possible, radios must be docked in stations provided (SP / TOT), or secured to chairs (MP2), or holstered to shorts to prevent likelihood of being dropped. b) Maintain the designated radio channel; 1 - General channel 2 - Emergency channel - this channel will allow you to talk to all radios regardless of which channel they are on. 3 - Flume operation channel c) Immediately report any defects with mobile radios to the Duty Manager. The Duty Manager will: a) Ensure mobile radios are signed out and in using the appropriate recording document in the Duty Manager s office. Checks should be made to ensure radio is charging when it is replaced. Telephones b) Ensure the mobile radios are all on the correct channel. c) Make radio checks before opening. Lifeguards must only use telephones for communication when not supervising a pool position, or in the event the mobile radios fail. Reception can be contacted by calling 601. 25 7.0 Lifeguarding arrangements 7.1 Lifeguard positions Lifeguards will: a) Rotate positions every 30 minutes around Main Pool, Leisure Pool, Studio Pool and Flumes, Lifeguards should follow the rotation order detailed on the matrix located at shallow end of 25 metre pool or at the feature control point when the Leisure Pool is in operation. b) Change position using the following procedure: Lifeguard taking over supervision must stand in position and supervise the zone whilst the current lifeguard moves from position. Current lifeguard then moves from position and takes over supervision of the zone. Lifeguard taking over supervision moves into position and takes over supervision of the zone. Other lifeguard can move to next position or leave poolside. c) Scan their zone continuously whilst in position. d) Notify the Duty Manager immediately should they not be able to scan their zone within 10 seconds and additional cover should be arranged. e) On leaving poolside, exit through the changing room / village to check for cleanliness and unsuitable behaviour. 26 7.2 Lifeguard interventions Lifeguards will: a) Remain at their allocated lifeguard position unless making an intervention. b) Intervene to prevent accidents and manage situations. Critical intervention - a person s life is in danger - the relevant EAP will be followed. Non critical intervention - an accident could happen or events could lead to something more serious. c) In non-critical interventions, deal with the user giving them clear instructions to stop their actions and prevent an accident happening. d) When leaving their allocated position to undertake a non-critical intervention, return to their allocated position and resume lifeguarding responsibilities associated with that position within 30 seconds of leaving. e) If a non-critical intervention is likely to last over 30 seconds, summon backup by contacting the Duty Manager immediately. f) In Critical interventions, initiate the relevant EAP. g) When the Sauna and/or Steam rooms are part of the supervision zone, the lifeguard must not leave position for non-critical interventions. In the case of a non-critical intervention being required (i.e. Under 16 year old entering sauna / steam room), the lifeguard should radio for an off pool lifeguard to deal with the incident. Should an off pool lifeguard not be available, the Duty Manager should be called. Edition 7 October 2016 Page 26 of 97

54 8.0 Operational systems and Work instructions 8.1 Safe systems - Refer to electronic SAFE Manual - DO - Section 6 - Safe Systems of Work The General Manager will: a) Arrange for training to be given to staff on all tasks within their job role. All Staff will: a) Not use equipment if not trained to do so b) Inform the Duty Manager if they have not been trained in use of the equipment / task and they are not to use until training is delivered and understanding checked and recorded. 8.2 Technical and Maintenance All Staff will: a) Report any minor or major defects noticed around the centre to the Duty Manager immediately. Duty Managers will: a) Report any defects to the EMCOR Agility helpdesk following the guidance provided in training and the Duty Managers Folder. b) Defects relating to PFP assets or responsibilities should be reported to the Operations Manager and recorded on the PFP Corrective Action Log. 8.3 Cleaning Tasks The General Manager will: a) Arrange for training to be given to staff on all tasks within their job role that involve the use of hazardous chemicals. All Staff will: a) Not use a chemical if not trained to do so. b) Inform the Duty Manager if they have not been trained in use of a chemical. c) Carry out cleaning tasks (once trained) in accordance with the hazardous substance employee information sheet and training given. Refer to SAFE COSHH manual. d) When cleaning in dry areas (making the floor wet etc.), use yellow slippery floor warning signs in appropriate places and visible in relation to the hazard. e) When cleaning in wet areas ensure signs are to be placed at both ends of the isle or area before cleaning the floor. 55 f) Ensure warning signs are removed after the hazard (wet floor, trip hazard etc.) is no longer present. g) Ensure the cleaning cupboards / storage areas always remain locked. 8.4 Control of Access and Security of Pools Environment When the pool halls including changing rooms, toilets, sauna and steam room facilities are not open to the Public the areas must be secure to ensure no one can access the area. Security of access to pools environment prior to opening: The Duty Manager will: a) Ensure the poolside access gates remain locked. b) Only open the swimming pools to public and grant access once the facilities have been inspected, a satisfactory pool test completed and correct numbers of lifeguards are ready in position. Securing access to pools environment once the swimming pools are closed Lifeguards will: a) Ensure all bathers have vacated their zone before leaving pool positions. It is essential that the pool bottom, water slide tower, flumes and any blind spots are checked by the lifeguard assigned to the relevant zone before leaving the pool hall. b) Remain in the pool hall with a view over both pools and bathers when a pool session has finished until all bathers are within the changing rooms. c) Not leave the poolside area until it is confirmed the pool hall, showers and sauna / steam rooms are empty and the pool entrance gates are locked to prevent any access. The Duty Manager will: a) Lock the studio pool viewing area doors. b) Lock the changing room doors once they have checked the gates to the pool hall have been locked and can ensure all areas and adjacent rooms of the changing village (including studio pool area) have been vacated by all public and staff. 56 8.5 Securing facilities Securing Flume facility Lifeguards will: a) Ensure that at the end of an All Welcome / Party session, the flume tower, flumes and catchment areas are checked to ensure there are no staff or customers in the area. b) Lock the gate across the entrance to Fast Flume to prevent use when water is not flowing. The gate will require both lifeguards TOT / BOT to secure into place. The gate must then be padlocked shut. 8.6 Flumes Flume Maintenance Lifeguards will: a) Daily, ensure the flume riding surface and staircase is fully inspected before each and every session and any damage is reported to the Duty Manager who will report to EMCOR immediately. This check is only to be completed by staff trained in the use of the flume inspection equipment. b) Weekly, ensure that after the flume session the aqua catch area and stairs are wiped over with a clean soft cloth or sponge to prevent body fat build up. The Duty Manager will: a) Ensure the daily flume check is completed by staff trained in the use of the flume inspection equipment and the check sheet is completed. A list of trained staff can be found in SAFE Manual - DO - Section 11 - Work at Height. The General Manager will: a) Annually, ensure an annual Service maintenance and inspection with certificate has been carried out by the facilities maintenance contractor. b) Annually, ensure the flume inspection equipment is serviced and inspected by the manufacturer or other nominated supplier. Flume Operation The Duty Managers will: a) Ensure that when the flume is in operation it is manned at all times by two members of staff TOT and BOT each with an operational mobile radio. b) Where possible ensure the TOT and BOT radios are left at the bottom of the flumes immediately prior to opening. 57 Opening the flumes Lifeguards will: a) Ensure no customers are permitted up to the top of the tower until the following procedures are completed. b) Ensure that the mobile radios are present at the bottom of the flumes. When this is not the case, visit reception to collect the radios from the Duty Manager. c) Both lifeguards (TOT and BOT) will press in the emergency stop buttons located at the exit of the fast and slow flumes and request the lifeguard on the CON position to turn on both flumes at the features control panel. d) Both lifeguards will head to the top of the flume tower to remove the fast flume entry gate as per below: Both lifeguards are to unlock and remove padlocks. Both lifeguards to stand and lift the gate from either side of the flume. Lift the gate and step back away from the entry of the fast flume. Store the gate on the wall bracket to the side of the fast flume. This is strictly a two person manual handling task. If on reaching the top of the flume tower the water is seen flowing, the emergency stop button for the flume has failed. In this event, suspend the opening of the flumes and report to the Duty Manager for further instructions. e) Both lifeguards will then proceed to the bottom of the flume tower. f) BOT will then take up their designated position on the high chair assisted by TOT. In the event the high chair is not available for use, the lifeguard on BOT will stand opposite the exit of the slow flume. In this event, the fast slide will be taken out of operation. g) TOT will release the emergency stop buttons on both flumes. They will wait at the bottom of the flumes until both aqua catch trays are at the required level. Required Level is met when the water meets the following conditions Fast - Water level flows through the grate at the end of the aqua catch. Slow - Water level flows over the white barrier located within the aqua catch. h) Lifeguards will ensure the radios are on the flume operation channel (3) and test that both radios are working as expected. It is expected that both radios will be able to clearly transmit and receive audio. i) TOT will then open the gate that leads to the main pool and will then proceed to the required position at the top of the flume tower with the TOT radio. The radio will be docked on reaching the required position.it is only at this point that customers will be permitted to walk to the top of the flume tower. Edition 7 October 2016 Page 57 of 97

58 Operating the flumes Lifeguards will: a) TOT must stand at the top of the flume at the smallest entry way using their arm to control access past their person. This position is directly adjacent to the radio dock. The radio for this position must be docked unless in use to transmit. b) TOT will control the distance between riders by staying in radio contact with the lifeguard stationed at the bottom of the flumes (BOT) at all times. c) Only allow the next rider when the rider before is clear of the flume and out of the catchment area as confirmed by the BOT position. d) Educate riders to ride in the correct riding position; lying down on back, feet first, legs and arms crossed. e) Educate riders to follow the signage provided. The flume is not designed to be used by the following: Riders under the influence of alcohol or drugs, riders who are pregnant or who have limb, back or heart weakness. f) Ensure in the event of an emergency the flume should be closed down to allow the lifeguard to assist with the emergency. Potential scenarios lifeguards will need to respond to; Emergency on the flume tower TOT will send all customers down from the flume tower via the stairs. TOT will radio for assistance using the emergency channel (2). Emergency at the bottom of the flume tower or aqua catches BOT will activate the pool alarm and push the emergency stop on the relevant flume (if appropriate). On hearing the pool alarm or on interruption of water flow (TOT) In the event of a temporary or continued interruption of water flow to either of the flumes / or on hearing the pool alarm, all riders must be sent down the flume tower via the stairs. Before re-opening the flumes, the Opening of the flumes procedure detailed above must be re-completed in full. 61 9.4 Accident / Incident reporting The First Aider will: a) Complete an incident report form following any incident, accident, pool rescue or near miss. This should be completed in full and handed to the Duty Manager. Blank incident report forms are kept in the first aid room. The Duty Manager will: a) Enter the accident details on the SAFE Incident Reporting System and complete a RIDDOR F2508 form if required. Incident form hard copies are then destroyed. 9.5 Automated External Defibrillator (AED) if available An Automated External Defibrillator is available on site and located behind reception. The General Manager will: a) Ensure that a member of staff with a current AED qualification is on duty at all times the building is occupied. The Duty Manager will: a) Ensure a daily check is completed prior to the building opening to check the AED readiness to use. In the event a person visits reception and asks to use our AED Where immediately possible, send a trained member of staff with the AED to respond to the emergency. Where a trained member of staff is not immediately available; hand over the AED to the requesting person without delay. This also applies to emergencies outside of our red line boundary. The Duty Manager will: a) Arrange for the poolside assistance alarms to be tested every day before the centre opens to the public and recorded on the Duty Managers AM daily check sheet. See Emergency Action Plan for procedure in the event of an emergency alarm sounding Radios The orange emergency button, when activated will send an emergency tone to the DM and Reception radio. The radio will automatically talk so audio may be heard. To deactivate emergency call, the orange emergency button should be held for 2 seconds on the radio in emergency mode. 65 10.4 Fire alarms The main panel for the fire alarm system is situated by the front staff entrance side door. Duty Managers and technical staff have authorisation to use the panel to carry out system tests. The fire break points are located within the building and can be pressed to activate the fire alarm. (See 10.5) Break the glass in a break glass point will activate the Fire Alarm. This should be done if a fire is found or suspected. See Emergency Action Plan (EAP) for procedure if the fire alarm is activated. The fire alarm is tested every week and recorded in Health and Safety Manual C (Fire and Evacuation) Fire fighting equipment Fire fighting equipment is situated throughout the building (See plan 10.5) The equipment is relevant to the materials or fire hazards within the area, for example a fire blanket may be found in a kitchen Fire fighting equipment should only be used as a means of clearing fire form an escape route.
