USA Swimming and Indiana Swimming Open Water rules and regulations govern this meet. Modifications and additions are noted in the announcement. Entry Qualification Period is July 7, 2015 thru late entry deadline on. Positive Check-in Meet Format Online Entry Deadline Friday, September 9, by 11:59 PM ( Eastern Time Eastern ). Deadline for addressing ALL entry exceptions / modifications is Monday, September 11 by 11:59 PM ( Eastern Time). Qualifying standards include 800m/1000yd for 13-14, and 15 & over age groups. When submitting any subsequent entry files, ALWAYS submit a complete entry file to host not just a file of modifications. No refunds shall be issued for events scratched after Entry deadline. All fees including any fines due to late entry shall be tendered on or no later than one hour prior to the start of competiton. Any entry that does not have a proof of time standard in the SWIMS Database will be posted on the Indiana Swimming website no later than Wednesday, Septmber 14 5:00 PM. A swimmer s time that cannot be proven will result in a seed time reverting to the fastest qualifying time recorded in SWIMS for the qualifying period. If no time is available in SWIMS, then the swimmer will be scratched from the event. A team/swimmer who brings proof of time to the meet may be reentered, but the entry will be considered late and subject to the Late Entry Fine. This is a Positive Check-In Meet. Any swimmer not checked in by 8 am will be scratched. The competition will be organized according to these age classifications: 10 & under; 11-12; 13-14; 15 and over. RAIN DATE: In the event of inclement weather, every attempt will be made to run the meet sometime during the day Septmeber 17, Order of events - Boys events will start prior to the girls events. For seeding purposes this meet will be conducted as a yards meet. Seeding order: Short Course Yards-Long Course Meters-Short Course Meters (Y-L-S). Requirements and Conditions for Sanctionand Approval: USA Swimming rules 202.3, 202.4, and It is understood and agreed that USA Swimming shall be free from any liabilities or claims for damages arising by reason or injuries to anyone during the conduct of the event. No swimmer will be permitted to compete unless the swimmer is a member as provided in Article 302. At a sanctioned competitive event, USA Swimming athlete members must be under the supervision of a USA Swimming member coach during warm-up, competition, and warm-down. Only swimsuits complying with FINA Open Water swimsuit specifications may be worn in USA Swimming sanctioned or approved Open Water Competition, USA Swimming rule Changing into or out of swimsuits other than in locker rooms or other designated areas is prohibited. Use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms or locker rooms, USA Swimming rule INDIANA SWIMMING BROADCAST POLICY AND IMAGE AUTHORIZATION Broadcast Statement Any photographs, videotape or other audio and/or visual recordings of the event created by a spectator may be used solely for such spectator s personal non-commercial use, and may not be broadcast, published or disseminated, or used for any commercial purposes, without the prior written consent of Indiana Swimming. Image Authorization All participants agree to be filmed and photographed by the official photographer(s) and network(s) of Indiana Swimming and the meet host under the conditions authored by Indiana & USA Swimming, and allow event organizers the right to use names, pictures, likenesses, and biographical information before, during or after the period of participation in this Indiana Swimming competition to promote such competition. 3 PARKING Parking is free and available in the parking lot and along the shoreline. SPECTATOR SEATING Spectators may sit in the beach area or along the shoreline. Shoreline is somewhat shaded. Please bring lawn/camp chairs for seating. Spectators are encouraged to provide shade/sun block. RESULTS Results will be posted on-site. RESTROOMS Facilities will be available at the bathhouse in the beach area. CONCESSIONS Limited concessions will be located in the beach area. SITE NOTE All swimmers, coaches, officials, and spectators are asked to please treat this site like it was their own. We will strictly enforce these rules. Anyone found abusing the site will be asked to leave the meet IMMEDIATELY!!! SMOKING IS NOT PERMITTED on the Prairie Creek Reservoir premises! Keep all trash picked up. Do not go, or let children go, in any unauthorized areas. No radios, balls, or any other device that will be an inconvenience to others will be allowed. For safety reasons, No one will be allowed in the water except registered swimmers during warm-ups/cool downs or competing in their respective event. SITE INFORMATION CHARGES Heat Sheets At the Vendor Tent - $ 3 Admissions There is no charge for admission ATHLETE FACILITIES Bathhouse and shower facilities are located in the beach area. CREDENTIALS To receive meet packets, ALL coaches and officials will be required to display valid USA Swimming membership cards at all times. The meet referee or designate will inspect all coach and official credential display and/or deny access if the credential is unacceptable. The meet director or designated meet marshal will ask any unauthorized persons to leave the site. 4 ENTRY CHAIRPERSON Jennifer Huisman 1804 N. Buckeye Rd Muncie, in Online entry form can be found on QUALIFYING PERIOD Times must be achieved from July 7, 2015 thru late entry deadline on. ELIGIBILITY All swimmers, coaches, and officials must have an ID # registered with Indiana Swimming, USA Swimming rule ISI will not process any on-deck registrations at this meet. Age as of the first day of the meet will determine age for the entire meet, USA Swimming rule Swimmers with qualifying times made by the entry deadline will be allowed to enter this meet. ISI has a swimmer with disability inclusion policy. Contact the ISI Disability Coordinator for application and consideration, Disability Application. All entry times must fall within the qualifying standards for that event. Official time standards are included in this entry. Swimmers submitted times may not be faster than a provable time. A submitted entry time that cannot be proven by proof /scratch deadline for the event will result in a swimmer s seed time reverting to the fastest qualifying time recorded in SWIMS for the qualifying period. If no qualifying time is available in SWIMS, and no proof is brought by event scratch deadline, then the swimmer will be scratched from the event. ON-SITE REGISTRATION There will not be any on-site registrations accepted at this meet. ENTRY LIMITS Swimmers may enter an individual event and be included on a relay if the team has 3 or more swimmers entered. See RELAYS section (page 7) regardng how to enter relays. Requirements for relay entries are unique to ISI Open Water. When using a non-conforming distance to enter the meet, i.e. 500Y for a 10 & athlete, a custom time must be used and saved in the entry file. Please note in online system message box that non-conforming times were used. ENTRY FEES $ per individual event entry $ per relay entry The total amount of all fees due including any fines incurred due to late entry for all swimmers and events entered shall be tendered on or no later than one hour prior to the start of the competition or the entire team will be scratched from the meet. Responsibility lies with the entering team to make sure payment is tendered to the host in a timely fashion. The Summary of Entries form (page 9) can either be faxed or included with payment. ENTERING THE MEET ENTRY DEADLINE / ASSOCIATED DATES It is the responsibility of the entering team/unattached swimmer to heed deadlines and be responsible for the accuracy of team entries. Teams should ensure they have the current version of Team Manager/Unify, downloaded the meet set-up file from Indiana Swimming, and software is set to not convert times. Always submit a complete entry file to host, not just a file of the modifications. Prior to entering athletes in Team Manager/Unify the boxes in Meet set-up/eligibility rules enforce qualifying times and must be checked. Non-conforming times, i.e. 10 & U 500Y qualifying time will have to be researched manually without box checked. NT is only permitted for relays. DO NOT INCLUDE RELAY NAMES on relays. Refer to section on RELAYS. No refunds shall be issued for events scratched after Entry deadline. The only exception is a team/unattached swimmer who achieved a qualifying time between the Friday entry deadline and the Monday exception/modification deadline. Saturday, September 10 by 11:59 pm (Eastern ) Host will send an Entry Report and Exception report (if any) back to entering team/unattached swimmer via . Monday, September 12 by 11:59 pm (Eastern ) Entering teams must address their exceptions. Changes made after Friday entry deadline and before the Monday exception/modification deadline may include additions, deletions and corrections to the existing (submitted) team entry including relays. LATE ENTRY Any entries/ modifications after Mnday, Septmeber 12-11:59 PM will be subject to the late entry fees. This includes any entry time changes for a swimmer already in the meet. Teams/unattached swimmers and relays that neglected to enter an event(s) by Friday, September 9-11:59 pm can enter up until one hour before the start of the meet. These late teams/unattached swimmers and relays will be assessed a late fee of $30 per individual entry, and $20 per relay.

5 VERIFICATION / PROOF OF TIME Indiana Swimming will verify all entries via SWIMS. Times submitted may not be faster than provable. Any entry that does not have a proof of time in the SWIMS database will be posted on the IS web-site on the morning of Wednesday, Septmeber 14 and due no later than Friday, September 16 at 4 pm (Eastern Time). After that time the Team will have to provide proof of time to the Admin Referee or their designate prior to applicable scratch deadlines for the event(s) or the swimmer will be scratched. All proofs submitted to ISI, including those from Non-USA Swimming Meets, should use the PROOF submission form located on the championship web page. Swimmers names must be circled or highlighted on results. Acceptable verifications are official results in PDF form from: USA Swimming sanctioned or approved meets; College, High School, Junior High, YWCA or YMCA meets sanctioned by their respective governing organizations; Websites (provided host address is printed on the copy); Meet Mobile or Live Results with visible meet and date headers; Verification slips, time cards, timing system tapes or photocopies of such which are referee signed and dated. Official results from USA Swimming meets must be printed with either host team s name or IUPUI Natatorium on each page. 6 FORMAT The competition will be organized according to these age classifications: 10 & under -.5 mile mile mile 15 & over - 5 K Swimmers will compete as individuals. However, swimmers may also compete as a relay. (See below: Relays Section) Boys events will be started prior to the girls. TIMING An electronic timing system will be used at this championship. Swimmers will wear electronic chips that will activate at the start of each race and record each swimmer s time as he/she crosses a mat located on the beach. WARM-UP PROCEDURES The warm-up procedures for the open water events will be described during the Mandatory Clinic for Participants. There will be a marked area for continuous warm-up and warmdown. Warm-ups will be conducted by age group and distance. Swimmers found in the water outside of this area and not engaged in competition will be scratched from the meet regardless of whether or not they have completed their events. START/FINISH All starts will take place in the water, all finishes will be on the beach. MEET FORMAT & PROCEDURES SAFETY PROCEDURES Mandatory Clinic There will be a Mandatory Clinic for all swimmers and coaches held before competition begins to discuss the course, rules and safety procedures. The Referee may remove any swimmer from competition who does not attend the clinic or is found to be inattentive during the clinic. Swim Caps Different colored swim caps will be issued to swimmers in each age group so that Meet Officials can monitor swimmers progress through the course. Swimmers are required to wear the cap provided. Any swimmer refusing to wear the cap provided at any time during the clinic, warm-ups or competition will be removed from the water and scratched from competition. Swim caps are latex. Please indicate in text box of online entry form if another material cap is necessary (e.g. latex allergy), and the number of such caps. Unescorted Swims This is an unescorted swim, USA Swimming rule The course will be patrolled by Delaware County certified lifeguards and safety officials, including Conservation Officers from the Department of Natural Resources and the Delaware County Emergency Management Authority. The Delaware County Management Authority EMS will be on service during the event. Abandoment If danger occurs before the start of the event, the race will be postponed until conditions warrant, or the race will be cancelled. If in the event of an emergency, a race is required to be halted prior to its completion, at the discretion of the Meet Referee, Meet Director and Safety Officer, the race will be restarted from the beginning, restarted from the point of suspension or declared complete. 7 RULES This meet will be conducted in accordance with USA Swimming and Indiana Swimming Open Water rules and regulations. ATHLETE ATTITUDE Athlete conduct will be governed by Part Seven of the USA Swimming Rules and Regulations Handbook. Intentional obstruction, interference or intentional contact with another swimmer may be deemed "Unsporting Impedance" and lead to disqualification. Swimmers shall maintain clearance from other swimmers except at the start, turn, and the finish or where the course or race conditions dictate otherwise. Parents and swimmers should be advised that if there are a significant number of entrants, open water swimming may be expected to involve inadvertent contact with other swimmers. It is important that swimmers keep a cool head while in the water. POSITIVE CHECK-IN Any swimmer not checked in by the deadline, 8:00 AM, WILL BE SCRATCHED from competition. Swimmers are to report to the sign-in table appropriate for their age and gender and report to the Clerk of Course that they are present and prepared to swim. At that time the swimmers will be given their swim caps, electronic chips and competitor numbers along with any other information deemed necessary regarding the competition. Athletes must notify the Clerk of Course and return their timing chips if they decide to scratch from their event after completing registration SEEDING OF EVENTS Seeding order: Short Course Yards-Long Course Meters-Short Course Meters (Y-L-S). No entry times will or should be converted for seeding. When there are a large number of athletes entered (80+ per age group), the Meet Referee may create multiple heats in specific age groups (12 & Under) for safety. The need for such heats will be determined by the Meet Referee based on the number of entered athletes and the layout of the championship course. If this determination is made, at the Meet Referee s discretion, these procedures will be communicated to teams prior to the competition. These heats will be seeded by using entry times to provide the best opportunity for competition. MEET CONDUCT RELAYS Teams submitting entries for three or more swimmers per event will be eligible for relay competition. A relay will consist of three (3) swimmers in the same age group/same gender from the same team, and must be entered before the competition. (No names should be included on the relay entry, as composition is determined after completion of the individual event.) The cumulative finishing times of the three fastest swimmers in each age group/gender will make up the A relay. The second fastest cumulative times will make up the B relay, etc. The fastest cumulative time will be used to determine the winners and the place. Relays cannot be made up/entered after the competition has commenced. SCORING Individual events will be scored to 16 places as follows: 20, 17, 16, 15, 14, 13, 12, 11, 9, 7, 6, 5, 4, 3, 2, 1 Relay events are scored as follows: 40, 34, 32, 30, 28, 26, 24, 22, 18, 14, 12, 10, 8, 6, 4, 2 Team competition will be scored as follows: The combined points scored by attached members of the team shall determine the team score (including relays). The Open Water State Championships will be scored separately and independently from any other ISI sponsored state championships.
