2 ABOUT THE CHAMPIONSHIP This meet is a sanctioned, closed, inter-association championship YMCA meet. This meet and all participants will adhere to the Rules that Govern YMCA Competitive Sports and the Swimming Addendum to the Rules that Govern YMCA Competitive Sports. USA Swimming technical rules will be followed. The meet is YMCA sanctioned and approved by the Ohio LSC of USA Swimming. YMCA Sanction number: xxxxxxxx. USA-S/Ohio LSC Approval number xxxxxx. ADJUSTMENTS TO THE MEET ANNOUCEMENTS: The Championship Meet Committee reserves the right to make any adjustments to the provisions of the meet announcement deemed necessary to ensure the fair and efficient running of the meet or due to unforeseen issues of weather or facility problems. Changes will be communicated as far in advance as possible. None of the required elements for a YMCA Sanctioned Championship and USA-S Approved meet can be changed. 3 LOCATION AND FACILITY Location: Miami University, 750 Oak Street, Oxford, Ohio Emergency Phone Number: The Corwin Nixon Aquatic Center is configured as an 8 lane, 50-meter course. Water depth at start is 8 feet (minimum 5 feet required) and at turn end is 8 feet. Colorado electronic timing system will be used. The competition course has been certified in accordance with C (4) The warm-up pool is 25-meter with 8 lanes. Spectator seating for 750 in bleachers upstairs. Complimentary Wi-Fi. An athlete may have only represented that YMCA team in competition for a period of 90 days prior to the first day of the meet, excluding scholastic competition. Amateur Status: An athlete may not have represented a college, university or other post-high school institution in any competition and may not have accepted pay or compensation for competing as a swimmer. For this meet, college swimmers may compete as non-scoring competitors. A relay with a college swimmer would be non-scoring. College swimmers may qualify for finals, but will not score points. 4 COACH Unattached Athletes: There is no unattached status in YMCA Swimming. Age: An athlete must be at least twelve (12) years of age, and not older than twenty-one (21) years of age on the first day Meet. YMCA Meet Participation: To be eligible to compete, each athlete must have competed in a minimum of 3 closed YMCA inter-association meets since September 1, 2016 Times: An athlete must achieve the minimum qualifying time standard for each event in which he/she enters during the period of July 1, 2016 and the entry deadline. Athletes with a Disability: Swimmers with a disability are welcome to enter this meet. The coach or team entry person must alert the meet director and the meet referee as to the need for any special accommodations or seeding arrangements at the time the entry is submitted. If modifications to USA Swimming rules are necessary, then the coach or athlete must notify the meet referee of any disability prior to competition. Required Certifications: Coaches must hold current certifications in the following courses in order to receive a deck credential: Professional Rescuer CPR, First Aid, Safety Training for Swim Coaches (a Lifeguard certification may be used if accompanied by completion of the Safety Training for Swim Coaches online content) and Principles of YMCA Competitive Swimming and Diving. A list of the acceptable certifications can be found in the Swimming Addendum to the Rules That Govern Competitive Sport. Coach Registration: Each coach must have completed the annual YMCA on-line coach registration process. Coaches who are not registered and approved will not be permitted on deck. Teams without A Coach at the Meet: All athletes and teams must have at least one certified and credentialed YMCA coach designated as being responsible for their supervision during competition. When a YMCA team will not have a coach present, that YMCA may authorize an eligible coach from another YMCA attending the meet to be responsible for their athletes at the meet. The Meet Director and Meet Referee must be notified of this situation. Page 4 6/3/17

5 TEAM Team Registration: Each team must have completed the annual YMCA online team registration and paid the annual registration fee. Insurance: Each team that participates in the meet must have a current and correct Certificate of Liability Insurance, in effect through the last day of the meet. ENTRY INFORMATION ENTRY LIMITS: A swimmer may swim a maximum of 6 individual events in the meet with a maximum of 3 individual events per day. A time trial event would count towards the maximum for the day. QUALIFICATION PERIOD: The qualification period is July 1, 2016 through the entry deadline (July 10, 2017). USA-S IDs: Only USA-S registered athletes should have an ID number in the Meet Entry File. TIME STANDARDS: Some events have qualifying times. Swimmers/Relays must have equaled or bettered the minimum time standard to be eligible for events with qualifying times. See: Appendix 1. TIMES: No Times (NT) is not allowed. Submit entry times in long course meters when possible. Actual time (no conversion). SCY times are acceptable. Entered times must be the swimmer s BEST time achieved during the qualifying period. 6 Late entry exceptions are as follows: Exception 1: A swimmer, who is not entered or incorrectly entered by the fault of the meet entry chairperson, may be properly placed in the appropriate events. Exception 2a: A swimmer, otherwise qualified, who was mistakenly not entered by his/her chairperson, may be entered up to 30 minutes prior to the first event of the meet, provided he/she pays the appropriate entry fee plus a $25 Swimmer processing charge to the Southwest Ohio Swim League. The coach is the only one who may make these changes. Exception 2b: A coach may add an event to a swimmer already entered in the meet (same notice required) provided it is not over the entry limit and he/she pays the appropriate entry fee plus a $25 swimmer processing charge. They may not exchange events. The coach is the only one who can make these changes. PAYMENT: checks for entry fees may be hand carried to the meet or mailed to Pam Fulton 1738 St Route 202 Troy, Ohio CHECK-IN PROCEDURE MEET CHECK-IN PROCEDURE: Coaches check-in for each session in the upstairs lobby. Heat sheets for coaches are available there. EVENT CHECK-IN: All events are seeded prior to the meet. We ask that you notify the scoring table if you are not swimming the 1500 free (by 5:30 PM Thursday) or 800 free (10:00 AM the day of competition.) COACHES MEETING/SCRATCH MEETING: Information for Coaches will be ed prior to the meet. Page 6 6/3/17

7 REQUIRED YMCA WORK ASIGNMENTS: The Meet Director will prepare the workers assignment list approximately 30 days in advance of the Championship. The assignments will be posted on the web. The required YMCA work assignments are determined by the number of swimmers entered by each team in last year s championship meet. If you expect significant changes, please contact the Meet Director. All YMCAs must provide the assigned workers as designated by the Meet Director. Failure to provide all of the assigned officials/workers for any session of this meet will result in a $100 fine imposed on the team. IT IS THE DUTY OF THE ASSIGNED TEAM TO CONTACT OTHER TEAMS FOR HELP IN FULFILLING ASSIGNMENTS. It is not the duty of the Meet Director. Please notify the meet director of any substitution so accurate records can be kept. All officials must be dressed in white shirts and navy blue pants, shorts or skirts. All officials must carry this year s meet verification card (orange for ) showing that they have been updated on any rule changes. CHAMPIONSHIP PROCEDURES AND OPERATIONS CHAMPIONSHIP COMMITTEE: The Committee will consist of the Meet Director, Meet Referee, and members of the League Executive committee present at the meet. RULES: The meet will run under YMCA Rules that Govern Competitive Sports, Swimming Addendum to the YMCA Rules that Govern Competitive Sports, and Southwest Ohio YMCA Swim League and USA-S Technical Rules. MEET FORMAT: Swimmer s age will be determined as of June 1, 2017 EVENT SEEDING: Long course Meter times preferred. Non -conforming times are seeded as the slowest times. AM sessions all events are seeded fast to slow. PM Sessions are seeded slow to fast. Exception 50 meter events are seeded fast to slow. The Meet Referee/Administrative Official reserves the right to combine heats. Page 7 6/3/17

8 DECLARED FALSE START: An athlete may also withdraw from a heat or swim-off by electing to take a declared false start. Such declaration must be made known to the Deck Referee before the heat or swim off is announced. A declared false start counts as an event swum for the athlete and will be counted in the maximum number of events allowed for each athlete. MEET FORMAT: The meet will be swum using a Prelim Finals format. Exceptions: The 1500 free, 800 free, 400 free, 400 IM, all relays, and all 8 & under and 9-10 events are timed finals. Swimmer s age will be determined as of June 1, Senior events require that the swimmer be 12 on the first day of YMCA Long Course Nationals (July 31, 2017). Except for those stated in this document or outlined in the Southwest Ohio YMCA Swim League "Rules and Regulations for Competitive Swimming Meets issued October 1998, the current USA Swimming Rules will govern this meet. All preliminary and timed final events will be pre-seeded to ensure a minimum of three (3) swimmers in all heats. However, an entire event will NOT be re-seeded to maintain this minimum should there be scratches and/or no-shows. Combining of heats where the opportunity arises may be performed at the discretion of the meet referee, administrative referee and/or meet director. The following SCRATCH RULE will be strictly enforced for all events with finals: Those swimmers in the top 24 places of the initial posting of an event's preliminary results MUST scratch if they do not plan to return for finals. Scratches MUST utilize a Scratch Form obtained from the scratch table and signed by the swimmer's coach. To be accepted, these Scratch Forms MUST be turned in at the scratch table within 30 minutes of the announcement of that event's results. After 30 minutes, the results are official. Failure to compete in a Consolation and/or Championship Finals Event in which a swimmer is seeded, the swimmer will: a. miss his/her next individual event (prior swims not affected) or b. If the event missed is his/her last event, a $25.00 fine will be imposed on the team. c. Exceptions: no penalties shall apply for failure to compete in finals if the referee is notified in the event of injury or illness and accepts the proof thereof, or it is determined by the referee that failure to compete is caused by circumstances beyond the control of the athlete. 9 Declaration of Intent to Scratch: Within 30 minutes of the announcement of an event's results, a swimmer may declare that he/she may not compete in the finals of that event pending the results of subsequent preliminary events. The swimmer must declare his/her final intentions within 30 minutes of the completion of their last individual event. If the swimmer does not return to confirm the scratch, the swimmer will be seeded into the finals event and penalties set forth for failure to compete will apply. Seeding for finals: Finals events will be seeded based on the OFFICIAL preliminary results. AFTER the results are official, any scratches made known to the Administrative Referee will result in the entire event being re-seeded if and only if there is sufficient time to do so prior to the event's being swum. If there is not sufficient time and if the scratch or no-show is in the consolation heat, the alternate swimmer will simply swim in the lane originally assigned to the scratched or no-show swimmer. If there is not sufficient time and if the scratch or no-show is in the championship heat, no alternate will swim and the lane will remain empty. Once the consolation heat has swum, there will be no alternate in the championship heat. EVENT SEEDING: 11 & over events will be seeded fastest to slowest. 10 & under events will be seeded slowest to fastest. The Meet Referee/Administrative Official reserve the right to combine heats. SCRATCH PROCEDURES: An athlete is considered entered into an event unless he/she scratches from that event. If an athlete does not scratch from an event and does not swim the event, that event still counts toward the athlete s total number of events for the meet. NO SHOW: Because the meet is preseeded, an athlete who is seeded in an event (prelims) and fails to compete (i.e., a no show ) will have no penalty. WARM-UP SAFETY PROCEDURES: Teams will be assigned lanes for warm-ups for AM and PM sessions. During designated warm up sessions, athletes may only enter the competition pools from the starting end. Athletes are expected to use a three-point entry in which they sit on the side of the pool then slide into the pool gently, with one hand on the wall. The exception is during specific warm up periods when sprint lanes are designated for practicing racing starts. Coaches are responsible for the safety of their athletes and are expected to monitor them at all times during warm up sessions. Warm-ups for Prelim sessions will be assigned. Page 9 6/3/17

10 STARTS: AM session events will start from both ends of the pool. 200 Medley Relays and 800 free relays will start at the balcony end of the pool. All 50 meter events will start at the scoreboard end of the pool. All other events odd heats start at the balcony end of the pool even heats start at the scoreboard end of the pool. PM Sessions 50 meter events start at the scoreboard end of the pool. All other events start at the balcony end of the pool. SWIM-OFFS: In the event a swim-off is necessary, the meet referee will set a time for the swim-off which will not be any later than 45 minutes after the last heat of any event in which any of the swimmers in the swim-off is competing. (USA Swimming Rule ) SWIMS (USA-S): This meet has been approved by USA Swimming. Therefore, all individual times will be automatically submitted for entry into SWIMS as long as USA-S ID numbers have been included with your entry. RESULTS: Any results displayed on the scoreboard are unofficial until final results are published. Results will be posted on Meet Mobile (unofficial) and on PROTEST PROCEDURE: Protests may only be initiated by a person with standing, that is, a coach or YMCA supervisor whose team is competing in the meet. The Championship committee will arbitrate protests, eligibility issues, safety rules and other issues Protests against the judgment decisions of starters, stroke, turn, place and relay take-off judges can only be considered by the Referee and the Referee s decisions will be final (USA-S Rule ). CONDUCT AND RESTRICTIONS: The Meet Referee reserves the right to dismiss any swimmer, coach and/or spectator from the competition due to inappropriate conduct. Page 10 6/3/17

(One vote per team.) TIME TRIALS FORMAT AND FEE: Time Trials are open only to athletes entered in the Championship meet. An athlete may only swim the stroke being contested in a Time Trials event, e.g. an athlete may not swim backstroke in a breaststroke event in Time Trials. TIME TRIAL LIMITS: A swimmer may swim no more than 3 individual events per day in a prelims/finals meet Time trial events must count as a part of this daily total. TIME TRIAL ENTRIES: Time Trials will be run 20 minutes after the preliminary session. Time trials are open only to swimmers already entered in the meet and who have the league qualifying time and are attempting a YMCA National Qualifying time. We will offer only events 50 meter, 100 meter or 200 meter in length. The time trial event will count as one of the 3 event per day limit. TIME TRIAL PROCEDURE: Time trial forms will be available Friday morning until 10 AM. Heat sheets will be printed by 11 AM. Time Trial entry fee $5 per event. Limit 1 event per swimmer. 12 SPECTATORS HEAT SHEETS/PROGRAMS: Heat sheets for spectators are available in the lobby upstairs. ATHLETE APPAREL: SwimVille will be in the upstairs lobby. HANDICAP SEATING: There is space for wheel chairs in the spectator seating area upstairs. LOST AND FOUND: Swimmers lost and found is in the lobby area outside the Aquatic Office on the lower level. CONDUCT AND RESTRICTIONS: Venue Rules for Miami University: Deck Access: Deck access is restricted to competing athletes; YMCA certified and registered coaches, officials and meet workers. No parent or spectator will be allowed on deck except at the request of the meet officials or meet director. Locker Rooms and Changing Facilities: The Women and Men s locker rooms are located on the pool deck level. Locker space is not available. Belongings may be stored on deck in team areas. Miami University is not responsible for any lost or stolen items. First Aid/Training Needs: Lifeguards are trained to handle water emergencies and first aid on the deck. Please report all first aid issues to the Aquatic Staff. Prohibited Items: The following items are not permitted in the facility: Glass, lawn chairs, coolers, and Helium balloons. There is no food allowed on the pool deck. Banners: One professionally made banner per team may be displayed. Banners will be hung by the facility staff. Flash Photography: Flash photography is not permitted at the start of any race. Team Seating: Team seating is available on a first-come basis by session. Belongings should be removed from the deck between sessions for area cleaning. Spectator gallery is also available on a first-come basis. Saving of seats is prohibited. Wireless Internet Access: Wireless internet access will be available throughout the meet. Cell Phone Usage - Use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms, or locker rooms. No Shaving on Deck - Shaving on deck is prohibited. Page 12 6/3/17

13 No Deck Changing Changing into or out of swimsuits other than in locker rooms or other designated areas is prohibited. Swimmers discovered deck changing at Miami will be ejected from the facility. LIABILITY, SAFETY AND EMERGENCY PROCEDURES INSURANCE: Each Association participating in this meet must have insurance coverage for representative(s) including leadership and participants who will be in attendance for the period of the meet. Appendix 3 must be signed by each association participating in the meet. LIABILITY LIMITS: In granting of the USA-S/Ohio LSC approval, it is understood and agreed that USA Swimming and Ohio LSC shall be free and held harmless from any liabilities or claims for damages arising by reason of injuries to anyone during the conduct of the meet. In granting the YMCA Sanctioning, it is understood and agreed that YMCA of the USA shall be free and held harmless from any liabilities or claims for damages arising by reason of injuries to anyone during the conduct of the meet. EMERGENCIES: The facility personnel will handle all emergencies at the meet. These individuals will provide CPR and first aid as needed and will ensure that individuals with serious injuries are transported immediately to the nearest hospital for further treatment. Defibrillators will be on site. Any coach, athlete or official who recognizes an emergency situation should immediately inform the facility s personnel and then make sure the vicinity of the emergency is clear for the emergency personnel to do their job. UNACCOMPANIED ATHLETE: Each athlete must have a certified coach responsible for him/her while on the pool deck. The coach of the athlete must authorize in writing a coach from another team to represent their team and be responsible for the swimmer(s). Page 13 6/3/17

14 CONCUSSION AWARENESS: This meet will follow the YMCA of USA Concussion procedure. Anyone who observes or has knowledge of a potential head injury should immediately notify lifeguards and/or hired medical personnel. Once the injury report is completed, the lifeguard and/or hired medical personnel will notify the Event Staff, the athlete s coaching staff, and the Meet Director. If a head injury occurs, the action plan below will be followed: 1. Athlete is removed immediately from participation by the Meet Director 2. Athlete must be evaluated by a licensed health care professional experienced in identifying and treating concussions. In addition, the athlete must be in compliance with the laws that are in effect within the jurisdiction where the meet is held. 3. The coaching staff will inform the athlete s parents or guardians about the possible concussion and give or send them the fact sheet on concussion. 4. The athlete will not be allowed back to warm-up or compete until a health care professional, experienced in evaluating concussions determines that the athlete is symptom-free and is OK to return to participation. LIGHTNING POLICY: The National Lightning Safety Institute, National Athletic Trainers Association, American College of Emergency Physicians, USA Swimming, and YMCA of the USA all recommend or require closing an indoor pool during an electrical storm. This policy will be followed at the meet DRONES: Operation of a drone, or any other flying apparatus, is prohibited over the venue (pools, athlete/coach areas, spectator areas and open ceiling locker rooms) any time athletes, coaches, officials and/or spectators are present. EVACUATION PROCEDURE: In the event of evacuation, Miami staff will provide necessary instructions. DIRECTIONS PARKING Please note there may be detours on routes 27 and 73. See Appendix 4. 22 APPENDIX 4: ROAD CONSTRUCTION Road construction on State Route 73 and U.S. Route 27 near Oxford will affect travel to and from Miami University's Oxford campus this summer. While it is too early to confirm the June road construction start dates, visitors planning to travel to Miami this summer may check the university website at for updated information later this spring. Look for a badge on the Miami website homepage later in May for more information as it becomes available. State Route 73: Detour A full closure of State Route 73 at Shollenberger Road (about 2 miles east of campus) for a full culvert replacement will be in effect for 30 days between June I-August 10. If you are traveling to Oxford from the north or east, plan ahead and map your own alternate route, take an Ohio Department of Transportation-recommended detour, or use a detour route suggested by Miami's parking and transportation services Below: Miami's parking and transportation services recommended detour for State Route 73: From State Route 127: West on Oxford Germantown Road; South on State Route 732 (Morning Sun Road) to High Street in Oxford. Route 27: Detour Traffic on U.S. Route 27 between Stillwell-Beckett and Southpointe (about 4.5 miles south of campus) will be down to one lane for a bridge replacement, controlled by a temporary traffic signal. The temporary traffic signal will be in effect for no more than 60 days between June 9 -Aug. 27. Motorists should expect delays. All work is weather dependent.
