3 Team Captains: Tournament Entry Fees: $275/team. Check with your District League Coordinator to confirm they are covering the cost for your team. Captain s Registration: Captains are required to register 45 minutes before their scheduled FIRST match of the weekend. The captain will register at H-F Racquet Club at the tournament desk back by the seating area. Please do not call the club. The entire team that will be playing the first match must be present. Tournament Information: Format: Round Robin Best of two sets with regular scoring. Direct crossover after 1 st game of first and second sets. (No break) Set tie-break used at 6 all in first two sets (first to 7 by 2) Deciding Match tie-break (Coman Tiebreak) used in lieu of third set. (first to 10 by 2). Two minute break between all sets is allowed. Please use score cards. No coaching allowed. Eligibility: Procedures in the event of a tie: Balls: Awards: Tournament Schedule: A minimum of 6 players who were on the final local roster must be available to compete at sectionals. The tie will be broken by the first of the following procedures: o Winner of the most individual matches in the entire competition o Loser of fewest number of sets o Loser of fewest number of games o Winner of the head-to-head match o A method to be determined by the championships committee Penn Awards will be presented to the 1 st place teams. 4 Schedule of Events Special note: The warm up is 10 minutes. Official will tell you when it is 10, 2, and 1 minute. When time is called you must start play immediately. The first serve needs to be struck within 20 seconds of officials calling time to start. Please spin the racquet to determine who serves prior to warming up and warm up on the side you will be playing on. Saturday The ENTIRE team that will be playing the first match, must report to the match site 30 minutes prior to their first match time. We will call matches 30m minutes before the scheduled time all weekend if we have the courts. All teams must hand in their line-ups at least30 minutes before the start of their matches. 11:15AM check in and registration for 12:00PM matches. We have important information for you and line-ups must be completed. Please arrive at the tournament desk by 11:15 AM as matches will go on at 12:00noon. Sunday 7:30AM start time, all players scheduled for 8:00AM matches must be on site and ready to play at 7:30AM. See schedule for exact times Page 4

6 GRIEVANCE & APPEAL PROCEDURES NTRP DYNAMIC DISQUALIFICATION & REVIEW PROCEDURES GRIEVANCE & APPEAL PROCEDURES The following guidelines and procedures will be used during this championship. Please review the information carefully. GRIEVANCE (Written formal complaint regarding an alleged violation of a regulation or procedure.) 3.03C(1) Any grievance alleging a violation during championship competition shall be in writing and delivered to the duly appointed site director or designee prior to whichever occurs first: (a) within 30 minutes of the completion of the involved team's match or (b) the commencement of the involved team's next match, whether or not the involved player participates except for Eligibility Grievances (See Reg. 3.03B(3) and NTRP Grievances (See Reg. 3.03E(3))> 3.03C(2) At the time a grievance is filed, a copy of the grievance shall be sent by the Championship Committee to the party(ies) against whom the grievance has been made. 3.03C(3) Any grievance regarding failure to meet eligibility requirements may be filed by a team captain, league coordinator or member of a Championship Committee at any time. Please take the time to review the balance of 3.03 (Grievances) to familiarize yourself with the process. Forms may be obtained from the site director or the Section League Coordinator. GRIEVANCE APPEAL (Request for reconsideration of a previous decision determination or finding.) 3.04A General Procedures. 3.04A(1) Any party(ies) to the grievance may appeal the decision of the Grievance Committee within the time fixed by the Grievance Committee. Upon receipt of an appeal of the decision of the Grievance Committee, the Grievance Appeal Committee shall act promptly to resolve the appeal. 3.04A(2) The party(ies) appealing shall file a written notice of appeal with the appropriate coordinator or designee, who shall send it to the Chair of the appropriate Grievance Appeal Committee, Chair of the Grievance Committee whose decision is being appealed, Local, District or Sectional League Coordinator, and to the other party(ies) involved in the grievance. Forms may be obtained from the site director or the Section League Coordinator. Page 6
7 USTA/MIDWEST SECTION 2013 Tri-Level Playoff RULES AND REGULATIONS 2013 USTA Rules and Regulations will be used. 1. USTA Rules, USTA League Regulations, USTA/Midwest Section Standing Orders and The Code will be observed. Individual matches are unofficiated. Roving official(s) will be present. 2. Good sportsmanship, good manners and generally accepted customs that constitute the social graces of court play are the expected behavior of players. 3. Team Lineups for each match must be submitted by the captain to the tournament desk 30 minutes prior to the scheduled match. The captain must inform the tournament desk that the entire team is on site and available to play. The tournament desk has the authority to start putting on matches when courts are available no sooner than 30 minutes prior to the scheduled match. If a team lineup is not submitted prior to match being called; an official will be called. The Point Penalty for Lateness as stated in the USTA Friend at Court will be used for each court where the player for the court being called fails to appear. The penalties are as followed: 5 minutes or less: Loss of toss plus 1 game minutes: Loss of toss plus 2 games 10:01-15 minutes: Loss of toss plus 3 games More than 15 minutes: Default 4. Order of strength is: 4.5 Team, 4.0 Team, and 3.5 team. Players must be at or below the correct NTRP level to participate. 5. If you must cancel your participation in the USTA League Section Championship/Playoff, you must immediately notify your District USTA League Coordinator. 6. A round robin schedule may be used. A warm-up of ten minutes is permitted beginning with the court assignments. 7. All cellular phones and other electronic devices are banned from tennis courts during USTA League matches. The offending player/team will lose the point if any electronic device goes off on the court while the match is being played. A player may bring to the court written notes that were prepared before the start of the match and may read these notes during the match. A player MAY NOT use electronic devices such as cell phones, digital messaging systems, radios, MP3 players, DC and DVD players, and cassette players. Hearing aids and watches not capable of receiving messages are permitted. A player desiring to use any other electronic device should first ask the referee whether the device may be used. 8. One team point will be awarded to the team winning the majority of the three individual matches. 9. If teams are tied, the tie will be broken according to 2013 USTA League Regulations 2.03H-2.03H(5) on pages If a team needs to default a position, defaults will be according to USTA League Regulations. The defaulted point goes to the opponent. In Tri-Level, teams do not move up when there is a default, rather, the position is defaulted. Page 7
8 11. Eight (8) first place trophies will be awarded to the winning male team and eight trophies will be awarded to the winning female team. Extra trophies may be ordered at the team s expense. 12. A complaint against a player or team alleging a violation during championship league competition shall be filed with the Grievance Committee in accordance with rule 3.03C(1), page 25 in the 2013 USTA League Regulation Book. The complaints must be written on specific forms obtained from the tournament desk and returned to the duly appointed site director or designee prior to whichever occurs first: (a) within 30 minutes of the completion of the involved team s match or (b) the commencement of the involved team s next match, whether or not the involved player participates. A refundable filing fee of $ is due upon submission of complaint. If decision of Grievance Committee is appealed; a refundable filing fee of $ is due upon submission. 13. During District, State and Section championship play, players declared ineligible by the USTA/Midwest Section USTA League NTRP Grievance Committee will not be allowed to advance with their team, but their match results will stand as played. USTA/Midwest Section Standing Order 3.03C(4)b. 14. Matches will be the best of 2 sets, with regular scoring and in an event of split sets, a third set match tiebreak (Coman Tiebreak) (first to 10 by 2) shall be played in lieu of third set. A two minute break between all sets is allowed. No coaching is allowed. 15. If a team has not requested a waiver from the Championship Tournament Committee and is not represented by a full complement of courts at the initial check in at the USTA League State and/or Sectional Championship, they may be subject to penalties as determined by the Championship Tournament Committee and their District will be fined $100. Any additional action against the team is at the District s discretion. 16. Any team forfeiting an entire team match (3 individual matches) will result in having their team members be ineligible to compete in any Championship Competition within the USTA League program in the league season of In addition, team members may be barred from competition in their local and/or district competition in the 2014 season. All individual matches won (by the defaulting team before the forfeit of the entire team match) will be reversed and awarded to the opposing team. 17. After the match, players are to return the used balls and report the scores to the site director. Scores should be verified by all those who competed. Captains must sign the completed scorecard within 15 minutes after the team match is over. 18. Disqualification of any individual and/or team and/or forfeit of matches is within authority of the Championship Committee and/or Championship Director when it is determined those eligibility requirements and/or rules have not been followed. 19. There will be a 10 minute warm-up. Should no official be on your assigned court, please spin racquet prior to your warm-up to decide first server. Be aware of your warm-up time and start play in 10 minutes. 20. USTA official(s) will be roving the courts to supervise play. Foot faults will be called without warning. Officials may overrule if in direct observation of court and ball. Please raise your racquet if an official is required. You may not leave the court without an official being notified. 21. Interpretation of the USTA Rules and Regulations of the USTA League Program is within the authority of the USTA/Midwest Section League Coordinator. Page 8
