2 Dear Captains, WELCOME TO THE 2012 WISCONSIN STATE CHAMPIONSHIPS Congratulations! Your team has made it to the Wisconsin State Mixed Doubles, Super Senior and Tri-Level Omega Championships, September 8-9, 2012, at Western Racquet Club in Elm Grove (Milwaukee area). Captains are required to submit their completed ENTRY form by Noon on Thursday, August 6, Entry forms must be sent, faxed or ed to: Charlie Kordus 5412 Oakview Lane Gurnee, IL Fax # ID: ckordus@wisconsin.usta.com BRING the COMPLETED Publicity Release Form and Media forms to the TOURNAMENT. Please arrive one-hour before your first match to check-in at the Tournament Desk. When you check-in, submit these completed forms to receive your Match Line-up Forms. USTA/Midwest Section Communication Director, Kathy Dalla Costa sends this information to the winning team s local newspapers. LINEUPS ARE DUE 45 MINUTES BEFORE EACH MATCH. All team members must be present at the site when you turn in your lineups. Matches may be called 30 minutes before the match time listed on the schedule. Be prepared. Time violations will result. In the event your team wins the State Championships, you must immediately confirm that your team will advance to the USTA/Midwest Section Championships in Indianapolis. You will be required to complete the Section Entry Form and leave a Security Deposit check in the amount of $100. This check will be returned to you if you field a full team for all matches at the USTA/Midwest Section Championships. If you cannot confirm that a full team will advance to the USTA/Midwest Section Championships, the second place team will be invited. A USTA/Midwest Section Championship captain information packet including hotel information will be provided to you and is also posted at Pages/2012_league_midwest_championships/ Page 2

4 2012 USTA/MIDWEST SECTION & STATE MIXED DOUBLES, SUPER SENIOR AND TRI-LEVEL OMEGA CHAMPIONSHIP RULES AND REGULATIONS September 8-9, 2012 Western Racquet Club 1800 Highland Drive, Elm Grove, Wisconsin Captains - pass this information along to your team members! 1. USTA Rules, 2012 USTA League Regulations, current USTA/Midwest Section Standing Orders and The Code will be observed. Matches are un-officiated. Roving officials will be present. 2. Good sportsmanship, good manners and generally accepted customs that constitute the social graces of court play are the expected behavior of players. 3. Team Lineups for each match must be submitted by the captain to the tournament desk 30 minutes prior to the scheduled match. The captain must inform the tournament desk that the entire team is on site and available to play. The tournament desk has the authority to start putting on matches when courts are available no sooner than 30 minutes prior to the scheduled match. If a team lineup is not submitted prior to match being called; an official will be called. The Point Penalty for Lateness as stated in the USTA Friend at Court will be used for each court where the player for the court being called fails to appear. The penalties are as followed: 5 minutes or less: Loss of toss plus 1 game minutes: Loss of toss plus 2 games 10:01-15 minutes: Loss of toss plus 3 games More than 15 minutes: Default Players should take their bathroom breaks before their match is called. Time penalties may be applied if players fail to appear at the Tournament Desk within one minute of their match being called. 4. Players may be asked to submit a current photo and/or driver s license to verify their identity during check-in and at any time during the championship. Failure to provide positive identification (i.e., a current photo and/or driver s license) may result in an automatic default of any matches played in which the individual who cannot provide identification participated during the championship 5. If you or one of your players is on two or more first place teams on the same NTRP level in the Adult or Senior Division, you or the player must choose ONLY ONE team to play with at District, State or Section Championships. (Player Decision Form in the captain packet) 6. A round robin schedule is being used. A warm-up of ten minutes is permitted beginning with the court assignments. 7. All courts for a team match must be on the same surface and scheduled at the same time. 8. All cellular phones and other electronic devices are banned from tennis courts during USTA League matches. The offending player/team will lose the point if any electronic device goes off on the court while the match is being played. A player may bring to the court written notes that were prepared before the start of the match and may read these notes during the match. A player MAY NOT use electronic devices such as cell phones, digital messaging systems, radios, MP3 players, DC and DVD players, and cassette players. Hearing aids and watches not capable of receiving messages are permitted. A player desiring to use any other electronic device should first ask the referee whether the device may be used. 9. One team point will be awarded to the team winning the majority of the individual matches: Adult NTRP levels will be awarded five individual matches; three individual matches in case of 2.5, 5.0 Adult NTRP and three individual matches for Senior teams. 5 10. If teams are tied, the tie will be broken according to 2012 USTA League Regulations 2.03H H(5) on page If a team needs to default a position, defaults will be according to 2011 USTA League Regulations. The default point goes to the opponent. 12. Ten (10) first place trophies will be awarded to the adult winning team of each level. Six (6) first place trophies will be awarded for each adult 2.5, 5.0 and Open team. Eight (8) first place trophies will be awarded for each senior team. Extra trophies may be ordered at the team's expense. 13. If a team cannot participate in either State or Section Championship, the captain must immediately notify the District USTA League Coordinator. The District USTA League Coordinator (DLC) or State Tournament Director must contact the second place team and offer them an opportunity to compete. The DLC will obtain all paper work necessary. The DLC will then notify the State Championship Director or Section Championship Director that a new team will be coming. 14. If a team does not participate in the State or Section Championship and there is no team to replace that team, then the defaulting team s district will be held responsible for the Championship entry fee. Entry fees are not reduced for defaulting teams. Any additional action against the team is at the District discretion. 15. If a team has not requested a waiver from the Championship Tournament Committee and is not represented by a full complement of courts at the initial check in at the USTA League State and/or Section Championship, their District will be fined $100. Any additional action against the team is at the District discretion. 16. In all other situations where teams do not have a complete compliment of courts due to unusual circumstances the Championship Tournament Committee reserves the right to handle on a case by case basis. 17. A complaint against a player or team alleging a violation during championship league competition shall be filed with the Grievance Committee in accordance with rule 3.03C(1), page 22 in the 2012 USTA League Regulation Book. The complaints must be written on specific forms obtained from the tournament desk and returned to the Site Director within thirty (30) minutes of the completion of the involved team s match or prior to the commencement of the involved team s next match, whether or not the involved player participates. A nonrefundable filing fee of $50.00 is due upon submission of complaint. If decision of the Grievance Committee is appealed, a non-refundable filing fee of $50.00 is due upon submission. 18. A grievance contending that a player s stated NTRP level is lower than the actual skill level shall constitute a NTRP Grievance, 3.03E(1) E(7). The complaint must be written on specific grievance form obtained from the tournament desk or may be filed any time up to 48 hours after the conclusion of the player s state championship. A filing fee of $ is due upon submission of complaint. If approved, the fee is returned. If the decision of NTRP Grievance Committee is appealed, filing fee of $ is due upon submission and if approved, the fee is returned. 19. During District, State and Section championship play, players declared ineligible by the USTA/Midwest Section USTA League Grievance Committee will not be allowed to advance with their team, but their match results will stand as played. USTA/Midwest Section Standing Order 1.04F(1)d(2). 20. Matches will be the best of 2 tie-break sets, with regular scoring and in an event of split sets, a third set match tiebreak shall be played in lieu of third set with the two minute set break with no coaching allowed. Adult Team ( ) matches consist of 1, 2, singles and 1, 2, 3 doubles. Adult 2.5, and 5.0 a team match consists of 1 single and 1, 2 doubles. Senior ( ) matches consist of 3 doubles a) Regular scoring will be used. b) Set tie-break (Coman Tiebreak Procedure) at 6 all in each set c) Third set match tie-break (Coman Tiebreak Porcedure) shall be played in lieu of third set in event of split sets. d) Alternate scoring (no-ad or pro sets) may be used in case of rain. 6 e) Players should not leave the court without permission from the Roving official. When players need to leave the court or have a question and there is no official present, players should raise their rackets. 21. After the match, players are to return the used balls and report the scores to the site director. Scores should be verified by all those who competed. Captains must sign the completed scorecard within 15 minutes after the team match is over. Team Forfeit Rule for STATE and SECTION Championships 22. After the championship has begun, any team forfeiting an entire team match (5 individual matches for adults , 3 individual matches for 2.5 and 5.0 and three individual matches for senior teams) at the State or Section Championships will result in having their team members be ineligible to compete in any Championship Competition within the USTA League program in the league season of In addition, team members may be barred from competition in their local and/or district competition in the 2012 season. All individual matches won (by the defaulting team before the forfeit of the entire team match) will be reversed and awarded to the opposing team. 23. Disqualification of any individual and/or team and/or forfeit of matches are within authority of the Championship Committee and/or Championship Director when it is determined those eligibility requirements and/or rules have not been followed. 24. Interpretation of the USTA 2012 Regulations of the USTA League Program is within the authority of the USTA/Midwest Section USTA League Coordinator and the State Championship Tournament Director. 25. 7 The Coman Tiebreak Procedure Try it, you ll like it! 1. At the beginning of the match, partners decide which one will serve into the sun. 2. In the current tie-break rule: If the set goes to a tie-break, you cannot make that decision--every player must serve into the sun. One team faces the sun for six points, then goes to the other side to try to catch up. 3. In the Comen tie-break procedure: Each player serves on the side he/she serves from in the rest of the match. 8 DECISION OF PLAYER USTA LEAGUE CHAMPIONSHIP MUST Be Completed by INDIVIDUAL Player USTA/Midwest Section USTA League Standing Order: 1.04G(2)e a.) A player, who qualifies for Championship level competition within a division on two or more different NTRP levels, may play on any or all of these teams but there will be no accommodation in the championship schedule. b.) A player who qualifies on two or more teams within a division at the same NTRP level competition at the same championship will be eligible only for one team and that choice must be reported in writing to the championship director by the deadline set by each District Championship Committee and by 12:00 (noon) local time on the Monday preceding the state and section championship. A player representing two local leagues in the same district who fails to declare will automatically be assigned to the first team on which the player registered. A player representing two different districts, who fails to declare, will automatically be assigned to the player s home district. A player must remain with his or her chosen team for all Championship play up to and including the National Championships, or their equivalent. After elimination of the chosen team, a player may not advance with another team at the same NTRP level. 9 Responsibility of Tournament Championship Committee at District, State and Section Championships for: Review waiver requests for less than minimum team 2.03A(5) At all National championships, a minimum number of team members as show in table, who were on the final roster of their local league team at the conclusion of local league play, must be available and eligible to compete or to combine and complete, as appropriate. The Championships Committees at events below the national level, by majority vote, can reduce that number to not less than the minimum. Non Conforming Tennis Racquets The following products, available in the market, do not conform to the Rules of Tennis, and cannot therefore be used in any game played according to the official Rules: Tennis Rackets: Head Tsi7 Dynaspot movable mass racket In addition, any racket that exceeds 29 inches (73.66 cm) in overall length, including the handle, is non-conforming. 13 CONGRATULATIONS, your team has won the USTA Wisconsin State Championships and the opportunity to represent the Wisconsin Tennis Association at the Midwest Sectional Championships in Indianapolis, Indiana. The Wisconsin Tennis Association is proud to send representatives to the Midwest Sectional Tournament, has paid the tournament entry fee and will also provide a small stipend to be shared by the traveling team members. Because the entry fees are not refundable to the WTA, you are asked to confirm that you will field a team at the Sectional Tournament with no less than the minimum required number of players for the duration of the tournament. If your team will not be able to fulfill this responsibility, you must notify the Tournament Director immediately, so that the second place team may be invited to replace you. In the event of a last minute withdrawal from the tournament, and if a replacement cannot be found, your team will be expected to reimburse the Wisconsin Tennis Association for the unused entry fee and the traveling stipend. The Midwest Section will penalize teams who cannot field a full team on all courts for all matches and who have not requested a waiver. A $100 Security Deposit check should be made payable to the Wisconsin Tennis Association. This check will be returned once it is confirmed that all matches at the Section tournament have been played.
