4 City of Manistique Non-Motorized Transportation Plan Introduction 1.1 Scope In September of 2010, the City of Manistique passed a resolution in support of Complete Streets, acknowledging the need for an improved infrastructure network throughout the community for both motorized and non-motorized transportation users (see Appendix A for resolution). The need for a Non-Motorized Transportation Plan (NMTP) was critical for the community to improve their existing non-motorized transportation network. The purpose of the NMTP was to establish a plan to provide the citizens of Manistique with a non-motorized transportation system that connects neighborhoods, schools, businesses, and waterfront in a way to maximize mobility and provide a sense of safety for users. To assist with the development of the NMTP, a focus group was formed to help identify a need and vision for the future improvements to the non-motorized transportation network. The focus group consisted of non-motorized users, Engineers, Strategic Alliance for Health Community Coordinator, the City Manager, the City Recreation Director, and other interested parties. Two focus group meetings were held to identify and analyze proposed improvements to the non-motorized system. Agendas, associated handouts distributed at focus group meetings, and a list of attendees are shown in Appendix B. 1.2 Non-Motorized Transportation Vision The purpose of this plan is not to remove or diminish the use of motor vehicles within the City, but to make non-motorized transportation a more desirable transportation option. The established focus group helped identify interest points (destinations) for nonmotorized transportation users. The existing system was then analyzed to determine the deficiencies throughout the City. Future improvements were then identified that would create a complete transportation network for non-motorized users. The future non-motorized improvements offer recreational transportation by means of multi-use trails/paths and boardwalk improvements along the Lake Michigan waterfront. It is envisioned that the community and tourists will use the boardwalk and multi-use trail for walking, biking, running, and in-line skating. It is further envisioned the City s infrastructure will encourage more children to safely walk and bike to school. The City s new infrastructure will also be able to accommodate people with disabilities by providing compliant facilities adhering to the requirements of the Americans with Disabilities Act (ADA). With good non-motorized infrastructure in place, it is anticipated that citizens and visitors of Manistique will use non-motorized transportation for both leisure activities and general transportation. 5 City of Manistique Non-Motorized Transportation Plan Existing Non-Motorized Transportation System 2.1 Definitions of Non-Motorized Transportation Infrastructure Types Throughout this plan, a variety of infrastructure types for non-motorized transportation will be discussed. These include: Sidewalks: When discussed in this report, refers to concrete path (minimum 4-feet width, 5-foot preferred width). Sidewalk Ramp: The portion of sidewalk adjoining the street to the sidewalk to ease passage to the street, especially for pedestrians with strollers, bicycles, and physically disabled people. Multi-Use Path: Paved path that can be adjacent to roadway or separated from roadway and available for all types of non-motorized users (minimum 10-foot width). Bike Lane: Portion of a paved road (minimum 4-feet wide) designated by striping, signing, and pavement marking for the exclusive use of bicyclists. Trail: Outside of road right-of-way, used for hiking, biking, or cross country skiing (minimum 10-foot width). 2.2 Current Non-Motorized Infrastructure The City currently has sidewalks throughout various neighborhoods. Streets with existing sidewalks are shown in Figure 1. A majority of these sidewalks are old and deteriorating. Some of the sidewalks often stop in the grass leaving pedestrians with no hard surface to walk on. This can be very difficult for a person in a wheel chair to maneuver across the grass to get to the next segment of sidewalk or to the street. The existing sidewalks often include large cracks and do not have sidewalk ramps to the street. Photographs of some existing sidewalks are shown below. 6 City of Manistique Non-Motorized Transportation Plan 2012 An existing boardwalk starts at the Marina and traverses for approximately two miles along the Manistique River and Lake Michigan. The boardwalk offers a fishing pier, picnic areas and access to the East Breakwater Lighthouse. The boardwalk is wheelchair accessible; however bicycles are prohibited from using the boardwalk due to its narrow width. The boardwalk is starting to show signs of weakening, as nails are starting to come up from the boards. A photograph of the existing boardwalk is shown below. Photo 3: Existing Boardwalk along Lake Michigan Figure 1 illustrates the existing non-motorized transportation network in the City of Manistique. Approximately 22 miles of existing sidewalks were inventoried by the Strategic Alliance for Health and volunteers within the community. The inventoried sidewalks and notes are shown in Appendix C. Additionally, there are various non-motorized areas outside of the City limits of Manistique. Indian Lake is a popular non-motorized destination and features hiking trails surrounding the lake. Another recreational area outside Manistique is the Schoolcraft County Environmental Laboratory. The Environmental Lab features outdoor education and recreational trails for non-motorized users. 2.3 Non-Motorized Points of Interest As part of the first focus group meeting, the group helped to identify popular nonmotorized destinations throughout the City and surrounding areas. The points of interest within the City limits are shown on the non-motorized transportation map (see Figure 2). 8 City of Manistique Non-Motorized Transportation Plan Proposed Non-Motorized Transportation Improvements The non-motorized transportation focus group helped identify a list of desired improvements to the existing network. Once the list was complete, the group helped identify the top priorities critical for the success of non-motorized transportation. 3.1 Prioritized Improvements After two successful focus group meetings, the group agreed upon a prioritized list of improvements, which are illustrated in Figure 2. These are the improvements that the focus group considered to be critical to the success of non-motorized transportation in Manistique. The priorities should be re-evaluated annually based on available funding and the analysis of projects already underway. The priorities can be separated into smaller projects based on types of funding available. Preliminary costs of the prioritized improvements are discussed in further detail in Table Additional Improvements The focus group identified numerous additional improvements that would help improve the non-motorized transportation network in Manistique and immediate surrounding areas. These improvements should be re-evaluated and prioritized in the future, once the above prioritized improvements are complete. All considered improvements identified by the non-motorized transportation focus group are listed below: Improvements for pedestrian safety at the intersection of Maple Street and Elk Street. Construct a separate bike path to connect the City to Rodgers Park to Thompson to Indian Lake and back to the City. Provide cross country ski/recreational trails near Central Park. Provide restrooms at key areas throughout the non-motorized network. Provide a swimming beach near Traders Point. Construct multi-use trail to the new hospital (near US-2 west of City limits). ADA compliant sidewalk ramps need to be installed at a majority of sidewalk crossings. $2.6 Million The existing sidewalks do not connect to all areas of interest, often leaving pedestrians in the grass. There are apparent areas throughout the City which show "goat paths" where pedestrians walk through grass to get to next segment of sidewalk. Assumed that all existing sidewalks will need to be replaced at existing width. Assumed the proposed sidewalks will be constructed at 5-foot width. Proposed sidewalks will be "retrofitted" into existing areas and do not include any additional roadway improvements. *Please note that costs are for planning purposes only. 11 City of Manistique Non Motorized Transportation Plan Non Motorized Transportation Plan Recommendations 4.1 Infrastructure Development To continue to develop Manistique as a pedestrian and bike friendly community, further improvements to the non motorized transportation network are recommended. Those recommendations were identified and prioritized in Table 1, as previously shown. The rationale for these improvements was based on the focus group discussions and feasibility of each improvement. Community surveys also supplement the aspiration for improvement of the existing non motorized transportation system. Appendix D includes walking and biking audit surveys completed by citizens of Manistique in Education In addition to infrastructure improvements, the focus group identified the need to educate the citizens of Manistique about a current sidewalk program offered by the City of Manistique. The City has a cost sharing program to help home owners pay for sidewalk replacement in front of their property. The City will construct the sidewalk if the homeowner agrees to pay for the concrete sidewalk materials. With increased education of the cost sharing program it is envisioned that more homeowners would take the opportunity to provide new sidewalk in their neighborhood. 4.3 Conclusions It is anticipated that the improvements identified in this plan for non motorized transportation will be implemented in the future. In order to implement these improvements, the Manistique Strategic Alliance for Health Non Motorized Transportation Committee should be expanded to identify and pursue possible funding sources for all or portions of projects within this plan under the guidance of the Manistique City Council. Finding grant funding for non motorized transportation should be a priority for the City and established committee. By obtaining funds for smaller projects, the City can work one step at a time to improve and build the non motorized transportation network in Manistique. 14 Complete Streets Resolution for Manistique, Michigan Passed by unanimous vote of the Manistique City Council on September 13, 2010 WHEREAS, increasing walking and bicycling offers the potential for greater health of the population, and more livable communities; and WHEREAS, A Complete Street is safe, comfortable, and convenient for travel by automobile, foot, bicycle, and transit regardless of age or ability; and WHEREAS, The Michigan Legislature has passed Complete Streets legislation that requires the Michigan Department of Transportation and local governments to consider all users in transportation related projects; and WHEREAS, the Michigan Planning Enabling Act has been amended, requiring that all transportation improvements identified in a plan are appropriate to the context of the community and considers all legal users of the public right of way; and WHEREAS, Complete Streets support economic growth and community stability by providing accessible and efficient connections between home, school, work, recreation and retail destinations by improving the pedestrian and vehicular environments throughout communities; and WHEREAS, Complete Streets enhance safe walking and bicycling options for school-age children, in recognition of the objectives of the national Safe Routes to School program; and WHEREAS, the City of Manistique recognizes the importance of street infrastructure and modifications such as sidewalks, crosswalks, shared use paths, bicycle lanes, signage, narrow vehicle lanes and accessible curb ramps, that enable safe, convenient, and comfortable travel for all users; therefore BE IT RESOLVED, that the City of Manistique, to the extent feasible, will include Complete Streets design considerations and practices as a routine part of infrastructure planning and implementation; and BE IT FURTHER RESOLVED, that the City of Manistique supports the future development of a non-motorized transportation plan and a Complete Streets ordinance that supports ease of use and safety for all users of transportation systems within the City of Manistique.

Construct new sidewalks to connect existing sidewalk networks (approximately 15.7 miles). US-2 safety improvements at Cedar Street intersection. Multi-use path/loop (approximately 3 miles). Expand existing boardwalk width, add pedestrian bridge across Manistique River, and create pathway/boardwalk along west side of Manistique River (approximately 2.5 miles of boardwalk and 850-foot pedestrian bridge). Table 1: Prioritized Improvements *Approximate Improvement Rationale Cost $3.75 Million The existing sidewalks are in poor condition. ADA compliant sidewalk ramps need to be installed at a majority of sidewalk crossings. $2.6 Million The existing sidewalks do not connect to all areas of interest, often leaving pedestrians in the grass. There are apparent areas throughout the City, which show "goat paths" where pedestrians walk through the grass to get to the next segment of sidewalk. $0.31 Million The existing intersection is a safety concern for pedestrians crossing US-2. $0.38 Million Recreational separated trail for walkers, in-line skaters, families, and cyclists. Completes loop around the east side of the City by connecting one end of the existing boardwalk to the other end of existing boardwalk. $6.70 Million Existing boardwalk is not wide enough for multi-purpose use. The widening of the boardwalk would be a complete reconstruction due to the condition of the existing boardwalk. The pedestrian bridge across the Manistique River would connect the downtown and east side waterfront to the existing areas of interest on the west side of the river. The pedestrian bridge across the river would also create a sense of safety for non-motorized users to be separated from vehicular traffic on US-2. Assumptions Assumed that all existing sidewalks will need to be replaced at existing width. Assumed the proposed sidewalks will be constructed at 5-foot width. Proposed sidewalks will be "retrofitted" into existing areas and do not include any additional roadway improvements. Assumed the proposed improvements would include new intersection configuration including new sidewalk ramps, signing, and marking. Assumed the proposed improvements would include a 10-foot wide paved path, signing and marking. Cost does not include any property acquisition that may be required. Assumed entire reconstruction of existing boardwalk at 10' width. Cost does not include any property acquisition that may be required. *Please note that costs are for planning purposes only. A 3-year old will often think nothing of stopping in the middle of the road to get loose gravel out of her shoe! I also worry about people on bikes and roller blades listening to music, diverting off of bad side walks and not seeing vehicles. There is potential for problems here. There is very little traffic, so holding off to pass wouldn't be a problem. 58 Sault Ste Marie Tribe of Chippewa Indians Strategic Alliance for Health (SAH) Complete Streets Survey Results Manistique Baseline 2010 Introduction Between September and November 2010, the Sault Ste Marie Tribe of Chippewa Indians Strategic Alliance for Health project administered a survey to a random sample of residents in Manistique, Michigan. The purpose of the survey was to gather information about community members awareness and perceptions of the community as a place for walking and biking, as well as their habits related to physical activity, in order to promote project planning and evaluate long term outcomes of the SAH project. Methods Using address lists from the U.S. Postal Service, the Sault Tribe SAH project mailed a hard copy survey to a random sample of households in Manistique. The survey questionnaire had eight questions with forced choice answer options, and one open-ended opinion question to elicit respondent opinions about walking and biking in the community. A postage-paid envelope was provided for the return of the survey. The survey did not collect any personally identifying information and therefore, the survey was anonymous. Survey responses were entered into an electronic database for analysis. A total of 1,540 surveys were distributed to randomly selected households in Manistique. 183 completed surveys were returned, resulting in a 12% response rate. Results Awareness Results of the survey indicate that the majority of respondents from Manistique are unaware of the term or concept of Complete Streets. Around 20% (n=39) of respondents reported being aware of the concept of Complete Streets, while two-thirds (65.9%, n=118) said that they were not aware of it, and 12% (n=22) were unsure (Figure 1). 59 Physical Activity Community members surveyed were also asked about the amount of time they spent walking and biking outdoors during the past week. On average, respondents reported walking outdoors just over 2.5 total hours per week. Notably, approximately half (50.9%, n=86) of survey respondents reported having walked outside for up to two hours, and about one-fifth (19.5%, n=33) reported walking between 2 and 4 hours per week. Conversely, almost 10% (n=16) reported that they did not walk outdoors at all in the past week (reported zero total minutes of walking) (Figure 2). The most common reason for walking was for exercise, with 89.7% (n=136) reporting they do this at least some of the time (Figure 3a). Figure 2. Amount of Time Spent Walking for Another Reason (N=105) Biking was much less common than walking. The average time spent bicycling outdoors was just 30 minutes total per week. A little more than three-quarters (77.1%, n=135) of respondents reported having spent zero total minutes biking in the past week (Figure 2). Similar to reasons given for walking outdoors, 88.3% (n=30) of respondents who biked reported doing so for exercise, while 64.2% (n=18) did so for fun or social activities and nearly half (45.2%, n=14) said that they biked for transportation. However, it is important to note that due to the fact that so few respondents reported biking in the past week, only 19% (n=34) of all respondents from Manistique answered this question. Further breakdown of these responses can be found in Figures 4a-d below.

The most common response for walking was somewhat pleasant, reported by approximately 48% (n=84), but very pleasant was nearly as common, with 43% (n=76) of responses. Responses were less favorable for rating the community as a place to bike. The largest percentage (38.4%, n=63)) rated the community as somewhat pleasant, while over one-third of respondents (36.6%, n=60) rated the community as not at all pleasant. A little over 12% (n=21) of respondents consider the community very pleasant for biking, and approximately the same amount answered this question as don t know or not applicable (12.2%, n=20). See Figure 5 for the full results to these questions.

Responses were somewhat mixed; approximately half (53.2%, n=93) of respondents reported that only some or none of the streets were safe for bicyclists and walkers, while the other half (46.8%, n=82) said that between half and all of the streets were safe. Only 2.3% (n=4) of respondents reported feeling that all of the streets in Manistique are safe for walkers and bicyclists (Figure 6). Figure 6. 63 Community members were asked about their degree of satisfaction with sidewalks, bike lanes, and crosswalks, with regard to characteristics such as the number, location, condition, and connectedness of the infrastructure. Overall, feedback was relatively positive for crosswalks in Manistique with over half of respondents (54.2%, n=83) reporting satisfied or very satisfied (see Figures 7a-b). Figures 7a-b. Degree of Satisfaction with Crosswalks (N=165) However, with regard to sidewalks, the majority had negative feedback, with 77.8% (n=137) of respondents selecting unsatisfied or very unsatisfied (Figures 7c-d). In fact, almost one third of respondents were very satisfied with the sidewalks in Manistique. I am 70 years old. The sidewalks I walk on are the same ones my grandparents walked on.
