2 TPO Overview The Floria-labama TPO (Transportation Planning Organization) is an inepenent regional transportation planning agency for Escambia ounty, Santa Rosa ounty an portions of alwin ounty, labama. The TPO covers an area of over 2,200 square miles an is populate by nearly 450,000 citizens. The 18-member TPO oar is mae up of electe officials. Funing for the TPO comes from feeral an state grants, member municipalities, an transportation agencies. The TPO partners with agencies, governments an the public to ientify an prioritize mobility nees, evelop mobility plans an programs, seek an coorinate funing, an assemble resources through outreach an consensus builing. Long Range Transportation Plan (LRTP) Overview Every five years the plan is upate. The TPO maintains the region s LRTP to guie ecisionmaking an investment in its mobility system. Transportation projects must be inclue in the LRTP to receive state an feeral funing, an all projects in the LRTP must have projecte cost an funing sources ientifie. The Plan is require to have at least a 20-year time horizon an must aress major roaway, transit, freight, bicycle an peestrian, an intelligent transportation system (ITS) nees. Since the 2025 upate was complete in 2005, we ve seen changes in our economy that affect how we live, travel, an pay for our transportation improvements. Our views on how we shoul plan for future growth continue to evolve. y 2035, our region is expecte to grow by approximately 113,000 people, 47,000 househols an 40,000 jobs. This upate, calle Transportation lueprint 2035, takes these changes into account. We have combine a rigorous technical analysis with a multi-facete comprehensive public involvement process to provie mobility alternatives for Northwest Floria s future. How will we travel to work, shopping an recreational activities in 2035? What moes of transportation will take us there? The LRTP inclues a Nees Plan an a ost Feasible Plan. The Transportation lueprint 2035 Nees Plan is not constraine by project costs or available funing. It was evelope with extensive public outreach an coorination with local an state government agencies. Development of the 2035 ost Feasible Plan require an evaluation of overall transportation systems nees within the context of available financial resources for mobility projects. In aition, this Plan is require to ientify the year in which the expeniture of funs for each project is expecte to occur. The ost Feasible Plan must consier the amount of funing available for mobility projects through the 2035 horizon year. To guie the evelopment of the transportation plan s goals an objectives, the Focus Group along, with the TPO s Technical an itizens visory ommittees, evelope the following vision an mission statements: Vision Statement: To provie a multi-moal transportation system that improves quality of life in the TPO Service rea. Mission Statement: To create a transportation system that offers options for all users an is efficient, safe, sustainable, an attractive. Eight goals were evelope in association with the overall mission. These goals were use to guie the evelopment of the Transportation lueprint 2035 LRTP Upate. Goal : Support the economic vitality of the TPO region & efficiency of the transportation system. Goal : Encourage a multi-moal network of user-frienly transportation systems for the movement of goos an people. Goal : Promote efficiency an effectiveness within the transportation system an the planning process. Goal D: Promote a sustainable, integrate transportation infrastructure system that is environmentally-frienly.

The LRTP upate was aie by a Focus Group that met three times throughout the plan upate to review the Goals & Objectives, the raft Nees Plan an the ost Feasible Plan. itionally, a series of public workshops were hel throughout the stuy area to solicit input from the general public on the evelopment of both the Nees an ost Feasible plans. ll of this information was poste on the TPO s web site as well as on a Facebook page for the Plan Nees Plan s previously iscusse, the Nees Plan is not constraine by funing availability. The first step in the evelopment of the Transportation lueprint 2035 Nees Plan was an analysis of anticipate mobility eman. This was accomplishe by working with local governments in etermining where people woul be living an working in The next step involve estimating the eman on the transportation network in 2035 using a travel eman moel. This analysis provie ata on which roaways are failing or woul have emans beyon their capacity. Using the information on the failing roaways, alternatives for aressing the eficiencies were evelope an reviewe by the public, the Focus Group, & the TPO avisory committees. The resulting 2035 multi-moal Nees Plan was aopte by the TPO on June 9, 20. Over roaway, ITS an transit projects costing nearly $7.1 billion, an over 260 bicycle an peestrian projects costing over $220 million, were ientifie in the Nees Plan. Financial Resources Estimates of Feeral an State funs available for transportation projects through the year 2035 were provie by the Floria Department of Transportation. These funs are erive from State an Feeral gas tax revenues an total approximately $342 million (20 ollars). This inclues over $0 million in Strategic Intermoal System (SIS) funs that, by Floria policy, may only be spent on that roaway system ost Feasible Plan The evelopment of the ost Feasible Plan for the Floria-labama TPO require an evaluation of overall transportation system nees within the context of available funs for mobility projects.

5 The 2035 ost Feasible Plan must inclue revenue in five-year increments as well as project costs to reflect future year costs. Project costs are then bugete against forecaste revenues for each perio while matching the mobility emans of the perios. Therefore, the ost Feasible Plan typically matches the highest priority nees with the anticipate revenue. The 2035 ost Feasible Plan establishes the priorities for neee mobility projects an unerscores the value the community places on investments in various moes of travel.
