4 BACKGROUND The Florida-Alabama 2040 Long Range Transportation Plan (LRTP) Update began when the Florida- Alabama Transportation Planning Organization (TPO) approved the Scope of Services on February 9, The 2040 LRTP consists of 10 primary tasks that are identified below: Public Involvement Program Data Development Goals and Objectives Evaluation Criteria Financial Resources Transportation Land Use Alternatives Needs Assessment Cost Feasible Plan Air Quality Conformity Final and Summary Report A major element in the development of an LRTP is the adoption of the Needs Plan. This Technical Report describes the 2040 Needs Plan process and is organized into eight sections: Existing plus Committed Analysis Steering Committee Meetings Public Review Adopted 2040 Needs Plan and Costs Needs Plan Deficiencies 2040 Needs Plan compared to 2035 Needs Plan Purpose and Needs Statements Appendices Florida-Alabama 2040 LRTP Needs Plan Report 1

5 EXISTING PLUS COMMITTED ANALYSIS To determine what roadway projects are initially needed, an Existing plus Committed Network is established. The Existing plus Committed Network is comprised entirely of major arterial and collector roads, within the study area, plus new or expanded (committed) roadways funded for construction between 2010 and These projects are then coded into the transportation model and the model is run with the 2040 land use data to determine deficiencies. Deficiencies are based on volume to capacity ratios. To determine the transportation needs for the year 2040, the traffic model is run using the Existing plus Committed Network and projected future land use in The inputs to the model considered several local government master plans including the Escambia County Sector Plan. One of the outputs of this model is a map showing the road deficiencies. The deficiency map is one of the tools to help determine where and what type of roadway improvements are needed to meet demand of future growth on the infrastructure. For this analysis, the following table was utilized. Daily v/c Ratio Congestion Level Borderline Congested 1.1 to 1.3 Congested Higher than 1.3 Very Congested The list of projects, as well as the map of the Existing plus Committed Network along with the deficiencies, is included in Appendix A. 6 STEERING COMMITTEE MEETINGS One way of soliciting public involvement beyond the traditional public workshops was the establishment of a Steering Committee. The Steering Committee was established at the April 2014 TPO Advisory Committee meetings. The Steering Committee met two times for input on the 2040 Needs Plan. The membership of the Steering Committee is identified in Appendix B. The March 24, 2015 Steering Committee meeting featured a presentation from the Florida Department of Transportation District III Freight Coordinator, (Rickey Fitzgerald) as well as Escambia County Area Transit s Marketing Director (Tonya Ellis). The TPO s General Planning Consultant (Wiley Page) also had discussions with the Port of Pensacola and the Pensacola International Airport. The summaries for these four categories are listed below. Rickey Fitzgerald (FDOT District III Freight Coordinator) Presentation. Transconomy -- Transportation and Economy. (Gulf Coast is a mega-region) Freight Mobility Trade Program, Will be updated annually. (Review projects for the LRTP). Develop a Northwest Florida Freight Advisory Committee. Transearch Data will be available after May 1, Tonya Ellis (Escambia County Area Transit) Presentation. Update on Transit Development Plan (September 2016) Comprehensive Operations Analysis (COA). More recent plan. Include projects in the Needs Plan? Programs which reduce headways on specific routes. Expanding Transit, Commuter Rail, and Express Bus Routes. Baldwin County Transit Feasibility Study. Additional Park and Ride Lots. Additional Transit Center or Transfer Hub. Wiley Page (Port of Pensacola) Presentation. 300 new people in the Port. Bayfront Parkway is used by truckers to enter the Port. General Electric Wind Generators are trucked to the Port. Main Entrance on Barracks should be 4-laned. City of Pensacola improvements to include rail on Tarragona from Bayfront to Garden would cost approximately $20 Million. Inland Port and Fairfield and I-10 at old creosote plant. Start operational improvements along Tippin south of Langley. Did not mention Airport Boulevard Action Plan. After reviewing the material in the above presentations, it was determined that express bus routes should be included in the 2040 Needs Plan Projects. The projects listed in the freight documents were already included in the roadway projects in the 2040 Needs Plan. The projects mentioned by the Port and Airport pertained to operational improvements and improvements within their property boundaries. It was also determined that roadway improvements would consider multi-modal improvements such as bicycle lanes, sidewalks, and bus routes. The Steering Committee recommended at their May 12, 2015 meeting that the draft 2040 LRTP Needs Plan be presented to the TPO and Advisory Committees for approval at their June 10, 2015 meetings. 8 PUBLIC REVIEW In March 2015, three public meetings regarding the 2040 Needs Plan were held, one each in Lillian, Alabama; Pensacola, Florida; and Gulf Breeze, Florida. The first public meeting was held at the Lillian Community Center on March 23, 2015 at 4:30 p.m. The second meeting occurred at the West Florida Regional Library on March 24, 2015 at 5:30 p.m. The third meeting happened on March 25, 2015 at the Tiger Point Community Center at 11:30 a.m. A PowerPoint presentation of the LRTP process and the Needs Plan component was presented at each of the three meetings, followed by an open house format where individuals could review maps of the draft Needs Assessment Roadway and Transit projects and ask questions of the LRTP planning staff. The advertisements were placed in the Pensacola News Journal, mailed to members of the Transportation Information Network, and included on the LRTP web site and Facebook pages. The Transportation Information Network is comprised of members of the TPO and Advisory Committees as well as citizens who have expressed an interest in transportation planning in Escambia, Santa Rosa, and Baldwin counties. Nearly 200 people are listed in the Transportation Information Network. In addition, a newsletter was also prepared and ed to members of the Transportation Information Network. A copy of the newsletter is located in Appendix C. Public outreach to the following community groups was also conducted regarding public input into the development of the 2040 Needs Plan. A summary of the questions asked and responses to the questions were sent to the organizer of the groups with a request to distribute to their members. 9 Pace Chamber of Commerce on June 3, 2015 at Grover T s Restaurant in Milton. The last technique to involve feedback from the public was development of a transportation survey. This survey was distributed at each outreach event. The survey was also located on the TPO s web site for people to complete. Over 200 surveys were completed through the study process. The summary of the results are located in Appendix D. A summary of the Steering Committee s meetings as well as the public outreach including the survey results was presented to TPO and Advisory Committee for their review prior to voting on the 2040 Needs Plan projects. Projects that were included in the 2040 Needs Plan based upon the public outreach were: Airport Boulevard Railroad Crossing; Compressed Natural Gas Fueling Stations; and Safety Educational Campaigns. As part of the public outreach effort, a Santa Rosa Creek Indian tribal grounds was found to be in the vicinity of the northern bypass in Santa Rosa County. As a result, a statement has been added to this project referencing the potential impact to the Santa Rosa Creek Indian tribal grounds. Florida-Alabama 2040 LRTP Needs Plan Report 6

10 ADOPTED NEEDS PLAN AND COSTS Some LRTPs in Florida have used transportation costs identified in a statewide FDOT book called Transportation Costs. However, FDOT District III representatives have mentioned the costs identified in this book are not realistic for the FDOT District III region. Therefore, the TPO staff and FDOT District III staff agreed to develop reasonable costs to be utilized for this LRTP. These costs are 2014 costs and are typical costs of project phases in District III. The costs were furnished by the FDOT District III Work Program Production Division. After discussions with ALDOT, the TPO s General Planning Consultant developed unit costs as well for project phases in Alabama in 2014 costs. The agreed upon unit costs are identified in Appendix E. The preferred 2040 Needs Plan was presented to the Technical Coordinating Committee, the Citizens Advisory Committee, and the Transportation Planning Organization on June 10, A list of the meeting dates and actions appear below. The adopted 2040 Needs Plan Map and Projects are listed in Appendix F. June 10, 2015 Technical Coordinating Committee (TCC) Meeting The TCC recommended approval with the following amendments: (1) Add the Bayfront Parkway/17 th Avenue Intersection improvement; (2) Add Panhandle Trail from US 98 to East River Drive as an enhanced two-lane facility; (3) Rename Project #4 to Santa Villa Drive Extension instead of Bell Lane Extension. June 10, 2015 Citizens Advisory Committee (CAC) Meeting The CAC recommended approval with the following amendments: (1) Add the Bayfront Parkway/17 th Avenue Intersection improvement; (2) Add Panhandle Trail from US 98 to East River Drive as an enhanced two-lane facility; (3) Rename Project #4 to Santa Villa Drive Extension instead of Bell Lane Extension. June 10, 2015 Transportation Planning Organization (TPO) Meeting The TPO approved the 2040 Needs Plan with the following amendments: (1) Add the Bayfront Parkway/17 th Avenue Intersection improvement; (2) Add Panhandle Trail from US 98 to East River Drive as an enhanced twolane facility; (3) Rename Project #4 to Santa Villa Drive Extension instead of Bell Lane Extension. The costs of the 2040 Needs Plan projects are listed in Appendix G. The costs are based on the units costs listed in Appendix E and were refined where necessary based upon Project Development and Environmental Studies as well as local knowledge of the area based upon the Steering Committee review of the Needs Plan projects. 11 Listed below are the costs of the Needs Plan tables by the states of Florida and Alabama as well as tables for Highways, Transit, and Non-Motorized. The total cost of the 2040 Needs Plan is $2,574,556,096. Please note that this cost does not include the aspirational projects shown in the adopted 2040 Needs Plan list. The aspirational projects are listed as projects that are needed beyond However, these projects are also identified because of their potential transportation impacts to the region. 12 2040 NEEDS PLAN DEFICIENCIES Deficiencies for the adopted 2040 Needs Plan are illustrated in Appendix H. Deficiencies are determined from the 2040 Northwest Florida Regional Transportation Model. The 2040 socio-economic data that was developed in coordination with the Land Use Subcommittee was utilized in the development of the forecast deficiencies. The data was used by the model to produce travel demand on the roadway network. This demand is analyzed as volume to roadway capacity or Volume to (V/C). The analysis that was completed identified facilities that are expected to experience various levels of congestion in year For this analysis, the following V/C Ratios were used: Daily v/c Ratio Congestion Level Borderline Congested 1.1 to 1.3 Congested Higher than 1.3 Very Congested As indicated on the map, most of the deficiencies are addressed by the 2040 Needed Improvements. The next step in the process is to reduce the adopted 2040 Needs Assessment to a 2040 Cost Feasible Plan. The 2040 Cost Feasible Plan process is documented in an additional Technical Report. 15 PURPOSE AND NEEDS STATEMENTS A Purpose and Needs Statement is a requirement of the State of Florida regarding the Efficient Transportation Decision Making (EDTM) process. The ETDM process is a streamlined way to receive input from different environmental agencies early in the process regarding a roadway capacity project. The following are the Purpose and Needs Statements for each roadway capacity project in the 2040 Needs Assessment. Main Street Barrancas Avenue to Clubbs Street This project involves creating a three-lane segment of Main Street between Barrancas Avenue to Clubbs Street. The purpose of this project is to reduce traffic congestion, particularly congestion caused by left-turn movements that block through movements on the corridor, and to enhance the presence of bicycle and pedestrian facilities along the roadway. Regional Connectivity This section of Main Street is a local facility that moves traffic through the City of Pensacola. It is the southernmost street in the City of Pensacola, and a part of the historic Pensacola gridded street network. Future Traffic While current traffic volumes for this roadway ranges between 9,000-16,000 annual average daily traffic, future 2040 traffic is projected to range from 11,800 to 13,600. This yields a Level of Service (LOS) of B through E. The adopted LOS standard is D. Transit Escambia County Area Transit (ECAT) travels along Main Street from Reus Street to Spring Street. However, transit stops are not located along Main Street from Barrancas Avenue to Clubbs Street. Bikeways and Sidewalks Included in this project is the enhancement of bicycle and sidewalk facilities along the corridor. Specifically, the Pensacola Community Redevelopment Agency (CRA) is working to create facilities along the abandoned railroad corridor to the south of Main Street. 16 Parallel Facilities Main Street is parallel to US 98/SR 30. It is located to the south of US 98/SR 30. Bayfront Parkway Tarragona Street to Chase Street This project involves reducing the number of lanes along this segment of Bayfront Parkway from 4 to 2 lanes between Tarragona Street and Chase Street. The purpose of this project is to reduce traffic congestion, particularly congestion caused by left turn movements that block through movements on the corridor, and to enhance the presence of bicycle and pedestrian facilities along the roadway. This project is consistent with the CRA s Master Plan for the City of Pensacola. Regional Connectivity Bayfront Parkway from Tarragona Street to Chase Street is a state facility that moves traffic through the City of Pensacola. Bayfront Parkway is SR 196 in this roadway section, whereas to the west it is referred to as Main Street. It is the southern-most street in this section of the City of Pensacola, and a part of the historic Pensacola gridded street network. Bayfront Parkway merges into US 98 prior to the start of the Pensacola Bay Bridge. Future Traffic This roadway segment is projected to have a future 2040 traffic volume of 12,000. This would result in a LOS C. The adopted LOS standard for this facility is currently D. Transit Escambia County Area Transit (ECAT) Route 42 serves Bayfront Parkway. Bikeways and Sidewalks Included in this project are significant enhancements of bicycle and sidewalk facilities along the corridor. Parallel Facilities Bayfront Parkway is parallel to US 98/SR 30 and then merges with US 98 prior to the Pensacola Bay Bridge. It is located to the south of US 98/SR 30. 17 Bell Lane Sterling Way to US90 Included in the 2040 Needs Plan of the Florida-Alabama Long Range Transportation Plan is the widening of 1.9 miles of Bell Lane from 2 to 4 lanes from Sterling Way to US 90. The purpose of this project is to add roadway capacity, reduce traffic congestion and to create bicycle and pedestrian facilities along the roadway. Regional Connectivity Bell Lane is located in unincorporated Santa Rosa County to the west of the City of Milton. It is a north-south county facility (CR 197-A) connecting US 90 with Sterling Way/CR 191-B. Sterling Way then connects to SR 281/Avalon Boulevard. Future Traffic In 2013, the annual average daily traffic for this roadway segment was 7,100, and it is projected to have a 2040 traffic volume of 9,400. This would result in a LOS B. The adopted LOS standard for this facility is currently D with a maximum service volume of 17,700. Transit Santa Rosa County does not have a public transportation system at this time. Bikeways and Sidewalks With the exception of a small section surrounding the US 90 intersection, the current roadway does not include bicycle or pedestrian facilities. This improvement will add sidewalks and bicycle facilities. Parallel Facilities Avalon Boulevard/SR 281 and Garcon Point Road/CR 191 are the major roadways that are parallel to Bell Lane that also intersect US 90. These facilities can be used to travel from US 90 to I-10/SR 8. Florida-Alabama 2040 LRTP Needs Plan Report 14

18 Santa Villa Drive Extension US90 to Willard Norris Road Regional Connectivity The need for this new 4 lane facility was identified in the 2040 Long Range Transportation Plan as well as the Pace Master Plan developed by Santa Rosa County. This analysis was developed based upon evaluation of future land use and traffic demand along the project's corridor. This facility provides a north-south connection between US 90 and Willard Norris Road, which provides connections between several of the identified activity centers. The Santa Villa Drive extension would act as a parallel to Woodbine Road, Chumuckla Highway, West Spencer Field Road and SR87. This facility provides additional capacity in an area identified for continued growth in the region. Future Traffic Santa Villa Drive Extension from US 90 to the new beltway is a new roadway facility. The projected volume for the 2040 Needs Plan for this segment is 8,000 vehicles per day. Relief to Parallel Facilities This new 4 lane facility provides additional north/south capacity and acts as a parallel facility to Woodbine Road, Chumuckla Highway, West Spencer Field Road and SR 87. Bikeways and Sidewalks The planned widening will maintain existing bicycle and sidewalk facilities in the corridor. Transit Santa Rosa County does not have a public transportation system at this time. Berryhill Road/CR 184-A Five Points to West Spencer Field Road Included in the 2040 Needs Plan is the widening of 2.0 miles of Berryhill Road from two to four-lanes from Five Points (the intersection of CR 197-A, Chumuckla Highway, Berryhill Road, and Quintette Road) to West Spencer Field Road. 19 Regional Connectivity/Parallel Facilities Berryhill Road is located in unincorporated Santa Rosa County to the west of the City of Milton. It is an east-west county facility (CR 184-A) beginning at Five Points and continuing east into the City of Milton. It is parallel to US 90; however, it is located approximately three miles north of US 90 and is not expected to divert traffic from US 90. Future Traffic The 2013 annual average daily traffic for this roadway segment was 11,500, and it is projected to have a future 2040 traffic volume of 13,000. This would result in a LOS C. The adopted LOS standard for this facility is currently D with a maximum service volume of 17,700. Transit Santa Rosa County does not have a public transportation system at this time. Bikeways and Sidewalks With the exception of a small section surrounding the US 90 intersection, the current roadway does not include bicycle or pedestrian facilities. This improvement will add sidewalks and bicycle facilities. Burgess Road US 29 to I-110 This project is located entirely in Escambia County. The proposed improvements consist of widening SR742/Burgess Road from its current 2-lane undivided typical section to provide a 4-lane divided typical section with median, sidewalks, bike lanes, and stormwater management facilities between US 29 and I-110, for the purpose of realigning the route. The State of Florida classifies Burgess Road as an Urban Minor Arterial. This portion of Burgess Road runs in an east-west direction through an urbanized area. Currently, Burgess Road between US 29 and I-110 contains multiple turns and it runs through a residential area. As an east-west connector, it is pertinent that the route is realigned so as to make the path of travel safer and more efficient. The purpose of this project is to extend/realign Burgess Road to provide for a more direct east-west connector through town. This east-west connection would provide much needed congestion relief for parallel facilities. Regional Connectivity Florida-Alabama 2040 LRTP Needs Plan Report 16

20 This segment of Burgess Road is a connector between northwest Escambia County and northeast Escambia County. The western terminus of Burgess Road is US 29, which is a north-south corridor and an evacuation route. The eastern terminus of Burgess Road is at Creighton Road; if you continue east on Creighton Road, you will encounter Davis Highway, just south of the interchange with I-110. Davis Highway and I-110 are also part of the emergency evacuation route network. The road network encompassing I-10, to Pensacola Boulevard/US 29, to West Burgess Road, to the entrance of the Pensacola Greyhound Bus Terminal is identified as an Emerging SIS Intermodal Road Connector). Plan Consistency This project is consistent with the local government Comprehensive Plan as well as the TPO s adopted Goals and Objectives. Future Traffic The Annual Average Daily Traffic (AADT) in 2013 was 8,000 while the projected AADT in 2040 increases to 12,000 to 15,000. The maximum volume under Standard D is 14,800 so the segment is not projected to exceed the LOS standard by Safety/Crash Rates Safety is not a primary concern for this segment however the realignment and construction of additional roadway will provide for more efficient movement of vehicles thereby increasing safety. Transit ECAT does not have a route on this segment of Burgess Road however ECAT does provide service on US 29, Palafox Street, and Davis Highway. Florida-Alabama 2040 LRTP Needs Plan Report 17

21 Access to Intermodal Facilities and Freight Activity Centers The Pensacola Greyhound Bus Terminal is located on this segment of Burgess Road. This segment of Burgess Road also provides access to I-10, Davis Highway, and US 29 and is thus subject to freight traffic. Relief to Parallel Facilities This project would provide relief to Airport Boulevard and Olive Road. Bicycles and Sidewalks This project will include pedestrian facilities where deemed feasible by FDOT. College Parkway Extension Brent Lane to Trinity Drive The extension of College Parkway from Brent Lane to Trinity Drive is included in the Needs Plan of the 2040 Florida Alabama TPO LRTP. The purpose of this project is to increase access to the Sacred Heart Health System complex. Regional Connectivity The College Parkway extension would be located wholly within the City of Pensacola in Escambia County. The Sacred Hearth Health System complex is located between I-110, North Davis Highway and North Ninth Avenue, to the south of Airport Boulevard. Brent Lane/Bayou Boulevard is located on the south side of the Sacred Heart Health System complex. Transit Escambia County Area Transit does not serve College Parkway. However, Brent Lane is served by Route 59, and North Ninth Avenue is served by Routes 42 and 59. 22 East Spencer Field Road US90 to South Spencer Field Road The purpose of the East Spencer Field Road project between US 90 and South Spencer Road is to create additional roadway capacity and add modal choice by widening the roadway segment to four lanes and increasing bicycle and pedestrian features. This 4-laning project is listed in the Needs Plan of the 2040 FL-AL TPO Long Range Transportation Plan Update. This portion of East Spencer Field Road is located west of the City of Milton in unincorporated Santa Rosa County. Regional Connectivity / Relief to Parallel Facilities East Spencer Field Road is a north-south local facility that extends up from US 90 to North Spencer Field Road. It acts as a reliever parallel facility for West Spencer Field/CR 197-B. Future Traffic In 2013 the AADT on this segment was 10,500. The LOS standard for the roadway is D with a maximum allowable volume of 17,700. Forecasted volumes in 2040 are estimated to be between 8,400 and 11,700. Transit Santa Rosa County does not have a public transportation system at this time. Bikeways and Sidewalks The current roadway configuration does not include bicycle or pedestrian facilities. This improvement will add sidewalks and bicycle facilities, thereby increasing mode choice. I-10 Alabama State Line to Pine Forest Road I-10/SR 8 from the Alabama State Line to Pine Forest Road is identified in the Needs Plan of the 2040 Florida- Alabama TPO LRTP for widening to six lanes. The purpose of this project is to add roadway capacity and reduce traffic congestion. Regional Connectivity I-10/SR 8 is the major east-west interstate of north Florida and spans the entire State of Florida. This portion of I- 10/SR 8 is located within Escambia County, and traverses the City of Pensacola. Parallel Facilities Florida-Alabama 2040 LRTP Needs Plan Report 19

23 US 90/SR 10 is generally parallel to I-10/SR 8 in the eastern portion of the county; however, US 90/SR 10 and I- 10/SR 8 intersect in the western portion of the county. Additionally, in the eastern part of the county, SR 290/East Olive Road is a northern parallel facility. SR 742/Burgess Road and SR 742/Creighton Road are parallel facilities to the south. Future Traffic This segment of I-10/SR 8 had a 2013 roadway volume ranging between 36,000 to 40,000 annual average daily trips and this volume is projected to grow to between 60,000 and 74,000. This would equate to a 2040 LOS of D. I-10 West of US29 to West of Davis Highway Interstate 10/State Road 8 (I-10/SR 8) from the Alabama State Line to Scenic Highway/State Road 10-A is identified in the Needs Plan of the 2040 Florida-Alabama TPO Long Range Transportation Plan for widening to eight lanes. The purpose of this project is to add roadway capacity and reduce traffic congestion. The majority of this roadway segment is currently four lanes; however, I-10 between I-110 and Davis Highway is currently a six-lane facility. Regional Connectivity I-10/SR 8 is the major east-west interstate of north Florida and spans the entire State of Florida. This portion of I- 10/SR 8 is located within Escambia County, and traverses the City of Pensacola. Parallel Facilities US 90/SR 10 is generally parallel to I-10/SR 8 in the eastern portion of the county; however, US 90/SR 10 and I- 10/SR 8 intersect in the western portion of the county. Additionally, in the eastern part of the county, SR 290/East Olive Road is a northern parallel facility. SR 742/Burgess Road and SR 742/Creighton Road are parallel facilities to the south. Future Traffic This segment of I-10/SR 8 had a 2013 roadway volume ranging between 40,000 and 70,000 annual average daily trips and this volume is projected to grow to an estimate 96,000 average annual daily trips by This would result in a LOS F (on the currently six-laned segment). I-10 Avalon Boulevard to the Okaloosa County Line Florida-Alabama 2040 LRTP Needs Plan Report 20

24 Interstate 10/State Road 8 (I-10/SR 8) from Avalon Boulevard to the Okaloosa County Line is identified in the Needs Plan of the 2040 Florida-Alabama TPO Long Range Transportation Plan for widening to six lanes. The purpose of this project is to add roadway capacity and reduce traffic congestion. This roadway segment is currently four lanes. Regional Connectivity I-10/SR 8 is the major east-west interstate of north Florida and spans the entire State of Florida. This portion of I- 10/SR 8 is located within Santa Rosa County. US 90/SR 10 is a parallel facility to I-10/SR 8. Future Traffic This segment of I-10/SR 8 had a 2013 AADT ranging between 23,000 and 30,000 this volume is projected to grow to the following AADT by 2040 to an estimated 30,000 to 66,000. This would result in a LOS ranging from B to D. I-10 at Beulah Road Creation of an interchange at Beulah Road and Interstate 10/SR 8 is identified in the Needs Plan of the 2040 Florida- Alabama TPO Long Range Transportation Plan. This purpose of this interchange is to provide for the growth anticipated from the northwest Escambia County sector plan. I-10 at US29 The second phase of a major interchange modification of the I-10 at US 29 interchange is identified in the Needs Plan of the 2040 Florida-Alabama TPO Long Range Transportation Plan. The purpose of this project is to alleviate interchange deficiencies and provide additional capacity. I-10 at Ninth Avenue Creation of an interchange at Ninth Avenue/SR 289 and Interstate 10/SR 8 is identified in the Needs Plan of the 2040 Florida-Alabama TPO Long Range Transportation Plan. This purpose of this interchange is to provide greater access within the City of Pensacola and relieve future congestion at the Scenic Highway and Davis Highway interchanges. 25 Navarre Community Access Road Edgewood Drive to east of SR 87 The creation of a Navarre Community Access Road from Edgewood Drive to east of SR 87 is listed in the Needs Plan of the 2040 FL-AL TPO Long Range Transportation Plan Update. The purpose of the Navarre Community Access Road is to create additional roadway capacity, provide relief to parallel facilities, and add mode choice. This roadway will be located in Santa Rosa County. Relief to Parallel Facilities A main purpose for the creation of the Navarre Community Access Road will be to act as a reliever facility for US 98/SR 30. Additional A purpose of creating this roadway is to provide additional roadway capacity to the surrounding transportation network. Bikeways and Sidewalks As a part of the construction of the Navarre Community Access Road, sidewalks and bicycle facilities will also be constructed, thereby increasing mode choice. Navarre Beach Causeway- US98 to Gulf Boulevard The improvement of the Navarre Beach Causeway from US 98 to Gulf Boulevard is listed in the Needs Plan of the 2040 FL-AL TPO Long Range Transportation Plan Update. The purpose of this improvement is to enhance the current facility by the addition of bicycle and pedestrian features. This roadway is located in Santa Rosa County. Bikeways and Sidewalks As a part of the improvement of the Navarre Beach Causeway, sidewalks and bicycle facilities will be added, thereby increasing mode choice. SR 10/Nine Mile Road Mobile Highway to Beulah Road The proposed four lane improvement identified in the 2040 Long Range Transportation Plan is based upon the continued development in the central western portion of Escambia County. There are expansions at the Navy Federal campus and a potential new commerce park under consideration that provide justification for this project. Florida-Alabama 2040 LRTP Needs Plan Report 22

26 The proposed improvement is to a facility that provides an east/west connection from Alabama to Escambia and Santa Rosa counties. The facility connects destinations in Alabama with the Pine Forest and University Parkway growth centers. Future Traffic This segment of SR 10/Nine Mile Road from Mobile Highway to Beulah Road had a 2013 annual daily traffic volume ranging from 5,000 to 6,500 vehicles per day. Volumes on this segment are projected to grow to between 9,000 and 16,000 by This would equate to a failing future LOS. Parallel Facilities This proposed four lane improvement provides additional east/west capacity and is a local parallel to I-10. Bikeways and Sidewalks The planned widening will maintain existing bicycle and sidewalk facilities in the corridor. Transit Escambia County Area Transit does not serve this corridor. SR 10/Nine Mile Road US29 to Scenic Highway Regional Connectivity The proposed four lane improvement was identified in the 2035 Long Range Transportation Plan and is now included in the 2040 Needs Plan for the FL-AL TPO Long Range Transportation Update. This analysis was developed based upon evaluation of future land use and traffic demand along the project's corridor. The proposed improvement is to a facility that provides an east/west connection from Alabama to Escambia and Santa Rosa counties. The facility connects destinations in Alabama with the Pine Forest and University Parkway growth centers. The proposed improvement is to widen the roadway to 6 lanes between US 29 and Scenic Highway. Future Traffic This segment of SR 10 / Nine Mile Road from I-10 to Scenic Highway had a 2013 annual average daily traffic volume ranging between 14,000 and 35,500 vehicles per day. This AADT volume is forecasted to grow to a range of 34,000 to 41,200 by The resulting LOS is forecasted to range between C and F in 2040 without improvement. 27 Parallel Facilities This proposed four lane improvement provides additional east/west capacity and is a local parallel to I-10. Bikeways and Sidewalks The planned widening will maintain existing bicycle and sidewalk facilities in the corridor. Transit Escambia County Area Transit does not serve this corridor. SR 289/Ninth Avenue - Bayou Boulevard to Olive Road This existing roadway is located in north Pensacola. This project is currently a 4-lane divided segment. The widening of this roadway segment to six lanes is listed in the 2040 Long Range Transportation Plan Needs Plan. Regional Connectivity Ninth Avenue/SR 289 is a north-south minor arterial. Part of this project would include an interchange at I-10. It would provide important regional access with its connections to I-10 and Pensacola Regional Airport. The I-10/Ninth Avenue interchange is identified in the Interstate Master Plan, but cannot be constructed until Ninth Avenue is widened for additional capacity. Also, the Pensacola Regional Airport Surface Access Conditions Report states that intermodal connectivity between I-10 and the airport relies heavily on the Ninth Avenue interchange. Future Traffic In 2013, Ninth Avenue between Bayou Boulevard and Olive Road carried an average of between 29,000 and 30,000 vehicles per day. This volume is forecasted to grow to 28,200-35,000 by The LOS is forecasted to be between C and E in Relief to Parallel Facilities The widening of the facility from four to six lanes is also intended to provide relief to Davis Highway and Scenic Highway. Bikeways and Sidewalks The planned widening will maintain existing bicycle and sidewalk facilities in the corridor. Transit Florida-Alabama 2040 LRTP Needs Plan Report 24

28 Escambia County Area Transit s Routes 5 and 9 serve this corridor. Ninth/Langley/Tippen Avenues Creation of a grade separated interchange at Ninth/Langley/Tippen Avenues is identified in the Needs Plan of the 2040 Florida-Alabama TPO Long Range Transportation Plan. This purpose of this major intersection improvement is to provide for more efficient and safer intersection operations at this location. Pinestead-Longleaf Connector Pine Forest Road to US29 The realignment of the Pinestead Longleaf Connector between Pine Forest Road and US 29 is listed in the Needs Plan of the 2040 Long Range Transportation Plan Update. The purpose of the Pinestead Longleaf Connector project is to realign and provide four lanes of capacity, provide new roadway connections, provide relief to parallel facilities, and add modal choice. This roadway will be located in Escambia County. Additional Roadway Connections The Pinestead-Longleaf Connector will make connections between Burgess Road, Pinestead Road, and Longleaf Drive. This project is planned to become a regional corridor connecting Blue Angel Parkway with Scenic Highway. Relief to Parallel Facilities This facility is located to the west of the City of Pensacola. It is an east-west facility to the south of Interstate 10/SR 8. It is also parallel to SR 296/Michigan Avenue. It will act as a parallel facility to these facilities and is expected to divert local traffic. Bikeways and Sidewalks As a part of the construction of the Pinestead Longleaf Connector, sidewalks and bicycle facilities will also be constructed, thereby increasing mode choice. Blue Angel Parkway Gulf Beach Highway to Pine Forest Road Regional Connectivity The proposed four lane improvement was identified in the 2040 Long Range Transportation Plan Update. This analysis was developed based upon evaluation of future land use and traffic demand along the project corridor. This facility provides a north/south connection between Saufley Field and the Pensacola Naval Air Station, important military installations in the Pensacola Area. This facility also provides for a connection between the regional growth Florida-Alabama 2040 LRTP Needs Plan Report 25

29 centers of Sorrento/Blue Angel and Mobile Highway/Fairgrounds area. This improvement provides additional capacity in an area identified for continued growth in the region. Future Traffic Blue Angel Parkway from Gulf Beach Highway to Pine Forest Road is projected to carry an average of 21,000 vehicles per day in This would yield a 2040 LOS of F. The current LOS Standard is D and the corresponding maximum service volume is 17,700. Parallel Facilities This four lane facility provides north/south capacity and is the only corridor connecting Mobile Highway/Pine Forest Road with SR 292. This facility provides access to Perdido Key in the western portion of the region. Bikeways and Sidewalks The planned widening will maintain existing bicycle and sidewalk facilities in the corridor. Transit Escambia County Area Transit does not currently serve this corridor. However, service is proposed in the future. SR 292/Perdido Key Drive Alabama State Line to Innerarity Point Drive/Gulf Beach Highway SR 292/Perdido Key Drive from the Alabama State Line to Gulf Beach Highway was identified in the Needs Plan of the 2035 Florida-Alabama TPO LRTP for widening from two to four lanes. The purpose of this project is to add roadway capacity, reduce traffic congestion, and increase intermodal facilities. The Project Development and Environmental (PD&E) study has been ongoing for this project since Numerous conceptual improvements have been developed and numerous public meetings have been held. The current public sentiment is that the roadway should remain as a two lane facility and a multi-use path be constructed on the northern side of the road. When the TPO adopted the 2040 Needs Plan they included the following revised project description for this project: The TPO supports the progression of the Perdido Key Drive PD&E Study for roadway design improvements to determine the formal purpose and necessary improvements that will serve to enhance the community with an attractive streetscape, multi-modal transportation and pedestrian access. 30 Based on this direction, the PD&E will continue and the outcome of the study will determine what type of project or projects should be provide on Perdido Key. Regional Connectivity Perdido Key Drive extends from the state of Alabama into the state of Florida (though it is named Perdido Beach Boulevard in Alabama). It is located primarily on Perdido Key and is an east-west facility on the island. However, it turns in a north-south direction and intersects Gulf Beach Highway/Innerarity Point Road. Parallel Facilities Given its unique geographic location, no other roads are considered true parallel facilities to Perdido Key Drive. Future Traffic This segment of SR 292/Perdido Key Drive had a 2013 AADT ranging between 9,800 to 14,250 and this volume is projected to grow to between 19,000 to 34,800 average daily trips by This would result in a LOS of F. The current LOS standard is D with a maximum service volume of 17,700. Transit Perdido Key Drive is not currently served by Escambia County Area Transit. Bicycle and Sidewalks Bicycle lanes are currently present on this segment of Perdido Key Drive. The widening improvement will also include bicycle facilities and will add sidewalks. Sorrento Road Innerarity Point Road/Gulf Beach Highway to Blue Angel Parkway Sorrento Road/SR 292 from Innerarity Point Road/Gulf Beach Highway to Blue Angel Parkway is currently a two lane facility that is identified in the Needs Plan of the 2040 LRTP for widening from two to four lanes. Regional Connectivity / Relief to Parallel Facilities This section of Sorrento Road/SR 292 is a generally an east/west facility. To the south, the road becomes Perdido Key Drive and extends onto the barrier island of Perdido Key. Gulf Beach Highway is a parallel facility to Sorrento Road. 31 This segment of SR 292/Sorrento Road had a 2013 AADT of 15,500 and this volume is projected to grow to 35,800 average daily trips by This would result in a LOS of F. The current LOS standard is D with a maximum service volume of 17,700. Transit This segment of Sorrento Road is not currently served by Escambia County Area Transit. Bicycle and Sidewalks Bicycle lanes are not currently present on the majority of this segment. The widening improvement will include the addition of bicycle facilities and sidewalks. Pine Forest Road I-10 to 9 ½ Mile Road Included in the 2040 Needs Plan is the widening of Pine Forest Road from I-10 to 9 ½ Mile Road. This one-half mile roadway segment is currently two lanes and will be widened to four lanes to increase roadway capacity, reduce traffic congestion and to create bicycle and pedestrian facilities along the roadway. Regional Connectivity Pine Forest Road is wholly located in unincorporated Escambia County. It is a north-south facility terminating at SR 10-A/Mobile Highway on the south and East Kingsfield Road to the north. Future Traffic In 2013, the annual average daily traffic of Pine Forest Road was 26,000, and the traffic volume is projected to grow to 30,000 by This would result in a LOS of F. The current LOS standard is D with a maximum service volume of 17,700. Relief to Parallel Facilities As a north-south facility, Pine Forest Road provides relief to SR 95/Pensacola Boulevard and CR 95-A/Palafox Street. Florida-Alabama 2040 LRTP Needs Plan Report 28

Gulf Beach Highway Blue Angel Parkway to Navy Boulevard Regional Connectivity The proposed four lane improvement was identified in the 2040 LRTP. This analysis was developed based upon evaluation of future land use and traffic demand along the project's corridor. The proposed improvement is to a facility that provides an east/west connection between Perdido Key (and Alabama), the Pensacola Naval Air Station, downtown Pensacola, as well as the Navy/Gulf Beach growth center. Future Traffic In 2013, SR 292/Gulf Beach Highway/Sorrento Road from Blue Angel Parkway to Navy Boulevard carried an average of between 15,000 to 20,000 vehicles per day and is forecasted to carry an average of between 20,000 to 26,000 vehicles per day by The LOS is forecasted to be LOS F in 2040 without improvement. Parallel Facilities This proposed four lane facility provides east/west capacity and is a parallel corridor to US 98 between Blue Angel Parkway and Navy Boulevard. Bikeways and Sidewalks The planned widening will maintain existing bicycle and sidewalk facilities in the corridor. Transit Escambia County Area Transit does not currently serve this corridor. 33 Fairfield Drive US 90 to US 98 The widening of Fairfield Drive/SR 727 to four lanes between US 90 and US 98 has been identified in the Needs Plan of the 2040 Long Range Transportation Plan. The purpose of this improvement is to add roadway capacity, reduce traffic congestion, and create and enhance facilities for alternative modes of travel. Fairfield Drive between US 90 and US 98 is a 4.3 mile roadway segment that is located to the west of the city of Pensacola in Escambia County. Regional Connectivity / Parallel Facilities Fairfield Drive is situated in a north-south direction to the south of SR 298/Lillian Highway and in an east-west direction to the north. SR 295/Navy Boulevard/New Warrington Road and SR 173/Blue Angel Parkway are northsouth parallel facilities that also connect to US 98. Future Traffic The 2013 annual average daily traffic load on this segment of Fairfield Drive ranges from 12,900 to 18,500. The AADT is projected to reach between 14,100 to 20,000 by 2040, yielding a LOS of F. The current LOS standard is D and the corresponding maximum service volume is 17,700. Bikeways and Sidewalks Currently, this portion of Fairfield Drive has no sidewalks and limited bicycle facilities. The proposed four lane section will improve mode choice by creating bicycle and pedestrian facilities throughout the roadway corridor. Transit This roadway segment is currently served by Escambia County Area Transit Routes 1 and 62. Creighton Road Forest Glenn Drive to Scenic Highway This 2.3 mile segment of Creighton Road / SR 742 is located primarily in the City of Pensacola. It is currently a two lane facility and has been identified in the 2040 Needs Plan for widening to four lanes. The purpose of this improvement is to add roadway capacity, reduce traffic congestion, and create and enhance facilities for alternative modes of travel. Regional Connectivity Creighton Road is an east-west facility located to the south of I-10. It begins to the east of I-110 and terminates at Scenic Highway. 34 Relief of Parallel Facilities Because Creighton Road terminates at Scenic Highway and I-10 bridges over Pensacola Bay, the improvement of Creighton Road is expected to benefit the local parallel roadways more than I-10. Specifically, the widening of this portion of Creighton Road is anticipated to move traffic from Langley Avenue, a local east-west roadway that is currently two lanes and is located to the south of Creighton Road. Future Traffic The 2013 AADT for this segment of Creighton Road is 9,300. The projected 2040 AADT is 5,500, yielding a LOS of B. The adopted LOS is D and the corresponding maximum service volume is 17,700. Bikeways and Sidewalks Portions of this roadway corridor currently contain bike lanes. The widening improvement proposed would add continuous sidewalks and bike lanes for this road segment, adding mode choice and increasing continuity of facilities. Transit This segment is currently served by Escambia County Area Transit Route 43. SR 87 North Langley Street to the Alabama State Line The widening of SR 87 North to four lanes between Langley Street and the Alabama State Line has been identified in the Needs Plan of the 2040 Long Range Transportation Plan. The purpose of this improvement is to add roadway capacity, reduce traffic congestion, and increase evacuation clearance times in the event of an emergency. SR 87 North between Langley Street and the Alabama State Line is located to the north of the City of Milton in unincorporated Santa Rosa County. Regional Connectivity SR 87 North is a north-south facility that extends from US 90 to the Alabama State Line. It traverses the City of Milton. Relief to Parallel Facilities SR 89/Dogwood Drive runs parallel to SR 87 North. It is currently a 2-lane facility and a portion of City of Milton traffic is anticipated to be diverted from SR 89 when SR 87 North is widened to four lanes. 35 Future Traffic In 2013, this roadway segment had an average of 3,800 daily trips. This volume is projected to grow to 9,000 annual average daily trips by 2040, which yields a LOS of C. The adopted LOS standard is C and the corresponding maximum service volume is 17,700. Bikeways and Sidewalks Currently, this portion of SR 87 North has no sidewalks but does have bicycle lanes. The proposed four lane section will maintain the bicycle facilities. Transit Santa Rosa County does not have a public transportation system at this time. Hurricane Evacuation SR87 North is a major evacuation corridor in Santa Rosa County. This widening is needed in order to allow for increased evacuation capacity from central Santa Rosa County in the event of a hurricane or other natural disaster. SR 87 Connector SR 87 South to SR 87 North The purpose of the SR 87 Connector is needed to provide for a new roadway facility linking SR 87S with SR 87N, as an alternative to the existing shared facility of SR 87 and US 90, which is a constrained facility that is currently operating at a failing level of service (LOS F). Therefore, the primary need for this new corridor is to provide additional capacity, and to improve regional connectivity by providing a more direct route from areas of high growth in northern Santa Rosa County, such as the Berryhill Road area, to I-10 and to areas further to the south. Likewise, access will be improved to and from I-10 for the Whiting Field U.S. Naval Air Station, and the county's Joint Use Planning Area near Whiting Field. It is also anticipated that this new facility would provide relief to Ward Basin Road and its intersection with US 90. It is also intended to provide much needed relief to the US 90 Blackwater Bridge. Emergency Evacuation SR 87 serves as a vital evacuation route for northbound traffic destined for I-65 in Alabama. During times of hurricane force winds, both the Escambia Bay Bridge and the Garcon Point Bridge close. This leaves SR 87 north to the interstate and beyond the only access point out for many beach area communities, such as Gulf Breeze and Navarre. It is the only access point into the area for emergency first responders. However, with a portion of the Florida-Alabama 2040 LRTP Needs Plan Report 32

36 current alignment travelling along a congested portion of US 90, through historic downtown Milton, it cannot function as a contiguous roadway. The project will address future projected deficiencies on an established emergency hurricane evacuation route. Multi-modalism The project will also address the need for greater bicycle and sidewalk connectivity in the county with possible connections to the Blackwater Heritage Trail. Unfortunately, Escambia County Area Transit does not provide service to this area of Santa Rosa County and Santa Rosa County does not currently offer transit service. However, in the future if such services were to be provided, the proposed facility would offer greater opportunities in regional network systems for transit. Roadway Characteristics Depending on the corridor selected, the project could range between six and twelve miles in length. Based upon preliminary project review, the new facility will likely be a two-lane rural facility with an open drainage system; however, in areas where steep grades or poor soil conditions occur near wetlands, separate storm water retention ponds may be required. Social Demand and Economic Development Santa Rosa County has been experiencing considerable growth over the past year, and is also as a bedroom community to the greater Pensacola area. This growth has spurred the need for an improved roadway network. In addition, there are several major traffic generators within the US 90 corridor area, such as new residential developments, the Santa Rosa Criminal Justice Center, the Santa Rosa Corrections Facility, Whiting Field U.S. Naval Air Station, Team Rosa Joint Land Use planning area near Whiting Field, and the Santa Rosa Commerce Park, which will all benefit from the capacity this facility will provide. The need for the project is also related to committed trips associated with future development in the northern portions of Santa Rosa County, as well as the future development along the US 90 corridor, which is hindered by the existing capacity limits of US 90. Future Growth Santa Rosa County has grown 173% since 1980 and is expected to grow another 92% by This increase will put further demand on the US 90/SR 87 segment, making growth and evacuation difficult due to a lack of capacity. In Traffic Analysis Zones adjacent to the corridor, population is anticipated to grow by 2,648 from 2,029 to 4,677, or 56.62%, between 1997 and Employment is projected to increase by 575 from 908 to 1,483, or 38.77%. 37 Traffic Data According to the Santa Rosa County Comprehensive Plan, the current adopted Level of Service (LOS) standard for US 90 is D. In 2013, US 90 from Ward Basin Road to SR 87N had a failing level of service. Without the proposed improvement, the operating conditions will continue to deteriorate. The 2040 forecasts for this new segment is 10,000. This would provide much needed relief to US 90. Safety/Crash Rates The information below contains crash data from the period of 2004 through 2009 according to the Florida Department of Transportation TSAT database. On SR 87 south, from I-10 to US 90, between mile-points (I-10) and (US 90), there were a total of 86 crashes, 47 of those were with injuries, and 39 with property damage only. The majority of the crashes in this segment occurred at the US 90/SR 87S intersection. On US 90, from 87 South to 87 North, between mile points and , there were a total of 234 crashes, 144 of those were with injuries, 1 fatality, and 89 with property damage only. The majority of these crashes were distributed throughout the segment. There was, however, a slightly higher concentration of crashes at the US 90/SR 87N intersection. The single fatality in the segment occurred at mile point just east of Ward Basin Road. On SR 87N, from US 90 to Southridge Road, between mile points and , there were a total of 166 crashes, 113 of those were with injuries, and 53 with property damage only. As with the segment along US 90, the majority of these crashes were distributed throughout the segment. There was, however, a slightly higher concentration of crashes at the US 90/SR 87N intersection. The new proposed road way will connect SR 87S and SR 87N. Presently, the SR 87 corridor follows along US 90, a congested roadway, for five miles. This portion of the corridor is operating at a LOS F. Improvements to the existing roadway in this vicinity are difficult due to the historic downtown Milton area. By developing a new corridor that does not follow the existing US 90 alignment, the traveler would be able to avoid this high traffic area. Florida-Alabama 2040 LRTP Needs Plan Report 34

38 Plan Consistency The proposed new facility is consistent with the Santa Rosa County Comprehensive Plan, and is also referenced in the county's Capital Improvements Schedule in Policy 4.1.E.3. The Comprehensive Plan design year for this facility is currently As the project moves through the next study phase and a formal forecast traffic report is completed, the design year will change to allow for a standard twenty year forecast year to comply with federal guidelines (Design Year 2035). Likewise, the proposed new facility is in the TIP and the STIP, as well as, in the Florida/Alabama TPO and listed in their five-year work program. Sterling Way Bell Lane to Avalon Boulevard Included in the 2040 Long Range Transportation Plan is widening of 1.5 miles of Sterling Way from two to four lanes from Bell Lane to Avalon Boulevard. The purpose of this project is to add roadway capacity, reduce traffic congestion and to create bicycle and pedestrian facilities along the roadway. As mentioned earlier, Bell Lane from Sterling Way to US90 is also included in the 2040 Needs Plan as a 4 lane facility. Regional Connectivity This portion Sterling Way is located in unincorporated Santa Rosa County to the southwest of the City of Milton. It is an east-west county facility (CR 191-B) connecting Bell Lane/CR 197-A with Avalon Boulevard / SR 281. Future Traffic The future 2040 traffic for this roadway segment is projected to be 7,900. This will result in a LOS of B. The adopted LOS standard for this facility is currently C with a maximum service volume of 17,700. Transit Santa Rosa County does not have a public transportation system at this time. Bikeways and Sidewalks With the exception of a small section surrounding the US 90 intersection, the current roadway does not include bicycle or pedestrian facilities. 39 US29 9 ½ Mile Road to CR95A The proposed widening of US 29 from 4 to 6 lanes was identified as a needed project in the 2040 LRTP. This analysis was developed based upon evaluation of future land use and traffic demand along the project's corridor. US 29 is a major arterial providing north/south connection from Alabama to Escambia County and into the city of Pensacola. There is significant commercial and industrial activities along this corridor and it is a major freight corridor and well as the most direct connection to I-65 in Alabama. Parallel Facilities There are no other major parallel facilities in the vicinity of this segment of US 29. Chemstrand Road, a 2 lane county facility is the closet parallel facility. Bikeways and Sidewalks The planned widening will maintain existing bicycle and sidewalk facilities in the corridor. Transit Route 60 serves this segment of US 29 with service north to the town of Century. US 90 US 90/US 98 Connector to US 29 Connector The proposed four lane improvement was identified in the 2040 Long Range Transportation Plan. This analysis was developed based upon evaluation of future land use and traffic demand along the project's corridor. The proposed improvement is to a facility that provides an east/west connection from Alabama to Escambia and Santa Rosa counties. The facility connects destinations in Alabama with the Pine Forest growth center, I-10 and the proposed new US 90 / US 98 connector. The proposed improvement is to the section of roadway from the Alabama state line to the new US 90 / US 98 connector project. Parallel Facilities This proposed four lane improvement provides additional east/west capacity and is parallel to I-10 and Mobile Highway corridors. US 90 Scenic Highway to Glover Lane Regional Connectivity The proposed six lane improvement was identified in the 2040 Long Range Transportation Plan. This analysis was developed based upon evaluation of future land use and traffic demand along the project's corridor. This facility provides a connection between Milton in Santa Rosa County and Escambia County. It provides for a connection between several of the regional growth centers identified including Milton, Pea Ridge and the University Parkway area. This improvement provides additional capacity in an area identified for continued growth in the region. Future Traffic In 2013, SR 10/US 90 from Scenic Highway to Glover Lane carried an average of over 30,800 vehicles per day and is projected to have an average annual daily volume ranging from 40,500 to 69,500 in The LOS is forecasted to be LOS F in 2040 along major portions of US 90 without improvement. Parallel Facilities This four lane facility provides east/west capacity and acts as a parallel facility to I-10. Bikeways and Sidewalks The planned widening will maintain existing bicycle and sidewalk facilities in the corridor. Transit Escambia County Area Transit does not serve this corridor. US 90 Glover Lane to SR87S This is a capacity improvement and realignment project identified in the Needs Plan of the 2040 Long Range Transportation Plan. Between Glover Lane and SR 87S the road will be four-laned and realigned. The purpose of this project is to add roadway capacity, reduce traffic congestion, and reconfigure the existing roadway between Glover Lane and SR 87S. Florida-Alabama 2040 LRTP Needs Plan Report 37

41 There is a Project Development and Environmental (PD&E) study underway looking at how these improvements could be made as well as looking at the potential for the SR 87 connector from SR 87S to SR 87N. Regional Connectivity This portion of US 90 is located in unincorporated Santa Rosa County and the City of Milton. It is an east-west state facility (SR 10) traveling through both Escambia and Santa Rosa counties. Future Traffic In 2013, the AADT for Avalon Boulevard to SR 87 North was 29,300, and the AADT between SR 87 N to Airport Boulevard was 16,325. This is projected to increase to 55,300 and 30,500 AADT, respectively by 2040, resulting in a LOS of F for both segments. The adopted LOS standard is D and the maximum service volume is currently 39,800 between Avalon Boulevard and SR 87 N and 17,700 between SR 87 N and Airport Boulevard. Parallel Facilities This four lane facility provides east/west capacity and acts as a parallel facility to I-10. Bikeways and Sidewalks The planned improvements will provide bicycle and sidewalk facilities along this segment. Transit Santa Rosa County does not have a public transportation system at this time. US 90 SR87S to S.A. Jones Road This project is located entirely in Santa Rosa County. This project is a capacity improvement project to widen US 90, between SR 87S and S.A. Jones Road, from two lanes to four lanes. The State of Florida classifies US 90 as an Urban Minor Arterial. Santa Rosa County classifies US 90 as a Major Arterial Roadway and has established rules limiting access. This portion of US 90 is east of the City of Milton and runs in an east-west direction. This corridor is currently a two-lane, undivided roadway through an urbanized area. Currently, there are no paved shoulders and the drainage is rural; this project is proposing a rural drainage system and paved shoulders. The proposed project will provide for increased capacity for both everyday traffic and emergency evacuation needs. Florida-Alabama 2040 LRTP Needs Plan Report 38

42 The purpose of this project is to address the need for additional capacity because traffic volume on this segment of US 90 is expected to exceed its adopted Level of Service (LOS) and it is part of an emergency evacuation route. The construction of two additional lanes would provide for the needed capacity. Regional Connectivity This segment of US 90 is a connection between the City of Milton urbanized area and the more rural areas of eastern Santa Rosa County. US 90 is one of the only east-west connectors in northern Santa Rosa County and it is also part of a much larger network; US 90 has its eastern terminus in Jacksonville, Florida and its western terminus in Van Horn, Texas. This portion of US 90 runs in conjunction with SR 87, which is a major evacuation route out of Santa Rosa County and also a regional connector into Alabama. As a regional connector into Alabama, this corridor is subject to freight traffic coming into and out of the region. Where SR 87 S lies south of I-10, it is designated as a SIS roadway Santa Rosa County desires to have SR 87 N also designated as a SIS roadway. Plan Consistency The need to four-lane this corridor of US 90 was identified in the 2040 Long Range Transportation Plan. This analysis was developed based upon evaluation of future land use and traffic demand along the project's corridor. Emergency Evacuation The Florida Division of Emergency Management has both US 90 and SR 87 identified as emergency evacuation routes. Future Traffic The Average Annual Daily Traffic (AADT) in 2013 was 8,600 while the projected AADT is forecasted to increase to 16,600 by The maximum volume under the current LOS Standard D is 17,700 resulting in a future year LOS of D. 43 Access to Intermodal Facilities and Freight Activity Centers In Santa Rosa County there are multiple existing and/or planned industrial and commerce parks within the immediate vicinity of this corridor. The east Milton area has also been identified as a potential location for an inland port site given the availability of land and direct access to the rail and highway systems. Relief to Parallel Facilities US 90 is a parallel facility to both I-10 and US 98. Bicycles and Sidewalks There are currently no bike or pedestrian facilities along this corridor; however, there is a separate and ongoing project within this corridor to rehabilitate US 1 (old US 90) into a multi-use path. The planned widening will not provide for bicycle lanes and/or sidewalk facilities, however, there will be paved shoulders. US98 US90/US98 Connector to Blue Angel Parkway Regional Connectivity The proposed four lane improvement was identified in the 2040 LRTP. This analysis was developed based upon evaluation of future land use and traffic demand along the project's corridor. The proposed improvement is to a facility that provides an east/west connection from Lillian, Alabama to the Pensacola central business district. The section proposed for improvement begins at Blue Angel Parkway and continues west to Lillian, Alabama. Future Traffic In 2013, SR 30/US 98 from Lillian, Alabama to Blue Angel Parkway carried an annual average daily traffic volume of 12,300 vehicles per day. The existing LOS C. The 2040 AADT is forecasted to be 33,100 which results in a LOS of F without improvement. Parallel Facilities This proposed four lane improvement provides east/west capacity and is the only major roadway providing access to Lillian, Alabama in this area. Other facilities crossing into Alabama include Perdido Key Drive, approximately 7 miles to the south and SR 10, approximately 15 miles to the north. US 98 SR3 99 to Okaloosa County Line The improvement of US 98/SR 30 from SR 399 to the Okaloosa County Line by widening from 4 to 6 lanes has been identified in the 2040 Needs Plan. The purpose of this improvement is to provide increased capacity and modal choice for US 98/SR 30. Regional Connectivity This segment of US 98/SR 30 is an east-west facility beginning in the City of Gulf Breeze and extending through unincorporated Santa Rosa County. This facility is the major east-west roadway for the City of Gulf Breeze and southern Santa Rosa County. Future Traffic The current 2013 AADT for this segment is ranges from 31,000 to 37,500. This average daily traffic volume is expected to increase to between 46,900 to 69,000 by 2040, yielding an LOS of F. The adopted LOS standard for this facility is D with a corresponding maximum service volume of 39,800. Bikeways and Sidewalks Bicycle lanes and sidewalks will be included as a part of this widening project. Transit Santa Rosa County does not currently have a transit service. Watkins Street Extension US 90 to Sterling Way The extension of Watkins Street from US 90 to Sterling Way is included in the 2040 Needs Plan. The purpose of this project is to increase the roadway network in this area of Santa Rosa County in order to accommodate future traffic demand. This demand is expected due to the development of activity centers in this part of the county. This improvement will construct a two-lane facility from the current terminus of Watkins Street to Sterling Way. Regional Connectivity / Parallel Facilities The Watkins Street Extension would be located within unincorporated Santa Rosa County to the south of US 90. Woodbine Road US 90 to the Five Points Intersection The need for improving Woodbine Road between US 90 and the Five Points Intersection/CR 197 to four lanes was identified in the 2040 Long Range Transportation Plan. This analysis was developed based upon evaluation of future land use and traffic demand along the project's corridor. This facility provides a north-south connection between US 90 and Alabama, as well as connecting to the proposed beltway, which provides connections between several of the identified activity centers. This improvement provides additional capacity in an area identified for continued growth in the region. Future Traffic In 2013, CR 197A/Woodbine Road from US 90 to CR 184 carried an annual average daily traffic volume of 14,300 vehicles per day. Based upon existing Level of Service (LOS) Tables, the existing LOS is C with a corresponding maximum service volume of 17,700. The projected 2040 future volume for this segment is 14,100 which equates to a future LOS of C. Relief to Parallel Facilities This four lane facility provides north/south capacity and acts as a parallel facility to Chumuckla Highway and SR 87. Bikeways and Sidewalks The planned widening will maintain existing bicycle and sidewalk facilities in the corridor. Transit Escambia County Area Transit does not serve this corridor. 46 Saufley Field Road US 90 to NAS Saufley Field The need for improving Saufley Field Road between US 90 and NAS Saufley Field was identified in the 2040 Needs Plan analysis. Based on continued growth in employment in the vicinity and at training facilities located at Saufley Field the need to widen this roadway to 4 lanes has been identified. Future Traffic In 2013, the average traffic volumes along this segment were 18,500 which equated to a LOS of F. The forecasts for the year 2040 are and average of 25,000 vehicles per day. Relief to Parallel Facilities This four lane facility provides east/west capacity and acts as a parallel facility to Bellview Avenue and Cerny Road. It should be noted that neither of these parallel facilities provides direct access to Saufley Field. Bikeways and Sidewalks The planned widening will maintain existing bicycle and sidewalk facilities in the corridor. Transit Escambia County Area Transit routes 63 and 1 serve this corridor. Mobile Highway (US 90) Nine Mile Road to Godwin Lane The need to widen this segment of US 90 was identified in the 2040 Needs Plan analysis and is based on the continued development in the western portion of Escambia County. US 90 connects Alabama with Escambia County and the City of Pensacola. It continues east into Santa Rosa County and parallels I-10. Future Traffic In 2013, the average traffic volumes along this segment were 9,000 vehicles per day which equated to a LOS of C. The forecasts for the year 2040 are an average of 18,800. With a maximum allowable volume of 17,700, the 2040 LOS will be F for this segment of US 90. Chemstrand Road Nine Mile Road to Old Chemstrand Road This portion of Chemstrand Road is a two lane county roadway in Escambia County. It provides access to numerous developments and serves as the main roadway for access to the regional utility services and a large chemical plant on the northern end of the roadway. Future Traffic In 2013, the average traffic volumes along this segment were 13,600 vehicles per day which equated to a LOS of C. The forecasts for the year 2040 are an average of 14,800. With a maximum allowable volume of 17,700, the 2040 LOS will be remain C for this segment of Chemstrand Road Relief to Parallel Facilities This four lane facility provides north/south capacity and acts as a parallel facility to US 29. Bikeways and Sidewalks The planned widening will include bicycle and sidewalk facilities in the corridor. Transit Escambia County Area Transit does not serve this portion of the corridor. East Bay Boulevard SR 87 to Edgewood Drive The purpose of this project is to add multi-modal enhancements to the roadway making it safer and more convenient for bicycles and pedestrians to travel along the corridor. This project was identified as part of the South Santa Rosa Bicycle and Pedestrian Plan and was included in the 2040 Needs Plan. This project was identified as part of the South Santa Rosa Bicycle and Pedestrian Plan and was included in the 2040 Needs Plan. Relief to Parallel Facilities This facility provides a north/south alternative to the portions of US 98 and SR 87. Bikeways and Sidewalks The planned will focus on providing enhanced bicycle and sidewalk facilities in the corridor. Transit Santa Rosa County does not currently have a transit service East Burgess Road Lanier Drive to Plantation Road This roadway is located within the City of Pensacola. The purpose of this project is to add multi-modal enhancements to the roadway making it safer and more convenient for bicycles and pedestrians to travel along the corridor. This project was included in the 2040 Needs Plan in order to address the safety issues along this corridor. Relief to Parallel Facilities This facility provides an east/west alternative to the portions of Creighton Road. 49 Transit Escambia County Area Transit does not serve this portion of the corridor. US 98 (Gulf Breeze Parkway) at the SR 399 Overpass The need for this project was identified through a master planning process the City of Gulf Breeze recently completed. The rebuilding of this overpass, which would include a new traffic pattern, would support the City of Gulf Breeze s plans to interconnect local roadways and providing relief to the six lane section of US 98 running through the city. North Navy Boulevard New Warrington Road to Bayou Grande Bridge The purpose of this project is to study safety operational improvements such as drainage, curb and gutter, the addition of bicycle and pedestrian facilities, and access management of US 98/SR 30/Navy Boulevard from SR 295 to the Bayou Grande Bridge. This roadway segment is a part of the greater US 98/SR 30 corridor, which generally follows the gulf coast throughout the northwest Florida region. In Escambia County, US 98/SR 30 connects Alabama with the city of Pensacola. In addition, this segment of US 98/SR 30 links the Pensacola Naval Air Station with downtown Pensacola. Future Traffic In 2013, the average traffic volumes along this segment were 19,300 vehicles per day which equated to a LOS of C. The forecasts for the year 2040 are an average of 32,000 which equates to a LOS of C. Bikeways and Sidewalks The planned widening will include bicycle and sidewalk facilities in the corridor. Transit Escambia County Area Transit 59A, 2 and 1 serve this portion of the corridor and the area around it. West Navy Boulevard New Warrington Road to Bayou Chico Bridge The purpose of this project is to study safety operational improvements such as drainage, curb and gutter, the addition of bicycle and pedestrian facilities, and access management of US 98/SR 30/Navy Boulevard from SR 295 to the Bayou Chico Bridge. This roadway segment is a part of the greater US 98/SR 30 corridor, which generally follows the gulf coast throughout the northwest Florida region. Navarre Bridge Realignment US 98 to SR 87 The purpose of this project will be to explore to possible realignment of the Navarre Beach Bridge to the west to intersect with SR87 at US98 creating a four legged intersection at US98. This study is to be done at the point in time the Navarre Beach Bridge is to be replaced due to its age. Well Line Road US 29 to CR 97 The purpose of this project is to provide east/west access to the Escambia County Sector Plan area which is located to the west of the current end point of Well Line Road. The need for this project is driven by the expected development of the sector plan over the next 20 years. Kingsfield Road CR 97W to CR 399 The purpose of this project is to provide east/west access to the Escambia County Sector Plan area which is located to the west of the current end point of Kingsfield Road. The need for this project is driven by the expected development of the sector plan over the next 20 years. Quintette Road US 29 to CR 97 The purpose of this project is to provide east/west access to the Escambia County Sector Plan area which is located to the west of the current end point of Quintette Road. 51 Airport Boulevard at the Railroad Overpass The purpose of this project is to provide an overpass over the railroad tracks that cross Airport Boulevard east of US29. With the continued growth in traffic volumes and in the frequency of trains, the delay created at this location has increased and is expected to reach the point where traffic is backed up to US29. Panhandle Trail US 98 to East River Drive The purpose of this project is to add multi-modal enhancements to the roadway making it safer and more convenient for bicycles and pedestrians to travel along the corridor. This project was identified as part of the South Santa Rosa Bicycle and Pedestrian Plan and was included in the 2040 Needs Plan. Relief to Parallel Facilities This facility provides a north/south alternative to the portions of US 98 and SR 87. Bikeways and Sidewalks The planned project will focus on providing enhanced bicycle and sidewalk facilities in the corridor. Transit Santa Rosa County does not currently have a transit service 17 th Avenue at Bayfront Parkway This project was identified through a groundswell of public input on the replacement of the US98 bridge between the City of Pensacola and the City of Gulf Breeze. The proposed project would create a new intersection at 17 th Avenue/Gregory Street/ Bayfront Parkway. This may be grade separated and may include a roundabout. The project is also expected to be a gateway feature for the City of Pensacola. The project is expected to address the heavy traffic movements expected from the new bridge to 17 th Avenue and Gregory Street. The Florida Department of Transportation has a Project Development and Environmental (PD&E) study slated to get underway before the end of This study is expected to identify the preferred improvement at this location. 52 Alabama Projects SR 180/Canal Road Foley Beach Express to Pensacola Avenue This project is needed to address the current and forecasted demand on Canal Road. Canal Road serves as the primary access to the beach from the Foley Beach Express. It is currently a two lane facility with a continuous left turn lane east of the Foley Beach Express to SR 161 which directly accesses the beach. This project not only addresses the daily demands of the residents and visitors of Orange Beach, but serves as a critical link in the evacuation network. SR 182 which runs east-west along the coast is a 5 lanes facility, SR 161 is a 4 lane divided facility and Foley Beach Express is a 4 lane limited access facility. Canal Road as a 2 lane facility is a bottleneck that increases clearance times. Bikeways and Sidewalks The planned project will focus on providing enhanced bicycle and sidewalk facilities in the corridor and will connect to other regional facilities as well. US90 US90/US98 Connector to the Florida/Alabama State Line This project is needed to address the future demand on US90 that is anticipated when the US90/US98 connector is in place. The connector provides and alternate to US98 and would provide a more direct access to the northern portion of Escambia County, FL where numerous large employers are locating and expected to locate. Bikeways and Sidewalks The planned project will focus on providing enhanced bicycle and sidewalk facilities in the corridor and will connect to other regional facilities as well. US90/US98 Connector US98 to US90 This project, when coupled with the US90 and US98 widening projects into Florida, will provide travelers with alternative routes to access Florida and/or Alabama. Future demand would be split between the two facilities and lesson the demands on each. The connector would also provide an additional emergency evacuation route. Bikeways and Sidewalks The planned project will focus on providing enhanced bicycle and sidewalk facilities in the corridor and will connect to other regional facilities as well. 53 US98 US90/US98 Connector to Florida/Alabama Line This project is needed to address the future demand on US98 that is anticipated when the US90/US98 connector is in place. The connector provides and alternate to US90. Bikeways and Sidewalks The planned project will focus on providing enhanced bicycle and sidewalk facilities in the corridor and will connect to other regional facilities as well. Express Bus: Southwest Downtown Pensacola, FL to Lillian, AL Express bus service from Lillian, AL to downtown Pensacola via US 98 would provide residents and visitors of Lillian an alternative to the automobile. Traffic congestion between Pensacola and Lillian is expected to grow and providing a transit option is one way to address future congestion. Wolf Bay Bridge Canal Road to Harpoon Drive Currently the Foley Beach Express and Perdido Key Drive (from Florida) are the only two routes that provide access to and from Orange Beach. Construction of a new bridge over Wolf Bay connecting SR 161 to Harpoon Drive would provide a third connection. This would help address congestion in the heart of Orange Beach on SR 180 (Canal Road) and provide another emergency evacuation route. Aspirational Projects Outer Beltway SR 87 to US 29 Regional Connectivity The proposed four lane facility was originally identified in the 2025 Long Range Transportation Plan. This analysis was developed based upon evaluation of future land use and traffic demand along the project's corridor. This facility provides a connection between US 90/Mobile Highway in Escambia County and SR 87 in Santa Rosa County. It provides for a connection between several of the regional growth centers identified including East Milton, Pace/Five Points and Quintette. This improvement provides additional capacity in an area identified for continued growth in the region. Parallel Facilities This four lane facility provides east/west capacity and acts as a parallel facility to Quinette Road/Muscogee Road. Currently there is limited east/west connectivity north of the Pensacola area. Two facilities, Quinette Road/Muscogee Florida-Alabama 2040 LRTP Needs Plan Report 50

54 Road and Jay Road currently provide the only two major east west connections between US 90 and the Alabama State Line. Bikeways and Sidewalks The planned improvement will include existing bicycle and sidewalk facilities in the corridor. Transit Escambia County Area Transit service is proposed on this corridor in the future. I-110 Cervantes Street to Gregory Street The reconstruction of the 4 lanes of I-110 as an at-grade arterial from Cervantes Street to Gregory Street is included in the Needs Plan of the 2040 Florida Alabama TPO Long Range Transportation Plan. The purpose of this project is to create an at-grade arterial at this location. Regional Connectivity / Parallel Facilities This portion of I-110 is located within the City of Pensacola. It is within the gridded-street network of the historic Pensacola downtown. I-110 is a north-south facility that is parallel to a number of other facilities in the close vicinity, including Palafox Street, Dr. Martin Luther King Jr. Drive, and Ninth Avenue. Bikeways and Sidewalks Bicycle lanes and sidewalks will be added as a component of the Watkins Street extension. Transit Escambia County Area Transit (ECAT) serves I-110 with routes 61 and 59. Eglin Field/Hurlburt Field Bypass SR 87 South to Hurlburt Field The purpose of the Eglin Field / Hurlburt Field Bypass project between SR 87 and Hurlburt Field is to provide additional roadway capacity and relief to parallel facilities by creating a new four lane roadway segment. This 4- lane bypass project is listed in the Needs Plan of the 2040 FL-AL TPO Long Range Transportation Plan. This bypass is located in eastern Santa Rosa County and extends into Okaloosa County and will provide access to area installations for military personnel. The bypass will be located in close proximity and traverse through Eglin Florida-Alabama 2040 LRTP Needs Plan Report 51

55 Air Force Base as it travels between SR 87 and Hurlburt Field. A major function of the bypass stems from the need for additional access to Hurlburt Field for military personnel located in Santa Rosa County. Relief to Parallel Facilities The Eglin Field/Hurlburt Field bypass will be located to the north of US 98/SR 30, which is currently the only major east-west facility to the south of I-10 in eastern Santa Rosa and western Okaloosa counties. A major purpose of the bypass is to provide relief and an alternative to US 98/SR 30. Bikeways and Sidewalks The bypass includes sidewalk and bicycle facilities, thereby increasing mode choice. I-10 to I-65 Connector The purpose of the I-10 to I-65 connector project is to provide additional roadway capacity and relief to parallel facilities by creating a new four lane roadway. This new 4-laning bypass project is listed in the Needs Plan of the 2040 FL-AL TPO Long Range Transportation Plan Update. A major need in the area that this connector will serve is enhanced hurricane evacuation capabilities. The I-10 to I-65 connector will begin in Alabama and extend through Escambia County into Santa Rosa County, although the exact alignment has yet to be determined. Hurricane Evacuation There is a need for this area to reduce evacuation clearance times and provide alternative routes for those evacuating, given the proximity to the Gulf of Mexico and frequency of hurricane evacuations. This connector will work to enhance the public s safety in the event of an evacuation. Enhanced Access and Connection A major purpose of the I-10 to I-65 connector will be to provide an alternative travel route to existing facilities.
