New Items: Presentation on the Draft Monona Pedestrian and Bicycle Plan Strand Associates A. Reason for Study The study is a result of several years of related events and issues surrounding around pedestrian and bicycle safety in Monona. The objectives & goals of the Ad Hoc Pedestrian and Bicycle Improvements Committee are consistent with the goals and objectives laid out in the City s comprehensive plan. While drafting the 2013 strategic plan for Monona a gap analysis survey was done to develop metrics for assessing municipal needs and to measure the City s departmental efficacy. The 2 nd and 4 th largest gaps were pedestrian and bike related. The surveys from the UniverCity (UCY) studies from reiterated these points. These local issues are compounded by nationwide problems with childhood obesity, rising rates of diabetes and heart disease, issues with equity for older or aging Americans ability to access their daily needs, and the trend toward more walkable neighborhoods and the added value municipalities see by improving accessibility via non-motorized transportation. B. Current Status of Walking and Biking in Monona Monona s bike and pedestrian crashes or accidents with vehicles rates are consistent with Dane County averages, however, when compared on a per 1,000 commuter basis Monona s rates are much higher. Monona has a much lower rate of residents walking and biking as a means of transportation according to the US Census Community Facts. The current status of sidewalks in Monona is that most main streets currently have sidewalks, however, interior neighborhoods are not connected to this network of sidewalks. Schools, parks, and other key destinations are also disconnected from most neighborhoods in Monona. C. Goals and Objectives Jeff Held shared the goals and objectives of the committee via presentation slides. D. Key Routes and Typical Sections Routes and Sections are split into two categories per a street corridor type - Lower Impacts/Costs vs. Higher Impacts/Costs. Lower Volume Corridors most of these streets will have 60 of municipal Right-of-Way (ROW) or less and typically have a 32 wide street from curb to curb. Typically these roadways carry 750-1,500 vehicles per day (VPD). Suggested improvements for select corridors include new street striping for a Monona Sidewalk. These roadways would maintain parking on at least one side of the street. Long-term these streets could receive sidewalks on a case by case basis or as deemed necessary. Page 1 of 4

3 Higher Volume Corridors 1,500 VPD, Bike Boulevards Most of these roadways are either connectors between main bike routes or are located on main bike routes. These corridors could receive sharrows and is highly suggested that pedestrians are given off-street accomodations (sidewalks on at least one side of street). Curb lines are to remain the same in the short term along with parking on at least one side of the street. In the longterm curbs could be moved to accommodate parking bays and a skinnier street section of 26. Collectors Without Sidewalks - >1,500 VPD Owen, Frostwoods, and Bridge Rd. corridors are suggested to get sidewalk without moving the current curblines. Committee suggests adding traffic calming on Frostwoods Rd. between Monona Dr. and Bridge Rd. due to the excessive speeds in that location. The street is 40 wide with pavement, and although new striping was added, it has not been slowing traffic. Owen would not receive on street bike accommodations, but it is suggested that sidewalks be added along this corridor. South Winnequah Rd. Corridor - >3,000 VPD, Lake Loop Bike Route This corridor includes the street typical sections from Bridge Rd. to Schluter Rd. Suggestions include sidewalk both sides of the street, bike lanes each side, and no parking each side from Bridge Rd. to Owen Rd. Also along this stretch would be raised/table top intersections for traffic calming purposes. This would require the removal of the current bump out sidewalks/bike lanes and replace by matching curb lines from the rest of the street section and paint in bike lanes. Long term improvements on this corridor include moving curb lines, adding sidewalks on both sides for the entire length of the corridor, bike lanes, and parking bays where they will work. This ROW is very large, 100. The committee recognizes that using the entire ROW in this section would significantly affect the driveway areas for many residents along the corridor. Some buildings may currently sit in the ROW. Collector Streets with Sidewalks (Dean, Nichols) wide section, Parking on one/both sides Suggestions include adding bike lanes or sharrows, however, these corridors are not highlighted as priority for bike travel improvements at this time. Possibility of long term to install bike lanes, remove those current parking areas, and add in parking bays by moving the curb line in certain areas. E. Additional Improvement Types Jeff Held shared examples of traffic calming and different ways that Monona could improve typical sections or intersections by changing the way they are striped. Intersections included Maywood Rd./Winnequah Rd., Dean Ave./Monona Dr., Winnequah Rd./Monona Dr., and Falcon Cir./Broadway Ave. These type of improvements are suggested for particularly dangerous intersections and on roadways where the 85 th percentile speed is greater than 5 MPH over the marked speed limit. F. Next Steps Public Information Meeting #2 to be held Wednesday, September 26 th 6:00-8:30 PM. Public Feedback Members of Monona s Public Safety & Public Works Committees Lisa Gundlach Public Works Committee Will changes on S. Winnequah Rd. cause vehicles to change routes? Doug Wood commented that it s possible, but there really aren t very many good alternative routes to Winnequah Rd. Cheryl Devault Public Safety What does Police and Fire think about the suggested traffic calming devices? Bob Wickhem (Fire Dept.) answered that the idea that the fire dept. vehicles can straddle some of these devices is not going to work. Also, it d require that the vehicle must travel outside of the actual drive lane and into the bike lane. He stated that it d be preferred to not have to shift in the drive lanes to accommodate a certain type of traffic calming device, but they could adjust to table top calming for the greater good. Lt. Wiegel Police Dept. Law enforcement does not like cut outs between traffic calming bumps. This type of application will not affect vehicles and get them to slow down. Doug added that the advantage of a raised intersection is that there is a balance between calming and efficiency of movement. This device does not have as negative effect on public safety vehicles and operations. Chief Ostrenga prefers the addition of table top intersection for traffic calming. Page 2 of 4

4 Linda Hoelzel Public Safety Would Bridge Rd./Frostwoods Rd. be a good candidate for a Monona Sidewalk? Jeff Held answered No, due to the speeds and volume of traffic along that corridor. Lisa Rogers Resident, Near Winnequah School along Maywood Bumpouts, bikers, and trash cans on bumpouts are the biggest issue along the South Winnequah Rd. corridor. This needs to be dealt with as much as anything else. Also, the bumpouts are pointless, experienced riders don t use them which requires they merge into traffic lanes. Doug Wood stated that Monona ordinance does not allow for this to happen, but would need to confirm that citations or written warnings have been assessed to violators. Meg Kramer Resident and concerned Mom Maywood Rd. at Nichols is a scary intersection even with a crossing guard and would suggest the intersection is considered for a raised intersection/speed table. Tim Turino Public Works Suggested that Coldspring receive sidewalks to accommodate all the foot traffic from students coming and going to the high school. Would like to see a traffic study to measure the amount of traffic that bypasses Broadway by using Frostwoods Rd. in the morning. Lisa Gundlach Public Works Asked if speeds can be reduced along Broadway corridor and added that nobody stops for pedestrians on Broadway, concerned with the crossing at Falcon Cir. She asked if adding stop signs along busy routes could help reduce speeds? Doug answered that Broadway is a county highway and we do not have regulatory control over those speeds. Jeff H. added that unless it feels you are supposed to driving slower along that corridor, the lowering of a speed limit has little impact. Dan S. added that the Public Works Committee pulled the funding for a rapid flashing beacon to be added on Broadway at Falcon Cir. The committee wanted to wait until there was more clarification on what the South Winnequah Rd. funds would be used for, this beacon was part of that funding. Jeff H. addressed the stop signs question by stating that adding stop signs strategically along the Winnequah Rd. corridor is being considered. Chad added that adding stop signs is not a great technique in attempting to reduce speeds. Mayor O Connor asked if the committee has considered any long term attempts to connect the Riverfront with the rest of the Broadway corridor? Brad answered that the Yahara Group, a grad student group, did a study of the Broadway corridor considering the addition of a shared use pathway to better connect different commercial districts and improving the walk and bike ability of the area. Bob Wickhem Public Safety Asked if the City believes that parents will let their children walk or bike to school more often if sidewalks are added? He also asked if the City is assisting in promoting other ways of getting children to walk or bike more often and more safely to school? City considered a virtual schoolbus program, this could get more value out of the addition of sidewalks. Doug stated that if sidewalks are put in the right locations they will get plenty of use. Tim Turino Public Works Asked what the City was trying to fix, referenced the number of bike and pedestrian accidents? Doug stated that the socio economic cost of 1 really bad accident would outweigh the costs of building the sidewalks and improving intersection safety. Larry Reed stated that the City is getting younger and younger families want the accessibility of a walkable community. The City needs to begin planning for the future and the future is getting younger in Monona. Alder Kuhr Public Works, Public Safety Asked the committee to consider that at the beginning of the public information meeting that there should be an emphasis on what the goal of the meeting is and what the people attending are supposed to get out of it. Winnequah Trail, primarily the Winnequah Road and Tecumseh intersections. This portion is on the border between a Lower Volume (black) and Higher Volume (purple) Corridor. Evaluate on-street ped space with parking on one side vs. sidewalk with parking on both sides. Consider all-way stop or possibly neighborhood traffic circle at Winnequah Rd. and Winnequah Tr. intersection. 10. Frost Woods. Traffic calming, including speed tables or neighborhood traffic circles between Bridge and Monona Drive. Sidewalk(s) from Monona Drive to Bridge. 11. Bridge Road. Traffic calming, including speed tables or neighborhood traffic circles between Frost Woods and Winnequah Road. 12. Greenway. On-street marked pedestrian route with parking restricted on one side and/or stand-alone sidewalk project connecting Winnequah School and IHM. 13. Progressive / Rothman. On-street marked pedestrian route with parking restricted on one side and/or stand-alone sidewalk project from Winnequah Road to Rothman to Greenway. 14. Winnequah Park Multiuse Pathways. Paved multiuse pathways sufficiently wide for pedestrian and bicycle use extending from: A) Winnequah Road at the south end of the park (with a stub west on city-owned property) along the west side of the park to Nichols; B) Nichols to Firemen s Park; and C) Nichols to the end of Greenway. These pathways would be primarily for transportation (direct routes). 15. North Winnequah Road (north of Dean). This portion is on the border between a Lower Volume (black) and Higher Volume (purple) Corridor. On-street marked pedestrian route with parking on one side only and/or stand-alone sidewalk project, and traffic calming (for example, speed tables and/or neighborhood traffic circles, etc.). The need is recognized, recommendations are less clearly defined. Investigate improvements to sight lines and pedestrian crossing accommodations at the intersection of Winnequah Rd. and Monona Dr. Monitor the results to inform future improvements. 16. Schluter Road. Sidewalk from Nichols to Greenway. Should this be Nichols to Maywood? This hasn t been on our routes map to date but it passes by City Hall so it makes sense to add it. Would parking on one side only and an on-street marked ped area address the issue? We don t have traffic volumes or speeds here, but based on nearby counts and the street context it is probably an option. However, being so close to Winnequah School and City Hall sidewalks would be preferable.

9 17. Coldspring Avenue. On-street marked pedestrian route and/or stand-alone sidewalk project from Shore Acres to Monona Drive. This hasn t been on our routes map to date but has been proposed in some of the comments we ve received. Would parking on one side only and an on-street marked ped area address the issue? We don t have traffic volumes or speeds here, but based on nearby counts and the street context it is probably an option. Third Group What is the timeline for this group? 18. Waterman Way. On-street marked pedestrian route with parking restricted on one side and/or stand-alone sidewalk project from Dean to Winnequah 19. Schofield Road. Sidewalk on west side from Nichols to Dean (already in place on west side for about two blocks along IHM property). 20. Winnequah Road/Winnequah Park (south end). On-street marked pedestrian route with parking restricted on one side and/or stand-alone sidewalk project between Winnequah Road and Owen. 23. Pheasant Hill. On-street marked pedestrian route with parking restricted on one side and/or stand-alone sidewalk project. This hasn t been on our routes map to date but has been proposed in some of the comments we ve received. 24. Sylvan Lane/Ford/Falcon Circle (west). On-street marked pedestrian route with parking restricted on one side and/or stand-alone sidewalk project. Note: our routes map has shown Falcon Circle (east). 25. Owen Road. Extend sidewalk along north side from its current terminus to Pheasant Hill. 26. Aldo Leopold Access Drive. Construct a pathway extending from Femrite Drive to ALNC. This hasn t been on our routes map to date. 27. Roselawn Avenue. On-street marked pedestrian route with parking restricted on one side and/or stand-alone sidewalk project from Broadway to Femrite. This hasn t been on our routes map to date. 28. Femrite Drive. Construct sidewalks to fill gaps. This hasn t been on our routes map to date but has been proposed in some of the comments we ve received. 29. Lake Loop. In cooperation with the city of Madison seek improvement of Lake Loop Bike Route, including extending bike lanes and off-road segments. Possible Additional Projects List Corridors on Key Routes Map not listed 30. Winnequah between Schluter and Healy, and between Winnequah Tr and Dean. This includes the Key Intersection of Winnequah & Nichols. This portion is near the 1,500 vpd threshold above which you prefer to have dedicated bicycle space

10 (not shared lanes). There was some push back against sidewalk along N Winnequah at the PIM. Committee to determine how to handle this corridor. Similar to portion north of Dean, the recommendation could be: On-street marked pedestrian route with parking on one side only and/or stand-alone sidewalk project, and traffic calming (for example, speed tables and/or neighborhood traffic circles, etc.). The need is recognized, recommendations are less clearly defined. 31. East-west Collectors that have (at least some) sidewalk: Owen from Pheasant Hill to Monona Dr; Nichols; Dean. The committee seems to agree these corridors don t need changes, however, is there any desire to propose investigating onstreet bike markings for portions where volumes exceed 3,000 vpd? Includes most of Nichols, eastern portions of Owen and Dean. Key Intersections on Key Routes Map not listed or covered as part of the above corridor projects. 32. Broadway and Bridge: There was some valid discussion of the need to provide a pedestrian connection to the day care in the southeast quadrant. 11 Commented [CS1]: Draft Recommendations for Project Priority List September 29, 2018 Drafted by Doug Wood and 10 Notes from Strand Notes from Larry Reed Notes from Julie Byrnes Notes from Chad Speight I have made some notes on the first few pages, but I did not want to edit the list since I question the value of this rather long list, given the Guiding Principles that are stated below. Personally, my list would be the maps we already created, which identify new complete corridors that recommend sidewalks across the city in certain places, creating that infrastructure we have agreed we want to have. The maps could be labeled by phase, or priority. If we can guess-timate the cost of various recommended improvements, then we could show, for example, what the impact of $300,000/year, invested in these items, gets us in 5 years. This vital bit of planning allows us to adequately address expectations in the city, and it allows us to plan accordingly. If phase one is likely to cost $1.5 million (I am making this number up!), then we can imagine an aggressive investment goal to accomplish this in 3 years, or a slower approach. Knowing the cost, in current dollars, of the total plan, is worth integrating into the plan. If we need to budget for Strand to do this additional work in 2019, to have a more complete comprehensive plan, then I fully support that. I apologize for being a curmudgeon, but if our guiding principle is to allow details to be sorted out, per the typical city process, then our recommendations should be more broad-brush, conveyed on our map. Guiding Principles (maintain uniform syntax: each principle should start with a verb; I added create to C. and would change F as well, see below) A. Add new sidewalks to existing sidewalks to create network of connected sidewalks. B. Connect sidewalks to destinations, especially City Center, Winnequah Park, Winnequah School, IHM School. C. Create Complete corridors rather than building patchwork of standalone sidewalks. This may result in reordering project priority. (OK, I agree. Don t we need to identify clearly the corridors that we think should have pedestrian and/or bicycle facilities? Our recommended implementation plan needs to arise clearly from the corridors/ map that we have created; I guess my desire is that our committee produces a comprehensive plan, similar to the ones that Brad shared with us from other cities; is that not our goal? Is this list what we plan to submit for council review?)

On-street marked pedestrian route with parking restricted on one side and/or stand-alone sidewalk project connecting Winnequah School and IHM. 13. Progressive / Rothman. On-street marked pedestrian route with parking restricted on one side and/or stand-alone sidewalk project from Winnequah Road to Rothman to Greenway. 14. Winnequah Park Multiuse Pathways. Paved multiuse pathways sufficiently wide for pedestrian and bicycle use extending from: A) Winnequah Road at the south end of the park (with a stub west on city-owned property) along the west side of the park to Nichols; B) Nichols to Firemen s Park; and C) Nichols to the end of Greenway. These pathways would be primarily for transportation (direct routes). 15. North Winnequah Road (north of Dean).
