Affiliate Highlights: What s been happening in your affiliate over the past 12 months? Everyone reported that their affiliates were experiences good things. From growth of teams, to new fields, to growing from new teams to becoming stronger teams than the year before. Good Job guys! Fall 2014: District Play: U12 The game was Thursday sept. 18th, team PVCS red coach was Robert Raschke. Thank you so much for taking care of this. Sorry my phone died. Had to plug in to you. I just called and talked to Korbie who was coaching for us that night and she said that her high school game was cancelled due to lightning and she followed that lead from the referees of that game as they pulled all players off the field at Bannock. I had a conversation with Korbie about the rule of cancellation and the processes to follow to avoid this in the future. Her assumption was the safety of all players. If there is a penalty involved, the U11 girls group will cover this. Please let me know so that I can get it to the right person(s). (Robert) 2 nd : PVSC Red vs??/ Madison no show. (Details...) Question answered by Skyler Bell, Assistant IYSA Director of Coaching, overseeing the ODP program. As someone who coached in Utah (a state that doesn t play on Sunday s as a policy) I completely understand the frustration when things are scheduled on Sunday. States like Utah make it work because of two major differences with what Idaho faces: 1) 90% of the soccer players in Utah live within 90 minutes of the Capitol building, and 2) they have a LARGE amount of indoor facilities in which to train during the winter. Because we don t have a centralized population, we need three trainings taking place at once and yet we have five or six different schedules to plan around (CDA is different than Boise, which is different than IF, which is different that Spokane (who typically plays ODP in Idaho), etc. Sundays are the one day that typically everyone has off, although that s not even always a given. Second, we don t have indoor facilities that will work, or are not cost effective. Because states like Utah have indoor facilities that they can use, they don t start their ODP season until after the club and school schedules have concluded (Utah tryouts are in early to mid-november), yet they can train throughout the winter. We have to start our tryout process in September (mid-season when Saturdays are completely taken by club/school games) because we are forced into taking December and January off because there isn t any place to play. I hope my explanation makes sense it s very aggravating and I would love it if it were different! What: Educational Coaching Session!!! There was a discussion on which days/dates should be added (or not) to the schedule. The final decisions were: 1. The SRL season will run through the end of March through the end of May (as it currently stands). 2. Friday s will be added to the SRL Commitment sheet for options for teams to be scheduled up and down the valley. 4 CAST: USSF says the player can play with a cast. (USSF does not say anything with regard to any sort of padding on the cast. USSF says that the player must play safely (both for themselves and the players around them) with the cast. NOTE: The referee (in the opinion of) has final say. Dual System of Control under the jurisdiction of USSF. USSF does not recognize this system of officiating. If only two referees are assigned to a USSF sanctioned match, then one shall be designated the Center Referee and the other shall be designated an Assistant Referee. The Center Referee will then seek the assistance of a "Club Linesman" from the home team coach, which the home team coach is then responsible to work in cooperation with the center referee to acquire a Club Linesman, which in most cases ends up being a parent or adult member of the fans on the opposite side of the field. JH Match played in October. Letter of Concern sent to the jr. high director and forwarded to the DRA. Peter was unable to make the meeting (teleconference); Bobbi committed to research a bit further regarding Jennifer s concerns. IYSA Information: New IYSA Employee: Alex Jones our newest employee and State Youth Referee Administrator is doing an outstanding job, and continues to move us forward. *Coaching Courses: Thank you for Rexburg and Blackfoot for hosting the two coaching training sessions this year; Both Steve and NSCAA were impressed at the number of candidates that took the level 6 course in August. March 21-22: NSCAA Level 4: 16 candidates, Rexburg August 8-10: NSCAA Level 6: 22 candidates, Blackfoot *Concussion Policy: Starting the fall 2015 ALL coaches within IYSA are to be educated on the concussion guidelines (diagnosis and return to play etc.) either via online certification or by attending a certification class. In order to obtain an IYSA coaching card and to be allowed on the sidelines all coaches must complete one of these courses. This will be renewed each year prior to being allowed to coach or be on the sidelines of any team. A list of courses are available at the Idaho Youth Soccer Association website *New small sided games format: *Proposal: U6 and below 4v4 with no keeper; U7-5v5; U8-5v5 (with Keeper); U9-7v7; U10-7v7; U11-9v9; U12-9v9 Along with discussing the new F license and the new online coaching platform and coaching courses in general it was announced that US soccer is going to take vote to mandate small sided games across the board. If this passes it includes but is not limited to US Youth, US Club, AYSO etc. Part of this mandate 4

5 means that everything from U8-U12 will be small sided and specific numbers. Here is the proposal that is backed by every major person at US Soccer. The proposal asks for it to take effect by Jan 1 st, 2015 and organizations will have 1 year from then to comply. Status: The discussion was tabled until the meeting on Dec 6 th. Dave Chesler highly anticipates that it will go through. Also club coaches are pressuring their DOC s to have U12s at regionals this year so we are going to revisit that in the next few weeks. *Referee Abuse Policy: APPROVED The Policy to Address Youth Game Official (Referee) Abuse has been generated to reverse the growing trend of game official abuse within the leagues and tournaments that are sanctioned by the Idaho Youth Soccer Association (IYSA) and US Soccer. It is our intent that this Policy will be enacted to eliminate the physical and verbal abuse of Game Officials, as well as discourage public dissent. We at IYSA want to make it clear that physical or verbal abuse of game officials (Center Referee, Assistant Referee(s), Fourth Official) is as unacceptable as physical or verbal abuse of players. The purpose of this policy is to adopt basic standard sanctions for improper conduct toward game officials. It is NEVER acceptable to abuse or negatively criticize a game official, verbally or otherwise, in ANY situation. IYSA will not tolerate any verbal or other abuse or criticism of referee by any coach or spectator. THE VOTE WAS TAKEN ON NOV 4 TH, AND HAS PASSED. YOU LL BE SEEING THE FINAL VERSION IN THE VERY NEAR FUTURE. *Risk Management: A 19 year old coach was assaulted by a parent from his own U11B team at a tournament. Apparently, the assault was in the form of a push. The parent had been unhappy with the referee (Referee was no more than 13) and felt like the coach should have done/said more about it. The coach and his parents have also filed a police report. (Additional details in the addendum potion of this notes.) *New Club Application: We have received a new application for membership from the KAOS Soccer club, based in Idaho Falls. THIS APPLICATION WAS SUBMITTED & APPROVED TO AND BY IYSA IN MID-AUGUST. THE MOTIONAL READ: "I move to accept the KAOS club as provisional members of IYSA, pending they meet the three team requirement within one (1) year." For the Good of the Game: *IYSA Coach of the Month; Nick Josten *Dean Cook has been nominated for IYSA Volunteer of the Year by his son Ryan. 5

6 *If you haven t seen the NEW fields at the in Idaho Falls Soccer Complex since High School; the new Score Boards have been put up. And placed on them, it reads in Memory of Dean Cook. They Look awesome. *Thank You! To each of you for your EXTRA-TIME that you give throughout the past year, and will continue to give throughout 2015 (and beyond). It is greatly appreciated. 7 IYSA Coach of the Month--June; Nick Josten (BYSL) Nick Josten, who coached the Ballistic U-17 Boys soccer team in Spring 2014, was recognized by the Idaho Youth Soccer Association as Coach of the Month in June. Under Josten s leadership, the team (consisting of some of the best talent from six (6) different high schools in the region) won its 3 rd Boise Performance Cup Championship in a row. The team also placed 2 nd in the Seattle Showcase of Champions, and with its strong State Cup showing, qualified for Presidents Cup in Morgan Hill, CA where it reached the semi-final competing with teams from 11 different states in the region. They narrowly missed the final being defeated in a heart-breaking loss that came down to penalty kicks. While Nick did not play soccer growing up, he developed a deep love for the sport when his children started playing. Josten started out as an assistant coach over 20 years ago and then after a few years, he took on his own team and has been coaching and developing players ever since. Nick s knowledge of the game is evident to anyone that has been coached by him, or coached alongside him. Nick has a very deep knowledge and passion for the game, said U17 boys Ballistic assist coach Rob Crose. He is able to watch game situations, diagnose the dynamic of the game, and make the necessary adjustments quickly. My personal understanding of the game has grown exponentially coaching under Nick. Even more than leading teams to success, however, Nick is known by players, parents, and fellow coaches alike, for his kind demeanor which permeates his overall approach to coaching. For him it is not necessarily about success and trophies, although he is as competitive as any other coach. For Nick it is about building into the lives of the players, helping them grow as people as well as players, and helping them to love and excel at playing a game he has come to love so much. I love coaching because sports give kids a safe environment to take risks and grow from them, said Josten. Nick s manner of dealing with players, parents, and other coaches has endeared him to a great number of soccer people in the area--and you could now say, the State has also taken notice. Dean Cook, President and long-time pioneer of soccer in Eastern Idaho, passed away on March 31, Dean was known for his philosophy of It s all about the kids and for doing everything he could to make sure that every kid that wanted to play had a place to play. 8 ADENDUMS CASTS: In the absence of a clearly defined set of Rules of Competition, the US Soccer says: USSF says the player can play with a cast. USSF does not say anything with regard to any sort of padding on the cast. USSF says that the player must play safely (both for themselves and the players around them) with the cast. The referee (in the opinion of) has final say. Referee X on Tuesday may be totally fine with the cast. Referee Y on Thursday may say "No, you are not playing". In both cases, both referees are correct. DUAL SYSTEM OF CONTROL: With regard to the pending status of Item 2, that being, Dual System of Control under the jurisdiction of USSF. USSF does not recognize this system of officiating. I know that there are numerous logical and reasonable arguments to support a dual system of control on these matches, but all of these arguments fall on deaf ears from the official standpoint of USSF. A Certified USSF Assignor may not assign Certified USSF Referees to officiate in a dual system of control. If they do so, they risk liability and litigation against them and also risk liability and litigation against the referees assigned. US Soccer / USSF (same entity for all intents and purposes) will only provide liability insurance if you follow its policies and procedures. If only two referees are assigned to a USSF sanctioned match, then one shall be designated the Center Referee and the other shall be designated an Assistant Referee. The Center Referee will then seek the assistance of a "Club Linesman" from the home team coach, which the home team coach is then responsible to work in cooperation with the center referee to acquire a Club Linesman, which in most cases ends up being a parent or adult member of the fans on the opposite side of the field. Regardless of the certification status of the Club Linesman, that person is only authorized to indicate ball out of play across a touch line or a goal line. They may not indicate offside infraction, fouls or misconduct. I say again, it does not matter if they are certified or not, they cannot indicate offside infraction, fouls or misconduct. Only an official that has been assigned by a Certified USSF Assignor may act in the full capacity of a referee, assistant referee or fourth official. Referees, if the assignor fails to fill all three slots at a match or one of the three officials fails to appear for the match you are not authorized to take it upon yourself to run the match under the Dual System of Control. You must run it as a three man with a Center, an AR, and a Club Linesman. If you cannot acquire a Club Linesman, then you run the match with a Center Referee and single Assistant Referee. The single assistant referee in all cases should be on the team side to manage substitutions and the team benches. Peter Stilling, District II Referee Admin 8

9 REPORT FROM REGION IV WORKSHOP: CRAIG WARNER I returned last night from the Region IV workshop in Anchorage. During the workshop the State DOC s met with Dave Chesler and Scott Flood of US Soccer. Along with discussing the new F license and the new online coaching platform and coaching courses in general it was announced that US soccer is going to take vote to mandate small sided games across the board. If this passes it includes but is not limited to US Youth, US Club, AYSO etc. Part of this mandate means that everything from U8-U12 will be small sided and specific numbers. Here is the proposal that is backed by every major person at US Soccer U6 and below 4v4 with no keeper U10 7v7 U7 5v5 U11 9v9 U8 5v5 (with Keeper) U12 9v9 U9 7v7 The proposal asks for it to take effect by Jan 1 st, 2015 and organizations will have 1 year from then to comply. The vote will happen soon. This will be a major game changer if this passes and everyone is confident that it will pass. RISK MANAGEMENT: A 19 year old WITHIN OUR STATE coach was assaulted by a parent from his own U11B team at a tournament on Saturday. From my understanding the assault was in the form of a push. I believe the parent had been unhappy with the referee (Referee was no more than 13) and felt like the coach should have done/said more about it. Before the incident could escalate, people stepped in and calmed things down. The board met that day in an emergency meeting and has suspended the parent for a period of 16 months. They have also given him 10 days to appeal. They informed the parent of the suspension via phone call on Saturday and the parent put the phone down before the end of the conversation. The board will be following up via mail. The coach and his parents have also filed a police report. The team had another game on Sunday and the parent did not show, but his kids did play. THE District Commissioner was at the game, so my thanks goes to THE DC for covering our bases. There is no action required by IYSA at this time, but I wanted you to hear it from me before the rumors start flying. It serves as a stark reminder that we all need to make sure that we take Risk Management very seriously both at the State level and at the club level. I think it is important for our clubs to know that this type of thing can and does happen in Idaho. If you are asked or wish to talk about this incident to your club, I ask that you please keep THE club name out of the discussion as the coach was under 21. 9
