2 INTERNATIONAL STUDENT SPORTS CARNIVAL (ISSC) 2014 GENERAL RULES 1. NAME This competition is named as INTERNATIONAL STUDENT SPORTS CARNIVAL (ISSC) SECRETARIAT 2.1 The International Student Sports Carnival is mainly organized by Department of Higher Education, Ministry of Education Malaysia (MOE) and Universiti Tenaga Nasional. 2.2 In the mean of Secretariat, MOE is responsible of the rules and regulation and have the all right to appoint the authority organizing to any IPTA/IPTS Members or one Secretariat created for this event. 2.3 As it is the Appointed Secretariat is responsible to brief and explained details of the rules and regulation of International Student Sports Carnival 2014 to Sports Associations/ Clubs and any individual related implementing to this event. 2.4 The main objective of ISSC is to inculcate healthy & productive integration amongst international students from various ethnics and nationalities as well as with the local students of Public and Private Higher Learning Institutions as well as the community. 3. QUALIFICATIONS 3.1 All higher learning institutions in Malaysia which registered with Ministry of Education Malaysia (MOE) are qualified to participate in the INTERNATIONAL STUDENT SPORTS CARNIVAL. 3.2 This tournament is for international students ONLY. Nevertheless participating teams can register MAXIMUM ONLY TWO (2) Malaysian players in each event. 3.3 Deposit fees RM500 (Refundable) to each university. The money shall be returned after the tournament ended; except university that withdraw after the manager s meeting on 2 December 2014 (Tuesday). Deposit can be made during manager s meeting. 3.4 Participants: Must be a fulltime registered student and attending course / program at the Certificate, Matriculation/Foundation, Diploma, Degree, Master and PHD level. 2
3 3.4.2 Students must have registered the studies in their respective universities/colleges, duration of the course / program must be at least 6 months and above to qualify themselves in this entry Any participant who is suspended by any bodies mentioned below is NOT ALLOWED to join any competition during the period of suspension:- i. Majlis Sukan IPTS Malaysia (MASISWA) ii. iii. iv. National Sport Council (NSC) State Sport Council Majlis Sukan Universiti Malaysia (MASUM) 4. MATRIX CARD All participants are required to bring along their matrix card or validation letter signed by the Registrar during the period of the International Student Sports Carnival (ISSC) is held. 5. 4 5.2.3 Validation of participation is applied to terms and conditions of the Secretariat Teams who withdrawal from any games after the validation date will be suspended to participate in those games for two (2) years. 5.3 Entry Form Strictly NO DOUBLE entry All teams must use the registration and match form of the International Student Sports Carnival (ISSC) All the team registration form must be endorsed by Director or Head of Student Services/Affairs and handed to the Management Committee of International Student Sports Carnival (ISSC) Participants name who registered in the registration form are NOT ALLOWED to change after clarified in the managers meeting Only participants who registered their name in the registration form are allowed to compete in the respective events Overall champion is base on medal tally. 6. REFEREES Referees for all events will be selected by the Secretariat. 7. JERSEY 7.1 Each team must wear suitable jersey according to the rules and regulations of the game. 7.2 In the case of team with the same jersey color, the away team (2 nd name) in the schedule needs to change their attire to another different color. 8. SPORTS EQUIPMENT AND FACILITY 8.1 All sports equipment will be inspected and approved by the Secretariat. 8.2 All the sports facility must be prepared by the Secretariat and according to the specification allowed. 4
5 9. COMPETITON SYSTEM Competitions will be held if there are minimum of 4 teams participated. The competition system is held according to League and/or Knock Out system. While for the individual event, the competition only can be held if there are at least a minimum of 4 person participated. Any other than this, the Secretariat have the right to decide for any option for the best possible outcome. 9.1 Steps for One Group If there is five (5) teams participated, an event will be held according to the One Group League Team who gained the most point will be considered as the winner 9.2 Step For Two Groups First round i. If there are six (6) teams or more, teams will be divided into two (2), Group A and Group B; and the competition will be held in a League system. ii. Should there be any team withdraw from the group which leave with only two (2) teams taking place, the last team from other group will be automatically move to the group Semi Round i. Winner of the first and second placing of each group will be place in two different groups namely Semi 1 and Semi 2: Semi 1 Semi 2 Champion of Group A Champion of Group B Runner up of Group B Runner up of Group A ii. The competition will be held according to KNOCK OUT system Final The winner of Semi 1 will against the winner of Semi 2 to decide the Champion and runner up. 5
6 9.3 Group of Three First Round i. If the participation consisting of 9 teams, the competition will be held as a triple league made of Group of A, B and C Quarter Final Round i. The winner and second placing of each group is qualified to enter the quarter final round. ii. The winner of A and winner of B will be given Bye such:- 6
7 9.4 Group of Four Teams will be divided into four (4) groups; Group A, B, C and D Each group will consist of at least 3 teams The top 2 teams in the group will proceed for knock-out stage Eight (8) teams will be chosen to compete in the Quarter Final Round as such: 7
8 9.5 Step for Five (5) Groups Teams will be divided into five (5) Groups (A, B, C, D and E) Each group consists of at least 3 teams The top 2 teams in the group will proceed for knock-out stage Ten (10) teams will be chosen to compete in the Second Round is such:- 8
9 9.6 Steps for Six (6) Groups Teams will be divided into six (6) Groups (A, B, C, D, E and F) Each group consists of at least 3 teams The top 2 teams in the group will proceed for knock-out stage Twelve (12) teams will be chosen to compete in the Second Round is such:- 9
10 9.7 Steps for Eight (8) Groups Teams will be divided into eight (8) Groups (A, B, C, D, E, F, G and H) Each group consists of at least 3 teams The top 2 teams in the group will proceed for knock-out stage Sixteen (16) teams will be chosen to compete in the Second Round is such:- 10

12 9.8.3 Distribution of Point Win - 3 Even - 1 Lose - 0 Or according to the condition of the point distribution of game that has its own system of point distribution. 10. PUNCTUALITY DURING GAME 10.1 List of players form will have to be submitted to the event secretariat 15 minutes before the game Games will begin according to time/schedule agreed. 11. DELAY 11.1 Date, time and venue of the game which have been confirmed by the secretariat cannot be delay or change by the participating teams The Secretariat has the authority to delay or change the schedule of any games. Changes will be informed either earlier or there and then Any game delayed by Secretariat will be schedule again. 12. WITHDRAW AND RETREAT 12.1 Team must complete the game and are not allowed, with intention to let the other team win automatically in / ongoing game or the next game. Every team has to compete in all games even though they have been qualified for the next game If there is any injury before the game which causes the team unable to continue the game and wish to give the winning side to the opposition team, the injured participant has to get the confirmation from the University doctor / Medical officer appointed by Secretariat 12

APPEAL / OBJECTION 13.1 Any appeal or objection must be in written document by the Team Manager and justify by Officer of respective universities and the submission must be made to the Committee of Appeal and Objection in not more than 15 minutes after the game ended together with RM (Ringgit Malaysia Three Hundred only) as a deposit and process fee The deposit money will not be returned if the objection or appeal is not approved If the objection and appeal is accepted by Secretariat of Appeal and Objection, the money will be refund All appeal/objection must be written in English Decision by Secretariat of Appeal and Objection is final. 14. SECRETARIAT OF OBJECTION / APPEAL CONSISTS OF: 5 MEMBERS AS FOLLOW: Chairman of the Secretariat International Student Sports Carnival (ISSC) or representative Secretariat of the Technical and Competition or representative Three (3) team managers who are not involved in the case. 15. APPEAL JURY Secretariat is required to form Appeal Jury which consists of Five (5) persons minimum or seven (7) persons maximum from at least 3 Higher Learning Institutions. The members must consist of:- a. Director ISSC or representative b. Secretariat of the Technical and Competition or representative. c. Three (3) member of ISSC Council 16. DISCIPLINARY ACTION 16.1 The punishment suggested for a participant/team who face disciplinary action Grave warning Fine not exceed RM (Ringgit Malaysia Two Hundred Only) Individual/ team suspension from any game which be held by ISSC within the period the jurist set. 13
14 17. COMPENSATION The Secretariat has the right to ask for compensation from any participant/ team/supporter for any damage done by them. 18. FORBIDDEN SUBSTANCES 18.1 All the forbidden substances (drugs, alcohol) are not allowed Doping test will be held randomly to each contestant involved. 19. CERTIFICATE Certificates will be prepared by Ministry of Education Malaysia (MOE) and will be given to all participants. 20. PRIZES Prizes for ISSC will be prepared by Ministry of Education Malaysia (MOE) for the Champion, 1st Runner up and 2nd Runner up in all events. 21. CHALLENGE TROPHY 21.1 The winning contingent is responsible to hand over the Challenge Trophy in a good condition to the next Secretariat before the next tournament If the Challenge Trophy is broken or missing in the hand of the winning contingent, the respective contingent must bear the expenses in repairing or replacing the Challenge Trophy. 22. OTHER UNSTATED REGULATIONS 22.1 The above rules and regulations need to be followed unless there are differences stated in the certain games All the instated matters in the General rules will be decided by secretariat and all the decision are final Any amend addition, or changes of rules are NOT ALLOWED during the briefing of Team Manager. 14

16 INTERNATIONAL STUDENT SPORTS CARNIVAL 2014 BADMINTON (MIX) 1 Rules and Regulations 1.1 This event is based on International Badminton Federation (IBF) and ISSC General Rules. 2 Player Eligibility 2.1 Please refer to the General Rules 3: ISSC 2014 General Rules. 2.2 Players must bring his/her matrix card for each game registration. 3 Player Registration Each team is allowed to register not more than 5 men and 5 women players For men doubles, women doubles, and mixed doubles CANNOT have two (2) local students in all of category. It MUST be a mix of one (1) local student and one (1) international student. Strictly NO DOUBLE entry allowed. For example, the player who played in single CANNOT play in doubles. 3.3 Registration shall be submitted to the secretariat before 28 November The list of players must be submitted to the referee 15 minutes before match. Only registered players are allowed to play in the match. 3.5 Changes of players after the game registration are NOT ALLOWED. 4 Tournament System 4.1 Please refer to the General Rules 9: ISSC 2014 General Rules 4.2 Game system according to the format 'Sudirman Cup' 4.3 Each match will be decided based on the 'best of three' 4.4 Recent new calculation system by the International Badminton Federation (IBF), which is enforced in use. Set the match won by the team that managed to get 21 points first. In the case of points scored by both players is 20-20, play continues until advanced 2 points achieved. 4.5 Badminton event: i) Men Singles ii) Women Singles iii) Men Doubles iv) Women Doubles v) Mixed Doubles 5 Determining Results of The Game 5.1 If two (2) teams have the same number of points, the result will be given as below: Team that wins the most matches will be a winner (Game Difference) If still a tied, the team that won number of sets will be a winner (set difference). 16
17 5.1.3 If still a tied, the team that get the most points will be a winner (point difference) If still a tied as well, the team that has defeated their opponent will be a winner If three (3) or more teams are still a tied, the teams that get the highest number of points will be winner. 6 Attire 6.1 Each team must wear suitable jersey according to the rules and regulations of the game. 6.2 For doubles event are REQUIRED to wear same attire with their partners 7 Lateness 7.1 Team will be given only 15 minutes of delay and if the team exceeds the time allowed, the opponent will be the winner with score Appeal / Objection 8.1 Please refer to the General Rules 13: ISSC 2014 General Rules 9 Appeal Jury 9.1 Please refer to the General Rules 15: ISSC 2014 General Rules 17
18 INTERNATIONAL STUDENT SPORTS CARNIVAL 2014 TABLE TENNIS (INDIVIDUAL) 1 Rules and Regulations 1.1 This event is based on International Table Tennis Federation (ITTF) and ISSC General Rules. 2 Player Eligibility 2.1 Please refer to the General Rules 3: ISSC 2014 General Rules. 2.2 Players must bring his/her matrix card for each game registration. 3 Player Registration 3.1 Each team is allowed to register not more than 4 men and 1 women players For men doubles CANNOT have two (2) local students in all of category. It MUST be a mix of one (1) local student and one (1) international student. Strictly NO DOUBLE entry allowed. For example, the player who played in single CANNOT play in doubles. 3.2 Registration shall be submitted to the secretariat before 28 November The list of players must be submitted to the referee 15 minutes before match. Only registered players are allowed to play in the match. 3.4 Changes of players after the game registration are NOT ALLOWED. 4 Tournament System 4.1 Please refer to the General Rules 9: ISSC 2014 General Rules 4.2 Each match will be decided based on the 'best of five' 4.3 Recent new calculation system by the International Table Tennis Federation (ITTF), which is enforced in use. Set the match won by the team that managed to get 11 points first. In the case of points scored by both players is 10-10, play continues until advanced 2 points achieved. 4.4 Each player is given two (2) services before given to the opponent. 4.5 Table Tennis event: i) 2 x Men Singles ii) Women Singles iii) Men Doubles 5 Determining Results of The Game 5.1 If two (2) teams have the same number of points, the team that victorious win over their opponent will be a winner. 5.2 If three (3) teams have the same number of points, the result will be given as below: Team that wins the most matches will be a winner (Game Difference). 18
19 5.2.2 If still a tied, the team that won number of sets will be a winner (set difference) If still a tied, the team that get the most points will be a winner (point difference) If still a tied as well, the team that has defeated their opponent will be a winner If three or more teams are still a tied, the teams that get the highest number of points will be winner. 6 Attire 6.1 Each team must wear suitable jersey except THE COLOR OF ORANGE according to the rules and regulations of the game. 6.2 For doubles event are REQUIRED to wear same attire with their partners 7 Lateness 7.1 Team will be given only 15 minutes of delay and if the team exceeds the time allowed, the opponent will be the winner with score Appeal / Objection 8.1 Please refer to the General Rules 13: ISSC 2014 General Rules 9 Appeal Jury 9.1 Please refer to the General Rules 15: ISSC 2014 General Rules 19
20 INTERNATIONAL STUDENT SPORTS CARNIVAL 2014 FUTSAL (FEMALE) 1 Rules and Regulations 1.1 This event is based on Federation International Football Association (FIFA) and ISSC General Rules. 2 Player Eligibility 2.1 Please refer to the General Rules 3: ISSC 2014 General Rules. 2.2 Players must bring his/her matrix card for each game registration. 3 Player Registration 3.1 Each team is allowed to register not more than 10 players. 3.2 Registration shall be submitted to the secretariat before 28 November The list of players must be submitted to the referee 15 minutes before match. Only registered players are allowed to play in the match. 3.4 Changes of players after the game registration are NOT ALLOWED. 4 Tournament System 4.1 Please refer to the General Rules 9: ISSC 2014 General Rules 4.2 Each match will have a total of 11 minutes which include 5 minutes of running time per half and 1 minute rest. (5 x 1 x 5) 4.3 Futsal will be play on the outdoor court with 5 players inside the court and 5 players as a reserve. 4.4 If one of the team has less than 3 players when game started, the opponent that has 5 players in the field will be given free win with score If both teams do not have 3 or 5 players in the court when game started, referee need to report to the secretariat and appropriate action will be taken. 5 Determining Results of The Game 5.1 If two (2) or more teams have the same number of points, the result will be given as below: The team that get more goal difference will be a winner (goal difference) If still a tied, the team that scores more goals will be a winner If still a tied, the team that has defeated their opponent will be a winner If still a tied as well, the winner will determine by penalty shootout Penalty shootout system: i) Each team will take 5 penalties from penalty spot alternately ii) Referee will decide for the penalty shootout 20
21 iii) A draw will be held to decide which team to take penalty first iv) Penalty shootout can be taken only by the players that remain playing in the game after full time. v) If still tied, another penalty shootout will be given by SUDDEN DEATH If still a tied after penalty shootout, the winner will be decided by toss coin 6 Attire 6.1 Each team must wear same jersey according to the rules and regulations of the game The jersey MUST have numbers. All players REQUIRED to wear futsal shoes and shin pad. Referee has the right to ask the player to leave the field immediately if the players didn t follow the rule. 7 Lateness 7.1 Team will be given only 15 minutes of delay and if the team exceeds the time allowed, the opponent will be get 3 points with score Appeal / Objection 8.1 Please refer to the General Rules 13: ISSC 2014 General Rules 9 Appeal Jury 9.1 Please refer to the General Rules 15: ISSC 2014 General Rules 21
22 INTERNATIONAL STUDENT SPORTS CARNIVAL 2014 FOOTBALL 5 SIDE (MALE) 1 Rules and Regulations 1.1 This event is based on Federation International Football Association (FIFA) and ISSC General Rules. 2 Player Eligibility 2.1 Please refer to the General Rules 3: ISSC 2014 General Rules. 2.2 Players must bring his/her matrix card for each game registration. 3 Player Registration 3.1 Each team is allowed to register not more than 10 players. 3.2 Registration shall be submitted to the secretariat before 28 November The list of players must be submitted to the referee 15 minutes before match. Only registered players are allowed to play in the match. 3.4 Changes of players after the game registration are NOT ALLOWED. 4 Tournament System 4.1 Please refer to the General Rules 9: ISSC 2014 General Rules 4.2 The game of Football 5 Side will follow the rules of Futsal. 4.3 Each match will have a total of 15 minutes which include 7 minutes of running time per half and 1 minute rest. (7 x 1 x 7) 4.4 Football 5 sides will be play on the grass field with 5 players inside the field and 5 players as a reserve. 4.5 If one of the team has less than 3 players when game started, the opponent that has 3 or more players in the field will be given free win with score If both teams do not have 3 or more players in the field when game started, referee need to report to the secretariat and appropriate action will be taken. 5 Determining Results of The Game 5.1 If two (2) or more teams have the same number of points, the result will be given as below: The team that get more goal difference will be a winner (goal difference) If still a tied, the team that scores more goals will be a winner If still a tied, the team that has defeated their opponent will be a winner If still a tied as well, the winner will determine by penalty shootout. 22

24 INTERNATIONAL STUDENT SPORTS CARNIVAL (ISSC) 2014 INDOOR ROWING 1. RULES & REGULATIONS 1.1 The competition will be conducted in accordance with the International Rowing Federation (FISA) Rules and General Rules of ISSC ELIGIBILITY 2.1 Refer to General Rules 3: ISSC 2014 General Rules 2.2 Players must bring his/her matrix card for each game registration. 3. PLAYER REGISTRATION 3.1 Every university is allowed to register only one (1) entry for each event. 3.2 Every participant is allowed to participate in one (1) event only. 3.3 Registration should be made to the secretariat before or on 28 November 2014 before 5.00 pm. 3.4 Only registered participant is allowed to participate in the tournament. 3.5 Changes of players after the game registration are NOT ALLOWED. 4. INDIVIDUAL EVENTS m Single Men 4.2 4x500m Relay Men 5. TOURNAMENT FORMAT 5.1 All events Every participant/pair/team is required to row for certain distance according to the event Winner for every event will be based on the fastest time recorded to finish the event Every participant is required to row in preliminary round to select the best six (6) participant/pair/team to compete in the final round First, second and third place will be decided in the final round m Single Event Every participant is required to row for 2000m. 24
25 5.3 4x500m Relay Event Every participant is required to row for 500m All four (4) participants in the same team will use the same ergometer machine to row for 2000m (500m each) The time recorded to finish the 2000m will be counted as the time for the team. 5.4 Equipment Rowing machine that will be used are The Concept 2 Model D ergometer Time recorded by the rowing machine s monitor will be counted as the real time and will be used to decide the winner during the tournament. 6. RESULTS VERIFICATION 6.1 Every participant is responsible to verify the tournament results. 6.2 Results lost during black out. In any event of black out that effect the time recorded by the ergometer s monitor, the tournament committee will decide on the matter according to the tournament rules and regulations. The committee has the right to give decision on the matter. 7. ATTIRE 7.1 Attire should be appropriate for indoor rowing. 7.2 The organizer has the right to ask the participant to change the attire if the organizer thinks the attire is not appropriate for the event. 7.3 The organizer has the right to stop any participant from taking part in the event if the participant didn t follow the rule. 8. EVENT REGISTRATION 8.1 All participants should register with the organizer at least 15 minutes before his/her event start. Late registration will result in the participant not allowed to participate in the event. This rule applies to all events. 9. LATENESS 9.1 Team will be given only 15 minutes of delay and if the team exceeds the time allowed, the team will be disqualified in any event and these rules apply in all events. 10. APPEAL / OBJECTION 10.1 Please refer to the General Rules 13: ISSC 2014 General Rules 11. UNSTATED CLAUSE 11.1 Refer to the International Rowing Federation (FISA) Rules. 25
26 INTERNATIONAL STUDENT SPORTS CARNIVAL 2014 VOLLEYBALL 1 Rules and Regulations 1.1 This event is based on Federation International Volley Ball (FIVB) and ISSC General Rules. 2 Player Eligibility 2.1 Please refer to the General Rules 3: ISSC 2014 General Rules. 2.2 Players must bring his/her matrix card for each game registration. 3 Player Registration 3.1 Each team is allowed to register not more than 10 player s men 3.2 Registration shall be submitted to the secretariat before 28 November The list of players must be submitted to the referee 15 minutes before match. Only registered players are allowed to play in the match. 3.4 Changes of players after the game registration are NOT ALLOWED. 4 Tournament System 4.1 Please refer to the General Rules 9: ISSC 2014 General Rules 4.2 Each match will be decided based on the 'best of three' 4.3 Recent new calculation system by the Federation International Volley Ball (FIVB), which is enforced in use. Set the match won by the team that managed to get 25 points first. In the case of points scored by both players is 24-24, play continues until advanced 2 points achieved. 5 Determining Results of The Game 5.1 If two (2) or more teams have the same number of points, the result will be given as below: Set the highest ratio (S): (S) = total set win (overall game) total set lost (overall game) If still a tied, ratio of point (P) will used: (P) = total point win (overall game) total point lost (overall game) If still a tied: (S1) = total set win (between teams involved) total set lost (between teams involved) 26

28 INTERNATIONAL STUDENT SPORTS CARNIVAL 2014 ROAD RELAY 1 Rules and Regulations 1.1 This event is based on ISSC General Rules. 2 Player Eligibility 2.1 Please refer to the General Rules 3: ISSC 2014 General Rules. 2.2 Players must bring his/her matrix card for each game registration. 3 Player Registration 3.1 Each team is allowed to register 5 athletes in both categories (Men & Women). 3.2 Registration shall be submitted to the secretariat before 28 November The list of players must be submitted to the referee 15 minutes before match. Only registered players are allowed to play in the match. 3.4 Changes of players after the game registration are NOT ALLOWED. 4 Tournament System 4.1 Please refer to the General Rules 9: ISSC 2014 General Rules 4.2 The distance for men category will be 3 km and for women category will be 2 km. Each runner MUST complete the 3 km run for men and 2 km run for women in the relay system. 4.3 All teams will compete at the same time and no preliminary round for this event. 4.4 Before start, all runners must be behind the starting line and they must not touch the starting line or the surface in front of it with hand or foot 4.5 The first runner will start with the baton and pass the baton to second runner until the last runner. The baton must pass perfectly in the receiving zone. 4.6 A runner completes the race when his/her body (as distinguished from the head, neck, arms, hands, legs, or feet) reaches the perpendicular plane of the nearer edge of the finish line. 4.7 The referee shall have the authority to order the race to be re-held, excluding the disqualified competitor or, in the case of a heat, to permit any competitor(s) seriously affected by jostling or obstruction (other than the disqualified competitor) to compete in a subsequent round of the race. 5 Determining Results of The Game 5.1 Athletes must pass through all checkpoints. 5.2 Follow the route that is marked by arrows. 5.3 Any harmful act or violence is strictly prohibited e.g: pushing opponent 28
