1 Overview 1:51 PM The United States Federation imagines an American baseball environment where points are awarded for performance in three game series. These series, known as 'fixtures' award points based on series wins and, in some cases, wins in a losing effort. Our scoring system is outlined on the Schedule/Scoring page. Our clubs are placed in most of the largest cities in America, with two clubs being placed in the cities of Chicago and New York. Our club naming is similar to that of European soccer clubs to further place ourselves in that type of scoring and league environment. The Federation, as its known, represents what American baseball could have been as far as league and club environments are concerned. Its our own utopian alternate view of baseball in the 20th century. Each season, our clubs will embark on an 84 game season (28 3-game series) along with two tier competitions. Each tier of our competition will have its own cup competition, while the Federation Cup, a competitions between all 24 clubs also happens throughout the season. More about our schedule and competitions can be found on the Schedule/Scoring page. The Federation features a promotion/relegation system whereby clubs may move up or down in the tiered system. Player and personnel aspects are covered in the Player/Personnel page. Ideally, we will begin and compete with 24 clubs. If interest is such that we can not fill that number of clubs, we have an alternate, 18 club plan, which is outlined below. Proposed Initial 24 club alignment: United States Federation Page 1

2 Financials 2:51 PM Each tier will have its own set of financials which will be 'stepped down' from the one above. No club may go over the salary cap, which will be determined prior to the start of the league. SALARY CAP: Cap information is below along with a sample financial worksheet that will always be online for clubs to view which shows payroll, cap room, and cap. Clubs who go over the salary cap of their tier will be fined 1% of the cap each day. If a club remains over the cap 7 days, league officials will waive one player who's salary brings the club under the salary cap. League officials have the right to choose which player is cut, so it is in the club's best interest to get under the cap quickly. The cap and all financials are kept outside of the OOTP game. Reserve rosters are used. All players are fictional. Sim Schedule : Mon/Wed/Fri Sim Duration : One fixture (3 game series) with a cup tie (if scheduled that week) All league financials (salary cap, etc.) are kept outside of the game on a spreadsheet that is linked from the site at all times. 4 Player/Personnel 4:29 PM CONTRACTS: Contracts or extensions may be no longer than 4 years in duration. EXTENSIONS: Extensions may be signed between May 1 and Sept 1 and be no longer than 4 years in length. FREE AGENCY: There is no amateur draft in The Federation. You may sign your players to extensions from May to Sept 1. Those that are not extended on Sept. 2 will go into the offseason pool and be signed through the Auction. All free agents and newly created players are placed into one pool and signed via the auction application the league utilizes. LOANS: You may loan players to other clubs. There is no limit on the number of players you may loan out. You may have no more than 4 players on loan from other clubs. No League team may have more than 2 players in on loan from a higher League team. Loaned players salary is paid by the receiving team. If monetary compensation is a part of the transaction, that money is moved by the commissioner from one team to another. Loans may not be recalled during the loan period without stipulation during loan ie... Team X loans player Y to Team B -Player may be recalled by team X - This recall must be in the loan agreement. ROSTERS: Each club may keep 22 players on their active roster. Any player not on the active roster will be placed on the reserve roster. The maximum number of players on the reserve roster is 10 for a maximum total of 32 players on the team roster. This does not include any players out on loan that you might have. There is no DL in the Circuit. If you have an injured player, place him on the reserve roster. TRANSFERS/TRADES: There are two 'in season' transfer (trade) periods. Transfers may be made during Fixtures 1-4 and A fixture is a league series. When a player is transferred, his contract immediately moves to the receiving club. Transfers are open during all offseason dates. Compensation is allowed when transferring a player or player for player transfers are also possible. Each transfer will be looked at by the League Chairman to make sure no rules are broken such as salary cap issues prior to approval. Transfers include trades and loans. FA may be picked up all season. Initial club roster makeup WAIVERS: Initial squad makeup: Any player waived is available to clubs within the same tier, first on a reverse order of standings. If, by the next sim, no claim is made, the player is then available to any Circuit club on the same reverse order of points, regardless of League. Team points are 'Tiered' at the following rate when determining points across Leagues. Tier 1 : (# points)*1.2 Tier 2 : (# points)*1.1 Tier 3 : (# points) Each player will receive a 1 year contract with tiered salaries (with regard to his contact or stuff rating) depending upon which tier he signs with. 5 Promotion/Relegation 2:54 PM The Federation employs a promotion/relegation system, much like European soccer. PROMOTION: 1. The top team in Tiers 2 and 3 (after standings tiebreakers are applied) will be automatically promoted to the Tier directly above them. 2. Teams who finish 2nd and 3rd in Tiers 2 and 3 will compete in a 'home and home' series for promotion. Tiebreakers (should the games be split) are as follows: a. Total Runs b. Road Runs c. A one game tiebreaker at the home of a randomly picked club RELEGATION: 1. The bottom team (after standings tiebreakers are applied) in Tiers 1 and 2 are automatically relegated to the Tier directly below them. 2. Teams who finish 6th and 7th in Tiers 1 and 2 will compete in a 'home and home' series for relegation. For tiebreakers, see Promotion 2 above. The winner of the relegation series will remain in the tier while the loser will be relegated. EXAMPLES: In the table example below: Tier 1 would see Pabladores 1781 relegated to Tier 2. Gotham United would face Motor City BC with the loser being relegated. Tier 2 would see 1836 Houston promoted to Tier 1. Club Three Rivers would face Crescent City BC with the winner being promoted. Also in Tier 2, Mission BC is relegated to Tier 3 with Fountain Square 1871 and Iriquois Union facing off. The loser will be relegated to Tier 3. In Tier 3, 1837 Red Star is promoted to Tier 2. Bluff Union faces Cascadia United with the winner joining Bluff Union in Tier 2. United States Federation Page 5

7 Schedule/Scoring 12:07 PM SCHEDULE: Each team will play the other 7 clubs in their 'Tier' in 4 series of 3 games (total of 84 games), 2H/2A series. Most tier series will be played on Fri/Sat/Sun. Each 3 game series will serve as one 'instance' or contest. SCORING OVERVIEW: 1. Win the series 2-1 and receive 3 pts (1 for each win and 1 for winning the series) 2. Sweep the series and receive 4 pts 3. Lose the series, BUT win 1 of the first 2 games and receive 1 pt 4. Lose the series, winning Game 3 and receive 0 pts (you denied the winner a 4th pt by stopping the sweep) SCORING BASICS: Game 1 - worth 1 pt. Game 2 - worth 1 pt. Game 3 - worth 1 pt ONLY to series winner Winning the series - worth 1 pt. LEAGUE COMPETITIONS: Inside each season, in addition to the normal 28 series, there will be a 'National Cup' as well as a 'Tier Cup' in each Tier. The competitions will be played in mid-week between tier series. Each cup meeting is a home and home. Should the games be split, the tiebreaker will be total runs. Should total runs be equal, ROAD runs is the next tiebreaker. Should those also be equal, a one game playoff will be scheduled prior to the next round of the cup. Each of these Cups are described below Federation Cup Description: Round 1: Random pairing of the 8 Tier 3 clubs. (April) Round 2: 4 Round 1 winners and Random 4 clubs from Tier 2. (May) Round 3: 4 Round 2 winners and remaining 4 Tier 2 clubs. (June) Round 4: 4 Round 3 winners and previous year's #5, #6, and previous year's promoted to Tier 1 clubs. (July) Round 5: 4 Round 4 winners and # 1-4 Tier 1 from previous year. (August) Semis: Random pairing of Round 5 winners. (September) Finals: Semis winners at a neutral site. (After league season concludes) **each round's draw is a random of all clubs in that round Tier Cup Description: Round 1: Random pairing of the 8 clubs in each Tier.
