1 WELFARE UPDATE Appointing Welfare Officers in Clubs and Leagues with Youth Teams Every club and league with youth football has to appoint a Welfare Officer who must have an accepted FA CRC check and must have attended both the Safeguarding Children and Welfare Officer Workshops. Having a Welfare Officer in place will help to ensure that: o o o o o clubs and leagues with youth teams have a named point of contact who can ensure that people understand what their responsibilities are when working with children and young people clubs and leagues with youth teams comply with their moral and legal requirements responsible recruitment processes are in place, so that clubs and leagues with youth teams can comply with their requirements to ensure that those working in relevant roles with under 18s undertake a CRC check and follow The FAs guidance on responsible recruitment more people are aware of the benefits of attending The FA s Safeguarding Children Workshop children and young people are empowered and involved in decision-making in clubs For information about what this role involves, speak to the Essex County FA s Welfare Officer, Helen Hever, on (01245) or go to Whistle-Blowing The FA has an explicit Whistle-Blowing Policy which acts as an early warning system. It is about revealing and raising concerns over misconduct or malpractice within an organisation or within an independent structure associated with it. Any adult or young person with concerns about a colleague can also use Whistle-Blowing by contacting The FA Case Management Team on Alternatively you can go direct to Children s Services, the Police or the NSPCC and report your concerns there. Online Safeguarding Service - Vital Tool for CWOs: This service is available for all CWOs allowing them to view and print off safeguarding records of club members including their current FA CRB status and attendance at The FAs Safeguarding Workshop. CWO can access the report via the Member Services link found at CWOs will need; their FAN number, Club Affiliation Number and Club National ID number. The County FA will be able to assist CWO if they have any questions. This offers a wide range of information and guidance for everyone, welfare officers are encourage to make sure they make use of the best practice guidance on the downloads page it provides advice on everything from using a club Facebook page to taking players on tour, gaining consent from parents/carers to photographs. Clubs With Multiple Youth Teams: the FA recommends that large and expanding clubs consider recruiting additional CWOs to share the work and increase the visibility and awareness of safeguards at their club. Clubs might want to have a welfare officer responsible for the boy s teams and another responsible for the girl s teams. Alternatively it might help to provide welfare officers for different age groups. In order to access this facility, clubs should contact The FA (CRC Department) on (0845) (or fachecks@thefa.com) to gain the relevant information. Please ensure you provide your FAN Number in the Personal Reference Number field provided (if known). Once completed and submitted you are required to provide proof of identity to your County FA Verifier/Club Welfare Officer in support of your application. All Identity Documents (ID) must be original. The list of acceptable ID and an ID selection tool form part of the online application. What happens next? The Verifier will look through your original ID documents and submit the application, which will be validated before progressing. Upon completion, you will receive a copy of the CRC Disclosure, update their records and forward the Disclosure result to The FA. How much does it cost, how do I pay? Volunteer fee: 10*, Non-volunteer: 54 *A volunteer is defined as a person engaged in activity which involves spending time, unpaid (except for travel and other approved out-of-pocket expenses), doing something which aims to benefit some third party other than or in addition to a close relative. How will The FA use my CRC Enhanced Disclosure information? By completing an online CRC Enhanced Disclosure application the applicant is allowing The FA to have sight of any criminal record or non-conviction information that is held and released by the Police via the CRC process. This

2 information may include outstanding prosecutions and relevant allegations of criminal behaviour. In line with the CRC Code of Practice, The FA may disclose this information to those involved in making a suitability decision. The FA may use any or all of this information to help decide on your suitability to be involved with children or vulnerable adults in football. Is it secure? Yes.
