Describe the employment unit s efforts to encourage entrepreneurs to conduct business in a nondiscriminatory manner with all parts of its operation and provide an analysis of the results of those efforts. Time Warner Cable has a strong commitment to working with minority and female entrepreneurs. Our minority vendor purchasing philosophy commits us to long term relationships with minority and female run businesses. Time Warner Cable s minority purchasing policy has been established as a coordinated corporate plan to assist in the economic development of minority-owned businesses. For the purpose of the program, a minority-owned business enterprise is defined as a business that is at least 51% minority-owned. The objective of the program is to provide the opportunity for minority-owned business enterprises to establish a mutually profitable business relationship with Time Warner Cable. The minority vendor program actively seeks minority bids for goods and services, provides assistance for the minority vendor in such areas as specifications, clarification, requirements, standards, and payment terms and conditions, and works with minority vendors to education them about our quality and service requirements. All vendors are asked to identify their ownership as minority and/or female or otherwise in order for us to track and monitor our expenditures. A directory of local vendors is distributed to all personnel involved with using vendors in order for these employees to easily identify and obtain bids from minority and/or female run businesses. A companywide website ( has been established to provide minority and female entrepreneurial information. Supplier Diversity reports are 1

7 created each quarter and reviewed with management to evaluate the effectiveness of our minority and female vendor relationships. 7. Describe the responsibility of each level of the employment unit s management with respect to application and enforcement of it EEO policy and explain the procedure for review and control of managerial and supervisory performance. Employees at all levels are responsible for the implementation and continuing review of TWC s EEO policy. Ultimate responsibility for implementation and review of TWC s EEO policy lies with the Corporate Employee Relations and Regulatory Compliance department. The corporate office provides overall policies, conducts statistical reviews of the workforce, finalizes and submits required government EEO reports, and provides staff assistance and training. This unit s human resources leader is charged with communicating the EEO policy to all units and developing procedures for implementation of this policy at the local level. The Corporate Employee Relations and Regulatory Compliance department is responsible for auditing employment practices at each unit. Results of the audit are reviewed with local and regional HR and Operations leaders. The unit is given 90 days to correct any issues noted during the audit.

8 2012 Recruitment Initiatives CFR (b) (2) FCC Unit: 0593 Participation in at least two job fairs by personnel who have substantial responsibility in the making of hiring decisions. FCC Unit # 0593 of Time Warner Cable participated in a Job Fair event at North Carolina Central University (NCCU) in Raleigh, NC on September 8, This event was a Student Employment Fair for part time positions. This job fair targeted all students and alumni of NCCU from the school of Business, College of Behavioral and Social Sciences and School of Law. We had the opportunity to network with approximately 250 students and alumni of NCCU. This event was advertised to the students and alumni of NCCU via and on campus flyers. Two Sr. Recruiters from Time Warner Cable attended this event. A total of 100 students expressed a strong interested in various sales opportunities within Time Warner Cable. FCC Unit # 0593 of Time Warner Cable participated in a Job Fair event at Wake Technical Community College in Raleigh April 4, This event is their annual on campus career fair Building Bridges to the Future targeting all students and alumni of Wake Tech. We had the opportunity to network with approximately 400 students and alumni of Wake Tech. This event was advertised to the students and alumni of Wake Tech via and on campus flyers. A Recruiter from Time Warner Cable attended this event. A total of 35 students expressed a strong interested in various opportunities within Time Warner Cable. Hosting at least one job fair. FCC Unit # 0593 of Time Warner Cable hosted an Outbound Telemarketing Rep interview day at the Cambria Suites in Morrisville, NC on September 22, This job fair targeted the entire Raleigh community and surrounding areas which covers a large diverse population. This event was advertised in The News & Observer. Attendees include recruiters that prescreened and interviewed candidates that were interested in Outbound Telemarketing Sales opportunities within Time Warner Cable. There were approximately 50 attendees at this event. 1

Purpose: The primary role of the Area Manager of Technical Operations is to manage all aspects of Service and Installation. This position ensures that all Installation and Service problems or complaints are handled in a timely manner with a primary focus on impacted customer satisfaction. Provides appropriate performance feedback to influence positive performance. 2. Essential Job Functions: Directly Supervises Area Supervisors of Technical Operations and ensures that all Service and Installations are completed according to company practices and standards. This position primarily leads, coaches, motivates, trains, and provides required materials and equipment for Field Operations staff. Monitors the Budget (Capital and Operating), providing recommendations on expense control. Ensures Area Supervisors coordinate quota and staffing availability with Mobile Workforce Management Coordinators. Maintains an open communication regarding MWM activity. Evaluates the quality and quantity of Field Operations Staff to ensure that jobs completed have meet or exceeded quality assurance guidelines and are completed within Company and Franchise guidelines. Deals directly with customers on customer related problems such as reimbursing damage claims, buried drop problems, special installs, etc. Resolves technical issues with customers and Field Staff through effective verbal communication. Ensure that all customer complaints are handled promptly and resolved to the satisfaction of the customer. Monitors Service Call after Installation reports and Repeat Service Call reports and works with Area Supervisor of Technical Operations who are not performing to the currently established standard. Provides appropriate performance feedback to influence positive performance. Prepare, analyzes and presents reports to management that measure and evaluate productivity and process effectiveness. Reviews daily technical operations reports. Other duties as assigned. The Area Manager of Technical Operations will support Division EEO/AA goals.. 3. Job Requirements: Perform and train Field Operations staff on essential functions of Field Installations and Service. Excellent supervisory and communications skills ability to deal effectively with associates, customers, and all levels of management. Use a computer terminal to access customer information in the billing system and communicate necessary information to customers. Analyze data and respond to information provided, write reports and memos. Process and retain information accurately in order to follow directions and provide direction to others. Background in Digital Cable/HSD/VoIP Installations, awareness of all system installation standards, ability to perform drop troubleshooting via phone with technicians, awareness and working knowledge of Time Warner Cable CPE equipment (modems, converters, etc). Knowledge of FCC and other regulatory agency rules and regulations. Ability to establish and enforce quality control procedures. Good communication and interpersonal skills. Ability to lead a team to achieve departmental goals. 1

10 Good PC skills including: Word, Excel and Outlook, ICOMS. Requires full working knowledge of Installation and Service procedures for all products, electronics, associated test equipment, safety standards and technical repairs.
