18 Project Updates US 281 Status & Changes from Current MPO Plan Status: 100% Schematic design Record of Decision on FEIS received July 2015 Investment Grade T&R study has been conducted by ARMA. Financial Analysis is currently underway Critical Path involves the development of and execution of a Project Development Agreement (PDA) with ARMA for Segment 1 (below). County and ARMA have executed resolutions of support for the splitting of the project into 2 segments Changes: Project is anticipated to be split into two phases. A TIP (AAMPO) revision will be necessary to enact this change. Loop 1604 to Stone Oak Parkway (Segment 1) Stone Oak Parkway to Borgfeld (Comal County Line) (Segment 2) New Recent Cost Estimate - $532 Million ($228 M Segment 1, $304 M Segment 2) Original cost estimate based on conceptual schematics and very preliminary ROW 18
19 Project Updates IH 10 Status & Changes from Current MPO Plan Status: 95% schematic design Environmental Assessment under development Environmental Clearance target Spring 2016 Public Meeting held May 19, in attendance Level 2 Traffic and Revenue study completed, financial analysis currently underway (TxDOT) Coordination/Development of Project Development Agreement (PDA) is still needed. These discussions will commence more earnestly once US 281 PDA is executed. Changes: Based on traffic operations and engineering analysis the number of proposed managed lanes to be added has changed from 2 lanes (one in each direction) to 4 Lanes (2 in each direction). A TIP (AAMPO) revision will be necessary due to this change. New Recent Cost Estimate (SPD) - $199 M Original cost estimates were based on conceptual work without engineering drawings. 19
20 Project Updates Loop 1604 Status & Changes from Current MPO Plan Status: Project Development on 2 Segments is proceeding as planned (Design/Bid/Build TxDOT) FM 471 (Culebra) to FM 1957 (Potranco) January 2016 Letting (Segment 1) FM 1957 (Potranco) to US 90 March 2016 Letting (Segment 2) Environmental Documents and PS&E are both under development with anticipated completions in Fall 2015 Funding agreements still needed (ATD funds and ARMA Vehicle Registration funds) Changes: Previously the commitment was Bexar County would issue the debt necessary to cover the ATD funds on both segments. Bexar County asked the ATD board to assist in this role. ATD would like to cover this commitment through a SIB loan with TxDOT (Not part of original SIB loan discussions). ATD board needs to setup a Local Government Corporation (LGC) in order to issue this debt. ATD/VIA staff are in discussions with Bexar County in order to setup this LGC as Bexar County has to take action to set up this corporation. 20
