1 Capital Karting Grand Prix Supplementary Rules (Aug 6-7, 2016) The National Capital Kart Club uses the rules as outlined in the ASN-FIA Canada (herein known as ASN) Canadian Karting Regulations. The following are supplements to both rule sets (sporting and technical) and are applicable to the 2016 Capital Karting Grand Prix. ASN rules are available at

5 Preamble Disclaimer The Rules and/or Regulations set forth herein and the ASN sporting and technical regulations are designed to provide for the orderly conduct of racing events and together establish minimum acceptable requirements for the Capital Karting Grand Prix. By participating in these events, all are deemed to have complied with these rules. No expressed or implied warranty of safety shall result from publication or compliance with these Rules and/or Regulations. These rules are intended as a guide for the conduct of the sport and are in no way a guarantee against injury to participants, spectators or others. Spirit and Intent Karting is a sport that is designed for fun and enjoyment for the whole family. The following Rules are the standard by which karting will be guided for the Capital Karting Grand Prix. Officials are authorized to decide if a change or design is an attempt to beat the rules. They can and will disqualify any entry for a violation. Should you find any area not spelled out or not clearly defined in this rulebook, ask for a clarification before you consider implementing a change. NCKC executive or representatives shall have the right to initiate action correcting a hazardous condition or a condition not in compliance with the spirit and intent of these Regulations. Should a grey area exist, you will be found illegal if you do not bring it to the attention of the executive ahead of time. It is the driver s responsibility to read and understand any and all rules prior to participating in the Capital Karting Grand Prix. Ignorance of the rules is not an excuse for failing to meet the said rules

6 1. The Event This event consists of the Capital Karting Grand Prix and event #4 of the NCKC race series. 2. Organizer This competitive event is hosted by the National Capital Kart Club (NCKC) as part of the larger event that is the Capital Karting Grand Prix and Mayor s Cup of Wishes organized by Podium Special Events Management. For information on the competitive event, contact: President@NCKC.net 4. Registration On-Line Via the NCKC Karelo page. On-Site Participants may register for the event on-site either during practice the day preceding the race or the morning of the race and according to the published schedule for registrations. All participants must register for the event and sign the event registration and insurance waiver forms to be issued the mandatory participant wristband. All participants must wear the appropriate wristband at all times during the event. For drivers under the age of majority, a Parental consent form, signed by the drivers Parent/Guardian, is required. Proof of age may be required for classes with age restrictions. 5. The Race Track This event will take place at Karters Korner. Racing will happen in a clockwise direction as indicated by the white arrows in figure 1 below. Yellow arrows indicate the path to the paddocks. Regulations The Event will be run in accordance with the 2016 ASN Canada Canadian Karting Regulations Sporting Regulations (Book 1), 2016 ASN Canada Canadian Karting Regulations Technical Regulations (Book 2), ASN 2016 Briggs & Stratton Regulations, and 2016 NCKC Common Supplementary Regulations

8 The Precedence of Regulations shall be as follows (in order of precedence): ASN Canada FIA Canadian Karting Regulations. 2. ASN Bulletins NCKC Common Supplementary Regulations. 4. These Series Supplementary Regulations. 5. Official Bulletins issued before and at the event. 6. Instructions from approved Officials. Any claim of lack of knowledge of the Regulations will not be entertained. 7. Participant Eligibility As per ASR section 2, participation is restricted to drivers who are members of an ASN affiliated karting club. Proof of current membership is required. Drivers who want to participate in a karting event but are not already member of an ASN affiliated club or cannot show proof of current membership can procure a daily/event membership when they register for an event. Unless proof of karting experience can be provided, daily membership participants will have to follow the ASN Rookie rules (ASR section 4.7 and 4.8). Note. All drivers procuring a daily/event membership to participate in a karting event will have to fill out a self-declared medical when registering on site (The self-declared medical form is available from ASN web site ). 8. 9 10. Race Format This event will unfold with a timed qualification, pre-final and feature race. A warm up session will precede the qualification. 11. Championship points Competing classes (except 4 stroke GT and High Speed GT) will earn NCKC championship points during this event. NCKC Championship points: Qualification: 1 st 5 pts, 2 nd 3 pts, 3 rd 1 pt Pre-final: 1 st 40 pts, 2 nd 36 pts, 3 rd 34 pts, 4 th 32 pts, (-2 pts per position) Feature: 1 st 60 pts, 2 nd 55 pts, 3 rd 53 pts, 4 th 51 pts, (-2 pts per position) Note that only the results of the feature race will determine race day winners of awards. 12. Paddock Figure 2 - Directions to spec fuel station No motorized vehicles, bicycles, scooters or skateboards are allowed at any time in the paddocks or on the race track. 13. Restricted Access Areas 13.1 Paddock and Grid Area Entry to Track The paddocks, grid/pit area are not spectator areas. Only the event participants with appropriate wrist bands are allowed in these areas Race Control Timing & Scoring The timing tower is a restricted area. This area may only be accessed by race officials

Failure to comply may result in penalties. 14. Code of Conduct Unsportsmanlike or abusive conduct directed towards other competitors or any Race Official will result in severe penalties and is expressly prohibited. 15. Classes The following classes will be competing at this event. Classes with less than the minimum number of entrants may be combined with other classes or not run at all. B 15.2 Splitting or combining classes The Race Director may split classes if the field for a given class is too large. The Race Director may combine classes, classifying entrants into groups according to driver experience, lap times, or other factors for purposes of safety or event expediency

11 Novice, Junior and Senior classes cannot be combined. 16. Handling of DNF and DNS conditions Karts classified as DNF (did not finish) according to the ASN Sporting Regulations (section 10.12) definition will score points towards the NCKC season championship for the subject session. Karts classified as DNS (did not start) according to the ASN Sporting Regulations (section 11.6) definition will NOT score points towards the NCKC season championship for the subject session. 17. General Racing Rules 17.1 Sportsmanlike Driving The spirit and intent of sportsmanlike race competition requires that drivers strive to avoid contacting or endangering the kart or person of fellow participants, track officials or spectators Course Markings Course markings such as curbs, pylons or other markings so designated by the Race Director must be observed by all drivers at all times Unsafe Conditions If at any point during a race or practice session the Steward, Race Director or event organizers determine that conditions are unsafe; the race will be red flagged. If the unsafe condition is a result of the action of a guest or crew of an entrant, the entrant will be disqualified for the day Pace Lap It is the responsibility of the two front drivers to maintain a constant speed during the pace lap. No one may pass the front karts on the pace lap. When approaching the flagman at the start of a race, the pole kart must keep a steady pace before the green flag is displayed. Both front karts should be even to start the race. No tire scrubbing is permitted. Any kart found to be weaving during the pace lap will be put to the back of the field. If more than two restarts are required the Race Director may require that one or more karts move back False Starts The field will be allowed three attempts at a clean start. For the third attempt, the Starter will display both the Green and Black flags. If the third attempt fails, both

12 front row drivers will moved backward and may be subject to further penalties at the discretion of the Race Director. In the event of a false start, the following lap shall be included in the total laps for the session Restarts If 25% or more of a class is made uncompetitive by a single accident on the first lap, the race will be completely restarted. In subsequent laps if a race is restarted because of an accident or blocked track, other than on the first lap, scoring will go back to the last completed lap. All karts will restart in single file. Racing begins when the green flag is displayed by the Starter Passing Caution must be used when overtaking another kart. It is the responsibility of the overtaking kart to attempt and complete any passes in a safe fashion. There must be no contact made during passing maneuvers, or penalties may result. All karts must be alert to overtaking traffic and maintain a consistent path on the track. Karts entering a corner together have equal rights to the corner. Certain portions of the track may be designated as No Passing Zones by the Race Director. Drivers are prohibited from overtaking or passing other karts in these zones Slowing on Course When a kart slows from racing speed on course, the driver must signal such to approaching drivers by raising a hand high enough to be clearly visible from behind. This requirement includes slowing to enter a pit entrance lane at any time Stopping on Course If a driver is forced to stop on the racing surface, they must raise one or both arms to signal approaching drivers that they are immobile. If stopped on or near the course, it is the responsibility of the driver to remove the kart from the track to inside of racing line as quickly as safety permits. The officials may provide assistance but are not obliged to do so. Should a kart stop on the racetrack, whether the engine is running or not, the officials

13 may order the kart to be removed immediately for safety reasons. After moving the kart to a safe position, drivers must not remove any safety equipment until all karts have received the checkered flag and passed the driver s position on the track on their way to the Scale Area. Karts may only be serviced if and when they are safely away from the racing surface Re-entering the Course If, for any reason, a driver leaves the course other than via a designated track exit during the course of a practice or event, they must re-enter the racing surface at a point as far from the racing "line" as possible and may not enter at another point on the course that will provide them any time or distance advantage or that will disadvantage any other diver. Drivers must abide by the directions of the Corner Marshals or other Race Officials with respect to where and when they may re-enter the course Red Flags If a Red Flag is displayed on the first or second lap, the session will be completely restarted. In subsequent laps if a session is restarted because of an accident or blocked track, scoring will go back to the last completed lap. All karts will restart in single file. If a session is 50% or more complete when a Red Flag is displayed, the session will be declared complete and the results from the previous lap will be the final results. The driver(s) involved in the incident that caused the Red Flag will be penalized by the Race Director. If the session is to resume or be restarted, the involved driver(s) will be sent to the rear of the field and may restart with the approval of a Technical Inspector. If the session is declared complete, the involved driver(s) finishing positions shall be at the back of the field in an order determined by the Race Director Red Flag Repairs Repairs to a kart during a red flag situation may be made by a driver or parent by his or her own hands using no tools or materials. The repaired kart will forfeit its position on the grid or the track and form up at the rear of the field. 18. Weight Scale Procedures 18.1 General Information At the conclusion of each non-practice on-track session, all karts must report to the Scale Area. All weighing will be performed in accordance with: ASR Section Weighing Scales;

14 ASR Section Procedure at the End of a Qualifying Session or Race; and procedures defined in these supplemental rules Control of the Scale Area Karts and drivers arriving at or already in the Scale Area are controlled by the Scale Marshal. Exiting the Scale Area without the approval of the Scale Marshal or their designated assistant(s) may result in exclusion from the current heat Driver Assistance at Scales Parents and/or crew members are not permitted in the Scale Area during post-race weighing, nor may they touch the kart or driver in any way until the weighing has been completed unless they have permission from the Scale Marshal. Permission is not required for Parents and/or crew members entering the Scale Area solely for the purpose of removing karts that have crossed the scales or that have elected not to weigh-in. Drivers waiting to weigh are not permitted to consume anything prior to being weighed. Drivers must ensure that they are adequately hydrated prior to starting any session. In the spirit of good sportsmanship, drivers are permitted to assist each other at the scales Driving On or Off the Scales Not Permitted Driving onto or off of the scales is not permitted. All drivers must push (or lift) their kart onto the scales with the motor off and then re-enter the kart for weighing as directed by the Scale Marshal Karts Required to Weigh For all Heat and Feature sessions, all karts in each class must record an appropriate weight at the end of the session. Drivers are urged to check the weight of their karts using the event scales before or during the Practice sessions at each event. No record will be kept of kart weights, nor will underweight penalties be assessed during this period. Do not assume that the scales are 100% accurate or that they will give the same weight as other scales used at other locations Weigh-in Procedure Once a kart has been placed onto the scales, drivers must assume a position on the kart that allows them to both apply the brakes as directed by the Scale Marshal and that they can maintain without undue motion for the duration of their weighing

15 When the scale display has stabilized an official weight will be recorded. If an underweight condition is indicated, or if the display fails to stabilize within 20 seconds, the kart will be rolled off the scales, the scales will be re-zeroed, and another attempt at recording a weight will be made. It is the driver s responsibility to ensure that their kart is correctly located on the scale pads for all weighing attempts. Dropping karts or jumping onto the scales is strictly prohibited Maximum Attempts at Scaling A maximum of three (3) attempts to record an appropriate weight will be permitted for each kart/driver. Attempts that result in an unstable display on the scale will count towards this total. Drivers may request assistance to lift their kart onto the scales for the second and third (if required) weigh-in attempts No Loitering in Scale Area Karts having already passed over the scales must exit the Scale Area as quickly as possible. 19. Kart Specifications 19.1 Competition Numbers and Number Panels Karts must be registered and numbers approved before a race event. In each class each kart must have a unique number consisting of two or three digits (01 99, ) made up of numerals (1, 2, 3 etc.) only. Letters (A, B, C etc.), or combinations of only zeros (0, 00, or 000) are not allowed. Each numerical digit must be at least 4-inches (10 cm) high and easily readable by the scorekeepers. All number panels must be easily readable by the scorekeepers. The following color combinations will be accepted for number and number panels: black on white or black on yellow 19.2 Kart Number Assignment No duplicate numbers are permitted within a class for the entire season. In addition, no kart number may be re-used by a participant in a class once a number has been assigned

16 For three digit kart numbers, we suggest that the first digit should be a Class Identifier from the following list. These are prescribed by ASN therefore using these should make your number portable if you decide to participate in other series. Class Name Class Identifier Digit Novice 9 Junior 6 Senior 7 Masters 8 If a driver enters the track for a session with a duplicate number, that driver will be excluded from that session. It is the driver s responsibility (working with event registration staff) to ensure their number is unique. 20. Tires for wet races Rain tires are open, all classes may run any type of Rain Tire as specified in ATR Section Technical Inspection 21.1 General Information Random technical and/or personal safety equipment inspections may be conducted at any time without warning. Such inspections include, but are not limited to, noise tests, fuel and lubricant tests, engine tear-downs and personal equipment inspections. Failure to meet requirements as outlined in the relevant ASN regulations or these supplemental regulations will result in penalties, which may include exclusion from the event. The Race Director and/or Technical Inspector may require any entrant to submit to technical and/or safety inspection on a random basis. Additionally, karts may be selected, on the basis of their finishing position, for post-race technical inspection Purpose The goal of those individuals charged with the responsibility of conducting technical inspection should be to: 1. Help the competitor to be aware of possible deficiencies in a timely manner. 2. Help establish that all entrants are competing under equal conditions. 3. Help ensure that all competitors adhere to specifications and regulations

17 21.3 Technical Inspection Technical Inspection Form All entrants must complete and endorse a Technical Inspection Form, before registration or when required to present the kart for pre-race technical inspection. At the latest, this form must be submitted prior to the start of qualification. A participant entering multiple classes must fill out a tech sheet for each class even if the same kart is being used in multiple classes. i.e. One tech sheet for one class entry. Blank copies of the pre-race tech form are available from: Club web sites and/or facebook page. At the race day registration desk. Items not listed on the pre-race tech form are not exempt from inspection and possible failure Technical Approval Sticker Upon submission of a correctly completed Technical Inspection Form, the entrant will be issued an event specific Technical Approval Sticker. It is the responsibility of the entrant to ensure the correct Technical Inspection Approval Sticker is properly affixed to the kart before entering the track at any time Tire and Engine Marking Paint marking (sealing) of tire and engines is mandatory. Entrants may be marked or remarked up until the end of the Qualification session Post-Race Technical Inspection Missing Seals and/or Markings Technical inspection begins when the inspector checks the technical engine markings and the tire markings. If any engine marks or seals are broken or missing, or tires or chassis unmarked, then the entrant will receive a Performance Technical Infraction and is not subject to further inspection. If the marks or seals are unbroken and present a detailed engine inspection should begin to a level determined by the Technical Inspector Guidelines for Post-Race Technical Inspection 1) At least one Technical Inspector and a witness shall be present during the post-race Technical Inspection of karts. The witness can be a driver, driver representative or any individual present deemed to be impartial. 2) Only one representative per kart, in addition to the driver, is permitted in the inspection area before, during and after the post race technical inspection

18 3) After inspection of a kart has been completed, the kart, driver, and driver representative must leave the inspection area in a timely fashion. 4) No exact measurements are permitted to be taken and/or recorded during post race technical inspection, unless specified in the rules. Items to be inspected are strictly GO or NOGO. 5) If a GO/NOGO gauge is not available or appropriate for the item, an appropriate vernier caliper, micrometer gauge or a measuring tape is to be used. 6) In the case of calipers, they will be set to the appropriate GO/NOGO value, and the item checked. 7) In the case of a measuring tape or micrometer, the part must fall within the range specified in the rules. 8) The Technical Inspector should make every effort to explain the test involved and results expected to drivers and/or drivers representative. 9) The Technical Inspector should make every opportunity to allow the driver or driver representative to view and confirm the test. If the driver and driver representative are not present, the tech official may ask someone else present to observe and confirm the test. 22. Penalties 22.1 Performance Technical Infraction In the event of a disqualification for a technical infraction, unsportsmanlike conduct or exclusion from the race results, the entrant will be scored with zero (0) points for the event and will not be allowed to count said event as a drop towards the series total Loss of Bodywork The loss of any bodywork during a session will result in a meatball flag being shown to the affected kart and, for non-practice sessions, the entrant will receive last place points for that session Breakage or Loss of Exhaust Component(s) A completely broken header, loss of muffler, or any component of the exhaust system becoming detached to the extent that it is only attached to the kart by a secondary retention system ( dangling ) during a session will result in a meatball flag being shown to the affected kart and, for non-practice sessions, the entrant will receive last place points for that session

19 22.4 Minimum Weight Violation in Non-Practice Session Any kart and driver crossing the scales in a non-practice session that fails to meet the required weight for their class will be excluded from the results for the current session (0 points). For all Feature or Heat sessions, failure to meet the required weight for the class will also result in the kart and driver starting from the back for the grid for the following Heat or Final session. Failure to follow the procedures outlined in Section 7 or instructions issued by the Scale Officials will result in exclusion from the results of the current session (0 points). 23. Protests All protests will be presented to the race Steward. The protestor shall be prepared to fully comply with ASR Section 19.9 rules regarding the submission of protests at the time they file their protest. No other procedure will be permitted or allowed. 24. Four strokes GT Specifications and Rules: The GT class shall be governed by the following simple rules. The spirit and intent of this class is to provide an opportunity for newcomers or infrequent drivers to practice the sport and encourage participation in a relatively competitive racing experience. 1. Homologated CIK chassis; 2. Honda (GX-160 and GX-200) and Briggs L206 engines can be used 3. Honda equipped kart: a. GX-200 race weight is minimum of 365 lbs b. GX-160 race weight is minimum of 355 lbs c. engine must meet 2014 ASN Honda regulations 4. Briggs L206 equipped kart: a. race weight is minimum of 375 lbs b. engine must meet ASN Briggs regulations however, factory seal is not mandatory (ie engine on which seal was broken only to replace leaky side cover gasket can be used, everything else must be as per ASN regulations) 5. Open tires (any brand, compound, ASN four stroke tire size) 6. Qualification and race format will be the same as for other competition classes. 7. At any time, the organizers reserve the right to perform a safety inspection on any kart. All chassis must meet current 2011 ASN Technical rules for safety including the mandated wide rear bumper. No exceptions. 8. Minimum weight is determined by the type of engine used 9. Full safety equipment required (suit, helmet, rib protector, gloves, etc.) 10. Completed Pre-tech form required 11. ASN license (including medical) or daily/event membership required

20 25. High Speed GT Specifications and Rules: The High Speed GT class shall be governed by the following simple rules. The spirit and intent of this class, new to the Capital Karting Grand Prix, is to provide an opportunity to owners of Rotax or other high speed karts to take their equipment to the track for a fun competition as there are not a lot of such opportunities in the area. 1. Homologated CIK chassis; 2. Open tire (dry and wet); 3. Qualification and race format will be the same as for other competition classes. 4. At any time, the organizers reserve the right to perform a safety inspection on any kart. All chassis must meet current 2011 ASN Technical rules for safety including the mandated wide rear bumper. No exceptions. 5. Minimum weight is determined by the type of engine used. These may be adjusted following practice to possibly level the playing field for race day. 6. Full safety equipment required (suit, helmet, rib protector, gloves, etc.) 7. Completed Pre-tech form required 8. ASN license (including medical) or daily/event membership required
