1 First and Last Mile Plan April
2 First and Last Mile refers to the portion of a transit trip between a transit stop and one s destination, and can include walking, biking, carpooling, rolling or driving, etc. The purpose of this plan is to provide a safe, accessible, comfortable and convenient first and last mile connection for riders that expands METRO s catchment area. 2
3 Need to provide a consistent, coordinated methodology to prioritize pedestrian/bicycle projects in METRO s catchment areas: Maximize opportunities to leverage federal, state, local, and private funding Align resources with project priorities Build on prior investments on bus and rail infrastructure 12 High-Frequency Nodes 200+ High-Frequency Nodes 3
4 First and Last Mile Plan will provide: Update METRO s Bike Plan Framework for a Pedestrian Plan and Tech-based Applications Multiyear bike and pedestrian CIP project database from coordination with Stakeholders Best practices for implementation partners (i.e. street design, end-oftrip facilities, crowdfunding solutions) 4
5 Develop Scope of Work and Project Milestones Finalize Methodology and Project Schedule(s) Continue Implementing METRO s Bike Plan Intra-agency Coordination Coordinate with Stakeholders Return to update METRO s Capital & Strategic Planning Committee Initiate Planning Process upon approval 5
6 Federal and local policies frame METRO s approach for a multiyear capital program Federal Guidance Policy Statement under Federal Transit Law: all pedestrian improvements located within one-half mile and all bicycle improvements located within three miles of a public transportation stop or station shall have a de facto physical and functional relationship to public transportation. This Plan also meets immediate needs in METRO s Goals & Objectives FY 2016 Goal Enhance Customer Experience Related Objectives Making Improvements at Super Stops, including adding bus shelters, improving accessibility, and conducting safety/security assessments Improve connectivity to bicycles and other transportation modes to METRO services Develop strategies and partnerships to enhance the first and last mile of transit trips (Uber, B-Cycle, Zipcar, taxi companies, etc.) Improve accessibility by working with the City of Houston, Harris County, TxDOT, management districts, tax increment reinvestment zones, and others to improve access to 200 bus stops 6
