Proposed Project Installation of a lighting system at the major league field, utilized by Halfway Little League, located at Marty Snook Memorial Park Halfway Little League is currently entered into a facility use agreement with Washington County, Maryland government for use of four fields at Marty Snook Memorial Park
Proposed Project Continued Cost to Halfway Little League: Approx. $30,000 A four pole Qualite Sports Lighting system Additional cost(s) for excavation, electrical modification, and installation at site All installation services provided by local providers Volunteer installation= Cost savings
Proposed Project Continued System operating costs (Potomac Edison) paid for by Halfway Little League System covered by extended Qualite warranty Little League International requires annual safety and light level testing to be performed by Halfway Little League System becomes property of Washington County, Maryland upon installation
Proposed Project Continued Total cost to Washington County, Maryland government and tax payers: $0.00 Project funded through Pepsi Refresh Challenge grant, Angels Baseball Foundation, Nicholas James Adenhart Foundation, private donations, existing league funds, and various league fundraisers

Neighborhood Survey May 2011 January Total Residences Surveyed 2 Residents Expressed Reservations Survey distribution included Tamarack Drive, Coffman Ave, Roessner Avenue, and one address on Cloverleaf Road
Proposed Rules of Halfway Little League Field Lighting Regular Season Weekday (Mid-April to Mid-June), no inning to start after 9 P.M. *One hour earlier than current curfew observed by Clear Spring Little League Regular Season Weekends (Friday and Saturday), no inning to start after 10PM. *One hour earlier than current curfew observed by Clear Spring Little League (Summer) Fall Ball Season TBD (Not to exceed regular season hours) NOTE: An inning starts the moment the third out is made completing the previous inning. All-Star Tournament Play No play after 11:00 P.M. Field Public Address System The volume will be reduced to a minimal level after sunset and during the time period that the lights are turned on.
On Site Supervision: As is the current practice, a Halfway Little League Officer in Charge (O.I.C.) will be on-site during all league play. The O.I.C. is responsible for the general operations of the baseball facility. This will include the turning on and off of the field lighting system. The O.I.C. is the last to leave from the baseball facility at the conclusion of play. After hours contact information for a Halfway Little League Officer will be visibly displayed at the facility, in the event that there is an emergency. Note: Halfway Little League currently has no plans to schedule night games! The only exception to this would be a single game / event to recognize our community leaders, neighbors in the community, and donors, who made this project possible. This game / event would take place shortly after the project completion. Our current game schedule, with games beginning at 5:30 P.M. or 6:00 P.M., would remain the same. The availability of a lighting system at the facility would simply ensure the ability to complete games, prior to those games being suspended due to darkness. And in doing so, greatly increase the level of safety of our youth on the playing field.
Community Benefit Safer playing conditions for league players Safe environment and upgraded facilities for the youth in our community Facility improvement to county park at no cost to tax payers Utilization of local companies to complete project work
