During this time, central London will become a massive sporting and cultural venue, with tens of thousands more visitors expected in the area each day. Roads and public transport will be much busier than usual and we will be working hard to help host a great Games and to keep London moving. A Visa Report* last year predicts a 750m additional consumer spend during the seven weeks of the Games which will benefit local business as well as the wider economy. The Central London Zone will include Embankment, Green, Corner, Kensington Gardens, Marble Arch, St James s and. The information in this guide will help you understand where the transport network and roads will be busiest and how your journey or deliveries could be affected particularly on road event days. For ease of reference specific information on the Olympic Games can be found at the front of the guide and Paralympics in the latter half. 3 Olympic Route etwork and Games Lanes The Olympic Route etwork (OR) is a network of roads connecting venues, accommodation and transport hubs across London which will be open to normal traffic. A number of temporary road changes will be in place to ensure reliable journeys for athletes and officials. These changes could mean that the usual route you take through central London may not be possible. For full information about the individual restrictions that will be in place, please use the temporary road changes tool at GetAheadoftheGames.com. Some roads on the OR will also have additional designated Games Lanes. These will be clearly signposted and will only be available for use by accredited vehicles including athletes, officials, media and blue light emergency vehicles when in operation. The adjacent lane will be open to normal traffic except where roads are for Games family only. Games Lanes will typically be in operation and enforced between 06:00 and midnight, but this will vary in some cases (check the times of operation on the roadside signs). Vehicles that drive in Games Lanes, load, park or stop illegally on the OR will be removed and will face a 130 Penalty Charge otice (PC). To avoid being issued with a PC, motorists should not drive in the Games Lanes when they are operational. They will be easily identifiable by clear markings on the Lanes and signs along the roadside. All roads in central London will be very busy and subject to delay. Roads that will be particularly affected include: Great Cumberland Place southbound Lane both ways Street eastbound Millbank northbound Westminster Bridge westbound Roads that will be closed in central London include: The Mall Horse Guards Road Roads that will be restricted to Games vehicles and local access in central London include: Constitution Hill (access only via Buckingham Gate) Birdcage Walk (access only via Buckingham Gate) Great George Street Whitehall (access only via Horse Guards Avenue) Parliament Street A map of the OR can be found on page 9. Many members of the Olympic family will be staying in hotels on or around Lane. This will make this area extremely busy and local restrictions will be in place. Please see maps on pages 10 and 13 for more details. Key dates In the weeks leading up to the Games, a large programme of temporary changes to the road network need to be implemented: From 1 July, road markings will start to be put down along the OR but these will not change the operation of the roads. Adjustments to over 1,300 sets of traffic signals will also begin from 1 July, before traffic levels significantly increase as thousands of athletes and media descend on the Capital. These adjustments will have minimal impact on road users as they will be balanced out by the complete ban on all planned roadworks along the OR and on A and B roads. To ensure as little disruption to local residents and road users as possible, the physical changes along the OR, including installing temporary traffic islands and barriers to simplify junctions will be mostly carried out at night. This will start at 21:00 on Friday 20 July and finish the morning of Wednesday 25 July. The operation and enforcement of the OR, including the Games Lanes, will begin on Wednesday 25 July, a couple of days before the Opening Ceremony. It will end operation a couple of days after the Olympic Games and will not be in operation between the Olympics and Paralympics. The smaller Paralympic Route etwork (PR) will come into operation just a couple of days before the Paralympic Games. More information on the Paralympics can be found on page 21. Once Games events are completed at a venue, such as Wimbledon, the OR will be removed. There will be additional changes to roads and local parking around Olympic venues. We are implementing the changes on behalf of London 2012 to ensure that resident and business parking is protected and the venues can operate safely. Road events Road events in London will take place on eight of the 16 days of the Olympic Games and on one day of the Paralympic Games, with many of these races starting and ending on The Mall. To ensure the safety of spectators and athletes these events will take place on closed roads. Corner will be closed for most of the day on four of the road event days and Embankment will be used for both the Olympic and Paralympic Marathons. ing will also be suspended along the routes and in some surrounding streets. Roads will re-open after an event as soon as it is safe to do so. Access will be maintained for local residents and businesses affected by the road closures for as long as possible on either side of the event passing through. The Women s and Men s Marathon Swimming take place on the Serpentine in. o road closures will be required but we expect large numbers of spectators for these events. Further information on road events can be found on page 16. Advice for road users Roads in central London, around the OR and Olympic venues will be very busy during the Games. Those affected by road events will be closed for periods at a time. Drivers are advised: To avoid central London, the area around the OR and Olympic venues from mid-july That every day of the Games is different, so if driving is essential, plan ahead and allow more time for your journey To avoid the areas surrounding the road events on competition days If using buses during the Games, especially those with routes near to Olympic venues or the OR/PR, please check for any diversions that may affect your journey The central London Congestion Charge will continue to be in operation Monday-Friday 07:00-18:00 (except public holidays) throughout the Games. The charge is 10 a day if you pay in advance or on the day of travel. 4 Public transport Some stations and lines across London will be particularly busy including the Jubilee and Central lines. Stations that will be especially busy in central London are marked on the Westminster map on page 10. Additionally Marble Arch Station and Corner will be exit only during the Olympic Games between 10:00 and 22:00. Walking and cycling Roads in central London will be extremely busy during the Games and in some instances it may be quicker to complete your journey by bike or by walking. Additional cycle parking will be available across central London. BT London Live, Advice for businesses Transport for London and London 2012 are providing free travel advice to businesses operating in areas of London and the rest of the UK that will be affected by the Games. To cater for the additional demand, London Underground services will run later during the Games, with a final service typically around 01:30. ational Rail services from London will also operate later than normal. Last trains to locations within two to three hours of London will typically leave between midnight and 01:00. ational Rail will also run longer and/or more frequent trains to and from most venue stations when events are taking place. For more details please check in advance with your train operator. People are encouraged to plan their journeys in advance and to see if hotspot stations can be avoided at GetAheadoftheGames.com. If you are a business you should advise staff and customers to plan in advance to avoid the hotspot stations. Buses will run more frequently on many routes to cater for the additional passengers. However, some bus services will need to be temporarily diverted and some stops moved or suspended as a result of the road changes that will be in place. In central London, routes 19, 22 and 137 will be subject to diversion around Eaton Square. During road events, some bus routes in central London may be affected and may be on diversion, temporarily suspended or terminate early. Please leave more time for your bus journeys and plan in advance to understand how your whole route may be affected. Information is available at affected bus stops and online at tfl.gov.uk/journeyplanner. Walking maps will be available at stations including London, Paddington and Charing Cross. Additionally Games Ambassadors will be situated at stations around central London to answer any travel queries. Some crossings will be suspended or operate differently and overall pedestrian crossing capacity has been increased throughout the Central London Zone. The Mall, Horse Guards Road and some parts of St. James s will be closed to cyclists and pedestrians from 18 June to mid/late September. Public access to The Royal s St James s will host the Beach Volleyball competitions on Horse Guards Parade Ground and a series of Road Race events on The Mall. In order to achieve this, access to these areas and to the northeast half of the will be restricted. The southwest section of St James s, closest to Buckingham Palace, will remain open to the public throughout the summer and a north-south pedestrian access route across the will be maintained outside of Road Race events. Green will remain open to the public throughout the summer, however it is likely to be very busy during the Triathlon competition and during events that start and finish on The Mall. If you would like to visit these parks on competition days, then please plan carefully and visit GetAheadoftheGames.com. Cycle parking will be provided in Green during Road Race competitions. will be open to the public throughout the summer, however the roads and car parks will be closed. The venue for the Triathlon and Marathon Swimming competitions will be ticketed and the park is likely to be very busy during these events. BT London Live and the London 2012 Shop will also be in. BT London Live at will be a place where sports fans can come together to celebrate the Olympics. It will be free to access from 28 July- 11 August and will be open from 11:00 to midnight on most days. On 26 and 27 July and 12 August entrance will be ticketed. As a result there will be a planned late evening closure of Lane on these dates to allow crowds to disperse. On all other BT London Live days additional short term closures of Lane may be required to ensure safe pedestrian movement. London 2012 Shops and ational Olympic Houses Central London will also play host to a number of other sites of interest, including London 2012 shops in and Oxford Street, and ational Olympic Houses. These are where countries will entertain athletes and VIPs and some will be open to members of the public. Olympic Torch Relay The torch will visit central London on 26 July. The torch will be carried along the Bayswater Road to Marble Arch before heading to Piccadilly via Oxford Street and Regent Street. The Torch will then make its way to Whitehall via Charing Cross Road and along Birdcage Walk and Constitution Hill before reaching where an evening celebration will take place. There will be rolling road closures as it travels through Westminster. On Friday 27 July, the day of the Opening Ceremony, the torch will be carried on a specially designed vessel along the from Hampton Court Palace to Tower Bridge. Athletes parade The Team GB and Paralympics GB Athletes parade, will take place on Monday 10 September, travelling from the City of London to Westminster. Road closures will be in place and more details will be available closer to the event. As part of this advice businesses have been asked to consider ways which will help reduce the need for their staff to travel during the Games period, and ways to manage their deliveries, including: Staggering the start and finish times of working days Providing facilities for staff to work from home Stocking up on non-perishable materials well before the Games Arranging earlier or later deliveries Managing annual leave Temporarily relocating employees or altering their working hours Helping staff plan their travel during Games time Using conference/video/web calls Encouraging and enabling staff to cycle and walk to and from work To help businesses plan and manage their deliveries, Westminster City Council have published advice on overnight deliveries which can be found at westminster.gov.uk/olympicdeliveries. Key highlights for each map include: Map 1: OR overview (page 9) - Work on the installation of the OR will take place between July - The OR will be operational from 25 July-14 August Map 2: Westminster borough overview (page 10-11) - The Mall will be closed from 18 June - Restrictions around Olympic Family Hotels will be in place from 9 July-14 August - From 9 July, the direction of traffic through the Kingsway underpass will temporarily be reversed to run southbound from Kingsway to Waterloo Bridge. The reversal will assist movement to and from the London 2012 Media Hub in Bloomsbury. The underpass will return to normal service after the Olympic Games and is not required for the Paralympic Games Map 4: Lane south (page 13) - Access will be restricted around Olympic Family Hotels from 9 July-14 August. 9 L Road events Road events in London will take place on eight of the 16 days of the Olympic Games and on one day of the Paralympic Games. To ensure the safety of athletes and spectators, road races need to take place on secure roads. To facilitate this, closures and parking restrictions will need to be put in place on the days of the competitions. Roads will be re-opened as quickly as possible after the event has finished. After the events, barriers will need to be removed, road signs, traffic lights and islands reinstated, roads thoroughly cleaned and crowds dispersed before roads can be re-opened safely. If you live in the area you should plan ahead to avoid disruption to your journey. If you usually drive in central London you are advised to avoid the area on competition days. If your journey is absolutely necessary you should plan your route carefully and leave additional time for your journey. Plan ahead and travel by public transport, walk or cycle. You will still be able to access properties and businesses on foot or by bicycle. Vehicle access will be maintained for local residents and businesses affected by the road closures for as long as possible on either side of the road event passing through. Though smaller in scale than the Olympic Games it still presents a significant logistical challenge in central London. Paralympic Route etwork A Paralympic Route etwork (PR) will run along Birdcage Walk and Embankment in central London but will not apply to Lane, Marylebone Road and other parts of the OR. A map of the PR is on page 22. As with the OR changes will be in place as a result, including Games Lanes. If you drive in Games Lanes, load, park or stop illegally on the PR you will be removed and face a 130 Penalty Charge otice. Paralympic Marathons The Paralympic Marathons on 9 September will start and finish on The Mall. There will be advance road closures from midnight on the day of the race. After the race has finished roads will re-open as soon as it is safe to do so. Public transport Tube and train stations will continue to be busier than usual during the Paralympics so you will still need to plan your journeys in advance. BT London Live, Trafalgar Square BT London Live will move from to Trafalgar Square from 29 August-9 September. This will provide an iconic backdrop for watching the events on the big screen. The area will be busier than usual however no additional traffic measures are expected to be needed. Maps The following four maps give an overview of the PR, more detailed information of the PR in the Central London Zone, a map of the PR at Corner and a map of the Paralympic Marathon route. The Paralympic Marathon map shows the roads where vehicle access will be restricted during the races. You will still be able to access properties and businesses on foot or by bicycle. Vehicle access will be maintained for local residents and businesses affected by the road closures for as long as possible on either side of the road event passing through. Pedestrians and cyclists will still be able to cross the event route at designated safe places.
