MINUTES OF THE MARKHAM CYCLING & PEDESTRIAN ADVISORY COMMITTEE MEETING HELD ON NOVEMBER 19, 2015 Moved by Peter Miasek Seconded by Joe Cimer That the minutes of the November 19, 2015 Cycling & Pedestrian Advisory Committee (CPAC) meeting be approved. Carried 2. BUSINESS ARISING FROM LAST MEETING There were no items. 3) SPECIAL TOPICS Prioritization Survey Results Dan Gilligan addressed the Committee and reviewed the results of the survey. It was noted that Gap closures in cycling networks was ranked number 1. The Committee suggested including the results of this survey as part of the CPAC Budget presentation that is made to Development Services Committee. Agenda-Setting Process & "Status of CPAC Work Items" Tracking Sheet (Attachment A & B) Peter Miasek and Zain Khan addressed the Committee and review the proposed CPAC agenda-setting process. The Committee discussed and suggested the following: Attach spreadsheet to the minute document Status Spreadsheet - items with status "done" should be placed in a separate sheet Moved by Peter Miasek Seconded by Dan Gilligan That the proposed agenda-setting process and attachments be used for the future CPAC meetings. 3 Cycling & Pedestrian Advisory Committee December 17, 2015 Page 3 of 5 4) DISCUSSION ITEMS IN PRIORITY ORDER Cycling Gap List Dan Gilligan addressed the Committee and reviewed the status of the cycling gaps. It was noted that he will be meeting with Fion to further discuss. There was discussion regarding what level of maintenance will be provided on the cycling routes over the winter months. Engineering staff indicated that York Region's study on pedestrian and cycling design standards will be able to address this issue. Markham Cycling Day Staff provided an overview of the Markham Cycling Day that included the number of participants; event sponsors, and requirements to have it become a Corporate Event. The Committee discussed the following relative to the 2016 Markham Cycling Day: Support having it become a Corporate Event Find a date and location for 2016 Work with staff on preparing a report for the January CPAC meeting Moved by Peter Miasek Seconded by Zain Khan That Engineering staff and Corporate Communications staff work with representatives of the Markham Cycling Day subcommittee to prepare a draft report for the January CPAC meeting in support of having the Markham Cycling Day become a City of Markham Corporate Event. Carried Metrics Program Peter Miasek addressed the Committee advising that data is required for the metrics tracking; information such as: bike valet users for 2015, information from Smart Commute representatives. Statistics on bicycle injuries/fatalities from York Region, as well as numerous items from staff. Signage Review on Woodbine Bypass MUP Staff delivered a presentation outlining where and what type of signs have been installed along the Woodbine Bypass MUP. There was discussion regarding whether MUP's will have any pavement markings as well as erected signs. It was noted that staff are investigating whether there is a paint that will show up well on concrete surfaces.
4 Cycling & Pedestrian Advisory Committee December 17, 2015 Page 4 of 5 Staff advised that signage on other existing MUPs will be designed and installed over the next few years. New MUPs will have signs installed as part of the construction. Markham Cycling Map Staff distributed copies of the updated Markham Cycling map. There was discussion regarding roads that are indicated as "Shared Roadway," and it was suggested that if any CPAC member has a suggestion to add or remove roads to the Shared Roadway list to advise Engineering staff of the proposal for them to investigate the proposal. Walkability Audits Staff advised that they anticipate having a meeting with Urban Design to discuss general recommendations from the walkability audits and how they can be incorporated into future designs. There was discussion regarding the specific recommendations from the 5 completed walkability audits from 2015 on existing areas such as: Markville Mall and Thornhill Community Centre, and when/how will those recommendations be implemented. Staff to report back. Bike Valet Elisabeth Tan advised that she is still looking for volunteers to assist with bike valet service provided at five City festivals. Paul Salvo advised that he can assist with events taking place close to Main Street, Markham area. It was suggested that Elisabeth send out an to all CPAC members outlining the duties and responsibilities required relative to volunteering with the bike valet service. 5. INFO ITEMS/NEW BUSINESS/ANNOUNCEMENTS 2015 Expense & 2016 Budget Staff reviewed the 2015 expenses and 2016 budget. There was discussion regarding the Engineering Budget and that it does not seem to align with the CPAC priority list. Moved by Gord Lawson Seconded by Peter Miasek
5 Cycling & Pedestrian Advisory Committee December 17, 2015 Page 5 of 5 That the 2016 Budget item #15041 Cycling Awareness Program be discussed at a future meeting to review the allocation of funds for items dealing with: CPAC budget; MUP Signage; MUP Signage Implementation and Edgelines. Carried CPAC Meeting Dates for 2016 It was noted that the meeting dates for 2016 will continue to be the third Thursday of each month (excluding July & August). Bob Hunter MUP Trail Name Follow-up Staff provided an update regarding the naming of the Bob Hunter MUP trail advising that they have 8 potential names to pick from and anticipate having it decided in early 2016 by a survey of residents. Award Application Staff reviewed a list of potential award and/or grant applications and advised that they anticipate applying to a couple of them - such as Walk Friendly Ontario and Bike Friendly Ontario. It was suggested that staff consider having the Cycling Map incorporated with the Markham Life magazine. York Region Youth Bike Summit Theresa advised that York Region will be hosting a Youth Bike Summit and she will the poster to all CPAC members. 6. Markham Go Stn - Snider Drive Realignment Project unit rates for some of the bicycle facility types Jun-15 Metrolinx is wanting to realign Snider and that staff will be suggesting that bike lanes be considered as part of this project Oct-15 Staff not been able to get the unit rates for some of the bicycle facility types The Committee suggested that staff provide what the distance from the intersection will be where the cyclists merges with traffic follow up with Joe Doria Edge lines-longwater Chase of Highglen and whether a minimum of 1.5 meter would be sufficient rather than 2 Sep-15 will be completed in Fall 2015 Edge lines - William Berczy Blvd Sep-15 to Major Mackenzie to be done in 2016; Edge lines - Highglen (Markham Road to Birchmount Road) Jun-15 Highglen has insufficient road width; CPAC suggested Staff ask Operations if edgelines can be installed on only one side meters Edge lines - Church St (9th Line to Highway 48) Jun-15 edgelines can be installed on only one side of Church and whether a minimum of 1.5 meter would be sufficient rather than 2 Church St has insufficient road width; CPAC suggested Staff ask Operations if meters Edge lines - Carlton Rd Jun-15 Carlton Rd west of Toogood Pond to Village Parkway. Peter Street - from 16th Avenue to Snider, George to Washington Street The Ward Councillor advised that when that area is scheduled for resurfacing it will be considered. Use sidewalk triggers or road triggers? 1.7.Walkability Audit Results Support City on resolving the pedestrian infrastructure gaps identified in the Walkability Audits 1.8.Catchbasins Identify number of "bike- unfriendly" catch basin covers on bicycle routes and advocate for replacement Sep-15 Highway 7 report has been delayed to October requires city policy on winter maintenance guidelines and existing facilities will be monitored Dec-15 Meeting with Urban Design planned Staff to report on followup plans from the 5 audits conducted in 2015 May-15 Staff provided some approximate costs (material, labour and equipment) to replace or where possible retro-fit the existing ones. There are approximately 445 requiring replacement ($340 each) and 33 requiring complete rebuild ($3700) for a total cost of $273,000. Staff indicated that any further replacement of the catchbasins will be "bike-friendly" grates 1.9.MUP Surfaces Resolve issue on whether MUPs and Boulevard Cycle Tracks should be asphalt or concrete 1.10 Cycling on Sidewalks Scope implementation of legalized cycling on sidewalks in select circumstances as an interim measure pending proper infrastructure Apr-15 Staff met with Operations staff and need to further consider cost implications prior to recommending what material (concrete or asphalt) for MUP and Cycle Tracks on boulevards Staff anticipate having further information in the Fall 2015 Jan-15 BE IT RESOLVED THAT CPAC endorses endorsed by DSC on March 3, 2015; the concept of sidewalk cycling in direction given Staff to report back on the select locations in Markham subject to proposed motion. the following conditions: The posted speed limit for vehicular traffic is 50 kms per hour or higher Any other conditions as determined by City staff 2.1.Markham Cycling Day Conduct major cycling event (races and tours) for children and adults in Markham to boost awareness and encourage cycling Page 2 of 3 Dec-15 Update on 2015 event and key issues for 20`16 Prepare draft staff/cpac report for presentation to DSC
