5 System Performance Monitoring State of the System Performance Monitoring of Strategy Effec veness Federal Highway Administra on (FHWA) guidelines call for CMPs to include provisions to monitor the performance of strategies implemented to address conges on. Regula ons require performance monitoring a process for periodic assessment of the efficiency and effec veness of implemented strategies, in terms of the area s established performance measures. This step of the process helps determine whether opera onal or policy adjustments are needed to make the current strategies work be er and provides informa on about how various strategies work in order to implement future approaches within the CMP study area. This chapter monitors performance and tracks the effec veness of the implemented strategies, to the extent possible with the available project level data and condi ons of the mul modal transporta on system as a whole. The same set of quan fiable performance measures established for the Pasco County CMP is used to measure system performance at corridor and system levels. The measures include the following: Roadway Performance Measures Public Transporta on Performance Measures Bicycle/Pedestrian Facility Performance Measures Goods Movement Performance Measures Safety Performance Measures Transporta on Demand Management (TDM) Performance Measures (nothing available in this report) System Performance Monitoring 1
6 Transporta on System Trends Summary 1 hour, and 2 routes every 2 hours serving Pasco County. The number of passenger trips per revenue hour is 13.5 passengers/ revenue hour. This document examines the performance of the system, first, in a summary format, and second, in a more detailed form based on the specific performance measures for the CMP. This evalua on, together with the other components of the full CMP report, is intended to provide a be er understanding of the performance of the Pasco County transporta on system in order to select and implement conges on mi ga on and mobility strategies. This sec on also provides informa on for fulfilling Step 8 of the Federal Eight Step CMP Process of Monitoring Strategy Effec veness (Step 8 is also discussed in Chapter 8 of the Conges on Management Process Procedures Handbook). The Pasco County roadway network has been monitored at a County wide level using 2012 and 2014 informa on in order to get an idea of the performance over me. Figure 2 1 provides more informa on in regards to a comparison of the transporta on system performance measures and the trend over me. 7 Figure 2 1: Performance Measures Comparison, 2012 to 2014 These charts compile data for selected performance measures. Generally, conges on appears to have increased since the prior report. However, the FDOT Generalized LOS tables used for calcula ng level of service changed between the 2012 and 2014 reports. The impact of this change has not been quan fied for the purpose of repor ng system performance. However, in general, it appears that capacity values have generally increased. Monitoring the overall roadway performance each year provides an illustra on of the general level of conges on in the county each year. Following are the 2014 findings for traffic conges on and travel % of the roadway miles on Pasco major roadways func on at LOS F in 2014, an increase of 17% % of the vehicle miles traveled (VMT) on Pasco County major roadways were at LOS F in 2014, an increase of 17%. Figure 2 3 represents the percent of vehicle miles traveled (VMT) by each LOS condi on on major roads in Pasco County in In general, the figures illustrate the increased conges on levels of the transporta on system between 2012 and An analysis was not conducted to determine the cause of this change. Changes to the LOS calcula on methodology between repor ng years as well as increased traffic volumes resul ng from the economic recovery are two factors which contributed to this shi. 9 Transporta on System Trends Figure 2 5: Passenger Trips per Revenue Hour, Public Transporta on Three public transporta on performance measures were monitored, including number of peak routes by peak service frequency (2014), passenger trips per revenue hour, and passenger trips. Below are the findings for the latest available 2014 public transporta on performance measures as reported in the Na onal Transit Database (NTD). A map of 2014 Pasco County Transit Routes can be seen in Appendix A. 1. 10 Transporta on System Trends Bicycle/Pedestrian Facili es The performance measures that have been monitored for the bicycle and pedestrian mode of travel include exis ng pedestrian facili es, exis ng miles of mul use paths, and bicycle facili es. Below are the findings for bicycle and pedestrian performance measures; an updated inventory of exis ng facili es is needed. Given recent construc on of sidewalks and bicycle facili es, the miles represented here are likely a conserva ve es ma on. The Mobility 2040 LRTP recommends an evalua on of the exis ng system. Maps of pedestrian and bicycle facili es can be seen in Appendix A. 11 Transporta on System Trends Goods Movement The performance measures that were monitored for goods movement include the quan ty of deficient travel on designated truck routes in the county. More specifically, the total travel or VMT on truck routes is reported by calcula ng by the Annual Average Daily Traffic (AADT) mul plied by the segment length, or miles, for segments designated as Truck Routes. As was seen with the general roadway LOS trends, a greater percentage of truck routes are congested in 2014 compared with A map of the truck routes in Pasco County is included in Appendix A % of total vehicles miles traveled on truck routes experienced conges on. 2.
