BCKGROUND: The Bicycle & Pedestrian dvisory Committee (BPC) bylaws require that the committee elect from its membership a chairperson and a vice chairperson annually to serve as the committee leadership for the upcoming year. The bylaws also provide that the chairperson and vice chairperson positions serve one-year terms coinciding with the calendar year and are eligible for election to multiple terms. Only members, not alternates, are eligible to serve in these positions. The elections for the BPC leadership positions are conducted during the committee s last meeting of the calendar year (usually December), if practical. The duties of the chairperson are to preside at all meetings of the committee and represent the committee before the Board of Directors. The duty of the vice chairperson is to perform the duties of the chairperson when the chairperson is absent. It is the responsibility of all advisory committee chairpersons and vice chairpersons to participate in periodic coordination meetings between themselves and the leadership of the VT Board of Directors. 333 North First Street San Jose, C dministration Customer Service

5 4 DISCUSSION: The election process for chairperson and vice chairperson is comprised of three distinct steps. The first step is appointing the nomination subcommittee. The second is presentation of the nomination subcommittee s report. The final step is conducting elections to select the chairperson and vice chairperson. Each of these components is conducted during the committee meeting. ppointing the Nomination Subcommittee The chairperson requests volunteers to serve on the nomination subcommittee, which is typically comprised of two or three members. If there are no volunteers or an insufficient number, it is the chairperson s prerogative to appoint committee members to serve on it. It is required that the committee votes to approve the appointment of members to the nomination subcommittee. This step normally takes place two meetings prior to conducting the elections. The nomination subcommittee identifies members interested in serving as the chairperson or vice chairperson. This is done by soliciting nominations from members, either for themselves or other members, and is done at a time other than during the committee meeting. dditionally, it is the nomination subcommittee s responsibility to determine that members who have been nominated are willing to serve. The nomination subcommittee may also make a recommendation as to its recommended candidate for each position. t its October 205 meeting, the BPC approved the appointment of members David Simons and Jim Stallman to serve on the nomination subcommittee. Report from the Nomination Subcommittee t the meeting immediately preceding the elections, the nomination subcommittee provides a verbal report to the committee identifying committee members who have confirmed their willingness to serve. This establishes the initial list of candidates for the elections to be held at the next meeting. The nomination subcommittee is automatically discharged when its report is formally presented to the committee. 6 4 Election of Chairperson and Vice Chairperson Due to cancellation of the December 205 meeting, the elections will be conducted as one of the first items of business at the January 206 meeting. The elections for the chairperson and vice chairperson positions are conducted individually and in sequence. Immediately preceding the vote, the nomination subcommittee report on individuals willing to serve in either position will be reiterated, and the chair will verify that the named candidates still wish to be considered for the respective position. Next, the chairperson will ask if there are any nominations from the floor, then close the nomination process to establish the final list of candidates for each position. For instances of multiple candidates for the same position, the order of voting for each candidate is alphabetically by last name. For BPC, the affirmative vote of a majority of the total authorized membership, which is nine votes, is required to elect each position. Due to cancellation of the December meeting, the term of office for each position begins immediately following the completed vote for that office. Member Goldstein requested staff to report back with the multi-year net square footage increase over the past five to ten years. He also noted that the Minutes summarize what was discussed, but do not provide details. PUBLIC PRESENTTIONS Martin Delson, Interested Citizen, commented on the gaps analysis report from the March, 205 meeting, highlighting the following: ) a bike lane is not a trail; 2) the report gives incorrect information about where trails are located; and 3) adding cross county bike corridors to the work plan. Samantha Garcia, Interested Citizen, commented on the following: ) her sister was struck and fatally injured by Light Rail as she was riding her bike to school in January, 204; 2) Light Rail speeds in school zones; 3) the technology exists to make a difference and prevent similar tragedies from occurring; and 4) two more lives have been lost at or near that crossing in the past 20 months. 4. Update on Envision Silicon Valley Lauren Ledbetter, Senior Transportation Planner and Staff Liaison, provided a report highlighting: ) the list of projects, long range transportation plan, and the potential ballot measure are combined but will split; 2) the VT Board of Directors will consider which projects will be included in the ballot measure in pril 206; and 3) bicycle and pedestrian related projects may be grouped together as a program on the ballot measure. Santa Clara County Staff Report runa Bodunna, County of Santa Clara ssociate Transportation Planner, introduced Masoud kbarzadeh, County Traffic Engineer, who answered questions about the Page Mill Road and Interstate 280 intersection, highlighting the following: ) the County has identified this intersection as a candidate for modernization; 2) the steps taken to expedite the modernization project; 3) funding has not been secured; and 4) the intersection is owned by Caltrans, who has made some improvements. Member Kerr expressed concern that the Committee is not able to take action with the talent of its members. Chairperson Brinsfield asked that County staff share information on what they learned about the bicycle accident which occurred recently at Page Mill Road and Interstate 280. On order of Chairperson Brinsfield and there being no objection, the Committee received the Santa Clara County Staff Report. REGULR GEND 8. Election Process for 206 Bicycle & Pedestrian dvisory Committee Leadership: Nomination Subcommittee Report Member Simons reported that the following members expressed an interest in serving as Chairperson for 206: ) Chairperson Brinsfield, 2) Vice Chairperson Caidoy; and 3) Member Goldstein. The following Members expressed an interesting in serving as Vice Chairperson for 206: ) Member Wiant; and 2) Member Hertnan. On order of Chairperson Brinsfield and there being no objection, the Committee received the BPC Nomination Subcommittee s report on members expressing interest in serving as either chairperson or vice chairperson for One Bay rea Grant Cycle 2 Criteria Marcella Rensi, Transportation Planning Manager Planning and Grants, provided an overview highlighting: ) Priority Development rea Map; and 2) Criteria Location Map. Members of the Committee and Staff discussed the following: ) the scoring criteria and how it works; 2) altering the proximity of affordable housing and/or senior facilities; 3) how easy it is to lose points on the scoring grid; 4) bike corridors; and 5) next steps. Chairperson Brinsfield will look into Los ltos making San ntonio Road a bike corridor at the request of Member Kerr. Members of the Committee and Staff discussed the following: ) Caltrans makes changes slowly; 2) El Camino Real is a major thoroughfare through many cities; 3) the combined cost for the cities individually to maintain El Camino Real versus the cost for Caltrans to continue maintaining it; and 4) pervious asphalt. Public Comment Omar Chatty, Interested Citizen, commented on the following: ) lum Rock was a disaster; 2) it is wrong to take El Camino Real away from Caltrans; 3) El Camino Real acts as overflow for Highway 0 and Interstate 280; 4) expressed concern that VT does not have a recommendation; and 5) El Camino Real is grid locked during rush hour. On order of Chairperson Brinsfield and there being no objection, the Committee receive a presentation on findings from SR 82 El Camino Real Relinquishment Explorations Study.. VT Complete Streets Program ctivities Update Mr. Maeda provided a brief overview of the staff report. Members of the Committee commented on the following: ) one of the One Bay rea Grant (OBG) criteria is the Metropolitan Transportation Commission (MTC) Complete Streets checklist; 2) importance of doing justice to bike, pedestrian, and car intersections; 3) how things flow and at each stage of a project look for all modes of transportation; and 4) encouraging the engineers to be aware of bicyclists needs. Member Unangst and Chairperson Brinsfield would like to see the metrics, checklists, etc. used for evaluating projects. On order of Chairperson Brinsfield and there being no objection, the Committee received an update on VT Complete Streets Program activities. Countywide Bicycle Plan Update Scope and Schedule Ms. Ledbetter provided an update highlighting: ) changes since the last bike plan was adopted in 2008; 2) the Health Department s involvement; 3) VT outreach in the community throughout the process; 4) consultants are gathering all the data; 5) the possibility of forming a subcommittee or holding a workshop to focus on what BPC wants to see in the program; 6) using the funds from the anticipated ballot measure to fund the plan; 7) a map of roads which are safe to bike on and which are scary to bike on; 8) strong bike collision analysis; and 9) prioritizing cross barrier issues. Discussion ensued about the following: ) inviting the railroad company to be a stakeholder; 2) creating a joint VT and County bike plan; 3) reaching out to large companies for their support; 4) definition of trail and path; 5) bike routes are not always bike friendly; and 6) planning development improvement projects. On order of Chairperson Brinsfield and there being no objection, the Committee received an informational item on the Countywide Bicycle Plan Update schedule and scope of work. 3. Bicycle Expenditure Program Semi-nnual Report Malahat Owrang, Transportation Planner, reviewed the report. Public Comment Mr. Chatty commented on the following: ) safety and how it was initially overlooked in Envision Silicon Valley; and 2) the importance of separating bicyclists and motorists. Mr. Delson inquired about the funding source for Los Gatos Creek Trail. Member Kerr asked what happened to the money Stanford University gave back to the County. On order of Chairperson Brinsfield and there being no objection, the Committee received the Semi-nnual Update of Bicycle Expenditure Program (BEP) projects. OTHER (continued) 4. Committee Staff Report Ms. Ledbetter provided a report, highlighting the following: ) the November 8, 205 webinar titled Bike Boxes ; 2) a trails forum being held on November 4, 205; 3) Breeze buses; and 4) updating the County bike paths map. Public Comment Mr. Delson commented on the following: ) three bikes on board Breeze buses is unworkable; and 2) the public making comments on the bike map update. Member Hertnan made the following comments: ) expressed concern about the new Breeze buses and the usability of the bike racks; 2) suggested that signage be added Bicycle & Pedestrian dvisory Committee Page 5 of 7 November 0, 205

12 idescribing how to properly use the bike racks;and 3) suggested uploading the updated County bike paths map online. Member Chaffin requested that the link to the current map be sent out. On order of Chairperson Brinsfield and there being no objection, the Committee received the Committee Staff Report. 6. Chairperson's Report Chairperson Brinsfield asked the following questions with regards to the recent bike fatalities: ) how does the County and/or VT communicate with law enforcement about accidents?; 2) how can interim solutions be prioritized?; and 3) what quick reaction processes can be implemented? Chairperson Brinsfield will work with VT and the County about coming up with a plan for communicating with BPC about future accidents. 7. Reports from BPC Subcommittees Chairperson Brinsfield reported that the Board of Supervisors adopted the antiharassment ordinance. He noted that he was disbanding the nti-harassment Subcommittee and the Nomination Subcommittee as well. Ms. Ledbetter is forming a subcommittee to update the County bike paths map. Vice Chairperson Caidoy, Member Goldstein, and Member Hertnan volunteered to be on the subcommittee. 8. Citizens dvisory Committee (CC) and 2000 Measure Citizens Watchdog Committee (CWC) Report There was no CC/CWC Report. 9. BPC Work Plan Ms. Ledbetter distributed the Staff Work Plan to the Committee. Member Stallman inquired if VT can look into bicycle safety issues on Southwest Expressway near Vasona. On order of Chairperson Brinsfield and there being no objection, the Committee reviewed the BPC Work Plan. 20. NNOUNCEMENTS Ex-Officio Member Heyne distributed Vision Zero handbooks and noted the Silicon Valley Bicycle Coalition will hold their holiday party on December 4, 205. Member Schouten reported that his term on Sunnyvale BPC is up in December 205 and he will leave the VT BPC at that time as well. Member Wadler reported that he wanted to get the five foot bike lane back, noting that the City of Campbell will be building a six foot bike lane. 13 Member Hertnan noted he received an accident report in Los Gatos which showed there was one bike fatality. Member Stallman reported that with the recent rain he had no problems riding his bike in Sunnyvale on the pervious asphalt. 2. BCKGROUND: The interchange of Page Mill Road and Interstate 280 has long been identified as a challenging area for bicyclists and motorists. In 203, the Santa Clara County Roads and irports Department began a study to identify improvements to improve traffic flow and support active transportation modes for the Page Mill Road segment of the Oregon-Page Mill Expressway, including the Page Mill/I-280 interchange. The County worked closely with VT, the City of Palo lto, the Town of Los ltos Hills, and Caltrans during the study, and conducted several outreach meetings, including bringing concept plans to the VT/County Bicycle and Pedestrian dvisory Committee for review. The completed study, Page Mill Road Expressway Corridor Study, was released in June 205. mong other recommendations, it includes various alternatives for reconfiguring Page Mill Road through the interchange to reduce freeway ramp backups, and enhance bicycle and pedestrian travel through the interchange area. In recognition that it may take several years to fund, design, and construct the interchange improvements, the study also includes a concept plan for interim bicycle improvements through the interchange area. 333 North First Street San Jose, C dministration Customer Service

15 9 The agencies involved in the study and the members of the public have expressed a desire to expedite bicycle improvements at the Page Mill/I-280 interchange. There is strong support for funding and building interim bicycle improvements, such as those identified in the study. The support intensified this fall, after a person bicycling on Page Mill Road through the interchange area was struck by a motorist and killed. DISCUSSION: Project Need Page Mill Road is a well-used bicycle route, with upwards of 00 bicyclists per hour traveling through the I-280 interchange during weekend peak. pproximately 30 bicyclists per hour travel through the I-280 interchange during the weekday commute peak hour. In addition to the recent bicyclist fatality, six other bicycle collisions have occurred within the interchange between 2004 and 203. VT s prior planning efforts support improvements to the Page Mill/I-280 interchange: Page Mill Road is identified as a Cross-County Bikeway in VT s Santa Clara Countywide Bicycle Plan (2008) and the Page Mill/I-280 interchange is called out as a freeway interchange in need of improved bicycle accommodations. Improvements to the interchange are listed as a Tier project in VT s 203 Bicycle Expenditure Program. Project Description and Cost The project is located within Caltrans right-of-way, along a County Expressway, and within the town boundary of Los ltos Hills. The Page Mill Road Expressway Corridor Study includes concept plans for interim signing and striping improvements at Page Mill/I-280 interchange that would improve channelization of motor vehicles restripe the roadway to provide higher-visibility bike lanes, and provide signing and striping to alert motorists to bicyclists traveling within the roadway. ttachment shows the concept plan in the Page Mill Road Expressway Corridor Study. multi-jurisdictional project team would use these concept plans as a starting point to develop final designs. The interim signing and striping improvements are expected to cost $480,000. VT staff is proposing to provide $250,000 in 996 Measure B Funding to fund the interim project. The outreach plan targets three primary groups: General public Member gency staff and other stakeholders VT committees ttachment of this memo is an overview of the proposed outreach activities. The timeline for the project s public outreach activities is from January 206 until adoption of the plan in summer 207. Outreach to General Public One of the desired outcomes of outreach activities for this project is to reach out to members of the public who would not normally be involved in a countywide bike plan effort, and those who are not frequent bicyclists. The general public will be engaged through community workshops, an unstaffed display exhibit in selected public spaces, information booths at community events, social media and web-based mapping survey, and a mobile phone text-based survey. The community workshops will be held in north, south, and central county, and will include interactive exercises to gather community input on the most important issues and highest priority areas in the county for bicycle improvements. Community events will be a good opportunity to publicize the planning effort and to gather input on the plan. During the public outreach process, the project consultant will host an information booth at five community events. The outreach plan includes a list of proposed locations for community workshops, community events, and placement of the advertising display exhibit. Locations for each of these outreach activities will be finalized further in the planning process. Outreach to Member gency Staff and Other Stakeholders Stakeholders and Member gency staff will be engaged through phone interviews, working group meetings that are specifically organized for this project, charrettes, and bicycle ride audits. VT s member agencies and other organizations who influence policy and implementation, such as Caltrans, and advocacy groups, such as Silicon Valley Bicycle Coalition will be involved in this part of outreach. Member gency interviews will be used to gather information about local jurisdictions key accomplishments, priority projects, near-term and long-term goals, funding strategies, and any plans, policies and programs that help VT to have a better understanding of needs and priorities Page 2 of 3

In addition to the Member gency interviews, the project consultant will interview staff at other organizations that need to be coordinated with or are involved in implementation of specific types of bicycle infrastructure projects, such as Santa Clara Valley Water District and Caltrans. The bicycle ride audits will happen after prioritizing the recommended projects and will be along corridors that are identified as high-priority, cross-county bicycle corridors. Outreach to VT Committees The project will be brought to VT committees in different phases of the planning process, including but not limited to reviewing the proposed projects and priority bicycle corridors, implementation strategy, and conceptual design for high-priority corridors. Subcommittees of the VT BPC may be formed to provide input into specific components of the plan, such as identified and modified Cross-County Bicycle Corridors and cross Barrier Connections and identifying education, encouragement, and enforcement programs that can be supported at a county scale. RESONS FOR RECOMMENDTION On November 6, 202, the County of Santa Clara Board of Supervisors adopted a Complete Streets Policy that included the following implementation element: Transportation projects shall be reviewed by the County BPC early in the planning and design stage to provide the BPC an opportunity to provide comments and recommendations regarding Complete Streets features to be incorporated into the project. Transportation projects include road pavement surfacing projects. Each year, the County Roads & irports Department provides the BPC with the list of unincorporated roads scheduled for pavement maintenance in the upcoming construction season. ttached is the list of roads scheduled for repair and resurfacing in 206. Information on the list includes the road limits, type of surface preservation (all chip seal for 206), road length and width, and number of lanes. lso attached is a map illustrating the road maintenance schedule for South County the area where over 60% of the County-maintained road mileage is located. This map indicates the schedule pavement maintenance for 206 through 208. The only type of Complete Streets change that can be easily and cost-effectively incorporated into a pavement preservation project is modifying the striping plans. BPC members are asked to let the County know of any roads on this list where a change in striping may be beneficial. We will ask the Traffic Engineering Unit to consider these changes as they develop the striping plans. We will also take comments regarding any other Complete Streets features that the BPC members note are needed for the roads included in this list and the County will look for grant or other opportunities to implement these improvements. RESONS FOR RECOMMENDTION This project is being brought before the Bicycle and Pedestrian dvisory Committee for information. Currently, the intersection of Page Mill Road and Coyote Hill Road, located in a County pocket just outside of Palo lto city limits, is a non-signalized T intersection. Only one stop sign exists to control northbound traffic approaching the intersection on Coyote Hill Road. Due to the construction of the Stanford Trail, the installation of new parking stalls along Coyote Hill Road, and future developments in the area, vehicular volumes are on the rise. Because of this, a new traffic signal is warranted to improve the overall safety of the intersection. The work will consist of removing traffic islands; minor roadway excavation; installing new curb and gutter; installing County-furnished traffic signal standards, in-pavement vehicle and bicycle loop detectors, vehicular and pedestrian signal equipment, traffic related cabinets, underground conduit, wiring, and other electrical equipment; removal and replacement of traffic stripes, pavement markings, and pavement markers; and other details of work not mentioned above that are required by the project plans and special provisions. This project will provide a crosswalk crossing Coyote Hill Road equipped with pedestrian pushbuttons and countdown pedestrian signal heads. lso, bicycle slots and bicycle detector loops will be installed at all three approaches of the intersection. Bicyclists turning left from Page Mill Road or Coyote Hill Road will have the benefit of a traffic signal. Construction is scheduled to begin in March 206 and be completed in June 206.
