The Project will include the installation of inductive loop sensors or bike push buttons to detect bicycles with metal rims with the option of a push button device at 14 signalized intersections in the City of Rancho Cordova. 1. However, it should be noted that phasing the project over multiple contracts would increase the overall cost of the work due to multiple mobilizations of the contractors. City Staff does not foresee any risks that would change the scope, schedule and cost of the Project. The Project is completely within City right-of-way, and we have fully evaluated all locations for feasibility. A project Study Report is not required for this effort. Rancho Cordova City council approved this project along with the completion of the Bicycle Master Plan in March of Preliminary design was completed at that time. The City of Rancho Cordova held several bicycle workshops to give community members the opportunity for input on all projects in the City s Bicycle and Pedestrian Master Plan process. Through additional outreach through groups such as the Bicycle advocates of Rancho Cordova (BARC), the public will be allowed to comment on this and future Bicycle and Pedestrian Master Projects. The Project will provide connections for our existing community that serve low income and minority populations. Existing populations will be better connected to our newly developing areas and business parks. While we are open to working with the Community Conservation Corps, it is probable that elements of this project will require technical expertise that is not available at the CCC. 6 S. Bicycle and Pedestrian Program Specific Questions Project Screening for Capital Projects Please respond yes/no (if no, please explain): 1. Is this project ready for inclusion into the Metropolitan Transportation Improvement Program, with project scope and cost? Yes Capital Project Performance Outcomes Please describe how the project supports one or more of the performance outcomes for the programming round. 1. Eliminates Barriers/Closes gaps: The installation of the loop sensors and push buttons eliminates barriers to travel for bicyclists. Often cyclists wait at signals until a car triggers a signal change or end up breaking the law because the signal is non-responsive. With these bad experiences some travelers simply choosing not to take the bike trip and end up in a car. This project will also provide appropriate green time for cyclists to clear the intersection; a period that is longer than a car clearance interval. Even if a cyclist gets a green light they often do not clear the intersection before a conflicting green light is initiated. On a broader scale there are several major arterial corridors in the city that are an impediment for cyclists that cannot trigger signals. New signal triggering technology on these corridors will eliminate linear barriers to travel that traverse the entire city allowing better connection between existing communities and new communities and providing better access to light rail by the business community. 2. Connects to/within activity centers: The Project will help to improve connections to and within activity centers including private and public school, neighborhood and regional parks, transit stations and commercial centers. The devices will make it possible for youth and adults to more easily reach their destination to important activity centers. 3. Increases the number of bicycle and walking trips (reduces Vehicle Miles Traveled): The installation of the detection devices will allow bicyclists to gain ease of travel along the streets, which will chip away at attitudes that make cyclists feel unsafe making work trips or other social and community building trips on bike. 7 4. Improves safety and security for bicyclists and pedestrians: Risky cycling behavior will be greatly reduced if traffic signals recognize their presence. Appropriate signal clearance intervals will also increase safety for cyclists. A broader safety benefit is also attained as the number of auto trips is reduced; even if only by a few percentage points. Selection Considerations 1. Goals Capital Project Goals Goal 1: Provide connections within the central business districts. The City of Rancho Cordova business district has the second high concentration of jobs in the Sacramento region. The detection devices will be installed at intersections that will connect the business district to places of residence within City limits. The Project will improve access and ease of travel, which will increase the number of bicycle commuters traveling to and from the business district. Goal 2: Provide connections to regional and local public transit systems, at stops, stations and terminals. The city is adding signal detection along Folsom Boulevard as part of current improvement efforts. With light rail along the Folsom Corridor, the off corridor detection devices provided by this grant will complete the trip for cycling trips for all city residents. In addition, commuters will be able to more easily access Rancho Cordovan stops in our business district and other RT bus stops throughout the community. Goal 3: Provide connections within, through or to regional and local activity centers. The City will install detection devices at intersections along roads that connect activity centers including private and public school, neighborhood and regional parks and commercial centers for shopping. Commuters will be able to travel safely to activity centers for leisure or necessity. Goal 4: Fill in gaps on existing, planned or proposed bicycle or pedestrian routes, including intercommunity routes. This project will complete and simplify bicycle route choices by opening options for cyclists. We recognize that the light rail system and some businesses draw commuters and riders from areas outside the city limits. Route choices (and even mode choice) by these commuters will also be greatly enhanced. Goal 5: Improve the safety and security of walking and bicycling. Once the City has completed the Project, bicyclists will be able to utilize the loop sensors and push button devices to cross intersections instead of waiting for the flow of vehicle traffic or, even worse, crossing at non-designated periods against oncoming traffic. The improvement will also help to make vehicle commuters more aware of both bicyclists and pedestrians by requiring vehicles to yield to both. Bicycle & Pedestrian Funding Guidelines 2012 P a g e 6

8 Non-capital Project and Programs Goals Goal 1: Encourage biking and walking through public information, education and awareness. This is a capital project; however, the City of Rancho Cordova is also involved in several bicycle awareness programs and is reaching out through the Bicycling Advocates for Rancho Cordova, school districts and neighborhood associations to raise the profile of cycling activity in the City. These programs are described in our recently adopted Bicycle Master Plan, March Project Benefit Estimate b. Qualitative Benefits Methodology This bike system improvement project is one of several projects that will complete the citywide bike system providing more direct connections for bicycling trips and improving safety. This project incrementally reduces accidents, increases ridership, improves health, reduces air quality impacts, decreases auto ADT and congestion, and reduces wear and tear on our pavements. These benefits are difficult to measure for this specific project. We will, however, be able to measure overall gains for all our bike projects as we re-evaluate bicycle mode share in the city through periodic cycling surveys. As mode share increases we will be able to make determinations on all these factors for a city-wide perspective. 3. Commitment to Project The City of Rancho Cordova is committed to the implementation of this project in that it has the approval of the governing body as seen in the attached resolution. The City has an approved plan for implementation of the Project. There are no additional approvals by other jurisdictions or other agencies needed to initiate the construction contract. Environmental clearance is also not required for signal modifications on city owned equipment within city owned right-of-way. T.
