4 Summary Report Lower Lynn Improvements Public Information Sessions and Comment Period 1. Background The Ministry of Transportation and Infrastructure, the Government of Canada, and the District of North Vancouver are partnering in the design and construction of a new interchange at Highway 1 and Mountain Highway called the. The project, an investment of $36 million, is the first of four phases for the overall Lower Lynn Improvements which total $198 million. The new will increase safety along Highway 1 between Mountain Highway and the Ironworkers Memorial Second Narrows Bridge and help reduce congestion and travel times on this busy stretch of roadway. It will also provide an alternative to the east-west and north-south routes on the North Shore, adding additional capacity for travelers in these communities. Site preparation activities have been ongoing and on March 31, 2017, construction got underway. The is part of the Province s commitment to Improving Highway Capacity and Reliability in B.C. on the Move: A 10-Year Transportation Plan. 2. Engagement to-date The Ministry of Transportation and Infrastructure held an Open House and Comment Period for the Mountain Highway Interchange Project from January 19 to February 5, 2016 to provide information and collect feedback from First Nations, stakeholders and the public. Engagement materials included display boards and a comment form. Both were posted online on January 19, The display boards included information regarding the design and the other phases of the Lower Lynn Improvements. Participants were asked to provide comments regarding the project design and other considerations the project team should be aware of as they moved forward with planning and design for the Project, specifically: Minimizing impacts to park land and private property Protecting and enhancing Keith Creek Salop Trail expansion and connections Improving cycling and pedestrian facilities Improving safety for all modes of transportation Accommodating residential access along Keith Road Planning for future improvements to Highway 1 Construction impacts to neighbouring communities Continuation of transit services Participants were also asked to provide any additional comments regarding the Project. A total of 390 people attended the open house, and 126 completed comment forms were received. A Summary Report of the January 19 February 5, 2016 engagement can be found at: gov.bc.ca/lowerlynninterchanges. Feedback from the public, road users, First Nations and stakeholders throughout the project development and engagement was considered, along with technical and financial information, as the project team refined the project design and developed mitigation measures. 1

Public Information Sessions and Comment Period: February 21 March 11, PURPOSE AND OPPORTUNITIES TO COMMENT In follow up to the Open House and Comment Period in 2016, the Ministry of Transportation and Infrastructure held Public Information Sessions and a Comment Period between February 21 and March 11, Two public information sessions were held (February 21 and 25, 2017) to present the revised design for the. Display boards included updated information regarding pedestrian and cycling improvements, municipal road connections, environmental mitigation strategies, noise mitigation, and an overview of the entire Lower Lynn improvements with particular focus on Phase 4, as announced on January 27, An interactive 3D model showing the revised design was also on display at both public information sessions. Printed copies of the display board materials were provided to attendees who were encouraged to review the revised design and seek further understanding from the Project team. Feedback forms were made available both in person and online at gov.bc.ca/lowerlynninterchanges. A digital version of the display boards were also made available online. A copy of the display boards and feedback form can be found in Appendix 1. HOW INPUT WILL BE USED Feedback received will be considered alongside technical and financial information, as the project team advances construction of the. There will also be future opportunities to provide input on the other phases of the Lower Lynn Improvements. 3.2 PARTICIPATION There were a total of 642 participant interactions during the Project Information Sessions and Comment Period: 532 people attended two public information sessions 110 completed feedback forms were received (51 hard copy, 59 online) 2

6 Summary Report 3.3 NOTIFICATION The public was notified about the Public Information Sessions and Comment Period through the following methods: Postcards: 13,000 postcards were distributed to residents and businesses within a one kilometre radius of the new. Lower Lynn Improvements Public Information Sessions and Comment Period Newspaper Advertising: Advertisements were placed in the North Shore News on February 8, 15 and 22, Invitation s to Stakeholders: 76 stakeholders were notified through . Website: Notification of the Public Information Sessions and Comment Period was posted on the project website (gov.bc.ca/lowerlynninterchanges). All materials, including the display boards and feedback form, were made available online. A copy of the notification materials can be found in Appendix 2. 3

12 Highway 1 Lower Lynn Improvements Welcome to the Public Information Session Purpose of this Information Session Present an updated project design for the Mountain Highway Interchange, incorporating input received through public consultation in 2016 Provide information about future phases of the Lower Lynn Improvements Seek feedback regarding the project and how you would like to stay informed as the moves into construction and new E. Keith Road/Brooksbank Avenue/Mountain Highway intersection (illustrated at completion in 2018). The Province of B.C. is investing $76.7 million, the Government of Canada is investing $66.6 million and the District of North Vancouver is investing $54.7 million for a total of $198 million to improve access to and from Highway 1 in the Lower Lynn area of North Vancouver. 13 Highway 1 Lower Lynn Improvements Improvements are needed to improve safety and reduce congestion The three Lower Lynn Interchanges have a higher collision rate and incident severity than the provincial average Traffic counts at the north end of the Ironworkers Memorial Bridge show the average weekday traffic volume is 120,000 vehicles/day (total of both directions) Lower Lynn Interchanges serve approximately 60% of all vehicles entering and exiting the North Shore from the Ironworkers Memorial Bridge Inefficiencies at key points are hampering the flow of traffic on Highway 1 and the surrounding municipal roadway network HIGHWAY 1 BROOKSBANK AVENUE 5% of vehicles use the Mountain Hwy Interchange E. 14 Highway 1 Lower Lynn Improvements Additional Capacity and Highway Access During consultation last year, we heard a request for more capacity over Lynn Creek, more capacity on Highway 1, and direct Highway 1 access for southbound Mountain Highway traffic via a left-turn onto the eastbound on-ramp To address these issues, we recently announced a new phase of improvements, Phase 4 - Lynn Creek Connectivity Improvements. Phase 4 includes: Two additional Highway 1 lanes from Mount Seymour Parkway to Mountain Highway, including a new two-lane bridge over Lynn Creek, north of the existing Lynn Creek Bridge An eastbound on-ramp from Mountain Highway to the east of the existing Lynn Creek Bridge, including a new two lane bridge over Lynn Creek, south of the Lynn Creek Bridge Southbound Mountain Highway direct access to Highway 1 via a left-turn onto Highway 1 eastbound (to be constructed in Phase 4 by 2020) B.C. on the Move: A 10-Year Transportation Plan gov.bc.ca/lowerlynninterchanges
