2 OVERVIEW Early in ur dialgue with neighburs, the prject team fund that a number f cmmunity members had questins abut the impact that the prpsed develpment may have n the surrunding transprtatin netwrk. As part f a cmprehensive planning and design prcess, RNDSQR sught the prfessinal assistance f Bunt & Assciates Transprtatin Planners and Engineers t cmplete a Transprtatin Impact Assessment. This Assessment examines the current transprtatin system s perfrmance and applies apprved City f Calgary metrics t predict the relative impact f Curyard 33 n the lcal transprtatin netwrk and determine if netwrk imprvements are warranted. The results f the Transprtatin Impact Assessment prvide an invaluable resurce fr all stakehlders, including the prject team, the City f Calgary and lcal area stakehlders. 3 KEY FINDINGS ACTIVE MODES The Transprtatin Impact Assessment fund that the Curtyard prpsal des nt have a significant impact n the surrunding transprtatin netwrk. The existing area netwrk is generally perating belw the designed capacity. TRAFFIC Imprvements: The signalized intersectin f 22 Street & 33 Avenue SW is being altered t accmmdate an apprved develpment (ML33). The existing westbund right and nrthbund thrugh restrictins will be remved with the shift f the traffic barrier frm 33 Avenue t nrth f the lane. The eastbund left turn restrictin will remain in place. The existing cnditin and traffic barrier relcatin are illustrated n the fllwing page. Intersectin Capacity Analysis: Weekday peak hur intersectin capacity analysis was cmpleted fr the Future hrizn (Existing traffic + Backgrund develpment + Curtyard 33 site traffic) t cnfirm if any additinal changes are required t the rad netwrk t accmmdate Curtyard Street & 33 Avenue SW: Traffic analysis fund that the re-cnfigured intersectin wuld cntinue t perate acceptably with the additin f Curtyard 33 develpment traffic. Therefre, n additinal changes are required. 21 Street & 33 Avenue SW: Signal needs analysis cnfirmed a traffic signal is nt warranted with r withut develpment. Daily Traffic Vlumes: Daily traffic vlume analysis cnfirmed that all radways wuld cntinue t carry traffic vlumes that are within their respective guidelines after the additin f expected develpment in the area. Existing and future daily traffic vlumes are illustrated n the fllwing page. Pedestrians: The site is lcated within walking distance f an elementary schl, cmmercial uses (Marda Lp), and recreatinal facilities (Suth Calgary/River Park). Cntrlled crssings f 33 Avenue SW are prvided at 22 Street SW (signal) and 21 Street SW (verhead flashing beacn crsswalk). Cycling: The site is lcated near tw majr bike rutes: 20 Street SW (21 Ave Glenmre Trail) and 26 Avenue SW (Sarcee Trail Munt Ryal). These rutes prvide viable nn-aut travel ptins fr residents. Transit: Rute 7 and 18 prvide cnnectivity t/frm Dwntwn. Rute 20 prvides cnnectivity t the University f Calgary and RckyView General Hspital. A planned Suthwest BRT stp at Crwchild Trail & 33 Avenue SW will further imprve transit cnnectivity. PARKING Bylaw Requirements: The Bylaw vehicle parking requirement is 60 stalls (53 Residential + 7 Visitr + 0 cmmercial), which will be met by the prpsed n-site supply f 86 stalls (70 Residential + 7 Visitr + 9 Cmmercial). The Bylaw bicycle parking requirement f 43 stalls (35 Class Class 2) will als be met n-site. On-Street Restrictins: Due t the current lack f significant retail uses alng 33 Avenue SW west f 21 Street SW, nstreet stalls adjacent t the site are unrestricted. 9 1. EXECUTIVE SUMMARY RNDSQR is seeking a cncurrent land use redesignatin (t Mixed Use Active Frntage MU-2) and develpment permit fr a site lcated at Avenue SW (Curtyard 33). The prpsed develpment will supprt multi-family residential with cmmercial grund flr land uses. The City f Calgary requested a Transprtatin Impact Assessment (TIA) that addresses the impacts f the prpsed develpment n vehicular and active mdes. Bunt & Assciates Engineering Ltd. was retained t undertake the study. Key findings and recmmendatins are summarized belw. 1.1 Prpsed Develpments In additin t the site, a number f ther develpments are expected in the area. Expected land use densities are summarized in Table 1.1. Active Mdes Assess pedestrian and bicycle cnnectins within 1 and 3 kilmetres f the site respectively; Assess transit adequacy and transit infrastructure fr existing and future cnditins; Cnfirm expected active mdes trip generatin based n anticipated mde splits. Parking Study Determine bylaw parking requirements and cnfirm if requirements are met; Prvide an illustratin utlining n-street parking restrictins in the area. Study scpe crrespndence is included in Appendix A. 2.2 Site Cntext The site is lcated in the cmmunity f Suth Calgary and is currently zned as M-C1 (Multi-Residential - Cntextual Lw Prfile). The zning being sught is MU-2 (Mixed Use Active Frntage). The site is bunded by a lane t the nrth, residences t the east, 33 Avenue SW t the suth, and 22 Street SW t the west. Vehicular access will be prvided frm the lane between 32 Avenue and 33 Avenue SW. The study area and adjacent external rad netwrk is illustrated in Exhibit 2.1. TRAFFIC CONDITIONS 3.1 Existing Rad Netwrk The fllwing radways are lcated in the vicinity f the site: 33 Avenue SW is a tw-lane undivided radway classified as Neighburhd Bulevard frming ne f Calgary s Main Streets. It runs in the east-west directin frm Richmnd Rad SW t east f 14 Street SW (where it becmes Cuncil Way SW). On-street parking is permitted n bth sides f the radway east f 22 Street SW. Far-side bus stps fr rutes 7 and 107 are lcated east f 19 Street SW. 32 Avenue SW is a tw-lane undivided radway classified as a Residential Street. It runs in the eastwest directin frm Richmnd Rad SW t 14 Street SW. 22 Street SW is a tw-lane undivided radway as a Residential Street (between 26 Avenue and 33 Avenue SW) and Cllectr Street (suth f 33 Avenue SW). It runs in the nrth-suth directin frm 26 Avenue SW t 50 Avenue SW. On-street parking is permitted n bth sides f the radway adjacent t the site. The existing traffic barrier preventing nrthbund travel n the nrth leg f 33 Avenue will be shifted t nrth f the lane as part f the cnditins f apprval fr the ML33 develpment. 21 Street SW is a tw-lane undivided radway classified as a Residential Street (between 26 Avenue and 33 Avenue SW) and a Cllectr Street (suth f 33 Avenue SW). It runs in the nrth-suth directin frm 23 Avenue SW t 35 Avenue SW. On-street parking is permitted n bth sides f the radway Lane Cnfiguratins & Traffic Cntrl The fllwing lane cnfiguratins and traffic cntrl are in place at study area intersectins: 22 Street & 33 Avenue SW The intersectin is signalized with crsswalks prvided n all legs. The intersectin is being altered t accmmdate the ML33 develpment. The existing westbund right and nrthbund thrugh restrictins will be remved with the shift f the traffic barrier frm 33 Avenue t nrth f the lane. The existing eastbund left turn restrictin will remain in place. 21 Street & 33 Avenue SW The intersectin is stp cntrlled in the nrth-suth directin. A pedestrian crridr is lcated n the east leg. Existing lane cnfiguratins and cntrls at study area intersectins are illustrated in Exhibit 3.1. Future cnfiguratins are illustrated in Exhibit 3.2. The existing signal timing plan is included in Appendix B Existing Traffic Vlumes Six-hur turning mvement cunts were cnducted n July 18, 2017 (Tuesday) and btained frm the City t determine existing vehicle, pedestrian, and cyclist mvements at study area intersectins. Existing traffic vlumes are illustrated in Exhibit 3.3. Traffic cunt data is prvided in Appendix B. 7

24 3.4 Intersectin Capacity Analysis Intersectin capacity analysis was undertaken fr the study area intersectins using Synchr 9, a traffic analysis sftware package based n the methds utlined in the Highway Capacity Manual (HCM) This mdel uses standard prcedures t determine the Vlume t Capacity (v/c) and the crrespnding delay-based traffic Level f Service (LOS) fr mvements at each intersectin in the study netwrk. Fr unsignalized intersectins, the LOS methdlgy cnsiders intersectin gemetry, traffic vlumes, speed limit, and type f intersectin cntrl. Fr signalized intersectins, the LOS methdlgy cnsiders intersectin gemetry, traffic vlumes, speed limit, and signal timing plan. Delays range frm LOS A cnditins with minimal delay t LOS F which represents significant cntrl delay. The LOS criteria fr unsignalized and signalized intersectins are summarized in Table 3.8. 27 3.5 Daily Link Vlumes The vlume f daily traffic n a radway is ne f the factrs that aids in determining rad classificatins and apprpriate lane requirements. T cnfirm radway capacities, the existing daily traffic vlumes were calculated in vehicles per day (vpd) and cmpared t standard City f Calgary envirnmental guidelines. The envirnmental guidelines represent the limit f cmfrtable peratin f the radway under mst cnditins, while the actual physical capacity f the radway can be cnsiderably higher. Where 24-hur cunt data was nt available, a factr f 2.4 was applied t existing weekday 6-hur traffic vlumes. Daily backgrund and site traffic were calculated by applying a factr f 10 t PM peak hur backgrund and site traffic vlumes. The results f the daily link analysis are summarized in Table 3.12 and Figure 3.2. 28 3.6 Sensitivity Analysis The traffic analysis in this reprt was cmpleted using ITE multi-family residential trip generatin rates fr all develpment traffic. These rates were cmpared t bservatins cmpleted at Calgary multi-family sites (Table 3.13). This review cnfirmed that ITE trip generatin rates are apprpriate fr applicatin as actual bserved trip generatin at cmparable sites was lwer; particularly in Glamrgan which is lcated farther frm the Centre City and with fewer transit services. As a result, these rates wuld nt be apprpriate fr traffic analysis in Marda Lp, which is a mixed-use inner city neighburhd with existing transit services, future BRT service, and bike lanes. Nevertheless, a sensitivity analysis is cmpleted using suburban residential rates. Sensitivity vehicular trip generatin (Table 3.2 & Table 3.6), future traffic vlumes (Exhibit 3.4), future intersectin capacity analysis (Table 3.10), signal warrant analysis (Table 3.11), and daily link analysis (Table 3.12) are included in Appendix E. The sensitivity analysis cnfirms that if future Marda Lp develpment were t ccur with suburban traffic assumptins: Curtyard 33 wuld generate 45 AM peak hur trips and 61 PM peak hur trips; The westbund mvement at 22 St & 33 Ave SW wuld perate at capacity during the PM peak hur; A signal wuld cntinue t be nt warranted at 21 St & 33 Ave SW (scre f 71 ut f 100); and All radways links wuld cntinue t carry traffic within their respective radway classificatins. 20

The prject is planned t run frm Dwntwn t Wdbine, with a statin in clse prximity t the site at Crwchild Trail & 33 Avenue SW. The limited number f stps alng the rute and prpsed segments with dedicated lanes will imprve transit services and prvide direct transit cnnectivity t majr destinatins in the City s suthwest. 35 5. PARKING 5.1 Parking Bylaw Requirements A cncurrent land use re-designatin (t C-COR1) and develpment permit is being sught fr Curtyard 33. The prpsed parking supply was cmpared with the City f Calgary Bylaw 1P2007 requirement t determine any differences between the number required by the Bylaw and number f spaces prvided. Mtr Vehicle Parking The Curtyard 33 bylaw mtr vehicle parking requirement is summarized in Table 5.1. Each cmmercial unit is less than 300 m 2 in area and therefre n parking is required as per the fllwing statement in the Marda Lp Area Redevelpment Plan (ARP): grund flr cmmercial uses that are less than 300 m 2 f use area in size shuld have n minimum parking requirement when lcated in buildings that cntain dwelling units, htel r ffice uses abve the grund flr.
