1 University f Mntana 2013 Bike Master Plan - Assciated Students f the University f Mntana Office f Transprtatin (ASUM OT) The University f Mntana, lcated in bicycle friendly Missula, is a cycling campus. A 2012 traffic cunt cnducted by the City f Missula cunted mre than 4500 cyclists cmmuting t campus. In a 2012 survey cnducted by ASUM OT 32% f students reprted bicycling as their primary mde f travel t campus, mre than any ther mde. When the transprtatin fee began, and the ASUM Office f Transprtatin was created, the first bicycle prgrams at UM were put int place. Bike checkut prgrams and a bicycle parking initiative made bikes the early fcus f the new transprtatin ffice. Much has changed in the last 13 years. Bike prgrams have expanded, Missula s bicycle netwrk has grwn and matured, and cycling is recgnized as a regular mde f transprt thrughut the cmmunity. Even s, much that was envisined in 1999 has yet t be accmplished, and gals have changed alng with the wider cmmunity. This master plan will utline the gals fr bicycling at the University f Mntana fr the freseeable future. Gegraphy Students, faculty and staff at the University f Mntana are a large part f the fabric f the larger cmmunity f Missula and beynd. As the largest emplyer in the regin with abut 2,500 faculty and staff, as well as the center f activity fr ver 15,000 students, the ftprint f UM n Missula is cnsiderable. Cmmute trips begin all ver Missula and nearby cmmunities. With Missula s relatively flat gegraphy, quiet streets and grwing bicycle infrastructure, many f these trips t UM are made by bicycle. The number f students, faculty and staff arriving n campus by bicycle is impressive. This number culd be much higher, and the rutes f bicycle cmmuters much safer. This master plan will utline hw Missula can maximize its bicycle cmmuting ptential n rutes serving UM. Biking Tday UM Campus has ver 50 bicycle parking lcatins, tw air pump facilities, and ne secure bike parking facility. The campus is cnnected t the city bike netwrk via the Kim Williams Trail, the riverfrnt trail system, the Van Buren Bike/Ped Bridge, the Madisn Street Underbridge, the Maruice Ave cycletrack, and bike lanes n Arthur, Madisn, and 5 th and 6 th Streets. Sidewalks n campus have been enhanced t better accmmdate bicycles in the Memrial Rw area and between the LA Building and Jeannette Rankin Hall. Prblems persist n the Maurice crridr, the University Ave brick walk, and the lack f integratin and wayfinding with the City f Missula bike netwrk. UM als lacks adequate cvered bicycle parking, especially fr drm residents, as well as access t persnal bicycle maintenance equipment. City-wide the bicycle netwrk is still incmplete, reducing the number f ptential bicycle cmmuters t campus, and increasing the risk t students, faculty and staff wh chse t bike.

3 Residence Halls Cvered Bike Parking Aber Hall Aber huses ver 400 students and has sme majr issues with its current bike parking. The entry area expsed t the elements, but the real prblem is under the trees n the west side. The Installatin f bike shelters and imprved parking rientatin away frm the trees wuld greatly benefit a large number f students. J e Aber Hall West Side Aber Hall West Side Aber Hall Suth Side Jesse Hall Jesse huses ver 400 students (Aber s twin twer) and therefre has a nigh number f bicycles alng the frnt walkway. The racks by Jesse are well rganized, but are expsed t elements. The installatin f bike shelters alng the lng bike racks that are in frnt f Jesse Hall wuld prtect a large number f bikes, and incentivize mre bicycling in the winter mnths. Miller Hall After Aber and Jesse Halls, Miller huses the mst students at ver 350. Mst f the bike parking fr Miller is in the curtyard area between Miller, Pantzer and Duniway Halls. This larger prject culd be a twin f the Bike Hub pavilin. This wuld greatly reduce the amunt f snw that typically piles up in the middle f the curtyard each winter, making it difficult fr residents t utilize their bikes. Jesse Hall Miller Hall Curtyard

5 Bike Hub and Cvered Parking Infrastructure A bike hub is a statin fr bicycle cmmuters. They include facilities t service bikes, secure bike strage, and in sme cases they even include a shwer and changing rm. Many als include a bike share statin. Bike hubs cme in all shapes, sizes and levels f cmplexity. They can be very simple, like the new Bike Den at the Muntain Line Transfer Center which has basic cvered parking, a bike stand, and a bike-part vending machine. On the ther end f the spectrum there are bike hubs designed fr frm, and functin like the famus DC bike statin. At the University f Mntana we envisin a phased bike hub cnstructin prgram that makes the best use f ur limited funding. Depending n ur ability t secure additinal funding surces ver time, ur bike hub will be similar t Muntain Line s Bike Den at the very least, r perhaps smething mre extensive ver time. 7 City f Missula Greenways ASUM Office f Transprtatin will cntinue t wrk with the City f Missula and UM Facilities Services t imprve the Maurice crridr and the University Avenue cnnectin as part f the city s new Greenway netwrk fr bicycles and pedestrians. The redesigned crridrs wuld have rehabilitated brick fr University Ave, and a design similar t Memrial Rw fr Maurice, as well as imprved cycle track facilities alng the UM sectin f Maurice. Additinal greenways n 4 th St, Central Ave, Rnald Ave and Plymuth St, with cnnectins t Park and Flrence, are essential t the mbility f UM students, faculty and staff. ASUM Transprtatin will wrk with neighbrhd grups and the City f Missula t ensure the greenway netwrk is cmpleted. Maurice Avenue Greenway A redesigned crridr with treatments similar t the Memrial Rw redesign, imprved cycletrack facilities alng the UM sectin f Maurice, and traffic calming elements frm UM campus t Suth Ave. Example Rutes fr Missula Greenways Tw way cycle track with parking Prject Elements: Imprved Cycle Track The Maurice crridr already enjys a tw-way cycle track cnnecting the riverfrnt trail t UM. The sectin between 5 th and 6 th Streets was cnstructed t NACTO (Natinal Assciatin f City Transprtatin Officials) guidelines and wrks great. At issue is the sectin lcated n campus between 6 th Street and Cnnell. The existing painted track sends cyclists dangerusly int ncming traffic at the 6 th St intersectin, and again at the Eddy and Maurice intersectin. Between Eddy and Cnnell the cycle track ges behind frnt-end angle parking, which is extremely dangerus, and then shares space with a majr

8 bus stp. The purpse f this cycle track is t separate bicycles frm the traffic lanes and sidewalks in a highly cngested street. Unfrtunately the existing cnfiguratin puts cyclists in greater harm, and is extremely cnfusing t bth cyclists and drivers. Realignment is needed t imprve the safety f the cycle track sectin f the Greenway. Cycle track with transit stp The redesigned cycle track wuld be aligned between the sidewalk and parking alng Maurice, and be integrated with an enhanced bus stp by the Music Building. The bus stp sectin f the cycle track will fllw NACTO standards with the bus stp itself lcated between the cycle track and the travel lanes. On Campus Prmenade The Maurice crridr n campus currently cnsists f narrw sidewalks and a wide lawn in between. The sidewalks are dangerusly narrw and frequently chke up with pedestrians and cyclists. Similar situatins nce existed alng Memrial Rw and by the Liberal Arts Building befre new, wide paths were installed. The same treatment is prpsed fr the Maurice Greenway between Cnnell Ave and the where Maurice transitins frm a street t sidewalk at the suth end. Greenway Street t Student Husing/Recreatin The crridr cntinues as a shared street thrugh the Maurice and Beckwith intersectin t Suth Ave. This sectin f Maurice will feature traffic calming and vlume management features t allw fr safe and easy travel f cyclists and pedestrians, Example entry int Greenway - NACTO but discurage nn-lcal mtr vehicle traffic. With the Suth Campus redevelpment, these enhancements t Maurice will nt nly encurage bicycling and walking t UM frm student husing, but will als reduce thrugh traffic n this residential street. Other enhancements include wayfinding at campus gateways that help cyclists and pedestrians find pints f interest. University Avenue Greenway The ptential fr a city-wide netwrk f greenways means that UM can be cnnected t that netwrk t the west with the University Avenue Greenway. University Ave is already ne f the busiest bicycle and pedestrian entry pints t campus. In 2011 UM and the City Public Wrks imprved the pedestrian crssings at University and Arthur, raising the rad surface and adding textured crsswalks t help slw vehicles n Arthur. University Ave

9 frm Arthur t Higgins is free flwing and prvides a straight sht frm Higgins and the Rse Park Neighbrhd t UM. The main safety issues in this crridr that wuld be addressed in a greenway prject include: Undesirable speeds and autmbile traffic levels, as well as the substandard cnditin f the ld brick pavers n the campus sectin f the crridr. Prject Elements: Higgins Crssing Enhancements Perhaps the mst dangerus part f the University Greenway rute is the intersectin f University Avenue, Higgins Avenue and Plymuth/Tremnt Streets. Plymuth and Tremnt, part f the Slant Streets neighbrhd (Rse Park) meet University Ave at Higgins, create a very awkward and smetimes dangerus intersectin. There are many strategies t imprve the safety and cnnectivity f the greenway thrugh t Plymuth, while imprving safety f the crssing, and reducing mtr vehicle access t University Ave. Street recnfiguratin at Plymuth and Munt created a neighbrhd plaza and gardens wile imprving safety. Cmbined with crssing features, the Plymuht/Tremnt/Higgins/University intersectin culd als be recnfigured t maximize the facility fr bicycles and pedestrians. University/Higgins/Plymuth/Tremnt Munt/Plymuth intersectin redesign Greenway rad crssing - NACTO Brick Walk Rehabilitatin The campus sectin f the University Greenway runs frm Arthur Ave t the Grizzly Statue circle. The walkway is paved with century-ld bricks and has deterirated in recent years. The present cnditin has created a hazard fr all users, and makes bicycling particularly uncmfrtable. Rehabilitatin f the brick walk is needed t imprve safety and cmfrt fr bicycles, pedestrians and disabled users. In additin, enhanced wayfinding is needed n the entry t campus and at the junctin with the Maurice Greenway t help peple n campus cnnect with the rest f the netwrk. University Ave brick walk

10 Awareness and Educatin The City f Missula has endeavred t imprve safety n Missula s transprtatin netwrk. Develping plans endeavr t reduce fatalities t 0 and cut severe injuries by 25% by Educatin and awareness prgrams designed t imprve bicycle and pedestrian safety will help us reach these gals. With ver 50% f all trips t UM n ft r bicycle, ur educatin prgrams have the ability t greatly reduce fatalities r sever injuries invlving UM cmmuters travelling n ft r bicycle. Maintaining the current level f utreach/ambassadr prgrams, and increasing the number f events will help in the City f Missula s gals. Walk N' Rll Week celebratin Outreach Crdinatr This student psitin engages with the campus ppulatin n transprtatin issues and prvides educatin abut the services and transprtatin ptins prvided by ASUM OT. In additin, the Outreach Crdinatr assists with transprtatin events. Bike Ambassadrs These student psitins educate the campus ppulatin abut bicycle safety and the benefits f cycling t the wider cmmunity. The gal f this prgram is t reduce cnflict and injuries between bicyclists, mtrists and pedestrians, and t generate gdwill twards bicycling at UM. Bike Ambassadr bike maintenance Pres. Dennisn Walk N' Rll Week Events ASUM Transprtatin spnsrs a cuple f majr events each year. Walk-n-Rll Week crrespnds t Missula s Bike Walk Bus Week, a cmmunity celebratin f bicycling, transit, walking and carpling. Earth week is anther fcus f events related t sustainable transprtatin. Festival f Cycles is put n annually by FreeCycles Missula and prmtes bicycling while teaching bicycle maintenance and reuse f ld bicycles. UM Orientatins are held prir t fall and spring semesters. There are als mnthly new emplyee rientatins fr staff and faculty. ASUM OT prvides educatin materials and utreach at these events t bring new students, faculty and staff up t speed n sustainable transprtatin in Missula.

11 Stakehlders: Beginning the prcess f imprving bicycling prgrams at UM will require partnerships with all f the stakehlders at the University f Mntana and with the wider cmmunity. A UM bicycle advisry cmmittee will need t meet t mve the prjects thrugh the prcess f funding, design and cnstructin. Even with this success, we have nly scratched the surface f what is pssible fr bicycling in Missula. If what we have already accmplished can prduce the number f cyclists we have tday, imagine what a cmplete, safe bicycle netwrk thrughut the city wuld mean fr bicycling in Missula. At the nexus f culture, gegraphy and infrastructure is the prmise f a bicycle mde share cmparable t Eurpean cities. This is a gal that will d wnders fr Missula s health, envirnment and ecnmy.
