2 O hio s highways are essential to keeping and creating new jobs. With a mission to provide easy movement of people and goods from place to place, the Ohio Department of Transportation (ODOT) is responsible for maintaining one of the largest transportation networks in the nation. Guided by ethical principles and accountability, ODOT works to improve safety, enhance travel and advance economic development. As a nearly $3 billion enterprise, the department wisely invests in its core services of snow and ice removal, annual construction program and highway maintenance operations. This year, ODOT and District 9 will embark on the state s first ever public-private partnership (P3) when construction of the Portsmouth Bypass begins in Scioto County this spring. The Portsmouth Gateway Group is set to build a $429 million, 16-mile highway that will be the state s largest, modern earthwork project to date. The Portsmouth Bypass is a four-lane, limited access highway from U.S. Route 23 north of Lucasville to U.S. Route 52 near Sciotoville. It is designed to complete the missing link of the Appalachian Highway System in Ohio and fuel economic development in the region. While ODOT District 9 s 2015 construction program will include start of construction for the department s single, largest project ever, its traditional contract-bid construction program will include 88 projects to be awarded and/or constructed during through FY2015 and the first quarter of FY2016. With an estimated cost of $125 million, these projects include: 59 Preservation 19 Maintenance 4 Facility 3 Enhancement 2 Safety 1 New Alignment The following summary outlines those projects which are being programmed or considered for construction throughout the year. However, due to production and planning variables, not all projects may be sold as proposed. Any cost estimates or sale dates cited in this document are subject to change.
