3 Executive Summary Interconnection queue position 2008-T1 requested network load service at Airport Substation. The study examines a network request that, for modeling purposes, was connected in simulation to Platte River Power Authority s (PRPA) Airport Substation which resides on the Western Area Power Administration (Western s) Boyd Windsor 115 kv Transmission Line. This request was originally incorporated in the Foothills Joint Queue study, but due to various issues, it was removed from that process and is being considered as a standalone request. A scheduled in service date of 2009 was originally requested, however due to timetables and equipment delivery, service is scheduled to commence in June Consequently, a Western Electricity Coordinating Council (WECC) 2010HS (Heavy Summer) base case was used and projected load from that year utilized in the analysis. A load of 5.8 MW (at 0.95 pf) was arrived at as outlined in the original service request under Network Load Service Agreement 07-RMR The 2010HS WECC base case was modified to include upgraded equipment and facilities reflecting best predicted system topology for summer Additionally, latest 2010 foothills area load predictions from Western, PRPA and Tri-State Generation and Transmission (TSG&T) were modified to most closely model system demands. WECC TOT3 (Path #36) and TOT7 (Path 40) were monitored during contingency analysis. For this study, TOT3 was not stressed to its 1680 MW limit; however, it was adjusted to reflect typical heavy summer operating conditions. Power flow analysis was performed on the WECC 2010HS base case with modified loads and topology updates. Under the system conditions described above, the additional load simulated at Kelim produced no system operating limit violations during System In-Tact (SI) and System Normal Minus One (N-1 or NERC category B) violations. 3

4 I. Introduction Interconnection queue position 2008-T1 requested transmission service at Airport Substation to serve new load and transfer existing load. The new delivery point will be named Kelim and physically located near the northwest corner of Colorado HWY 34 and CR3, immediately adjacent to the Airport Substation. An available position on the PRPA transformer at Airport Substation will be used until construction of new facilities are completed. That configuration and agreement are separate and outside the scope of this study. PSCo plans to sectionalize Western s Airport-Boyd 115 kv line and construct the Kelim Substation. An in service date during 2010 is expected and final energization will depend on construction schedules and materials availability. The study was performed from a 10 year load forecast provided in the original service request and is as follows: Year Summer kva Winter kva II. Methodology A. Monitored Paths For this study the proximity of two constrained paths, WECC Path 36 TOT3 (1680 MW) and Path 40 TOT7 (890 MW), exist and were monitored for overload violations. As has been the basis for stressing and/or determining the TOT3 limit, four generators in the area were set at pre-determined values as practiced in seasonal Operating Transfer Capability (OTC) studies. They are: Generator Net Output (MW) LRS 1100 CPP 66 Pawnee 777 DC Ties (Stegall and Sidney) 300 E-W 4

5 III. Base Case A. For purposes of this study, a WECC 2010 base case was used, as the requested in service date is Modifications to the base case include: Generation adjustment described above. Modified load forecasts from Tri-State, PRPA and WAPA. Conversations with XCEL confirmed load predictions contained within the WECC 2010HS2 were accurate and updates not required. Line and equipment ratings were compared to most current available and updated where applicable. Topologies at Owl Creek, Cheyenne, Foothills area and Eastern Colorado were updated to reflect their status during IV. Criteria A. System Intact Voltages will remain within the required 0.95 to 1.05 per unit range. Transmission lines and transformers may not exceed 100 % of their nominal rating. B. Contingencies Voltages will remain between 0.90 and 1.10 per unit. Transmission lines and transformers may not exceed either 100% of their nominal rating or an established emergency rating. Platte River Power Authority voltage criterion is 0.92 and 1.10 per unit. Additionally, all circuits in and around the Foothills region which share common structures were analyzed as a NERC category C (N-2) contingency. These are noted as a 2*xxxxx in the full contingency list included below. If applicable, tapped lines and associated loads were tripped in simulation to take in to account breaker-to-breaker, breaker-to-interrupter or interrupter-to-interrupter configurations. 5

6 V. Results A. For the Benchmark Case, TOT3 was stressed in simulation to 1400 MW. For system intact, no violations as described in section IV. Additionally, the stricter voltage criteria of 0.92 p.u. from PRPA was monitored and again, no system intact. No overloads were encountered during SI simulations. B. Under N-1 or Category B contingencies, two transformer overloads occurred. Mitigation would involve returning the contingency (LABEL column) to service and/or reduce area generation to alleviate overload. VI. Cost Estimates A. Modifications at Airport Substation required to accommodate Kelim load will be born solely by PSCo. They include a temporary service feed from an existing position on the PRPA transformer, until future sectionalization of the PRPA 115 kv bus structure is complete. At that time, substation alterations will occur on PRPA s equipment. Costs associated would be to verify network service complies with Western s standards as agreed upon mutually with PRPA and PSCo. VII. Conclusion The addition of Kelim load has no impact on the local system for the conditions described above. The modified load forecast numbers greatly reduced the amount of load in the foothills. Additionally, backing off of stressing TOT3 brings flows in the area down considerably. Plans to install switches and a breaker utilizing an extended section of bus will allow this interconnection to physically occur adjacent to the Airport Substation. 6
