2 Roanoke Beacon Wednesday, August 13, 2014 Back To School Welcome Back! Dear Parents and Students: Welcome to the academic year in the Washington County School System! Speaking on behalf of the committed and dedicated faculty and staff members at each of our five schools, as well as our auxiliary offices, I am happy to lead the charge of providing a world-class education in our community! There is much to be excited about as we eagerly anticipate the magical date of August 25. Schools have been cleaned and polished, staff members have recharged their creative and instructional batteries, and most importantly, our students have had the opportunity to build upon their individual successes obtained in and are ready to carry that momentum into the new school year! We are optimistic that this upcoming school year will be a banner year for our students as they continue to rise to the challenges presented with an enhanced curriculum and an increased We re ready to make a banner year emphasis on mastery learning and critical thinking skills. While standardized assessments still exist, instruction and testing will center on deepening each students understanding of content and application. Our students, your children, are being prepared to think critically and become rational decision makers and problem solvers--skills that have proven to be quite valuable as 21 st Century Citizens! I am also very excited about the opportunity that this new instructional year brings to partner with the community, citizens and businesses to forge mutually beneficial and positive relationships as we advance public education in Washington County. Current research indicates that school systems that experience a high level of positive community/ business/family partnerships and relationships experience a higher level of academic achievement and sustainable success than those districts that do not. The aim is to build a stronger more connected community where all stakeholders are working together to benefit our students. Schools will be staffed with employees who are enthusiastic about and work hard for improving student learning. We want our teachers and staff to embrace our school community for years to come, as quality and consistency are nonnegotiable to this very important work. As we begin the year, please know that we are absolutely committed to the welfare of each student enrolled in our schools. We believe in treating each child as if they were our own and wish for your child to receive the best educational experience, just as I do for mine. Grandy Staff Writer Washington County Board of Education approved the Child Nutrition Community Eligibility Provision at the request of Child Nutrition Director Shirley Pelletier during the June 10 board meeting. It is a tool for us to be able to find all students free, breakfast and lunch, based on the economic data of the community rather than an application. So in a nutshell we are gong to do away with paper applications to see who qualifies for free and reduced meals. Everybody will be fed free and we get reimbursed at the free rate, she explained. The CNCEP is being rolled out nationwide and will be effective at the beginning of the next school year; it will actually take effect July 1. She noted students attending NERSBA (Northeast Regional School of Biotechnology and Agriscience) would not be eligible because the five counties data can t be complied. When board members asked how funds for the program would be affected she said they would be ok, noting she had been working on the provision since February and has done her research. They still have to keep it with the standards and guidelines currently in place. There is an option that is being considered in the House, that if schools can prove that implementing the standards has given them a loss and they are not able to get products that meet the new standards they can request a oneyear waiver. Pelletier added she doesn t foresee Washington County getting a waiver because the vendors they are currently using have been able to get them what they need. All counties were given the option to participate but not all will take advantage. The state chose the counties they thought would be eligible. Out of the 13 counties only four chose to participate, Bertie, Hertford, Martin and Washington. It is based on the free and reduced data, supplemental food programs like food stamps, WIC, etc. According to her Tyrrell County, despite what most think, will not be participating because they have a very low percentage of free and reduced lunch. Superintendent Dr. Joe Davis added, it [free breakfast and lunch] takes away any concerns around students. He and Pelletier talked about the research that shows students that eat breakfast perform better in school.

9 Back To School Wednesday, August 13, 2014 Roanoke Beacon Dress for Success - Follow the Dress Code Policy In an effort to increase student attendance, promote more appropriate behavior, and encourage students indivuduality through achievement, Washington County Schools implemented a mandatory uniform dress code. School officials and the community feel that this mandate has been very successfully implemented in the county s schools. As the school year begins, everyone continues to look forward to the success and achievement of our students. The policy has undergone a few minor changes and they will be addressed at the individual schools. The policy will be reviewed annually for effective implementation. The Washington County Board of Education believes that a safe and disciplined learning environment is conducive to learning, promotes school pride, develops student s self-esteem and is a requirement for a high performing school. Therefore the Washington County Board of Education adopts a student uniform dress policy. All Washington County students will follow a standard dress code during student instrucitonal days and any other instructional time, i.e. Saturday Academy. Students are expected to adhere to standards of dress and appearance that are compatible with an effective learning environment. Wearing clothing that is disruptive, provocative, revealing, profane, vulgar, offensive, and obscene or that endangers the health or safety of the student and others is prohibited. Principals shall exercise appropriate discretion in implementing this policy, including making reasonable accommodations on the basis of students religious beliefs or medical conditions. The principal shall exempt a student from the dress policy when the clothing would impose a substantial burden on a medical condition or the exercise of sincerely held religious belief. A parent, guardian or person in loco parentis of a student shall submit to the principal a written statement explaining the medical condition or religious belief and how it is affected by the dress policy. Examples of other circumstances in which the sincerity of the religious belief has been demonstrated may be submitted. If the principal has reason to believe the student does not qualify for the exemption and denies the exemption. The parent may appeal the matter to the Superintendent for further inquiry. (Due process procedures will be followed). Each school shall communicate the following information to parents and students: (1) Type and color of uniform (2) Compliance measures to be employed (3) Notice of uniform sales and lists of competitive prices from vendors of uniform articles Communications will include one or more of the following: newsletters, parent forums, telephone notification systems, PTA meetings, Parent Advisory Council meetings, TV and radio announcements, Dress Code Fashion Show, newspaper announcements, flyers and posters displayed at school and in the community. Disciplinary action will be taken if a student violates this dress code. Parental contact may be necessary to correct the violation. A second violation will result in the student receiving an ABC (Absent Before Parent Conference).
