1 No.14011/01/2016-P&C GOVERNMENT OF INDIA MINISTRY OF INFORMATION AND BROADCASTING SONG AND DRAMA DIVISION ******************* Applications are invited from willing Private Cultural Troupes and Casual Artistes (also known as Individual Artistes/Empanelled Artistes) for registration with Song and Drama Division at Regional Centres, Chennai and Ranchi. Song and Drama Division is one of the media units of Ministry of Information and Broadcasting engaged in inter personal communication through live media utilizing wide range of performing arts for propagating various policies, programmes and the schemes of the Central Government. Themes such as communal harmony, national integration, eradication of social evils, empowerment of women environment and developmental schemes mainly for rural areas, health & family welfare, education etc. are the major issues cove red by the Division through its activities by way of utilizing popular folk and traditional forms in the respective dialects in various parts of the country. Applications are invited for registration in two categories namely Private Cultural Troupes and Casual Artistes/Individual Artistes/Empanelled Artistes for Regional Centres Chennai and Ranchi. The registration will be as per the guidelines approved by Ministry of Information and Broadcasting vide their letter No. M-27015/2/2015-FS dated , which are available on the website The applicants are advised to carefully go through the guidelines. Applications in the prescribed proforma are invited from willing Pvt. Cultural Performing Parties/Troupes of Drama, Composite Programmes, Folk Music and Dance Traditional Recitals, Magic, Mythological Recitals, Puppetries etc. from Bihar and Jharkhand for Regional Centre Ranchi and from Tamil Nadu, Puducherry (Union Territory), Telangana and, Andhra Pradesh States for Regional Centre Chennai for a period of three years. The applicants shall have the knowledge of local dialects and local and traditional live art forms. Applications are also invited for the empanelment of individual artistes of Drama, Dance, Instrumental, Singer and other performing branch. The 3 page prescribed proforma is at Annexure I which is valid for both Private Cultural Troupes and Casual Artistes/Individual Artistes/Empanelled Artistes. The applicants may use additional sheets for providing detail information Existing Registered Private Troupes who are willing for consideration of registration have to submit a fresh application in the prescribed proforma. Those who applied in 2014 need not apply again and in case they want to modify the old applications, the same can be done. The applicants are requested to specifically note: 1. Applications for registration /empanelment under Song and Drama Division are invited from the following Private Cultural Troupes and Casual Artistes/Individual Artistes/Empanelled Artistes from the Indian Citizens. Drama, Dance-Drama, Street Play & Composite Troupe, Folk & Traditional Recitals, Magic, Puppet, Mythological Recitals and related theatrics tech. Contd...P/2-

2 -:2:- 2. Each Troupe/Individual Artistes will be eligible for registration from only one State/UT to present programmes in the language of the State/ concerned. 3. Category/Language and State/UT must be indicated at the top of the envelop. 4. One Troupe (Private Cultural Troupe) and Casual Artistes/Individual Artistes (Empanelled Artistes) can apply for registration with Song and Drama Division for one region. A Private Cultural Troupes/Artiste registered at a given place or city must apply as per the given schedule of Regional Office: Name & Jurisdictions of the Regional Centres Application to be sent Sl. Song & Drama Division, C/o RDC, DAVP, B Wing, Ground Floor, Shastri Bhawan, Haddows Road, Chennai Ph , FAX (Three) copies of recent Passport Size Photographs of the leader/individual artiste, duly attested by the Gazetted Officer/Bank Manager/School Principal/State Government Officer/Officers of any State Govt. of Offices/Undertaking Officers to be enclosed with the Application Form. 6. Three Copies of recent group photographs of the Troupes to be enclosed with the application positively. (1) For the troupes consisting with one to Seven members, the Photograph would be Post Card Size. (2) For the troupes consisting with Eight to 15 members and above, the Photograph would be Cabinet Size. (3) The above photographs should be duly attested by the Gazetted Officer/Bank Manager/School Principal/Post Masters/State Government Officer/Officers of any State Govt. of Offices/ Undertaking Officers and these have to be enclosed with the Application Form. 7. Along with the photographs, a separate sheet showing the details of the Artistes/performers, like (1) Name, (2) Father s/husband s Name, (3) Address with residential proof, (4) Whether belong to SC/ST/OBC, (5) Educational qualification, (6) Religion, (7) Mother Tongue, (8) Nationality, (9) Role in the Troupe/Party. This sheet has to sign by the Troupe leader. 8. Age limit of all the artistes including leader of a particular troupe should not be less than 18(eighteen) years old as on Condt...P/3-

The Cultural Troupes Artistes and Causal Artistes/Individual Artistes/Empanelled Artistes will submit their application along with the Two Character Certificates of each artiste, certified by two different responsible persons at the time of application. The Character certificates should not be older than two years. These certificates may be obtained either from any Gazetted Officer or elected members of local body/panchayet head with the seal or any legislative body superior to local bodies, Bank Officers of PSU Banks, Officer of any Govt. of India/State Govt. undertakings, Govt. Doctors, Post Masters, any Registered Medication Practitioners (RMPs), Members/Officers of Army or any Central/State Government functionaries, School Teachers (from any Recognized School). 10. The leader of the troupe and Casual Artistes/Individual Artistes/Empanelled Artistes preferably should be a literate and should be able to read, write and speak fluently the regional language. The leader of the group should be a good public communicator and he/she should preferably be an artiste and if not, he/she must be having a good understanding of stage and the live arts. He /She must possess good knowledge of Government Programmes and policies and should be aware about the various important issues concerning the country. 11. TA/DA will not be admissible for appearing in the audition/screening test before the Screening Committee in all cases. 12. (A) For Drama Troupe, and Composite Troupe (both), a maximum of 20 (twenty) numbers of artistes/performers would be allowed to be empanelled for each troupe. However, for Composite or Drama Category Troupe (either), the contract would only be for selected Private Registered Troupes (PRTs) of maximum strength of 11(Eleven) members/performers and minimum of 8(Eight) members/performers. Private Registered Troupes who perform in the field must be from the list of approved artistes at the time of Screening/Audition as mentioned above. (B) For Folk & Traditional Recital, Mythological Recitals, Magic, Puppet etc. a maximum of 16(Sixteen) members/performers can be screened, however contract would be given (to the selected troupes) only for a maximum of 7(Seven) members/performers. Private Registered Troupes who perform in the field must be from the list of approved artistes at the time of Screening/Audition as mentioned above. (C) Change in party members is allowed up to the date of Screening/Audition test, thereafter change in party, members is strictly not allowed. Song and Drama Division itself will take photographs of the Artistes on the stage at the time of the Screening in the presence of Panel of Judges, and on that basis the group identity card will be issued by the Division for the selected parties/troupes after declaration of the results (subject to fulfilment of prerequisite formalities as mention in Sl. Nos. 5 & 7). Condt...P/4-

4 -:4:- 13. Non-refundable Registration Fees has to be paid through Demand Draft along with the Application. The details of the Non-refundable Registration fees: (a) Non-refundable Registration fees would be as Rs.2, (Rupees Two thousand only) for the parties/troupes consisting with 10(Ten) members of Artistes/Performers and above. (b) Non-refundable Registration fees would be as Rs.1, (Rupees One thousand only) for the parties/troupes consisting with less than 10(Ten) members of Artistes/Performers. All Individual Artiste (Empanelled Artistes) are also required to deposit Rs. 1, (Rupees One thousand only) (c) Non-refundable Registration fee has to be paid by Demand Draft drawn in favour of Drawing and Disbursing Officer, Song and Drama Division of concerned Regional Centre, as per the details given below: Name & Jurisdictions of the Regional Centres Sl. Regional For the Troupes stationed at No. Centre the following States/UTs The demand Draft for non-refundable registration fees has to be prepared in favour of Drawing & Disbursing officer of concerned Regional Centres, as stated below : 1. Ranchi Bihar and Jharkhand States Drawing & Disbursing Officer, Song and Drama Division, Ranchi. 2. Chennai Tamil Nadu, Andhra Pradesh, Telangana States and Puducherry Union Territory. Drawing & Disbursing Officer, Song and Drama Division, Chennai. Please Note: Troupes who have already applied in 2014 for registration with Song and Drama Division (Chennai and Ranchi Regional Centres) need not submit fresh application and non-refundable registration fees. Priority will be given for change of artistes. 14. Exemption to make payment of Registration fees: (1) Registration fee would not be required in case of troupe headed by SC/ST/Women or having 50% of total representative of above three categories. Individual Artistes who belong to SC/ST/ Women category are also exempted. Troupes seeking such exemption must submit relevant certificates along with application forms positively. Contd...P/5-

5 -:5:- (2) The Registration fee would not be required for the Casual Artistes/Individual Artistes/Empanelled Artistes stationed at Left Wing Extremism Districts identified by Ministry of Home Affairs as per the details given below: Sl. The Private Cultural Troupe and Casual Artistes/Individual Artistes/Empanelled Artistes working under Song and Drama Division are only under contractual assignment. They are not going to be considered as employees of Song and Drama Division, Government of India in any way whatsoever. Government of India is not responsible or compulsorily obliged to provide or allocate programmes to these PRTs once they are registered. Empanelment only means registration for performance as and when required. 16. Members of Private Registered Troupes (PRTs) and Casual Artistes/Individual Artistes/Empanelled Artistes, while performing on the above contractual assignment have to maintain discipline all the time. Their behaviour should be exemplary before the public, while performing under the banner of Song and Drama Division, Govt. of India. Department would reserve the right to debar any such troupe/artist if verifiable complain has been received against any such artist/prt. The Division would not be responsible for any individual s activity of the members of PRT towards the civil society. 17. On completion of the screening/audition, the result of the screened troupes will be recommended by the Screening Committee for registration with Song and Drama Division. After receiving the recommendations of the Screening Committee, the registration would be given to the selected troupes/artistes only. Condt...P/6-

6 -:6:- 18. Only complete application will be accepted. After scrutiny of the applications, the troupe leaders/individual artistes of whom the applications are found correct will be requested to appear for screening/audition test before the Screening Committee Members along with their co-artistes/performers and other documents. 19. Grading of Private Cultural Troupes and Casual Artistes/Individual Artistes/Empanelled Artistes: The Screening Committee Members will analyse the performance of Screened Troupes and Casual Artistes/Individual Artistes/Empanelled Artistes and grade the parties as Grade A, Grade B, & Grade C of the following system : All those Private Cultural Troupes and Casual Artistes/Individual Artistes/Empanelled Artistes scoring 50 and above marks out of 100 would be eligible for empanelment with Song and Drama Division: 1. Private Cultural Troupes/ Casual Artistes/Individual Artistes/Empanelled Artistes getting 85 & above marks out of 100 marks would be qualified for A Grade. 2. Private Cultural Troupes/ Casual Artistes/Individual Artistes/Empanelled Artistes getting 65 & above marks out of 100 marks but below 85 marks would be qualified for B Grade. 3. Private Cultural Troupes/ Casual Artistes/Individual Artistes/Empanelled Artistes getting 50 & above marks out of 100 marks but below 65 marks would be qualified for C Grade. The applicants are advised to go through screening/selection process in para 4 of the guidelines approved by Ministry of Information and Broadcasting. 20. The recommendations of the Screening Committee shall be final and on the basis of that recommendation Director, Song and Drama Division will give approval in favour of the selected Private Cultural Troupes and Casual Artistes/Individual Artistes/Empanelled Artistes for registration with Song & Drama Division. 21. Performance will be assessed on the basis of costumes, make-up use of properties, use of musical instruments and overall performances including efficiency in putting across the required message in an attractive manners etc. 22. The Programmes will be offered only to those registered Private Cultural Troupes/ Casual Artistes/Individual Artistes/Empanelled Artistes who s strictly comply with all the instructions issued by the Division from time to time with regard to presenting programmes according to schedule, submission of bills in time with necessary documents like photograph in proof of presenting the programmes reports including feed back of the executed programmes etc. 23. On completion of the programmes & submission of bills and relevant documents/certificates, payment of executed programmes would be released as per the approved Grade. Condt...P/7-

Payments of the fees of executed programmes would be made in favour of the concerned Private Troupe registered with Song and Drama Division as per the prescribed rates & guidelines of the Ministry of I&B. 25. Song & Drama Division would be responsible to make payments for the executed programmes, which have actually been offered by the Division. 26. Programme will be offered as per the requirement of the Division and based on availability of fund with concerned Regional Centre. The Division will not give any guarantee or any type of assurance to offer any fix number of programmes per month or year. 27. Private Cultural Troupes/ Casual Artistes/Individual Artistes/Empanelled Artistes will be expected to undertake work even at short notice any where including far-flung border areas for days at a stretch. 28. Director, Song and Drama Division reserves the right to accept or reject the application without offering any reasons. 29.
