4 Attention All Cheerleading Coaches In order to compete in any ICCA competition, please review the following information: By-laws of the Illinois High School Association (IHSA) states that a member of the school spirit coaching staff is required to attend a rules interpretation each year. High School Coaches: Rules interpretation presentation must be reviewed between August and November for credit. Log in to the school center on the IHSA website ( to obtain credit for rules interpretation presentation. Obtain your school ID and login from your Athletic Director. You may attend one of the on-site meetings listed on the IHSA website. Junior High School Coaches: May attend an IHSA officials training which includes rule interpretations. (Dates are posted on both and You may also receive credit by reviewing this ICCA Rules Interpretation presentation. At the end of presentation, please click the link to take you to the certificate of completion page. IHSA By-laws: Sets a sport season and contest limitation for competitive cheerleading teams: No school belonging to IHSA shall allow its competitive cheerleading team to participate in interscholastic contest earlier than Monday of week 17 or later than Saturday of week 31. (October 23, 2017 February 3, 2018) 4

5 CONTEST LIMIT is presently six (6) meets. No competitive IHSA/ICCA cheerleading team may participate in more than six meets. For high school teams, this does not include the IHSA State Series. For junior high teams, the six meet limit is exclusive of the ICCA championships. IHSA COMPETITIVE INFORMATION Season Starts (Mon. Week 17) Oct. 23 1st Contest May Be Held (Mon. 6 ELIGIBILITY Any school cheerleading team which abides by the ICCA and IHSA eligibility rules and National Federation of High Schools (NFHS) Spirit Rules is eligible to compete. A. All cheerleaders in the competition must be members of a team that cheer together for a specific WINTER sport such as a wrestling or basketball team. B. Alternates may be used in case of emergency, but all teams must follow eligibility rules: 1. Alternates may be used as replacements, not additions, to the team. Example: 12 member team cannot become a 13 member team by adding an alternate. 2. Alternates must appear on the official team roster and meet all eligibility requirements. 3. The number of alternates allowed on all teams follows IHSA alternate rules found in the terms and conditions. C. A school may not drop or move members to make the team qualify for a different division. Example : A school with a 7 th grade team and an 8 th grade team cannot combine to compete. They must compete as separate teams. (see B above) 6

7 ELIGIBILITY D. A cheerleader may not move down a level to compete. Example : A varsity cheerleader may not compete on the JV team. E. A cheerleader who competes on a team in one ICCA division is not eligible to compete on a team in a different ICCA division. F. Any team found guilty of illegal placement of members will be disqualified. G. Any team qualifying for the ICCA Championship must be an active member of ICCA. H. Teams may only represent the school in which all team members are enrolled and attend as full-time students. Exception: A home-schooled student may be rostered and participate on the team he or she would attend if not home schooled. I. At the Championship, only 4 coaches or representatives (listed on current ICCA membership) per team will be allowed in the competition area for performances and awards. 7

8 DIVISIONS There are several divisions of competition. These divisions are for school teams that actively cheer for their school athletic events. ICCA divisions are not intended for all-star or competition teams that do not cheer at their school athletic events as a team. Such all-star or competition teams are not eligible for ICCA competitions. Team Divisions will be announced shortly after the September 30, 2017, student enrollment deadline. Please check the IHSA website or check with your Athletic Director for official placement. NOTE: Varsity Divisions (grades 9 12) For ICCA competitions, team placement is determined by the IHSA school enrollment guidelines. Schools have the option to move to a higher division, but not lower. 8

9 Varsity DIVISIONS SMALL Varsity Maximum of 12 members on the floor MEDIUM Varsity Maximum of 16 members on the floor LARGE Varsity Maximum of 20 members on the floor COED Varsity Maximum of 20 members on the floor, requirements for this division match IHSA requirements for males, presently TWO. An unstructured routine which may utilize music and cheer will be performed. The total routine must not exceed 3 minutes in length; total use of music may not exceed 1 minute 30 seconds. 9

10 Junior Varsity DIVISIONS Junior Varsity Division - (JV/Soph/Fresh) Teams cheering for different levels may not combine to compete as one team. Example: Separate cheer teams cheering for Freshman and Sophomore basketball teams respectively may not combine to form one JV team. Teams must cheer for the Jr. Varsity, Sophomore or Freshman level teams only. Division size is determined by size of team. SMALL JV MEDIUM JV LARGE JV FRESHMAN Maximum of 12 members on the floor Maximum of 16 members on the floor Maximum of 20 members on the floor Maximum of 20 members on the floor An unstructured routine which may utilize music and cheer will be performed. The total routine must not exceed 3 minutes in length; total use of music may not exceed 1 minute 30 seconds. NO BASKET TOSSES are allowed. SMALL Maximum of 12 members on the floor MEDIUM Maximum of 16 members on the floor LARGE Maximum of 20 members on the floor 11

12 STUNT GROUP DIVISIONS Stunt Group Division - (grades 9-12) A one minute routine will be performed with music appropriate for game situation. Routine can not include any independent tumbling or jumping. Please Note: There will be NO Stunt Group Division at any ICCA Competition after the ICCA Championship. ALL GIRL COED Maximum of 4 members on the floor (females only) Maximum of 3 members on the floor (minimum one male) Schools are limited to TWO stunt groups and individuals may only compete in one group. ATTENTION: If your stunt group competes on the day that your team is not competing, it will count towards your IHSA contest limit. 12

14 COMPETITION GENERAL RULES 1. Cheers, motions and music must be appropriate for a game situation and family viewing. Refer to NFHS Spirit Rules and Participants Responsibilities. ( 2. The maximum length for the Varsity, JV and Jr. High competition routine is 3 minutes with 1 minute 30 seconds maximum for music. 3. TIMING begins with the team s first movement, voice, or note of music, whichever comes first, on the competition floor. (All participants must start in the competition area with at least one foot on the floor. Entrances and exits are not part of the routine and should not be organized.) 4. TIMING ENDS with the last motion, word, beat of music or signal per IHSA terms and conditions. 5. Cheerleaders may incorporate appropriate poms, signs and school flags/banners in their routines if used in a safe manner to lead the crowd during performance. 6. Music can be on a CD or digital format with a back-up. 14

15 COMPETITION GENERAL RULES 7. Glitter that does not readily adhere on the hair, face, body, and/or uniform is illegal. Glitter may be used on signs, props, flags only if laminated or sealed. 8. NO costumes are allowed. 9. Cheerleaders must wear uniforms appropriate for a game situation. 10. Deductions will be made on the technical sheet for appearance infractions such as uniform, nails, hair, etc. 11. Coaches and alternates should refrain from yelling the complete cheer. For judges to effectively score the voice category, they must be able to hear the team. (Callbacks are OK) 12. All competing team members must participate in the entire performance, except in case of any injury during the performance. Cheerleaders who are not physically capable of performing the whole routine will not be allowed to compete. 13. A cheerleader dressed as a mascot is permissible and will be judged as part of the performance. The mascot will be counted as a team member and must follow all NFHS rules. 15

16 GENERAL INFORMATION 1. SPORTSMANSHIP IS VITAL TO THE SPORT. See NFHS rules. Unsportsmanlike behavior has no place in the realm of spirit teams. The ICCA Board of Directors will take appropriate action if poor sportsmanship is shown. 2. Performances should be one-sided. Officials will sit in the center on one side. Technical officials will be stationed around the floor. 3. Any problems or situations that arise concerning cheerleading performances will be discussed by the official at the contest and their decision will be final. 4. APPEALS: Only official, rostered ICCA member coaches may appeal. (Mathematical errors are the only question to be addressed. It must be addressed within 24 hours.) 16

17 BOUNDARIES 1. At ICCA competitions, the boundaries of the mat will be approximately 42' by 54' as stated in the IHSA terms and conditions". A cheerleader stepping beyond the white boundary lines ex-cept for entering and exiting will be considered out of bounds. 2. Mats will be placed vertically to the officials panel. An X will be placed in the middle for centering. 17

18 OFFICIALS & SCORING Qualifying for Championship: All Varsity and Junior Varsity Divisions will use the IHSA score sheet and rubric. An 80 point score sheet will be used for stunt group divisions. All Junior High Divisions will use the IESA score sheet and rubric. To compete at ICCA Championship, you must have a qualifying score. QUALIFYING PERCENTAGES Varsity Teams must score at least 70% Stunt Groups must score at least 80% JV Teams must score at least 60% Jr High Teams must score at least 50% Tie Breaker The average of Routine Composition 18

19 SAFETY 1. ICCA will not be responsible for accidents, injuries or illnesses that occur before, during and after its competitions. Each coach must be responsible for handling all illness and/or injuries for his/her team. 2. If it is necessary for a coach to leave the competi-tion site, he/she must inform the head official. A designated school representative must be present for a school to compete. 3. Team coaches or chaperones attending the ICCA Championship must be at least 19 years of age. 4. No team may start a routine over unless they are asked to do so by the official. Should a technical official stop a routine, the team will be allowed to perform again according to the IHSA terms and conditions. (The team will be allotted up to 30 minutes maximum to regroup.) VIDEOTAPING AND CAMERA USE: No video cameras, cell phones or any other equipment for videotaping may be used in the warm-up and practice area. Arrangements for videotaping any of the competition will be at the discretion of the host school. 19

20 The Illinois Cheerleading Coaches Association (ICCA) is proud to offer this program to outstanding Illinois senior cheerleaders. ICCA provides up to $15,000 in scholarships annually. The program promotes the attainment of higher educational goals for cheerleaders who have made positive contributions to their school through their academic success and involvement in cheerleading. Senior cheerleaders who cheer for an ICCA member school and cheer for a winter season sport may apply. The cheerleader must be in compliance with all IHSA/ICCA cheerleading eligibility rules. 21 ALL-STATE CHEER TEAM Deadline: Nov 15, 2017 Please check the ICCA website for the All-State Cheer Team application and requirements. Freshman through Senior athletes whose schools are ICCA members and who are actively cheering on the Varsity winter cheerleading team are eligible to apply for this rewarding experience! Nominate your Freshman through Senior athletes to apply, provided they are a member of the Varsity winter cheerleading team, for the ICCA ALL-STATE Cheer Team. 22 SENIOR SCHOLAR ATHLETE AWARD We would like to honor our senior athletes who have excelled academically. Please nominate those athletes on your team who have earned an accumulative GPA of at least 3.5 out of a 4.0 scale or at least a 4.5 out of a 5 scale after 6 high school semesters. These scholar athletes will be recognized in our Championship program. This award is available to member schools only. Check the website for the form and information needed. 23 NFHS Rule Changes Rule 1: Deletes definitions for downward inversion, front drop, knee/seat/thigh drop, split drop, sponge and swan dive. Rule 1: Adds definitions for braced flip, braced inversion, braced roll, prep level and swing roll down (teddy bear roll down). Rule 1: Revises definition for switch liberty. Rationale: The definitions were added to clarify language used in the updated Spirit Rules Book: braced flip, braced inversion, braced roll, prep level and swing roll down (teddy bear roll down). The definition for switch liberty was revised to match common practice , : Revises language to match basketball rules book on spirit squad location during basketball games. Rationale: Revised language was written to match the basketball rules book to create consistency across activities. 23

24 NFHS Rule Changes continued 3-2-7, 4-2-7: Adds the words "extended stunts that stop" to allow for show-and-go and up-and-over stunts.rationale: Language was revised to allow for show-and-go and up-and-over stunts without a spotter. The stunts allowed without a spotter do not end in an extended position , 4-3-2: Removes the word static and clarifies article 2.Rationale: The word static was removed to clarify how a top person can pass through an extended position , 4-3-3: Reorganizes and clarifies braced inversions in a pyramid.rationale: Conditions for braced inversions in a pyramid that do not flip or roll are enumerated for clarification , 4-3-4: Reorganizes and clarifies braced rolls in a pyramid. Rationale: Conditions for braced rolls in a pyramid were reorganized and clarified. 24

25 NFHS Rule Changes continued 3-3-5: Reorganizes and clarifies braced flips in a pyramid. Rationale: Conditions for braced flips in a pyramid were reorganized and enumerated for clarification , 4-3-6: Reorganizes and clarifies all other inversions, including suspended rolls. Rationale: Conditions for inversions that are released were clarified. A quarter turn was changed to a half turn; this increase does not elevate safety risks for participants. The number of bases and/or spotters was adjusted. Rules for suspended rolls were moved to this section , 4-3-8: Prohibits a swing roll-down stunt. Rationale: Swing roll down stunts (teddy bear roll down) were defined and prohibited , : Removes the word static and clarifies the connection. Rationale: The word static was removed for consistency throughout the rules book. Language was adjusted to clarify the connection for extended braced stunts. The connection cannot be made by holding the leg/foot in the hand. 25

26 NFHS Rule Changes continued 3-5-5: Removes the requirement for spotter of a bracer in a double-based prep. Rationale: Adjusted the requirement for bases/spotters of bracers in a double-based prep , 4-5-2c: Eliminates swan dives. Rationale: Swan dive rule was deleted, as releases to prone positions are covered in 3-5-2, 3-5-5, and , 4-6-2: Adds an exception to allow the top to release to grab another base to adjust position. Rationale: Language was added to create an exception to allow the top to release one hand to grab another base to adjust position , 4-8-2: Allows poms to be held during airborne tumbling skills. Rationale: The only time props are a safety concern is when a tumbler is using their hands for support, such as in a handspring or cartwheel. Poms in the free hand of a cartwheel, during a forward or backward roll, or during a standing back tuck do not pose any significant risk to the performer. 26

27 NFHS Rule Changes continued 4-4-2: Removes the word static and clarifies article 2. Rationale: The word static was removed and language was added to clarify how a top person can pass through an extended position , 4-7-8: Prohibits skills to a cradle. Rationale: Prohibits skills performed to cradle for dance/drill/pom participants. Dance/drill/pom participants may twist dismount to the performance surface : Requires bases to be in contact with the top person when transitioning from a prop. Rationale: Minimizes the risk to participants when transitioning from props as bases to people as bases. This ensures that at no time will the top person be free of contact from a base while transitioning to a stunt from a prop. 27

28 COACHES EDUCATION The ICCA strongly believes spirit coaches should educate themselves and continually update to provide the safest environment for their cheerleaders and to protect themselves and their programs from liability. ICCA will offer the NFHS Spirit Coaches Education Program courses. Courses are usually offered at clinics and conferences. 34 MEMBERSHIP Early membership registration for the Cheerleading Season will be open online beginning July 1st, Please check the NEW ICCA Region map as regions have changed from the school year. The ICCA Region Map has been updated. Please check the county in which your school is located on our new map. Some changes have occurred and your school may not be in the same Region as years previous. *All Varsity divisions (except the stunt group divisions) at the ICCA, will be utilizing the IHSA Scoring system including, rubric, descriptors and score sheet. JV Division update- For the JV Division, the following team size number have changed to align with other team divisions: 12 Athletes-Small JV, 16 Athletes- Medium JV, 20 Athletes- Large JV. *Junior High divisions at the ICCA, will be utilizing the IESA Scoring system including, rubric, descriptors and score sheet. 34
