WELCOME MAT BACK ON WINNING END THE recently introduced law which gave a team the option to take the mat, or have last bowl, has been rescinded and will revert to the traditional format of the winner of an end compelled to take the mat and determine the length of the end with the roll of the jack. In another major change to the everyday laws of lawn bowls the minimum length of an end has been reduced from 23 metres to 21 metres. At a meeting of the Bowls Australia Board on October 29, 2010, it was resolved that the implementation date for Laws of the Sport of Bowls Crystal Mark Second Edition within Australia, will be January 1, FULL REPORTS NEXT PAGES MINIMUM LENGTH 21 METRES MUST TAKE MAT
2 NEW LAW CHANGES WILL BE BENEFIT TO AUSSIE BOWLERS THE final obstacle preventing some of lawn bowls most contentious laws from being overturned has been cleared in a win for Australian players. At the behest of Bowls Australia, the Laws of the Sport of Bowls Crystal Mark Second Edition -- will feature the following rule changes, among others, after they were voted in during the Biennial World Bowls Council s meeting at the recent Delhi Commonwealth Games. They are the introduction of a domestic regulation which will allow national bodies to approve the minimum distance a jack can be rolled from 23 to 21 metres; that the winner of a previous end will no longer have the choice to give the mat away, but will be compelled to take it; that a skip s duties will now include marking the scorecard. Late last year, Bowls Australia finalised its submission to the game s governing body concerning the Laws of the Sport of Bowls Crystal Mark Edition -- after canvassing the opinions of all registered members during a five-month consultation process. The process included engaging clubs, districts, zones, groups, state and territory associations and the National Officiating Committee (NOC). With many well constructed proposals submitted, Bowls Australia gave preference to those laws which were raised by the majority of states and territories, as well as minor issues that were debated by the NOC before being included where appropriate. As was the edict of the review, rule changes were only submitted with the provision they would benefit all bowlers, not just Australians. According to Bowls Australia chief executive officer Neil Dalrymple, the positive news stemming from the biennial World Bowls council meeting was that each and every one of Bowls Australia s submissions was approved after a comprehensive consultation process with our members. The nation s bowlers had made it quite clear that they weren t happy with a number of laws, particularly when it came to giving the mat away and the minimum distance a jack must be rolled. We ve been able to exert some influence to overturn these. I think it s a positive result for the sport in Australia, Dalrymple said. In another change which will have little effect with the majority of lawn bowlers is that the reference system used to outline the laws will alter from dot point to decimal point. 3 How Australia won changes BOWLS Australia s arguments to change the rules at the recent World Bowls conference held during the Delhi Commonwealth Games are highlighted here. In the case of the law regarding giving the mat away, Australia said giving the winner of the previous end the option of playing first or second has proven to be too much of an advantage. In particular, the advantage of having the last bowl has proven to be the determining factor in many games far more so than having the choice of rolling the jack to the preferred length. Having the last bowl enables anyone (particularly good to elite players) the chance to add to the head if holding shot; or convert or kill using a variety of shots from trail shots to the drive. It also argued that the minimum distance for the legal delivery of a jack should be amended from 23 metres to 21 meters. This will provide for a greater variation in the legal length of the delivery of the jack allowing players to showcase all skills. Currently the potential difference between a maximum length and minimum length end is only four metres this change would provide a six metre differentiation for long and short ends. Regarding the law which gives the team skipper the responsibility of marking the score card, Bowls Australia pointed out that in a triples game the second has the duties of determining the head, measuring any disputed shots, kicking back bowls and marking the scorecard. Having the responsibility of keeping the scorecard allocated to the skip would also alleviate some of the tasks of the second. There is also a change in the rule which covers the movement of players visiting the head. The current law covers the skip in pairs, triples and fours, but until now did not adequately provide guidance to visit the head in a singles game. The rules about players with disabilities, wheelchair bowlers and their carer, was also amended in regard to an assistant only permitted for partially sighted and blind bowlers. This has been extended to Nation-wide THE Laws of the Sport of Bowls Crystal Mark Second Edition -- which come into force on January 1, 2011, will apply to all competitions nationwide and there shall be no exceptions to any competition in Australia, Bowls Australia has announced. The Board arrived at this decision after careful consideration (and advice from the National Officiating Committee) of the two previously publicised dates (January 1, 2011 and April 1, 2011) and a directive from World Bowls that each Member National Authority (MNA) must change uniformly not separate states and territories changing at their own time. Each state and territory was consulted on their preference which was also taken into consideration. Due to the seasonal nature of lawn bowls and the variances across Australia, finding a date which suits all is impossible. Therefore, Bowls Australia looked at the cleanest date available for the changeover, noting that the majority of States and Territories were keen to see the changes brought in as soon as practicable. The new law books are scheduled to be delivered by December 17, 2010, and will be available for purchase shortly after from the state or territory associations and Bowls Australia. include athletes in a wheelchair, who require an assistant. 4 FOUR teams have won their way into the quarter-finals of the 2010 Drawn Pairs tournament with wins on Saturday. Form player of the year, Harold Jankelowitz, continued his good run in club events when he and partner Bernie Garden defeated another consistent pairing in Mark Sack and John Rosen in two straight sets to reach the last eight. They will clash in the quarter-final with Mark Reisin and Maurice Boland (pictured left), who accounted for Ces Albert and Len Simon 2-0, in another match on Saturday. Also in the round of eight are Cedric Amoils and Harry Black with 2-0 win over Neville New and Alan Simmons, as well as Peter Solomon and Julian Engelman, who needed a third set to overcome the opposition of Michael Jackson and Walter Jacobs. In a first round encounter Les Ginzberg and Eric Wainstein knocked out Max Pazaky and Paul Isenberg winning one set and sharing the second for a 1½ - ½ score line. In the 2010 Handicap Singles tournament Gerald Weinberg found the shot difference between him and Harry Stein (pictured right) too much to make up and went out in a first round match by one shot. Playing off minus two against Stein s plus 5 Weinberg lost 25-24, giving Stein a second round encounter with Paul Isenberg, who has a +4 handicap. Pepe Glick, an expert at the singles game, made light of his -1 handicap against the +9 shots of Jonathan Norris with a win to be the first player into the quarter-finals. 5 New weekly coaching sessions DOUBLE BAY Men s Bowling Club will re-introduce a weekly coaching session for its membership starting this Friday, November 26. The club management at a meeting last week responded to a call made at the recent annual general meeting for a return of coaching sessions, which were introduced several years ago, which after an initial worthwhile response fell away to such an extent that officials abandoned the scheme. The new sessions will be conducted by the club s accredited coaching players, headed by Gerald Weinberg. Coaches will use video equipment as a means to show players how to improve their bowls delivery and other aspects of their game. The first session is scheduled for Friday, November 26, from pm, and players wishing to avail themselves of the opportunity to improve their bowling skills should register at the club or contact president, Eddie Fingret, As an added attraction, the management will provide a light snack during the afternoon s session. There is no fee for the sessions and the club s qualified coaches have volunteered their services. DOUBLE BAY S Division 1 team lost its home match against Alexandria Erskineville in the Zone 11 Summer Shield competition last Saturday by a three shot margin (50-53) for a 2-6 points result.
