2 The 2018 State Games f Oklahma Winter Games Figure Skating Champinships is a merged U.S. Figure Skating sanctined event endrsed by the ISI. Fr skaters in the ISI prgram, a cnversin chart is prvided t help determine yur apprpriate cmpetitin level. This cmpetitin will be cnducted in accrdance with the rules and regulatins f U.S. Figure Skating, as set frth in the current rulebk, as well as any pertinent updates which have been psted n the U.S. Figure Skating website. The 2018 State Games f Oklahma Figure Skating Champinship is a qualifying cmpetitin fr the 2019 Natinal State Games f America Champinships (SGA). Skaters may chse t enter each event at SGA that they qualify fr by virtue f placing first, secnd r third at the State Games f Oklahma cmpetitin. All figure skaters residing in Oklahma are invited t cmpete. Figure skaters whse primary residence is nt in Oklahma may cmpete in the State Games f Oklahma Winter Games Figure Skating Champinships cmpetitin prvided they live in a neighbring state that des nt ffer a State Games prgram they live in a neighbring state whse State Games prgram des nt include a figure skating cmpetitin AND there is an agreement in place between their hme State Games rganizatin and Oklahma. The State Games f Oklahma Winter Games Figure Skating Champinships is a U.S. Figure Skating sanctined event endrsed by the ISI but membership in U.S. Figure Skating and/r ISI is NOT required. Registered members f U.S. Figure Skating and ISI must be in gd standing, and USFS and ISI members must include their USFS r ISI number at registratin time. ELIGIBILITY/TEST LEVEL: Test level: Cmpetitin level is the highest test passed as f the entry deadline in the discipline the skater is entering. Entrants may skate ne level abve that fr which they qualify, but they may nt skate dwn in any event. ***Age restrictins/requirements: Skaters entering juvenile free skate events (Well Balanced Prgram) must be under 13 years f age n January 16, Skaters entering pen juvenile free skate events (Well Balanced Prgram), must be at least 13 years f age n January 16, 2018.*** Skaters entering Beginner t pre-juvenile, Snwplw Sam t Basic 6, and Pre-Free Skate t Free Skate 6 events will be divided as clsely as pssible by age shuld the number f entries warrant mre than ne grup. Adults 19 years and lder will cmpete in separate events in mst divisins. Adult events may be cmbined due t limited entries. ENTRIES: Only nline entries with secure credit card payment thrugh EntryEeze will be accepted. Nte that electrnic entries must be paid with a successful credit card transactin t be cnsidered valid and must be cmpleted by midnight, January 16, Late entries will be accepted at the discretin f the cmpetitin cmmittee, and nly if accmpanied by a $30 late fee. There will be a $30 change fee fr each change f event r level after the entry deadline date. Snwplw Sam, Basic 1-6, and Pre-Free Skate-Free Skate 6 All Other Levels $75 first event; $25 fr each additinal event $110 first event; $35 fr each additinal event

3 REFUND POLICY: Entry fees will nt be refunded after January 16, 2018, unless n cmpetitin exists r the event is canceled. There will be n refunds fr medical withdrawals. The nline prcessing fees are nt refundable. Checks returned fr nn-sufficient funds and cntested credit card charges will be issued a $30 fee. Payment f the fee will be required befre the skater is allwed t participate in practice ice r events. Ntificatin f cmpetitin and practice ice times will be available by psting n EntryEeze. FACILITIES: The cmpetitin will be held at Arctic Edge Ice Arena, N Kelly Ave, Oklahma City, OK The ice surface is 200 X 85 with runded crners. NOTE: In the winter mnths this is cnsidered a very cld rink, particularly if the utdr weather is r has been very cld. MUSIC: Cmpetitin music fr all events that require music must be submitted electrnically via the nline registratin system by the music deadline f February 2, 2018 at 11:59 pm via Entryeeze. Late music will be accepted at the discretin f the cmpetitin cmmittee, and nly if accmpanied by a $10 late fee. After yu have paid fr yur events, the system will prmpt yu t uplad yur music fr each event that requires music. If yur music is nt available at that time, yu can lgut f yur accunt and return later t uplad yur music by ging t the cmpetitin tab and then selecting my music. Yur music must meet the fllwing criteria. If yu have questins abut what frmat yu have, please cntact yur cach and get a new versin f yur music that meets the criteria listed belw. Music Criteria: 1. File Frmat: MP3 (the nline system will autmatically check this) 2. Bit Rate: 192 kbps r higher (this will be checked by the music chairpersn and they may request yu uplad a crrected file) 3. Sample Rate: 44,100 khz (this will be checked by the music chairpersn and they may request yu uplad a crrected file) 4. Leaders and trailers (the silence r "dead space" befre and after the actual start and end f the prgram music) may nt exceed tw (2) secnds. We prefer that there be NO leaders r trailers at all. Excessive leaders and trailers may disrupt the playing f the music during cmpetitin. Music issues during a perfrmance - In mst situatins, the event referee will NOT stp a perfrmance due t music skipping, pr quality, incrrect temp r similar issues. Fr such situatins during a perfrmance, the skater shuld apprach the event referee fr reslutin. Please nte rule 1403 C f the USFS rulebk: If the temp r quality f the music is deficient, the cmpetitr/cuple/team must stp skating and ntify the event referee... Backup music must be readily available at rinkside. Music D s and Dn ts Have a separate CD fr each cmpetitive prgram. A duplicate CD shuld be readily available at event time. Single track CDs nly. N CD-RWs. CDs must be clearly marked with cmpetitr s name, event, and running time f music. Music may be picked up at the registratin table fllwing each event. Every reasnable care will be taken, but the Oklahma City Figure Skating Club cannt be respnsible fr CDs left at the end f the cmpetitin.

4 LIABILITY: U.S. Figure Skating, ISI, Oklahma City Figure Skating Club, All Sprts Assciatin, and Arctic Edge Ice Arena accept n respnsibility fr injury r damage sustained by any participant in this cmpetitin. This is in accrdance with Rule 1600 f the fficial U.S. Figure Skating Rulebk. JUDGING SYSTEM: U.S. Figure Skating 6.0 rdinal scring methd will be used fr all events and judging will be by fficial US Figure Skating Judges. Judging panels fr Basic Skills events may als include qualified US Figure Skating members. REGISTRATION: See the event site n EntryEeze fr registratin begin and end date and time. Registratin will be pen ne hur befre the first event and run thrugh the last event f the day. The registratin table will be lcated in the West Rink lbby. Please register prmptly upn arrival. PRACTICE ICE: Practice ice may be chsen nline fr $15.00 fr each 20 minute sessin. Pre-paid practice ice is nn-refundable and may nt be sld t ther skaters. Practice ice can nly be purchased thrugh EntryEeze until the desk pens at the event. Once the desk pens at the event, all remaining practice ice sessins will be sld nly in persn at the practice ice desk fr $20 fr each 20 minute sessin. We will nt accept credit cards fr purchases made at the rink. Make checks payable t OKC FSC. N music will be played during practice ice. PHOTOGRAPHY/VIDEOGRAPHY: TBA. The cmpetitin cmmittee reserves the right t restrict persnal videtaping t yur skater nly. Persnal cameras and videcameras will be permitted in the bleachers nly and may nt be plugged int arena utlets. Videtaping fr persnal prfit is nt allwed. AWARDS: Medals will be awarded t first, secnd, and third place winners in all events. All awards will be presented ff-ice at the medal stand fllwing each event. ALL MEDALISTS FROM THE STATE GAMES OF OKLAHOMA WINTER GAMES WIILL QUALIFY TO ADVANCE TO THE STATE GAMES OF AMERICA NATIONAL COMPETITION. The 2019 State Games f America are being held in the Lynchburg, Virginia area. OFFICIAL NOTICES: An fficial bulletin bard will be maintained in the lbby area f Arctic Edge Ice Arena. It is the respnsibility f each cmpetitr, parent and cach t check the bulletin bard frequently fr any schedule changes and/r additinal infrmatin. Skaters are requested t arrive 45 minutes prir t the scheduled time f their event. A tentative schedule f events will be psted prir t the cmpetitin. INFMATION REGARDING COACHES: U.S. Figure Skating Rule MR 5.11 Cach Registratin In rder t be granted access t wrk within U.S. Figure Skating sanctined activities, each cach must cmplete the fllwing requirements n an annual basis by July 1: A. Must be a current full member f U.S. Figure Skating - either thrugh a member club r as an individual member; B. Must cmplete the cach registratin prcess thrugh the U.S. Figure Skating Members Only site, submit prper payment fr the annual registratin fee f $30 and, if 18 years f age r lder, successfully pass the backgrund screen.

5 C. Must cmplete the apprpriate CER curses (A, B, C r D) depending n the highest level f students being cached as f July 1. See rule MR D. Must submit prf f current general liability insurance with limits f $1 millin per ccurrence/$5 millin aggregate. Fr Learn t Skate USA ONLY caches - Any persn, 18 and lder, instructing a Learn t Skate USA Prgram must have successfully passed the annual backgrund screen and be registered as a Learn t Skate USA instructr. The lcal rganizing cmmittee/club will have a list f cmpliant caches wh are cleared fr a credential at the cmpetitin. Caches will need t check in at the event registratin desk and shw a gvernment issued pht I.D. t receive a credential. If a cach cannt prvide a pht I.D. and is nt n the list r cannt prduce the necessary dcuments, he r she will nt be allwed a credential n exceptins. We strngly urge all caches t have their cards with them. Nn-credentialed caches will nt be permitted in the designated caching area at rink side during events including practice sessins. Caching at U.S. Figure Skating events withut prper registratin is an ethics vilatin which is reprted t U.S. Figure Skating and PSA.
