9 Governance Committee Report Challenges Role of BOC, BOD, ED not clear to all stakeholders Scheduling process has been inconsistent year-to-year. Communication within youth rugby community is confusing.

10 Governance Committee Report Rugby Ohio Changes Dues have grown with expectation for more services from Rugby Ohio Executive Director hired to run operations Ambition to become OHSAA recognized varsity sport BOD desires to focus on marketing, fundraising, support, and growth

11 Governance Committee Report General Direction For Improvement BOC focuses on mentoring and communication and less on scheduling Draft proposal to combine the OHSRCA and Rugby Ohio into one organization while keeping the BOC representation. Establish a Congress similar to USA Rugby

12 Governance Committee Report BOC focuses on mentoring & communicating Commissioner structure remains in place for mentoring, communications, representation RO to assign teams to divisions, coaches have right to appeal Schedules done 2 years in advance, 1 st year home, 2 nd year away Host biannual regional coaches meeting with ED and RO staff Additional annual Congress for process improvement & training

Offers answers to legal issues and new policies. Input from trainers and referees. Offers avenue from BOC to RO ongoing improvement

17 Rugby Ohio Coaches Lindsay s Law: Sudden Cardiac Arrest in Youth Athletes February 17, 2018 Jeff Sczpanski, M.Ed., AT, ATC, CSCS Sports Medicine Supervisor

18 Background What is Sudden Cardiac Arrest? A Sudden Cardiac Arrest (SCA) occurs when the heart suddenly and unexpectedly stops beating, cutting off blood flow to the brain and other vital organs. Sudden cardiac arrest is fatal if not treated immediately, most often by a defibrillator. Who is Lindsay? Senate Bill 252 is named for national heart health advocate and former Miss Ohio Lindsay Davis who suffers from a heart condition and has since dedicated her career to raising awareness of this potentially fatal condition. Lindsay s Law Lindsay s Law, Ohio Revised Code , and went into effect in

27 What is it? Technical Zones The standard for organizing and managing the competition venue/playing field on game day. Designated areas for coaches, officials, players, spectators, other support staff & equipment Process in which we manage sidelines, substitutions, and other in game management

28 Minimum Standards Coaches Area Box 2m from touchline between 10m & 22m In front of rope Team Bench Same Side Behind Coaches Box, Behind the rope Subs in contrasting T-Shirts/Pinnies from players on field 4 th Official/Stat Keeper Chair and/or table set up at mid field, between 10m to 10m Coaches only enter to make substitution Medical Staff Sideline access, no TZ restrictions Water Carriers Behind Rope Contrasting top Not a coach Spectators Opposite side of the field from team benches (unless 2 nd rope or boundary established) Never access field of play Should not be behind try zones, unless boundary/stadium seating is available
