2 ANDOVER AIRFIELD TESCO SITE DEVLOPMENT The Battle Commences! The Planning application has now gone in to the Test Valley Borough Council, registered on 11 th July. The application reference number is 07/01951/OUTN and we urge all villagers to take a look at it, either by going online to: x, or by going down to the Council offices at Beechurst; the Parish Council would be very pleased to get your feedback. A public presentation of the plans has been requested, and hopefully the developer will give us a date for this soon. We have until 10 th August to make any representations. The applicants have changed from Rosemound Developments to Goodman, the latter having bought out the former. Goodman are now refusing to confirm or deny that the warehouse is for Tesco, but as Tesco have already started recruiting for the site, I think it s safe to say it is for Tesco. From meeting with representatives of the planning department, it would seem that the application is not contrary to planning policy, and is within the strictures of the Borough Plan, meaning it is unlikely to be refused. Furthermore, the considerable financial package, to be used for road and cycle path improvements, is seen by planning as being of great benefit, as are the poorly paid jobs, which will be created, quite likely for immigrant workers. Tesco are, apparently, very keen to get their new warehouse up and running, and have similar applications being progressed near Farnborough and in Essex. It would seem that our best ploy is to delay this application for as long as possible, in the hope that one of the other sites comes through first. We are in contact with Hampshire Highways, who are not happy with the currently proposed scheme, and we have started a dialogue with the Environment Agency. Agreement from both of these bodies is essential for a successful application. Fortunately, there are some MPs, County and Borough Councillors who do not see a Tesco warehouse as the panacea for all of Andover s troubles, and hopefully, with their assistance, we can influence the planning process but not without your involvement. This is not a foregone conclusion that Tesco will win permission and they have been stopped in developments in other areas If you have not already done so, please go to Sir George Young s web site and vote in his poll at Also make use of the flyers included in your copy of Monxton Matters. We are planning to circulate a petition in the village soon, so please sign it when it reaches you as your vote counts. These measures really do make a difference. Neither TVBC nor Tesco like bad press, so if we can show a strong body of public opinion opposed to this application, we just might succeed in defeating it.

4 EXTRACT FROM THE MINUTES OF The Monxton Parish Council TUESDAY 3RD JULY 2007 Full edition available on the Monxton Website or from the Parish Clerk MATTERS ARISING (Abridged version) NEIGHBOURHOOD WATCH Mr Robert Davies advised there had been no incidents notified by the Police although apparently there had recently been a break in on Broad Road and another in Grately. Mr Davies reminded the Council that all residents should remain vigilant and advised that he continues to liaise closely with teams in the neighbouring villages. VILLAGE HALL Mrs K Saville told the meeting that there was very little to report except that the improvements will be taking place shortly. TRAFFIC CALMING The Chairman advised the meeting that unfortunately Monxton will not be part of the Phase 1 project to enforce a 30mph speed limit along the stretch of road past Sunnybank. This is because the area did not full fill the minimum criteria, however the village has applied to be considered and are amongst 120 other villages waiting to be included in the project at a later date. SUNNYBANK AFFORDABLE HOUSING New drawings of the proposed development have been received and circulated and have been approved by the Parish Council. Hyde housing will be submitting a full application to TVBC shortly. ANDOVER AIRFIELD SITE FINANCE The clerk signed the Annual Reports and Mr Eaglesham will request a signature from the retired Chairman as the accounts were approved on the 24 th April before her retirement. Mr Eaglesham confirmed that the new Internal Auditor will be Mr David Hodgson. Mr Eaglesham advised the Council that it has received a sum of 750 from the Monxton Village Hall Committee. From this amount Monxton Parish Council will pay advance payments for the Monxton Summer Party. The current bank balance stands at 11, ,000, which has been set aside for improvements to the village hall, 500 of which has been set aside for improvements to traffic calming and 750, which has been set aside for the Summer Fiesta costs. Mrs Saville advised the Council that she had received a letter from Mrs Jean Wood from the Parochial Church Council requesting a donation towards the upkeep of the Church grounds. The Council agreed to a 100 annual donation. NEW CODE OF CONDUCT All Councillors have signed the New Code of Conduct and have been given their own copies of the document. This New Code has been officially adopted by Monxton Parish Council. Since the meeting an application has been submitted by Rosemound for this site. The application number is 07/01951/OUTN and can be accessed via go the planning page and public access.

Summer Fiesta Party Highlights The party held on Saturday 14 th July was a resounding success, according to the party goers and was thought by many to exceed the fun and quality of the Monxton Hoedown in Around 160 plus adults and children enjoyed the Bucking Bronco and bouncy castle. While the adults enjoyed the Chilli and salads the kids tucked into burgers and sausages prepared by Tony Darbyshire, Andrew & Caroline O Flaherty, Liz Allen, Emma Horrell and Pauline Drage. The bar was superbly managed by our new village landlord,) Robert Davies (once every 2 years) and his team, which included Linda Peters, Pete & Kate Parfrey, Nick Simon, David & Coral Eaglesham plus Liz & Brian Allen Alan Shipway provided the bales of hay and marquees were kindly donated by David Pritchard and Richard Welfare. Many thanks are given to Veronica Rushford-Lund for the use of the Bec House field which provided such a fantastic venue. Music was provided by the Rocking Bandits who were an excellent choice for the event providing a great mix of Mexican and modern Rock & Roll music. Many others too numerous to mention here helped put the event together and I would like to also thanks those who came and supported the event by dressing up in Mexican gear and creating a great atmosphere, which has raised approximately 280 for good causes.
