3 3 March 4-6, 2014 Minutes 1. CALL TO ORDER Councillor Kathy Sitter, Vice-chair, called the meeting to order at 5:55 p.m. 2. APPROVAL OF AGENDA Moved by Councillor Richard Cloutier, seconded by Councillor Jean Bota Resolved that the agenda for the March 4, 2014 meeting of the Red Deer & District Family and Community Support Services Board be approved as amended: Add Item 6: Add Item 8: New Business Conversations In-camera session Jean Bota, Councillor Ken Johnston, Councillor Kathy Sitter, Pam Corsiatto, Janice Kong, Walter McKay 3. INFORMATION ITEMS Linda Boyd advised the Board that May Harvie has submitted her resignation. 4. ELECTION OF OFFICERS Lynn Iviney called for nominations for the position of Chair for the Red Deer & District Family and Community Support Services Board. Pam Corsiatto nominated Councillor Kathy Sitter for the role of Chair, seconded by Councillor Ken Johnston. Having received no further nominations or volunteers, the election was closed and Kathy Sitter was acclaimed as Chair of the Red Deer & District Family and Community Support Services Board. Lynn Iviney called for nominations for the position of Vice-chair of the Red Deer & District Family and Community Support Services Board. Councillor Kathy Sitter nominated Pam Corsiatto for the role of Vice-chair. Having received no further nominations or volunteers, the election was closed and Pam Corsiatto was acclaimed as Vice-chair of the Red Deer & District Family and Community Support Services Board.

APPROVAL OF MINUTES Moved by Councillor Richard Cloutier, seconded by Walter McKay Resolved that the minutes of the January 7, 2014 meeting of the Red Deer & District Family and Community Support Services Board be approved as circulated. 6. NEW BUSINESS 6.1 Delburne s 1000 Conservations Project Scott Cameron spoke on Delburne s 1000 Conversations Project and the opportunity to support the Village of Delburne in this project. The Board discussed providing funding and supporting this initiative. Prior to voting on the following resolution, Councillor Judith Hogan declared a conflict of interest as she is a Councillor with the Village of Delburne. After discussion, the following resolution was put forward: Moved by Councillor Ken Johnston, seconded by Councillor Jean Bota Resolved that the Red Deer & District Family and Community Support Services Board, having considered the Delburne 1000 Conversations Initiative report dated March 3, 2014 as presented by Administration, hereby supports the Village of Delburne in the amount of $20,000 in the pilot of 1000 Conversations, to be funded from the FCSS Board FCSS Account. In return, the Village of Delburne will continue to provide the FCSS Board with regular updates and remain open for participation from each of the Partner Municipalities to facilitate learning across the region. 5 5 March 4-6, 2014 Minutes 7. REPORTS 7.1 FCSS Program Coordinators Report This report was provided for information. Bobby-Jo Stannard reminded Board members of the Collection Impact Workshop taking place on March 6 th and 7 th. 7.1.a Oil & Gas Speaking Handout Linda Boyd provided information on this initiative. The Board indicated they would like to see further updates on this FCSS Year End 7.2.a 2013 FCSS Cost Share Summary - Actual Linda Boyd provided the Board with an overview of the report. After discussion, the following resolution was put forward: Moved by Councillor Jean Bota, seconded by Councillor Judith Hogan Resolved that the Red Deer & District Family and Community Support Services Board, having considered the 2013 FCSS Cost Share Summary Actual dated March 4, 2014 as presented by Administration, hereby approves the 2013 FCSS Cost Share Summary Actual as presented. After discussion, the following resolution was put forward:
