7 NSWAFL GENERAL MANAGER This magazine has been created as a communicator for football in New South Wales. Distributed to every club and school in the State, it provides a wealth of information which, without 1t we would never have had the opportunity of reaching the four corners of the State. As a sporting organ1 sa t1on, the NSW Australian sees as one of its respon s1b1hties being the integration of all areas of football in the State. For too long Australian Football in New South Wales has been dis101nted, but now with the afflhat1on issue laid to rest following the NAFC resolution of November l st which state that 'any League wholly domiciled or having twothirds maiority of clubs within a State must be primarily affiliated with that State body.' The football family 1s one, and from this pos1t1on finally the NSWAFL can stamp itself as a com pet1t1ve member of the National structure. John Yates, our able leader, heads a Commission of the highe st order with other honorary members. Don Roach (Chairman of the Sydney Football League Board), John Potter (Chairman of the Sydney Junior Council), Cohn Kohlhagen (Chairman of the Affiliated Leagues Councill and newly appointed member, Reg Turner, who will head the newly instituted Marketing Committee. The League s administrative and development team administer the game on your behalf, therefore the onus is upon the members to communicate through the Affthated Leagues Council structure, the d1rect1on and assistance required to make our great game the product which attracts people to join our ranks. As General Manager, and you as members, we are very fortunate to have assembled a hard working and most professional staff that is the envy of sporting bodies Australia wide. The League's motto for the year is 'Striving for Excellence with no compromise,' so I hope your organisation has an enioyable and successful 1992 season and rest assured, we at the League Office, will always be available to assist your club with help just a telephone call away. PROMOTIONS The New South Wales Australian Football League and its structures are a very marketable commodity which 1s attractive to a number of companies as well as fundraising initiatives, with revenue raised reducing the burden on clubs affthation fees. One of Australia s largest companies with a large 1nternat1onal reputation has seen fit to sponsor the League for three years with another three year option, that company being Carlton & United Breweries. The senior component of the League which CUB have lent their name to are State of Origin, State Team, State and Regional Championships, Sydney Football, the "Focus of Football' radio show, and the umpiring component. We welcome on board Carlton & United Breweries and look forward to working with the company to further the game of Au s tralian Rules Football in New South Wales. The infra-structure put in place with their sponsorship monies has seen great progress. The promotion of the game will continue with the highly successful radio show on 2SER FM (Sydney), and the Football Show on Prime TV (Wagga) which will place Australian Rules Football at the forefront of sporting codes. Every group within the State must not leave any stone unturned or miss any opportunity to tap into local media outlets. No story is too small nor insignificant. To the many thousands who involve themselves with Australian Football throughout the State, I offer my sincerest appreciation for your continued interest and support. You give of your time voluntarily in most cases and the importance of your contribution does not go unnoticed by the NSWAFL. Many changes are taking place within sport Australia wide and the Administration and Development Staff are working extremely hard to keep pace with this change. The emphasis on junior sport, health and modified versions of the game certainly provide a challenge for administrators. With this is mind, new programs and initiatives have been planned to provide a sound and secure base for future development. Each squad concludes the program by playing a match against a neighbouring area. Sydney February 15/16, 1992, Wagga Wagga March 7/8, 1992, and Batemans Bay February 1/2, A Level 2 Coaching Cour se was held in Canberra on February 28th, 29th and March 1st, Please contact your local Development Team Rep for upcoming Coaching Courses. BLUES SQUAD Inaugurated in 1990/91, this squad consists of the leading players in the Under 1 7 age group. Players attend an evaluation session before Christmas, attend a four day camp in Sydney, and play a match against ACT Under 18 side as the curtain-raiser to the Foster Cup AFL match in Lavington. Participants must undertake to complete home skill and fitness activities. A most successful program which is generally supported by the Dept. of Sport, Recreation and Racing under their Disadvantaged Country Athletes Scheme. DEVELOPMENT CAMPS Development Camps are held at various times throughout the year. In january, camps are in held in Sydney and Wagga, mid-year camps are held at Wagga and Jindabyne (1992). Clubs are urged to consider awarding entrance into such camps as part of end of year presentations in lieu of expensive trophies. Cost is in the vicinity of $60 -$70. AFL players and leading coaches also attend these 3 day live-in camps. VSFL UNDER 18's With the demise of the AFL Under 19 competition, VSFL has included NSW in their Under 18 competition. With the nght coaching and management, this program will prove beneficial to players, clubs and NSW football. May 2nd: Murray V Central (Vic) Finley. May 3rd: Riverina V Western (Vic) Albury. July 15th: Riverina V Eastern (Vic) - Albury. July 15th: Murray V Southern (Vic) - Albury. Aug 9th: Riverina V Northern (Vic) TBA. Aug 9th: Murray V Geelong (Vic) TBA. Sept 22-24: Shell Super Series Waverley. NSW TEAL CUP PROGRAM Trial dates for 1992 are May 9th and 10th, Greenway Park, Cherrybroook, Sydney. Compet ing teams are Murr ay Border, Riverina, Sydney and NSW Composite. NSW Teal Cup practice match dates are June 7th and June 28th at Wagga. The Teal Cup Championships are to be held in Melbourne from July 4th to 12th. NSW Teal Cup Selectors are Bill Thomas (Chairman), Russell Campbell and Greg Harris. NSW Teal Cup Officials are Russell Campbell (Coach), Tony Turner (Assistant Coach), Ted Ray (Manager) and Dennis Burkinshaw (Trainer). STATE UNDER 15 CHAMPIONSHIPS Venue in 1992 will be Wagga Wagga from July 17th to 19th. The Championships will be contested in 2 Divisions. Division 1: Albury, Wagga and District, ACT, 9 Sydney, Riverina, Western Rivenna. Division 2: Broken Hill, Sapphire Coast, lllawarra/central West, Northern NSW. This 1s one of the largest and most prestigious Under 15 Carnivals in Australia. STATE UNDER 15 TEAM PROGRAM This team to be selected from the NSW State Under 15 Championships and will take part in a combination of high quality games and development activities in Melbourne from September 1st to 5th, NSW State Under 15 Officials are Colin Fisher (Coach), Damien Humphries (Assistant Coach), Jim McMahon (Manager) and Dennis Burk1nshaw (Trainer). NSW PRIMARY SCHOOL FOOTBALL The P.S.S.A. Inter-Regional Trials are to be held on June 2nd to 4th, 1992, at Glenfield (Metropolitan South West). The venue will be Football Park at Macquarie Fields. NSW P.S.S.A. STATE TEAM National Exchange to be held in Brisbane on August 8th to 14th, PRIMARY SCHOOLS KNOCKOUT This competition is open to all NSW State Primary Schools. Applications, as should all enquiries related to Primary School Australian Football, should be directed to: Mr. Wayne McNamara, P.S.S.A. NSW COMBINED HIGH SCHOOLS TEAM NATIONAL CARNIVAL This competition is to be held on August 14th to 23rd at Sydney. NSW SWANS SHIELD KNOCKOUT Under 15 Statewide Knockout Competition open to all State secondary schools in New South Wales.

10 The competition is on a regional, then interregional basis, with travelling teams eligible for travel assistance. As in 1991, th1s competition IS based on a round robin format with each school experiencing more than one game. Regional winners will progress to Quarter Finals, SemlS and ultimately the Grand Final. Information about Level 0 14 houri Aussie Footy Coaching Courses can be obtained from the NSWAFL Coaching and Development Manager, or the relevant Development Team member in your area. AUSKICK AND AUSSIE SPORT The Ausk1ck Program which 1s based upon Aussie Footy and its underlying policy flows from the Aussie Sport philosophy of "fair go" and "fair play," which in fact, 1s a philosophy of "sport for all" as distinct from "sport for a lew" -from the battler to the highly talented. The benefits to children partic1pat1ng in Auskick include both physical benefits (acquiring fitness and developing skills) and psychological benel1ts (such as developing leadership skills, self discipline and making friends). As any child grows and develops, many experiences and personalities will influence and impact upon them. This is particularly true within the context of sport. Parents, teachers, coaches, officials and the media all play a vital role in providing of rewarding experiences for children. Auskick is specifically designed to provide an attractive introductory and early development program of skill act1v1t1es and graded matches for children aged 6-12 years before they progress onto iunior underage football. It also encourages the involvement of parents in these important early development years in the programme which contains three graded categories to cater for all ages and levels of ability. The Auskick Programme contains easy to read Adm1n1strat1on Kit and Coaching Manuals, along with Courses of Education, enable parents to become involved in playing, coaching and assistmg their children. Boys and girls who iom the programme will receive in addition to the Skills and Games Programs, special giveaways which are designed to encourage their interest in following footy e.g. magazine, stickers, record book, admission to AFL games, poster. JUMPER GRANTS Grants are available for new junior teams who require assistance in purchasing a set of jumpers. The NSWAFL subsidises new school team 50% of cost and new club teams by 33 and a third% of cost. Grants are not automatic and are limited but please 1nqu1re as we are pleased to reward those who provide opportunities for greater partic1pat1on. Applications must be directed to Scott Wenke and forms are now available. COUNTRY TRIPS Extensive visits by Development team members, and Sydney Swans players are carried out each year. If you wish us to visit your area, please contact the relevant Development team member. NSWAFL DEVELOPMENT FUNDING. The NSW Development Fund 1s controlled by the NSWA.FL Comm1ss1on which 1s advised by the NSW Development T earn. The Committee meets regularly and recommends policy and strategies, monitors and reviews same. The NSWAFL contributes greatly to the total Development budget. The Australian Football League via it's member clubs, contributes over 60% of funds and 1t 1s their commitment to the past months (they have contributed for much longer than this however) to see football in NSW heading in such a positive direction. 11 UMPIRING DEVELOPMENT Umpiring activity at all levels continues to show positive developments. There appears to be a greater recognition of the role the umpire plays in our great game and the need to continue improving the education and training of umpires. STRUCTURE The Statewide Umpiring Structure consists of umpiring co-ordinators in each League, including junior associations in Sydney and ACT. It is through that person that the State Director of Umpiring communicates umpiring related matters. STR.ATEGIC PLAN A strategic plan for umpiring in 1992 has been prepared and endorsed by the NSWAFL Commission. The plan focuses on the three main areas which will be addressed in 1992: (a) Recruitment/Promotion; (b) Education, Training and Development; (c) Retention. The plan has been forwarded to each umpiring group and League. (a) Recruitment and Promotion: Umpiring numbers have increased in recent years but still more are required. A range of strategies have been implemented to assist recruitment including brochures, posters, use of the CES Offices, athletic clubs and advertising in local media and football "records. (b) Education and Training: Enhancing the skills and knowledge of umpires is a priority program at all levels of football that will be achieved through a range of initiatives. They include:- (i) Participation 1n National Umpiring Accred- 1 ta t1 on program of over 100 umpires statewide. (11) NSW Umpiring Development Squad Camps. (iii) Coaching and Training Seminars. (iv) Clinics for Umpires. (v) Regular coaching sessions for umpiring groups. A Level l umpiring accreditation course will be conducted in umpiring groups this year as well as the Level 2 course. (cl Development: Each month umpiring co-ordinators from across the State meet to keep informed of developments in umpiring as well as receiving and discussing coaching related material. It 1s proposed that interchange of umpires takes place on a regular basis between Leagues to broaden the experiences of local umpires. UMPIRING CAREER PATH A career path for umpires has been established whereby umpires are able to progress through the rank s to the National Competition. In excess of 140 AFL appointments were gained last year by umpires from Sydney, ACT and Albury. Umpmng is working hard to improve all aspects of rts performance 1n football. We do require the co-operation and assistance of the football community 1f we are to prosper along with our great game. 13 REPRESENTATIVE PROGRAM CUB/AFL "STATE OF ORIGIN" New South Wales defends its State of Origin Title against queensland at the Sydney Cricket Ground on Tuesday, 12th May, The curtain raiser is to be a State Game between NSW and Queensland. CARLTON & UNITED BREWERIES STATE CHAMPIONSHIPS This year's State Championships will be hosted by Farrer Football League at Robertson Oval, Wagga Wagga, over the weekend of May 23rd and 24th. Once again the Farrer, Riverina and Sydney Leagues will contest the Championships with the ACT who took the trophy home last year. ACT will be keen to defend their title which ended Riverina's recent dominance of the competition and Sydney and Farrer will be pulling out all stops to get back on the winning list. 25 NSWAFL "ORDER OFF RULES" 1992 INTRODUCTION Following approval from the NAFC, the NSWAFL has adopted the following variation to the Order Off Rule as provided for under the NAFC Laws of Australian Football, to be implemented by each N.S.W. affiliated League as from THE ORDER OFF RULE A player who 1s reported by a field umpire or field umpires for a breach of the laws of the game shall b3e ordered from the field for a period of fifteen minutes. A player who is reported by a field umpire or field umpires for a breach of the laws of the game twice in the same match for separate incidents, or who is reported for a serious breach, shall be ordered from the field for the remainder of the match. At the discretion of a field umpire or field umpires, a player may be ordered from the field for a period of fifteen minutes and not be reported. A field umpire shall signal that a player has been ordered off by pointing to the interchange area with an outstretched arm or in the case of a fifteen minute sent off, by using his/her hands to indicate the time. A player ordered off shall leave the ground immediately through the interchange area and cannot be replaced. In the case of a fifteen minute send off, the interchange steward shall indicate when the player is permitted to resume playing. INTERPRETATION Serious Breaches:- Senous breaches are defined as follows: (al Interference Undue interference with, assault upon or the use of threatening or insulting language or behaviour towards the umpire. lb) Assault on another player - An unprovoked callous and/or violent attack which inflicts or is likely to inflict serious in1ury such as concussion upon another player. Assault includes striking behind the play, a stiff arm tackle to the head, eye gouging, head butting, biting and kneeing in the groin. An exchange of punches (within a meleel or retaliation by way of a punch for a hard tackle would not constitute an assault. This 1nterpretat1on is to be applied only to the most serious instances of violence. It is envisaged that reports under this definition will be rare. (c) Intentionally kicking a player or (di Misconduct. Examples would include exposing himself to the spectators, urinating on the oval in view of spectators or jumping the fence and attacking a spectator PROCEDURE (a) The field umpire shall stop play and order off any player he/she considers is guilty of an offense as described 1n the order off rule. The umpire should not stop play if the team offended against will be disadvantaged. (bl The field umpire shall signal that a player has been ordered off by pointing to the interchange area with an outstretched arm or 1n the case of a fifteen minute send-off, by using his/her hands to indicate the time. The umpire shall also verbally advise the player of the nature of the send-off i.e. either for the remainder of the match or for fifteen minutes. The player shall leave the field through the interchange area. (cl In all instances, players sent from the field cannot be replaced. The interchange steward shall record the time that the player leaves the playing area and in the case of a fifteen minute send off, the interchange steward shall advise the player when he is permitted to resume playing. Where an interchange steward is not officiating, this function shall become the responsibility of the timekeepers. Note: For the purposes of this rule, a fifteen minute send off will result in the player concerned remaining off the field for a flat period of fifteen minutes excluding breaks between quarters e.g. A player sent off five minutes before half time would be permitted to resume playing ten minutes after the start of the third quarter. ldl The umpire will recommence the game after the player has left the playing area. (e) In the event of a player falling or refusing to leave the field when ordered off, he shall be reported for misconduct and his team shall forfeit the match.

26 HEPATITIS B - "THE HIDDEN PENALTY" Hepatitis B is a highly infectious blood borne disease which is a major health problem in all parts of the world, with an estimated 300 million Hepatitis B carriers worldwide, and 250,000 carriers 1n Australia. Throughout the world Hepat1t1s B causes around 2 million deaths per year. There are many routes of infection of Hepatitis B. Blood 1s the ma1or source of contamination, however the Hepatitis B virus can be found 1n all body fluids including saliva, semen, tears, breast milk, gastric juice, urine and even rarely faeces. It is a more contagious virus than H.l.V. (the virus that causes AIDS). Contact with any of these materials through an open wound or mucous membranes (mouth, eyes, nose, vagina, anus) can result in infection. Spread has also been reported after such simple activities as electrolysis, tattooing, acupuncture, splashing of infected fluids in the eye, and even sharing razors and toothbrushes. Australian Football is a body contacvcollision sport where abrasions and lacerations are common. Spread of Hepatitis B from an infected player's saliva, abrasions or lacerations through contact with another player's abrasions and lacerations is possible. The good news is that Hepatitis B is a preventable disease. Many simple precautions reduce the risk of contacting HepalltlS B (as well as H.J.V.J. In relation to sport, these include. 1. Removing bleeding participants from the field of play until bleeding has been controlled or wounds covered. 2. Removal of blood stained clothing and equipment from players 1mmed1ately. 3. Not sharing drinking utensils. 4. Training staff should use protective gloves when treating bleeding players. 5. Proper disposal of all contaminated (blood stained) material, especially needles. 26 The best protection against Hepatitis B is through vaccination programs. Very safe and very effective vacc 1nes have become available for Hepatitis B and these are now also very affordable at $ The length of time the protection lasts is not completely known, but 1t will last for at least 5-7 years after which another booster will be required. Following the acute illness of Hepatitis B, a carrier state can develop which can lead to chronic Hepatitis, Cirrhosis, Cancer and even death. Already the AFL and Australian Rugby League have a strict policy on vaccination of all participants and strict guidelines for the handling of bleeding players. I congratulate the New South Wales Australian Football League on their initiative to do something about this "hidden penalty". DR PHILLIP R. LOXLEY M.B., B.S.INSWJ Sydney Swans PhyS1cian The following NSWAFL "Code of Practice" 1s encouraged in relation to infectious diseases such as H.l.V. (Aids) and Hepatitis B. Should you require further information on the Infectious 01Seases Code, please contact the NSWAFL Head Office. la) Clubs should strongly recommend to all players/officials, that they be vaccinated for Hepatitis B. lb) Clubs should ensure that the dressing rooms are clean and tidy, with particular attention to hand basins, toilets and showers. The practice of spitting and urinating in the team areas MUST NOT BE PERMITIED. (c) Trainers should be in instructed to wipe all blood away from players faces or limbs, if they have been injured. The players should be educated in these issues to accept this action. (di Soiled towels should be discarded and clean towels available to avoid reuse/sharing of bloodied material. Containers need to be accessible to collect soiled towels. lei Jumpers soiled with blood should be changed at the first appropriate opportunity. (fl Trainers should wear protective gloves when dealing with bleeding wounds. (g) Players with wounds that are bleeding profusely, should be taken from the field at the trainers discretion, to repair, clean and cover the wound,, enabling the player to continue in the game. (hi Significant abrasions and lacerations should be covered if the player is to continue in the game. Iii Coaches/players should be educated to accept the direction of the trainers in regard to blood contamination and infection.

27 NSW REGULATIONS 1. AFFILIATIONS All organisations desirous of playing football in the State of NSW under the direction of the NSW Australian Football League Ltd., must seek and be granted affiliation with the said State body, either individually or through their affiliated body. Affiliation is available m the following categories: (al Sydney Football League Club; (bl Affiliated Senior League/Association; lei Affiliated Junior League/Association; ldl Associate League; (el Associate Club. 2. PLAYER REGISTRATION Each League must agree to adopt and use a uniform system for the registration of players and to include the following:- (a) Permission to Play: Iii Any person desiring to play with a Club mentioned in Regulation la), bl or cl for any season must first apply on the prescribed player registration form, and upon written advice being given of the granting of such registration, the player shall be deemed to be a player of that Club until such time as the player has been granted a clearance by the Club with which he was registered to any other Club, League or Association, or until such time as a period of twenty four 1241 calendar months shall have elapsed from the date on which the player last played competition football for the Club with which he had been granted a permit to play. (ii) All players must renew their registration to the Club each year. (b) Players Register: t;ach League must keep a register of all player registrations and to include the following: Iii Date the player registration form was received; (ii) Full name, address, private telephone number, date of birth, occupation, previous Club and the name of the Club with which the player wishes to transfer; liiil Date the player registration was granted. (c) Dual Registration: No player shall be permitted to play with more than one Club at the same time without first having applied for and obtained a clearance from his current Club or under special circumstances as determined by the Regulations or his League/Association. (d) Coaches and Runners: All coaches and runners must be registered as players. (e) Players Under 18 Years of Age: Players under 18 years of age as of January 1st in the year of registration must have their applications to play countersigned by a parent or guardian or a person authorised in writing by a parent or guardian so to act. 3. PLAYER CLEARANCES (a) Application: A player of one affiliated Club wishing to play with another affiliated Club must first submit an application on the prescribed form INSW Form No. 3 Pink) to the League with which his intended Club is affiliated. (b) Unanswered Clearances: If an answer in writing to the clearance application is not received within 21 days from the date the clearance left the transferee League, the Club to which the player desires to transfer may claim that player, verbally, with their League. In such cases, the appropriate League official will note on his record "Clearance unanswered, player cleared verbally." There shall be no redress to any such action. (c) Intra-League Clearance: Iii A player submitting a clearance to jrnn a Club 1n the same League, or in the case of Sydney, a Club in the metropolitan area is not entitled to play with that Club until his clearance is resolved. (ii) A player who transfers from a Club of a NSWAFL Affiliated League to any other League, and who wishes to transfer back to a Club in the same NSWAFL Affiliated League within a period of 24 months, must transfer back to the Club he left or obtain a domestic clearance from that Club to the Club he wishes to join. (d) Temporary Permit to Play: A player transferring from a Club of one Affiliated League to a Club of another Affiliated League, may play with that Club until the result of his clearance 1s realised. Should the player have his clearance refused, he shall not be permitted to play until the clearance is resolved. (e) Block Clearances: In the event of the transfer of a Club from one League to another, all registered players of that Club shall automatically be transferred with such Club to the new League. The Secretary, or authoriseed person of the transferor League shall supply a certified list of all registered players of the Club concerned to the Club's new League. (f) Player of a Disbanded Club: If a player's Club has disbanded, the player must obtain a clearance from his League prior to playing with any other Club. (g) Player of an Amalgamated Club: If a player's Club has amalgamated, the player automatically become a player of the amalgamated Club. (h) Player of a Disbanded League: If a player's League has disbanded, the player must obtain a clearance from the NSWAFL. (ii Player Transferrina: to AFL Clubs: Any player desirous of playing with an AFL Club may do so in a manner which will not infringe his permit to play with his Club by signing a NAFC Form 9, which when endorsed by his League Secretary or other authorised person, will enable him free 27 movement between the two Clubs. (k) Refused Clearances: A player may be refused a clearance from his Club if it is considered by that Club that his services are still required, A clearance cannot be refused under the following circumstances:- lil The player is under 16 years of age at the time the clearance is lodged with the transferee League; (iii A period of twenty four 1241 calendar months has elapsed from the date on which the player last played competition football for the Club with which he had been granted a permit to play; (iii) The player has bona fide moved his place of residence because of employment, 25 kilometres from the address shown on the application to play lodged with his present Club. (I) Lodgement Period for Clearances A clearance may not be lodged with the transferee League between June 30th and December 31st of each year. (m) Appeal against Refused Clearance: A player refused a clearance by his Club may lodge an appeal against the decision m writing setting out the circumstances and why the clearance should be granted, w1th1n 14 days of notification of such refusal to the Secretary of the transferor League. Such appeal shall be referred to the Tribunal of the transferor League who shall hear the appeal within l 0 days of receipt of 1t by the League. A deposit of $50.00 must be lodged with the appeal from which any reasonable expenses may be deducted. (n) Clearance Register: Each League must keep a register of all player clearances and to include the following:- (!) Date the player clearance form was received; (ii) Full name, registered number, clearance number, Club to which the player desires a clearance, Club, League and State from which the player desires a clearance, date leaving the transferee League; (iii) Date the clearance or written notification was received from the transferor League and decision. 4. DISQUALIFICATIONS, SUSPENSION OR PERMIT REFUSALS (a) Person not to Act: Any person who has been refused a permit to play or has been disqualified shall not be allowed to hold any on field position with any NSWAFL League or Club until such permit be granted or the period of disqualification has expired or is removed by the body imposing disqualification, excepting that a player acting as coach to his Club at the time of any disqualification for a field offense shall not be debarred from performing his duties as coach to that Club during the period of disqualification.

28 (b) Suspended Player to Seek Clearance: A player of coach under disqualification by his League or Tribunal shall not be eligible to receive a clearance until the period of disqualification or suspension has expired or been removed by the authority imposing the penalty. (c) Field Offense No Right of Appeal: Any player or official who, or Club which is disqualified, suspended or otherwise penalised for, or arising out of a field offence during or on the day of a match, shall have no right of appeal to the NSWAFL against the decision of a Tribunal or other Committee except at the d1scretion of the General Manager, and where there is evidence of an error of law or procedure. 5. CLUB TRANSFERRING (a) Procedure: (I) Clubs desiring to transfer to another League shall lodge a written application with their League which shall be required to deal with such application within a period of receipt of the appl1cat1on. In the event of failure to determine the application with 60 days of lodgement, the Club shall be permitted to transfer without permission to the new League. A copy of the application must be lodged with the NSWAFL at the same time of lodgement with the League. (ii) If any League is seeking a Club or Clubs from any other League, then the inviting League must notify the Secretary of the controlling body of such Club or Clubs at least 14 days prior to the invitation to the Club or Clubs. Any Club desirous of leaving a League must give no\ice of not less than 14 days of the intention of its League to apply for affiliation in another League. lii1) Leagues shall require the approval of the NSWAFL prior to the acceptance of any newly formed Club. (b) Appeal against Refusal: In the event of a Club being refused permission to transfer to another League, the Club may appeal to the NSWAFL 1n terms as set down in the 'Appeals' section of these regulations. The decision of the NSWAFL shall be final. (c) Player of Club not Wanted: In the event of a player /Club which has been granted permission by his or its League, or Appeals Board, as the case may be, to transfer to another League subsequently not being accepted by the League to which permission to transfer has been granted, the player/club shall be deemed to be a player/club of the body from which the transfer is granted. (d) Transfer Fees: No Club shall demand or receive a transfer fee for a player transferring between two NSWAFL affiliated Clubs. 6. INTERSTATE CLEARANCES Procedures for the transfer of players between States are laid down in the National Australian Football Council Player Transfer Regulations which are reprinted on page 7. REPRESENTATIVE TEAMS (a) Player must make himself Available: Any player chosen to represent his League, District, Region or the NSWAFL must make himself available to play for such team. (b) Player not Available: Any player who does not make himself available or declines selection will automatically be suspended for the two matches subsequent to the respective representative match. (c) Player Not to Play: Any player subject to Regulation 71bl will not be permitted to play with his Club on the weekend of the representa\ive match and any player who does will be suspended for an additional two matches and the team in which he plays will lose all competition points for the matches in which the such player has taken part and the Club may be fined up to $250. (d) NSWAFL First Call on Services: The NSWAFL will have first call on the services of all players for representative football. (e) Injury or Illness: Any player who declares himself unavailable because of injury or illness must present a medical certificate from a doctor of medicine and be prepared to undergo an examination by a doctor of the choice of the representative body when required. 8. MINIMUM TEAMS FOR COMPETITION A compe\ition must cons1st of no less than 4 teams. Any competition which falls below that number during the season will be subject to disbandment. The local controlling body, however, may permit the competition to continue with the approval of the NSWAFL. 9. MAXIMUM NUMBER OF PLAYERS Apart from Aussie Footy, any League which wishes to conduct a competition with less than 18 players per team, must first obtain permission from the NSWAFL. In any case, the number of players who may take part in any team in such circumstances must not be less than 12. IO.APPEALS (a) Who may Appeal: Iii A player, Club or League may appeal to the NSWAFL against a decision of his or its governing body. Iii) Appeals from Tribunal findings arising out of field offences may only be lodged where there is evidence of an error of law or procedure. (iii) The determination of any Appeal shall be final and binding on all parties. (b) Manner of Appeal: Iii The Appeal must be lodged in wri\ing to the General Manager, NSWAFL, within 10 days of the appellant receiving notification of any such decision, and must include full details of the event precipitating the Appeal together with any information which might assist in its consideration and the name of the body handing down the aggrieved decision. The Appeal must be accompanied by a $100 deposit. (iii The General Manager, NSWAFL, will then, 28 at his discre\ion, decide whether the Appeal shall be heard. If he decides in the negative, the Appeal deposit may be forfeited or returned to the appellant. liiil Should the General Manager decide that the Appeal should be heard, he shall arrange for an independent committee of 3 to be raised, appoint a chairman from their number and refer the Appeal to that committee for determination. (iv) Any expenses in convening the Appeal shall be borne by the appellant. Should additional funds be required, the appellant must pay such costs as determined by the General Manager pnor to the Appeal taking place. (vi Any Appeal must be commenced within 14 days of the Appeal notice being received by the General Manager. (c) Powers of Appeal: Iii The Appeals Committee shall be empowered to meet when and where they consider necessary, however at all times, the economics of the situation must be observed. Iii) They have the power to call any witness they consider necessary, and view any documents pertinent to the Appeal. Any person or group refusing to co-operate with the committee shall be dealt with as the NSWAFL Commission considers fit. (iii) They have the power to make any decision which may override that which is appealed against, impose any extra penalty or make any comment they consider necessary. (d) Finality of Appeal: The Appeals Committee shall make the formal announcement of the Appeal or make a written recommendation to the NSWAFL. In any case the NSWAFL shall inform the appellant in writing of the outcome of the Appeal. 11. FOOTBALLS Iii The only footballs to be used in competition matches shall be the brand(s) authorised by the NSWAFL. (iii Each age group shall only use the sjze football especially manufactured for it, or if a football is not specifically designed for a special age group, then the next size up shall be used. 12. DEFAULTING PLAYERS Any Club wishing to register a player as a defaulter must do so in writing to their League outlining all details of the default by December 31st in the year it is alleged the incident occurred. At least 3 days before notifying the respective League of such default, the Club must notify the player in writing of their intention to do so. 13. INFRINGEMENT AGAINST RULES In any event of an infringement against these Rules where the penalty is not provided for, then the Commission of the NSWAFL shall invoke a penalty it considers fit. 14. CONFLICT OF RULES In any event of these Rules conflicting with those of an affiliate League then these Rules shall take precedence.

29 NAFC PLAYER TRANSFER REGULATIONS Section 1: DEFINITIONS 1.1 Contracted Player: A player who is obliged pursuant to a Contract to render his services as a footballer to a Club of a State Body whether such Contract is between a Club and the player or is between the Club and any other person provided that such Contract 1s registered with the State Body. 1.2 Uncontracted Player: A player of a State Body other than a Contracted Player. 1.3 District Player: A player who 1s registered or listed as a player with a Club of a District Body. 1.4 Amateur Player: A player in a Club which 1s affiliated to any Body affiliated with the Australian Amateur Football Council. 1.5 District Body: A Football League or Association affiliated with a State Body. 1.6 Unaffiliated Body: A Football League or Association not affiliated to the National Australian Football Council or to a State Body State Body: Australian Football League; Australian Capital Territory Australian Football League; Northern Territory Football League; Queensland Australian Football League; South Australian National Football League; Sydney Football League; Tasmanian Australian National Football League; West Australian Football Commission. 1.8 Club: A fielding a team 1n a com petition adjoined by a District Body, Unaffiliated Body or State Body. 1.9 Commissioner: A Commissioner or Deputy Commissioner appointed pursuant to Regulation Permit Committee: A Committee appointed pursuant to Regulation Practice or Trial Matches: A match between two Clubs, not forming part of the official Match Program of the compet1t1on 1n which the Club compete Maximum Transfer Fee: The fee determined by the Council pursuant to Regulation Form 1: Form set out 1n Appendix (ii) Form 2: Form set out in Appendix (iii) State: Each State 1n the Commonwealth of Australia, the Australian Capital Territory and the Northern Territory. Section 2: STATE BODIES 2.1 Contracted Players: A Contracted Player may not transfer to a Club of another State without the consent in writing of the Club to whom he is rendering his services as a football Player. A State Body that permits (whether by permit transfer or otherwise) a Contracted Player of another State Body to play in a Club of its State without the consent in writing of the Club to whom the Contracted Player is rendering his services or is otherwise in breach of these Regulations should be dealt with under the Articles of Association of the National Australian Football Council as if 1t had been guilty of conduct pre1udicial to the interest of the League. 2.2 Uncontracted Players: An Uncontracted Player may transfer to a Club of another State (hereinafter called "the transferee Club") at the expiration of fourteen 114) days, subject to the procedures specified in Appendix Iii, after a duly completed Form 1 has been lodged with the State Body that the Club to which he is rendering his services as a football Player (hereinafter called "the transferor Club") 1s a member Upon the transfer of an Uncon-tracted Player and the subsequent granting of a permit, the transferee Club shall pay to the transferor Club such amount as has been agreed by them being not in excess of the maximum transfer fee. If a permit is not obtained within 28days of a player's transfer in the period 15th January to 30th June in any one year, the transfer shall lapse. Where a player applies for a transfer outside of this period, a permit must be obtained within 28 days after 15th January next, or the transfer shall lapse If the transferor Club and the transferee Club cannot reach agreement on the fee to be paid to the transferor Club, either Club may refer the determ1nat1on of the fee to the Commissioner by notice in writing given to the National Australian Football Council and the other Club within fourteen 1141 after the transfer of the Uncontracted Player to the transferee Club Notwithstanding that a fee has not been agreed or that the Commissioner has not determined a fee, an Uncontracted Player 1s entitled to be granted a permit to play with the transferee Club The Commissioner shall determine the fee as at the date the Uncontracted Player is granted a permit to play with the transferee Club Transfer fees shall not be payable for players returning to a former State Body. 2.3 Disputes: If there is a dispute between a Player and a transferor Club, whether that Player is a Contracted Player or an Uncontracted Player, such dispute shall be referred to the determination of the Commissioner by the transferor Club by giving notice in writing of such dispute to the National Australian 30 Football Council within fourteen (14) days of the commencement of any such dispute. 2.4 Practice and Trial Matches: A Contracted or Uncontracted Player shall not be permitted to play in a practice or trial match with a Club or another State without the consent in writing of the Club to whom he is rendering his services as a football Player. A State Body whose Club breaches this regulation is liable to a penalty determined by the Commissioner but not exceeding $5,000 for each offense. 2.5 Subsequent Transfer to State Body: Where a player transfers to a district, amateur or unaffiliated body under the provisions of Regulation 2.2 and subsequently within a period of 24 months, receives a permit to play with a Club of a State Body, such Club shall be required to comply with the provisions of these Regulations as though the Player had transferred direct as an Uncontracted player from his former State Body, except that the period of 14 days referred to in Regulation shall commence from the date that the former Club receives notice of the granting of such permit A State Body granting a permit for a player categorised under Regulation 2.5 shall notify the former State Body in writing forthwith. Section 3: OTHER BODIES 3.1 District Players: A District Player may transfer to a Club of another State upon completion and lodgement of a Form 2 with the Transferee Body, provided that if the District Player has transferred from a State Body within the previous 24 months, he shall be deemed an Uncontracted Player of that State Body and Regulation 2.2 shall apply to him. 3.2 Amateur Players: An Amateur Player may transfer to a Club of another State upon completion and lodgement of a Form 2 with the transferee body. 3.3 Transfer Fee not Applicable: Except as otherwise provided in these Regulations, transfer fees shall not be payable for Players of District, Amateur or Unaffiliated Bodies Transfer fees shall not be payable by District, Amateur or Unaffiliated Bodies for Uncontracted Players transferring from State Bodies. Section 4: COMMISSIONER 4.1 A Commissioner and a Deputy Commissioner shall be appointed annually by the Permit Committee no later than 31st December, such appointment to be effective for the ensuing calendar year. The Council may revoke such appointment at any time. 4.2 The Committee shall appoint an additional Commissioner or Deputy Commissioner if during their year of office the

30 Commissioner or Deputy Commissioner is unable or unwilling to act. The Council may revoke any such appointment at any time. 4.3 A Commissioner and Deputy Commissioner shall not hold any office or appointment in a State Body, District Body or any Club that is a member of a State Body or a District Body. 4.4 Referral to Commissioner: Where an objection has been lodged under Regulation 2.3, the Club concerned shall forward such material that it believes to be relevant in support of the contention that the Player is under Contract, together with a fee of Upon receipt, the National Australian Football Council shall forward a copy to the transferee Club and its State Body A Club referring a dispute to the Commissioner under Regulation 2.2.2, shall submit such material it considers relevant to ~s claim Upon receipt of a submission lodged in accordance with Regulation 2.2.2, the National Australian Football Council shall forward a copy of such submission to the other Club concerned and to its State Body. Such Club may within fourteen (14) days submit a written statement in support of a claim for a transfer fee it believes appropriate. 4.5 Powers of the Commissioner: Disputes: The Commissioner shall have the power to determine all matters referred to him in accordance with these Regulations Hearings: The Commissioner shall have the power to call hearings to determine the matters that have been referred to him Conduct of Hearings: The Commissioner shall determine the procedure to be adopted at any such hearings Cost of Hearings: The Commissioner shall have the power to make an order for the costs of any hearings Fines: The Commissioner shall have the power to impose fines in accordance with these Regulations Transfer Fee: When a matter under Regulation is referred to the Commissioner, each Club shall be entitled: (a) to make a written submission to the Commissioner as to the amount of Transfer Fee it regards as reasonable, and; (b) in the event of a hearing being conducted, to be represented at the hearing and adduce relevant evidence. After considering such submissions and evidence (if any) the Commissioner shall determine the transfer fee that is payable by the transferee Club provided that such fee shall not exceed the maximum transfer fee. In making his determination, the Commissioner may consider and take into account, all the circumstances and matters relevant to the case, including:- (a) The age of the player; (bl The period of time during which the player has played for and the service given by him to the Club from which he is transferring, and the benefits (whether financial or otherwise) given by that Club to the Player during that period; (cl The extent to which the Club from which he is transferring was both willing and able to employ the Player as a footballer and select him in a team fielded by it; (d) The number of Interstate Representative matches m which the Player has participated; (e) The Player's ranking in Best Player awards; (f) The benefit derived by the public from teams fielded by Clubs competing m matches conducted by the State Bodies having sufficient stability in their composition to permit the development of well matched Players of the highest available calibre and in this context: (i) The interests of the State Body and the Club from whom the Player has transferred. (ii) The interests of the State Body and the Club to whom the Player is transferring. 4.7 Further Referral: In reaching a determination, the Commissioner shall be entitled to:- (a) Take advice from a barrister or solicitor. (b) Have made such investigations as he thinks appropriate. (c) Call evidence from such persons as he deems necessary. 4.8 Decision Binding: The decision of the Commissioners shall be given in writing and shall be final on all parties and shall not be called into question, appealed against or reviewed (whether by prerogative Writ or otherwise) in any Court or Tribunal. 4.9 Interpretations/Rulings: The Permit Commissioner shall issue interpretations of or rulings on the Player Transfer Regulations which shall be forthwith binding on all Affiliated Bodies unless they are rejected by a subsequent meeting of the Council. Section 5: SPECIAL PROVISIONS 5.1 Separate Agreements: A State Body or a Club of a State Body may enter into agreements with any other State Body or Club of a State Body concerning the transfer of Players between the State Bodies or Clubs as the case may be A copy of each such agreement is to be lodged with the National Australian Football Council by the I st of February or within fourteen (14) days of the making of such agreement if made between the I st of February and the 30th of September The NAFC may enter into an agreement with a State Body concerning the transfer of players between such State Body and other State Bodies Each such agreement shall for all purposes be regarded as valid and subsisting 31 when otherwise declared by any Court and if the provisions of any such agreement are inconsistent with these Regulations the agreement shall prevail. 5.2 Border Associations: Border Associations consisting of Clubs, some of which are in one State and some in another, may make their own rules as to the transfer of Players from one Club to another 1n such Association and may enter separate agreements with other border Associations as to the transfer of Players between the Associations concerned. 5.3 Broken Hill: For the purposes of these Regulations the Broken Hill Football League shall be deemed to be a League affiliated with the South Australian National Football League Incorporated. 5.4 Regulations not Applicable: These Regulations shall not apply to Uncontracted Players, Amateur or District Players who have not played competition football for the previous twenty (24) months, or to Players under 15 years of age at I st of January. Section 6: TRANSFER FEE PAYMENTS 6.1 Maximum Fee: The maximum fee for the transfer of Uncontracted Players shall be determined annually by the Permit Committee no later that 31st December and be applicable for the ensuing calendar year. In determining such fee, the Committee shall be entitled to take into account submissions made to it by any State Body provided such submissions are lodged no later than 28 days prior to the meeting at which the fee shall be determined. 6.2 Method of Payment: "In determining the maximum fee in accordance with Regulation 6.1, the Committee shall determine the method and terms of payment and shall, if it considers appropriate, set a scale of payments based upon the number of matches progressively played with the transferee club." "Where a matter is referred to him, under regulation 2.2.2, the Commissioner shall determine the method and term of payment and shall be empowered to apply a scale of payments based upon the number of matches progressively played with the transferee Club." "In the event of the transferee Club failing to pay the transfer fee as deter-mined under Regulation of 6.2.2, such fee shall be paid by the State Body of whom the transferee Club 1s a member and that State Body shall be entitled to receive the fee from the Club." Section 7: PERMIT COMMITIEE 7.1 A Committee comprising three members shall be appointed annually at the Annual General Meeting and shall hold office until the following Annual General Meeting. 7.2 Nomination for members of the Committee shall be submitted in writing no later than 28 days prior to the Annual General Meeting. 7.3 Any casual vacancy shall be filled by the

31 Council until the next Annual General Meeting. 7.4 The Committee shall hold the following powers: Appoint a Commissioner and a Deputy Commissioner, no later than 31st December, to be effective for the ensuing calendar year Revoke such appointments and/or fill any vacancy No later than 31st December, determine the Maximum Fee for transfer of Uncontracted Players Regulate its own Meeting procedure. 7.5 Resolutions of the Committee may be revoked at a subsequent Meeting of the NAFC. APPENDIX Ii) Procedure for Lodgement and Processing of Transfer Applications {Form 11 follows: Upon receipt of a properly completed Form 1, a State Body shall forward such form to the Player's former State Body, clearly indicating the date of its despatch. The State Body receiving the form, will so acknowledge in writing within 48 hours of receipt. Should the form be mislaid by reason outside the control of the parties concerned, then upon the production of a Statutory Declaration verifying such loss and the completion of another Form 1, the provisions of 2.2 shall apply except that the period of fourteen 1141 days therein referred to shall be r3educed to ten 110 days. la) Time Limit: If an application 1s not returned within the due period, the originating State Body shall by telegram, telex or facsimile, advise the other State Body concerned. If notification of ob1ect1on is not received by telegram, telex or facsimile within three 131 business days there from, a permit may be granted. lb) Objection: Where notice is given under Regulation 2.3, the State Body in the former State shall immediately notify the other State Body concerned. le) Amateur and District Players: Upon receipt a a Form 2, the Body concerned shall forward such form to its State Body for forwarding to the Player's former State for the purpose of notification of transfer.
