4 LAKEVIEW LADIES GOLF ASSOCIATION BY-LAWS ARTICLE 1 NAME & PURPOSE Section 1 Name The name of the organization shall be Lakeview Ladies Golf Association (LLGA). Section 2 Purpose The purpose of the Lakeview Ladies Golf Association shall be to promote the game of golf by providing its members scheduled competitive and social events on Tuesdays and Thursdays, respectively, during the golf season beginning the first Tuesday of April and ending in October of each year. ARTICLE 2 MEMBERSHIP Any female, 18 years of age or older, may become a member upon payment of dues. Young women under the age of 18 may become non-voting junior members upon approval by a majority vote of the current members. Dues for these junior members will be half the amount of regular dues and although they will be ineligible to participate in team or weekly event play, they will have access to league tee times. Acceptance of membership in LLGA shall bind each member to abide by the bylaws and other rules and regulations that may be adopted from time to time, and to accept all decisions which the executive board is authorized to make regarding LLGA affairs.

5 ARTICLE 3 EXECUTIVE BOARD Section 1--Composition The President, Vice-President, Secretary, Treasurer and Weekly Events Chairperson(s) shall comprise the Executive Board. Section 2 Election, terms and vacancies Board members shall be elected in October or November of oddnumbered years to serve for terms of 2 years. The board shall appoint persons to fill any vacancy in the office of vice-president, secretary, treasurer, or weekly events chairperson(s) until the next fall meeting at which time the full membership shall elect a person to complete the term. In the case of a vacancy in the office of president, the vice-president shall assume the duties of president until the next regularly scheduled election of officers. Section 3 Authority and Powers of the Board The board shall conduct the affairs of the association with a majority vote required for a decision, except that matters relating to non-budgeted expenditures of league funds exceeding $50, bylaw changes, and junior memberships shall require a vote by the membership pursuant to Article 5, Section 2 of these bylaws. Each office shall have only one vote. If, at any time a position is held jointly by two people, each holds a half vote. The board shall appoint the special committees and may create, combine and discontinue any other committees it deems necessary. The board shall propose the amount of annual dues to be voted upon by the membership at the fall meeting. Section 4 Authority and Powers of individual officers President-The president shall preside at all meetings and will serve as liaison between LLGA and Lakeview management. The president may delegate liaison duties to another board member. Vice-President-The vice-president shall act in the absence of the president and shall coordinate publicity for the league.

6 Secretary-The secretary shall keep minutes of all meetings of the board and the general meetings and shall conduct and/or retain records of all LLGA correspondence. Treasurer-The treasurer shall be responsible for all receipts, deposits and disbursements of funds in the LLGA treasury. The treasurer shall draft the annual budget for board approval before presentation to the membership for adoption at the spring meeting, and shall present an annual budget report at the fall meeting. Weekly Event Chairperson(s)-The weekly event chairperson(s) is/are responsible for preparing the schedule of events for each season, for determining the winners of events and for establishing and administering any rewards or prizes for winners. ARTICLE 4 SPECIAL COMMITTEES Section 1 Nominating committee A nominating committee of at least 2 LLGA members shall be appointed by the board in odd-numbered years at least 1 month before the scheduled fall meeting. The committee shall present a slate of officers to be voted on by the membership. Section 2 Social committee A social committee consisting of 1 or more members shall be responsible for overseeing monthly social hours, if any, and for sunshine activities on behalf of members. Section 3 Sunday events A Sunday events committee consisting of 1 or more members shall be responsible for overseeing any mixed couple events. ARTICLE 5 MEETINGS Section 1 Number and character Spring meeting-there shall be an annual spring meeting in March before the opening day of the golf season.

7 Banquet-There shall be a season-ending celebration in October of each year at which awards may be presented. Fall meeting-there shall be an annual fall meeting for the purpose of electing officers, if necessary, and for conducting any other necessary business in preparation for the coming season, including adjustments in league policies and dues amounts. Special meetings The board may call any special meetings of the entire membership which it deems necessary. Section 2 Quorum A quorum shall be necessary for a valid vote by the membership on any league matter. A quorum shall be deemed to be 25% of the active membership and all votes shall be determined by simple majority in all matters. ARTICLE 6 AMENDMENTS TO BYLAWS These bylaws may be amended by a simple majority vote at any meeting where a quorum is present. Written notice of the proposed amendment(s) shall be presented at least 2 weeks prior to the vote either by posting on the league bulletin board or by mail or both. 8 LLGA POLICIES AND PROCEDURES These policies and procedures are intended to supplement the Bylaws and in some cases to clarify misunderstandings which may have arisen in the past. If you still need clarification of any issue, please refer your questions to a board member. A. DUES LLGA dues are currently $20 per year, however members also must pay the fee for obtaining a VSGA handicap separately to Lakeview management. The 2013 handicap fee is $ These fees should be paid before the first of March or when you join the LLGA if after that date. Any changes in dues shall be voted upon at the fall organizational meeting. Please note that LLGA has no control over fees charged for a VSGA handicap; these may increase over time. Dues shall be submitted to the treasurer and are non-refundable. They are used to support the cost of awards, weekly and special events and sunshine costs incurred when members are hospitalized for serious illness or disease or upon the death of a member or someone in a member s immediate family. B. SUNSHINE NEEDS The main goal of Sunshine Needs is to bring support to LLGA members who might be experiencing illness, loss, accidents, or other concerns that the membership might recognize with cards, s, visits, meals, or flowers. This outreach will be the responsibility of the Sunshine Committee. Any member of the LLGA who is aware of another member s needs in this area is to contact the Sunshine Needs representative, who in turn will take the initiative to provide support, determine what type of support, and delegate assistance with this role among the membership as needed.

9 C. SIGNUP AND CANCELLATION Member sign up for Tuesday play should occur no later than the preceding Sunday evening. Note that pairings are done by the weekly events coordinator on Monday. Please try to avoid signing up late or canceling a tee time late as this may affect your fellow players tee times and could cause difficulties in scheduled playing events. Unless there is an emergency, members should notify the pro shop to cancel their previously arranged tee time by no later than Monday before noon. D. LEAGUE PLAY: Tuesdays - Tee times will rotate throughout the season (see calendar/events). The weekly events chairperson will plan events for each Tuesday s play. In the case of inclement weather on Tuesday that week s event will be played on Thursday, except on our travel days. For a list of these events and game rules see calendar/events and they will also be posted on the women s bulletin board, found across from the women s restroom. Various methods will be used to determine foursomes or teams each Tuesday as needed. Each player will put $2.00 into the awards pot for the Tuesday event. The score- keepers for your team will submit the total gross score for each player and each player must putt out on every hole. Then the weekly events chairperson (s) will distribute the awards money according to the winner(s) for that day s event. In addition each player will post their gross score and any birdies in the ringer book, and their adjusted gross score in the computer. If you wish to play later in the afternoon, or earlier in the morning, you may arrange to play with another member and may post your score and birdies in the ringer book and enter your score in the computer. You will not, however, be eligible for any prizes awarded for that day s event play.

10 Thursdays Thursdays are set aside for casual play and for regularly scheduled travel days (see special events) to other courses in the area. Signup sheets for travel days will be posted on the bulletin board. We play together with our LLGA members at selected local/regional courses and go to lunch afterwards. Other Events: Invitational Tournaments - Various other clubs or organizations hold invitational tournaments. Signup sheets are posted on the women s bulletin board. LLGA may hold its own invitational in any given year. Members will find there is much work and fun involved in volunteering to help stage such a tournament. Monthly Socials The first Tuesday of each month has been set up for Breakfast Socials before regular play. On these days we meet 45 minutes before our tee time. E. WHAT TO DO BEFORE YOUR ROUND: 1. Arrive at the course 30 minutes before your round. Be in the teeing area and ready to play at least 15 minutes before your scheduled tee time. 2. Pay your green fees. 3. Take the opportunity to sign up for future play. 4. Check the bulletin board for news. F. WHAT TO DO DURING THE ROUND TO SPEED UP PLAY: stroke rule (does not apply to Tuesday events or Tournament play) When playing a casual game a player may choose to take no more than ten (10) strokes on any hole. If you have not reached the green in 8 strokes, pick up your ball and drop it on the nearest edge of the green. You

11 may now take two putting strokes. If you do not hole out, pick up your ball and move on to the next hole. 2. Slow play Players should be ready to play when it is their turn. Do not spend more than 5 minutes looking for a lost ball. Always hit a provisional ball from the same spot when you think you have lost a ball or gone out of bounds. If your group falls behind and the hole ahead is open, you should let the group behind you play through. If you reach your ball and are ready to hit, do it, even if you are not away. On the green, if you are comfortable in doing so, putt out rather that marking a short putt and waiting for your turn to come around again. Obviously you should use good judgment in determining whether or not to putt out you should not stand on another player s line. G. WHAT TO DO AFTER THE ROUND: 1. You must post your adjusted gross score in the computer. (See equitable stroke control table below) EQUITABLE STROKE CONTROL 18 hole course handicap Maximum number to be posted on any hole 9 or less double bogey 10 through through through or more 10 Equitable stroke control sets a maximum number that a player can post per hole based on that player s USGA handicap. There is no limit to the number of holes on which you can adjust your score. 2. Determine your course handicap by either asking the weekly events chairperson(s) or looking it up in the

12 computer. NEW GOLFERS PLEASE NOTE: When you have posted five (5) adjusted gross scores in the computer you will receive a handicap index at the next handicap revision date and will be eligible to win net score in events. Your handicap may be a local handicap, i.e. a handicap that is above the maximum handicap index set by the USGA (40.4 for women). If so, it will be identified by the letter L to indicate that it is for local use only. If a player holding a local handicap plays in inter-club play, the accepted 40.4 index limit must be observed, but the local handicap should be used for home course events. Also note that your index is not your handicap but is the key number for finding your handicap on any course you play by using the index and a conversion chart which should be displayed at each rated course or by using a conversions booklet available from the USGA. 3. Do whatever scorekeeping is required for the day s event. Two members of your team are to keep a scorecard for the day s event as this provides a double check for accurate scoring. The scorekeepers will validate each individual s scores at the end of the round and turn in an attested scorecard to the events chairperson(s) or place it in the LLGA binder. 4. Update your ringer scores, also contained in the LLGA binder at the clubhouse, as follow: RINGERS section Enter your best score for each hole on the course. When you better a score, change each hole to reflect the improvement. BIRDIE section Enter your birdie or eagle under the appropriate hole by noting the date(s) you made the score.

13 H. CONDITION OF THE GOLF COURSE: 1. Winter rules Generally LLGA play winter rules all year long, which means you may move the ball up to 12 inches, no closer to the hole, but only in your own fairway. 2. Casual water Move the ball to the nearest total dry relief, whether in the rough or the fairway, no nearer the hole. Stance and ball position should both be dry. A good test for casual water is if you step on the turf and when you remove your foot water seeps up where you stepped. 3. Temporary greens If for some reason a temporary green is in use on any hole and your ball lands in the marked green area, take a maximum of two putts for your score. (Policies & Procedures Revised and Adopted 11/21/11) LLGA Calendar of Events and Game Rules 2013 Tee times will rotate throughout the season as noted below. Arrive at the course 30 minutes before your round to get ready for play. The first Tuesday of each month has been set up for breakfast socials. On those Tuesdays please arrive at least 45 minutes before your tee time. All games will be played from the green tees unless otherwise designated. We ask that two members of your team keep a scorecard for the day s event as this provides a double check for accurate scoring. The scorekeepers will validate each individual s scores at the end of the round and turn in an attested scorecard to the Events Chairperson. Please note that game formats may be changed as needed each week by the Events Chairperson. April: Tee time: 9:30 a.m Social 8:45 A.M. Low Net and Low Gross.

14 9 Baker s Dozen Select the best 13 holes of the round. Gross score. 16 Low putts on 18 Holes 23 Tee to Green - Count strokes until you get to the green (no putts), less ½ handicap. 30- Blind Partners - Partners are drawn after play. Combine the two net scores using full handicap. May: Tee time 9:30 a.m. 7 Social 8:45 A.M. Low Gross Low Net 14 Par 4 s Count only par 4 s less ½ handicap 21 Best Nine Pick front nine or back nine (after play) less ½ handicap Bogey Day Most bogeys in 18 holes. June: Tee time 9:00 a.m. 4 Social 8:15 A.M. Mutt & Jeff Count only par 5 s & par 3 s and deduct ½ handicap. 11 T&F Count only holes beginning with T&F (2,3,4,5,10,12,13,14,15). Deduct ½ handicap Floating Mulligan - One mulligan may be used at any time during the round. Deduct full handicap.

15 25 Best 5 of Front 9 holes Gross score July: Tee time 8:30 a.m. 2 Social 7:45 A.M. Low Net 9 Odd Holes Score odd holes (after play) deduct ½ handicap. 16 Alternate Shots (2 Persons) Each player tees off and best drive is selected. The other player hits the drive. The players alternate hitting one another s shots. Gross Score. *** If not even number of players, next weeks game will be played. 23 Crier s Tournament Adjust 3 worst holes to par, less full handicap Clubs and a Putter No Handicap. August: Tee time is 8:30 a.m. 6 Social 7:45 Low Gross Low Net 13 Flag Tournament Each player will have a flag to plant when she reaches 36 + ½ handicap. 20 Even Holes Score even holes (after play). Deduct ½ handicap. 27 Modified Stableford Most Points: 1point = double bogey, 2 points = bogey, 3points = par, 4 points=birdie, and 10 points = eagle

16 September: Tee time 9:00 a.m. 4 Social 8:15 A.M. Low net and Low gross Deduct your age! 10 ONES Count only scores of holes beginning with the letters O N E S (1,6,7,8,9,11,16,17,18) ; deduct ½ handicap 17-- Low Putts on Par 3 s 24 Predict your score!! October: Open play Special Events and Notes: August 8 - LADY S CLUB CHAMPIONSHIP Details TBA September 16 - Men s Senior Association Picnic Outing - 9 A.M. shotgun with lunch (rain or shine). All LLGA members are invited to play. October 10 LLGA Awards Event (Details TBA). November 7 Fall membership meeting (Details TBA). Thursday Travel Days for LLGA members to visit other area courses, play, and have lunch together.
