NCGA Qualification Tournaments: Stroke Play Play will be 90% (men) and 95% (women) of the course handicap using a maximum handicap index of 18.4 for calculation. All players with handicap indexes of 18.5 and above are eligible but must play to a maximum handicap index of 18.4 Four Ball (aka 2 Best Ball or Better Ball) Play will be 90% (men) and 95% (women) of the course handicap using a maximum handicap index of 18.4 for calculation. All players with handicap indexes of 18.5 and above are eligible but must play to a maximum handicap index of 18.4.If partners course handicaps differ by more than 8 strokes, an additional 10 percent reduction will be applied to their course handicaps. One partner may represent the team for any part or all of a stipulated round for qualifying or the championship proper. Page 5

Men s Club Tournaments: Stroke Play If your low handicap index has been lower in the past 12 months than your current handicap index, then your tournament handicap index will be calculated as the average of current handicap and lowest handicap in the last 12 months. Two-Man Best Ball (aka Four Ball or Better Ball) Member Only Tournaments Two-player team, team low gross and low net competition. Handicap will be limited to no more than a ten stroke differential between partners. The higher handicap shall be no greater than 10 strokes more than the lower handicap of the team. The lowest net score and lowest gross score on each hole will be used to determine the team net score and the team gross score. Non-Member Tournaments (i.e. Member/Guest) Play will be 90% (men) and 95% (women) of the course handicap. 7 Major Events Men s Club Match Play Tournament This individual Match Play format tournament allows participants to compete against each other, ultimately yielding a Match Play Champion. Member/Member Tournament This 2-day event allows participants to partner with another Member and compete against other 2-Man Member teams. Men s Club Championship This 2-day Tournament is played in an individual stroke play format. This event is flighted with the winner of the Championship Flight. (Gross Division), crowned Club Champion. Men s Club Invitational This 3-day event allows Members to partner with an outside guest of their choice and compete against other 2-Man Member/Guest teams, culminating in a final Shootout between all of the flight winners to determine an overall champion. Copper Cup This is Saddle Creeks version of the Ryder Cup. Two teams competing in multiple formats over 2 days. Page 7

8 NCGA Qualifiers Throughout the year, several NCGA Qualifiers are held for Men s Club Members to compete against each other, with the winners qualifying to move on in various NCGA events. 9 Establishing a USGA Index and Handicap A handicap index is a number that indicates the measurement of a player s potential ability for scoring. Your index is not your course handicap. The Handicap Chair will provide all members who do not have a USGA handicap a GHIN (Golf Handicap and Information Network) member number. After posting ten 18-hole rounds of golf, the GHIN system will determine a temporary index, at which time the player will be eligible to compete in any Saddle Creek Men s Club event. A true index will not be computed until twenty 18-hole rounds have been posted and the best ten rounds are used to determine the index. Players will receive an updated index on the first and fifteenth of every month from GHIN. The index is used to determine a course handicap by factoring in the difficulty of the golf course based on the Slope and Course Rating for a specific set of tees. This index can be used at any regulation golf course to determine the appropriate handicap for play. A course handicap represents the number of strokes needed to play to the level of a scratch golfer on a particular set of tees. This number is shown as the Course Handicap. A golfer s course handicap may be determined by cross-referencing their USGA Handicap Index using charts located at the golf course where the round of golf is played. Saddle Creek s charts are located at the pro shop computer. The graphic on the next page contains Slope and Rating information for all of Saddle Creek s men s tees. Use the computer to find your course handicap. Simply use the Member Lookup and enter the last name of the player. When the player s name is located, there is a chart on the right side of the screen indicating the course handicap for each set of tees. Page 9

10 Saddle Creek Course Handicap Chart Nine sets of tees at Saddle Creek have been rated for men: Tees Yardage Rating Slope Black Black/Blue Combo Blue Blue/White Combo White White/Gold Combo Gold Gold/Red Combo Red How to Adjust Your Score All players are responsible for posting their own scores for every round played unless they are specifically notified the round is not postable under the Rules of Golf. A scramble or string tournament would be examples of non-postable rounds of golf. The Handicap Chairman, or the Golf Shop, will post all eligible tournament scores. Before posting, a player must adjust their score in accordance with the Equitable Stroke Control (ESC) formula. ESC keeps an exceptionally bad hole score(s) from changing a Handicap Index too much and sets a maximum ESC number that a player can post on any hole depending on that player s Course Handicap. For handicap purposes, after the round, a player is required to adjust hole scores when these hole scores are higher than the maximum ESC number Saddle Creek Men s Club Handbook Page 10

12 Posting Please remember to post your rounds at the conclusion of play, both at home and away. This is the only way we can have accurate handicaps for all players. All rounds of 9 or 18 holes should be posted. If you only play 7 holes, you can and should post a 9 hole score. If you play only 13 holes, you can and should, post an 18 hole score. For the holes not played, your score would be net par /equitable stroke control. If you do not understand how to determine your score, please ask in the Golf Shop or contact the Handicap Chairman. If you do not post a round, the Handicap Committee can post that round in the computer on your behalf or they can post a penalty score. Handicap Policy (Rev. January 1, 2013) 1. All tournament scores that would be defined as exceptional scores would be tracked. Exceptional scores are net scores that are a least 4 strokes below the course rating. Scores would be tracked for a rolling 12 month period. 2. If a player shoots two exceptional tournament scores in those 12 months, the Handicap committee may recommend a new handicap index for that player to the Board. If the player shoots 3 exceptional tournament scores in that period, the Handicap Committee shall recommend a new handicap index to the Board Saddle Creek Men s Club Handbook Page 12

13 3. The Board will take up the issue of the reduction or the action suggested by the Handicap Committee at their next scheduled meeting. The Board shall notify the player involved either by letter or of the recommendation and that it be acted upon at the next meeting of the Board. The Board shall advise the player in writing that if the player wishes to respond to the recommendation they should do so in writing ( or letter) by the Friday immediately preceding the next meeting. 4. The revised new handicap index will be a reduction of the player s current index. The reduction is determined by the exceptional tournament scores posted and is calculated as defined by current USGA handicap rules. For the mandatory restrictions, the new handicap index will remain in effect for a Saddle Creek Men s Club events for a minimum 6 month period when it will be reviewed by the committee. 5. In an effort to ensure the integrity of the handicap system the Saddle Creek Men s Club requires that all members on restriction participate in a minimum of two postable sanctioned tournaments during the period of their restriction. This provides the handicap committee with important data to help them determine whether they should recommend to the Board if a player s restriction should be lifted or extended. Failure to meet the tournament participation requirement will result in a player s restriction being extended. 6. Pursuant to USGA Rules, the Board reserves the right to monitor, adjust and restrict the handicaps for the protection of the membership. This shall include, but not be limited to, adjusting periods of restriction and adding additional conditions to the restriction. Page 13

Tee Time Cancellations Throughout the year we have noticed a considerable number of lost tee times due to no-shows. This issue has been apparent with both member and guest reservations, and we are hoping to minimize these losses in potential revenue Saddle Creek Men s Club Handbook Page 14

15 We are asking for your help in reducing the number of no-cancel, no-show reservations in the coming year. It is critical that unused tee times be canceled in accordance with Saddle Creek policy. This will also help your fellow competitors. During shotgun starts an accurate tee sheet will assist the Pro Shop in placing groups in the proper starting position. Golf Cart Policy The maintenance department is committed to preserving the condition of the golf course tee to green, and the number of carts in each group is a big factor. Three or four carts per group are excessive, and the amount of wear and tear this traffic causes to the fairway and areas around cart path entrances/exits is of concern. We understand that groups and players may join up during the round causing an extra cart or two, but we ask that you pair up in carts at the turn or whenever possible. Entry/Exit Rules - Enter once and exit once at 90 degrees, stay in the fairway only, do not drive in the rough and do not drive inside 50 yards from the green. Exit once your final shot crosses inside 50 yards to the green. For a member with a disability, a Handicap flag may be approved by the Saddle Creek Golf Resort allowing a more flexible golf cart policy for this individual only. Contact the Pro Shop for details regarding the Handicap flag golf cart policy. We hope to continue improving the turf conditions and attention to detail throughout the course, with the support and consideration of our members and guests. Page 15

16 Hole-in-One Policy (Rev. January 2013) The Saddle Creek Men s Club Hole-in-One Insurance is funded by a portion of Member Dues. When a hole-in-one is made at Saddle Creek by a member of the Saddle Creek Men s Club, the Men s Club will pay for one drink per Men s Club member while the player who made the hole-in-one is present in the Lodge on the day he scores the hole in one. Drinks covered include beer, house wine, well drinks and soft drinks. Men s Club funding is limited to $300 for each hole-in-one. Super Senior Tournament Eligibility To participate in Super Senior tournaments the minimum age requirement is seventy years old. Tournament Tee Selection (rev Jan 1, 2018) Any player may choose to play in Men s Club tournaments from the any tee provided 80% of their most recent posted scores have been played from those tees except for those stipulated by regulation. NCGA qualifiers, are exempted from this policy and are restricted to White or Tournament Tees. When players are competing from multiple tees and your handicap is based on tees other than Tournament Tees your handicap will be modified by the difference between the course rating of the tees your handicap was established and the course rating of the Tournament Tee. For example, if tournament (where all participants are competing against each other) is playing from the Gold Tee and other participants are playing from the White tees, handicap will be increased by the difference between the course 2018 Saddle Creek Men s Club Handbook Page 16

17 rating from the Gold Tees and the White tee standard. This does not apply to tournaments where players are all competing from the same tee (competing within the same flight). If the 80% requirement is not met for extenuating circumstances, a player may appeal to the Tournament Committee for permission to play from the requested tees. The primary determining factors will be how far the player can hit his tee shot and demonstration of a genuine effort to qualify at the requested tee. At any time a player may choose to play from tees with a higher course rating, e.g. if you normally play from the White Tees you can participate in a tournaments from the Blue Tees or Black Tees. As stated above, handicaps will be adjusted from the established handicap tee to the tournament tee. Saddle Creek tee selections, ratings, and slopes can be found on page 10. Local Rules Environmentally Sensitive Areas (ESA): Do not enter areas marked with Blue Stakes or in the imaginary line between the stakes. These areas are off limits for golfers due to being sanctuaries for wildlife. If your ball is in an Environmentally Sensitive area, relief is available under Rule 26-1, which is Relief for Ball in Water Hazard. Your options are, with a one-stroke penalty: To play the ball as nearly as possible from where the ball was previously hit. To drop the ball behind the hazard, on the same line as the hole and where the ball crossed the hazard. The player may go back as far as desired, keeping the point of entry between them and the pin. 18 To drop the ball within 2 club lengths of where the ball crossed the hazard, no nearer the hole. (See Rule 26 for more details.) A Penalty of two strokes or loss of hole will be applied if the player plays from the environmentally sensitive area. See Rule 26 for more details. If, however, the ball is not in the Environmentally Sensitive area, but the stance or swing path would impact the Environmentally Sensitive area, the ball may be dropped, one club length, no nearer the hole without penalty. Red Stakes: This is a lateral hazard and will be marked by any type of red stake and red lines if present. You may enter these areas and play from them as long as you do not pass any blue stakes. You may not ground your club in this area. You may also drop the ball within 2 club lengths of where the ball crossed the hazard, no nearer the hole under penalty of one stroke. Yellow Stakes This is a hazard and will be marked by any type of yellow stake and yellow lines if present. You may enter these areas and play from them as long as you do not pass any blue stakes. You may not ground your club in this area. If the Rule 26-1.b option is not possible, you may drop the ball within 2 club lengths of where the ball crossed the hazard, no nearer the hole under penalty of one stroke. Immovable Obstructions - Sprinkler heads on or near the green: If a ball lies through the green and an immovable obstruction on or within two club-lengths of the putting green and within two clublengths of the ball intervenes on the line of play between the ball and the hole, the player may take relief as follows: The ball must be lifted and dropped at the nearest point to where the ball lay that (a) is not nearer the hole, (b) avoids intervention and (c) is not in a hazard or on a putting green Saddle Creek Men s Club Handbook Page 18

19 Embedded ball: Through the green, a ball that is embedded in its own pitch-mark in the ground may be lifted, without penalty, cleaned and dropped as near as possible to where it lay but not nearer the hole. The ball when dropped must first strike a part of the course through the green. Provisional Ball - Water Hazard Exception: In the interest of Pace of Play, it has been agreed to implement a Local rule in accordance with appendix I, Part A, section 2b - Provisional Ball. This Local Rule may be applied as follows: If there is doubt whether a ball is in or is lost in the water hazard (holes 2, 8, 9, 11, the player may play another ball provisionally under any of the applicable options in Rule If the original ball is found outside the water hazard, the player must continue play with it. If the original ball is found in the water hazard, the player may either play the original ball as it lies or continue with the ball played provisionally under Rule If the original ball is not found or identified within the five-minute search period, or found/identified inside an Environmentally Sensitive Area, the player must continue with the ball played provisionally. Pace of Play A good pace of play is an important element in having a good experience at the golf course. It's often a combination of little things not done efficiently that wind up contributing to slow play and oncourse traffic jams. Here are some tips for making sure your pace of play is as brisk as it should be. Remember: pace of play isn't about rushing your shot; it's about being ready to play your stroke when it's your turn, and behaving efficiently on the course. When two players are riding in a cart, drive the cart to the first ball and drop off the first player with his choice of clubs. The second player should proceed in the cart to his ball. After the first player hits his Page 19

20 stroke, he should begin walking toward the cart as the second golfer is playing. After hitting a golf shot, return to your cart or walk to your ball. Don't stand at the cart fussing with your club covers. Get in the cart with your club(s), drive to the next tee or shot, and then put your clubs in your bag. Hit a provisional ball if the likelihood of finding your ball is low. Adhere to the maximum five minute search rule. Position your cart for a quick exit from the green being played. Leave your cell phone in the car or at home and or place your phone on silent and limit conversations to idle time, not when someone should be hitting. Don't bother marking short putts - go ahead and putt out if it's short enough. Mark your scorecard after reaching the next tee, not while lingering on or near the just-completed green. Begin reading the green and lining up putts as soon as you reach the green. Don't wait until it's your turn to start the process of reading the green. Do it as soon as you reach the green so that when it's your turn you can step right up and putt. Play ready golf, where order of play is based on who is ready, not on whose ball is away. It should take no more than 30 seconds for you to hit your ball once it becomes your turn. Care of the Course Bunkers Before leaving a bunker, players should carefully fill and smooth over all holes and footprints made by them and any nearby made by others Saddle Creek Men s Club Handbook Page 20

21 Repair of Divots, Ball-Marks, Damage by Shoes Players should carefully repair any divot holes made by them and any damage to the putting green made by the impact of a ball (whether or not made by the player himself). On completion of the hole by all players in the group, damage to the putting green caused by golf shoes should be repaired. Preventing Unnecessary Damage Players should avoid causing damage to the course by causing divots when taking practice swings or by hitting the head of a club into the ground, whether in anger or for any other reason. Players should ensure that no damage is done to the putting green when putting down bags or the flagstick. In order to avoid damaging the hole, players and caddies should not stand too close to the hole and should take care during the handling of the flagstick and the removal of a ball from the hole. The head of a club should not be used to remove a ball from the hole. Players should not lean on their clubs when on the putting green, particularly when removing the ball from the hole. The flagstick should be properly replaced in the hole before players leave the putting green. Golf Etiquette - The Spirit of the Game Unlike many sports, golf is played, for the most part, without the supervision of a referee or umpire. The game relies on the integrity of the individual to show consideration for other players and to abide by the Rules. All players should conduct themselves in a disciplined manner, demonstrating courtesy and sportsmanship at all times, regardless of how competitive they may be. This is the spirit of the game of golf. Page 21

22 Men s Club By-Laws (rev. January 1, 2013) Article I NAME The name of this Club shall be Saddle Creek Men s Club. Article II PURPOSE 1st: To promote and foster among its Members and Junior Members a closer bond for their joint and mutual benefit, and to promote and conserve the best interests and true spirit of the game of Golf as embodied in its ancient and honorable traditions. 2nd: To encourage conformance to the USGA Rules of Golf by creating a representative authority. 3rd: To maintain a uniform system of handicapping as set forth in the regulations of the Northern California Golf Association in accordance with the United States Golf Association and facilitate the issuance USGA Handicap Indexes to the members. 4th: To afford a convenient and authoritative body to govern Club tournaments held at various courses Saddle Creek Men s Club Handbook Page 22

23 Article III MEMBERSHIP Section 1. Membership shall be available to all men 18 years of age or older who have purchased a full golf membership at Saddle Creek Golf Club. Junior Membership shall be available to male children, between the ages of 12 and 17, of Members in good standing. The Head Golf Professional shall qualify eligibility. Section 2. Memberships in the club are individual and nontransferable. Dues include membership in the Northern California Golf Association. The NCGA provides $1.00 toward a subscription to the quarterly NCGA magazine. NCGA News, monthlycomputerized handicap, NCGA tournament eligibility and any other special membership services available are part of the membership. Section 3. Membership confers no voice in the operation of any golf courses, club house nor any facilities of the golf course. Section 4. Memberships in the club are for calendar year only with all memberships expiring on the 31st of December. Section 5. The fiscal year for the Club will be January 1 through December 31. Section 6. The annual meeting of the Saddle Creek Men's Club shall be held in the month of October. The Board of Directors shall provide for the holding of such other meetings as they deem necessary or desirable, and they shall call special meetings upon written petition signed by not less than ten percent of the membership. Section 7. Members must participate in a minimum of three (3) Saddle Creek Men's Club events within the consecutive 12 month period prior to the event to qualify for play in the Saddle Creek Men's Club Championship, Senior Men's Club Championship and Men s Club Match Play Championship. Section 7a. Junior Members may participate in Men's Club Page 23

24 events, with the exception of the Club Match Play Championship, the Club Championship, and the Annual Member/Guest tournament, provided they are between the ages of 12 and 17, are NCGA Members, and have a current handicap index of 18 or below. For events which have a sufficient number of Junior Members participating (sufficient defined as 4 or more), a separate flight for Juniors will be held. Normal age requirements must be met to participate in NCGA Zone qualifiers. Section 8. In the event any Member of this organization shall commit any act which reflects discredit or dispute thereon, or shall refuse or neglect to comply with the rules and regulations adopted by the Board of Directors or duly appointed officers, such Member shall be subject to suspension or expulsion. Prior to this action, said person will be given 10 days written notice and the right to be heard by the Board of Directors at any regular meeting or special meeting called for such purpose. Suspension or expulsion of any Member requires a 2/3 majority vote by the Board. Section 9. All membership fees and dues shall be established by the Board of Directors in such amounts as they deem to be adequate to operate and maintain the Club. Membership dues will be billed in December to the member accounts unless the Club is notified that the Member no longer wishes to continue his membership. Anyone forfeiting membership will be put on an inactive status and the Member will be required to pay the initiation dues to be reinstated. Initiation fees and dues shall be determined annually by the Board, including an amount, not to exceed 50% of Men's club annual dues, for Junior Members. The amount for Junior Members will be determined annually by the Board of Directors and will be in line with extent of involvement/ opportunities which will be afforded to Junior Members. Article IV - Board of Directors Section 1. The Board of Directors shall consist of five Members in good standing of the Saddle Creek Men's Club. They shall exercise all powers of management of the Club not specifically excepted by these By-Laws. The Board of Directors shall include 2018 Saddle Creek Men s Club Handbook Page 24

25 Section 2. At least five weeks prior to the Annual Meeting, the Board of Directors shall appoint a nominating committee consisting of three members of the Club. At least four weeks prior to the Annual Meeting, this committee shall submit to the Board, and the Board shall post upon the club bulletin board, a list of nominees to fill any vacancies, as well as those seeking an additional term, for the term of office beginning on the first day of the next Fiscal Year. Names of other Members in good standing may be nominated for a specific Board Officer position by petition signed by at least ten members and submitted to the Board at least two weeks prior to the Annual Meeting. At least one week prior to the Annual meeting, a list of all candidates nominated shall be mailed, or ed by the Club Secretary; to each member at their last known address/ address and a copy of such list shall be posted on the Club bulletin board. Section 3. A legal quorum at any meeting shall be twenty-five members present in person or by proxy. Each active member in good standing shall be entitled to one vote. Section 4. Voting shall be by written ballot or and those names receiving the greatest number of votes cast by those members voting shall be declared to be elected at the Annual Membership meeting. The Board shall appoint an independent body of judges who are not members of the Board or candidates for election to supervise the election. Section 5. The Board of Directors shall meet monthly, concurrently with Men's Club events, and a majority of the Board shall constitute a quorum at any meeting. Section 6. In case of any vacancy through death, resignation, disqualification or other cause, the remaining directors, even though less than a quorum, may elect a successor by majority vote, to hold office for the remaining term of the director whose position shall be vacant, and until the club election of his successor. 26 Article V - Officers and Committees Section 1. The officers shall consist of President, Handicap Chairman, Tournament Director, Secretary, and Treasurer. Their duties shall be such as their title would indicate or such as may be assigned to them respectively from time to time. Section 2. The term of office shall be for two (2) years and shall not exceed four (4) consecutive years. After election, but prior to taking office, new Board Members elected shall attend at least one Board meeting in a non-voting capacity to facilitate transition and allow for due diligence prior to taking office. Section 3. The Board of Directors shall authorize and define the powers and duties of all committees. The President shall appoint chairman and all members of all committees, except the nominating committee and he shall be ex-officio member of all committees except the nominating committee. Section 4. In elections for terms beginning in even numbered years, the membership will elect a new President and Secretary in accordance with Article IV. In elections for terms beginning in odd numbered years, the membership will elect a new Handicap Chairman, Tournament Director, and Treasurer in accordance with Article IV. Section 5. A current Board Member may run for election (or be appointed in accordance with Article IV, Section 6) to any open Board seat, except that a current Board Member may not run for election to an open board seat for a term that would extend office beyond four (4) consecutive years. Should a current board member be successful in his candidacy (or appointed to an open seat), his replacement shall be determined pursuant to Article IV, Section 6. Section 6. In order to transition to the two year terms in Section 4 above, the President and Secretary elected to office for calendar year 2013 shall serve a one (1) year term Saddle Creek Men s Club Handbook Page 26

27 Article VI - Amendments to By-Laws Section 1. The Board of Directors shall have the power to repeal or amend any of these By-Laws provided that such action shall not be effective until approved by a majority vote of the members of Saddle Creek Men's Club at a meeting held in accordance with the provisions contained herein.
