1 GRANGE & COMMUNITY DISPLAYS DEPARTMENT September 25 th October 4 th, 2015 Superintendent: Monica Niemann RULES Please read THE GENERAL RULES AND REGULATIONS OF THE CENTRAL WASHINGTON STATE FAIR JUDGING Independent judges will review each Grange Booth; points will be given and the total will be divided by three. If a tie occurs the judging team will re-evaluate the booths and with discussion break the tie. If the tie cannot be broken, one different judge will be called in to re-judge both booths. Painting of booths is not permitted except white on back and sides. Booths shall be left CLEAN at the end of the Fair. Flowers and fruits must be kept fresh. The judges will score on the following items for a possible maximum total of 1,000 points. These Points are to establish 1 st thru 5 th places and Participation. o Diversity of Products Shown..150 Points o Quality of Products Shown 150 Points o General Attractiveness 400 Points o Theme Development 150 Points o Education.150 Points Waxing of apples is permissible. Vegetable oil can be used. Diversity of Products: refers to the completeness with which the exhibit displays the various products grown in Washington. Products shown are limited to those produced in Washington and may be fresh, canned or dried. Non-farm products are not to count in the calculation of points under Diversity. Each Display should include as many as possible of the following that are grown in Washington. o Hops, nuts, legumes, cereals, grains (sheaves and/or threshed) and corn (on ear and/or shelled ear.) o Fruits: tree fruits, small fruits, grapes, grape seeds and berries. o Wine, beer, juices and any processed/manufactured product - labels should indicate that item is made in Washington - avoid the look of Sponsorship by displaying more than one label. o Vegetables, root crops, herbs and flowers. Vegetables should be trimmed. o Livestock, poultry, fish products and honey. If using live bees, they must be contained. o Dairy (avoid fresh milk which sours and detracts from the exhibit). Use of cottage cheese or butter cartons is permitted. o Trees and/or wood by-products. Quality: refers to the character of the products shown. All produce should be of the best grade obtainable and should be uniform in size. Theme Development: means the working out of a unique or unusual idea, suitable for use as a central theme around which the display may be built. Theme is left entirely to the individual exhibitor. (Use of Fair Theme not required) Education: should inform the Fairgoer about Agriculture. Educational signage should be large enough to read from 10 feet. It should convey the message in under one minute. General Attractiveness: refers to general balance, color and design, lighting effects, and eye appeal. o Floral decorations may be used, must be maintained throughout the fair. o Dried flowers & fresh flowers may count for quality or diversity of products. Artificial foliage may count for general attractiveness only. o Turntables, moving objects, colored lighting and special effects are permissible, If their use does not affect adversely any competitor s display. Judging of Displays: will commence Friday morning, Sept. 25 th. The Judges will tally their scores and plaques will be placed. All exhibits must be in place and ready for judging by 9:00 A.M., Friday, Sept. 25 th. Exhibits not ready for judging will be penalized 50 points from their score. Chairperson s Responsibility: Each booth s chairperson is responsible for removing spoiled products and replacing them with fresh products to keep the booth attractive for the duration of the Fair. May do so, between 8:00 AM and 9:30 AM. You may still freshen up your booth after that time, but will not be able to park cars on the fairgrounds. Judging of Junior Displays: Will be done by the judging team that evaluates the Subordinate Granges, using the Subordinate Granges point system. Nonagricultural products and events will be a part of diversity. When only one Junior Grange booth is displayed, the following point system will determine their placing for award: 1st: ; 2nd: ; under 800, Other Award. 2 People s Choice Award This award is in memory of Russ Duffield who was a 68 year member the Terrace Heights Grange #586 and an integral part of the Central Washington State Fair s Valley Produce Department. Central Washington State Fair Association is providing a trophy for the winning Grange to display in their booth the last Sunday of the Fair. Fair attendees may vote for their favorite Grange Booth at the Grange Apple Booth located in the Ag Building. This trophy will be displayed after the Fair in the Deccio Building trophy case. THE FRED YAHN AWARD Presented in memory of Fred Yahn, Past President, Central Washington State Fair Association; and Deputy at Large, Washington State Grange. The trophy will be awarded to the Subordinate Grange winning first prize and will become the property of the Grange winning it three times. THE ELMER AND DOROTHY CLARK AWARD Best Animation Sponsored by Lower Naches Grange in memory of Elmer s love of animation and 50 years of Grange Service. Elmer was the first to animate a Grange Booth at the Central Washington State Fair. The trophy will be awarded to the Subordinate Grange winning best in animation and will become the property of the Grange winning it three times. THE SID MORRISON AWARD Central Washington State Fair Association will award a trophy to the Subordinate Grange featuring the most outstanding agricultural message in the opinion of the judges. This award is not chosen on total educational points. Trophy will become the property of the Grange winning it three times. Release Time: All entries must be called for between 9 A.M and 6 P.M., Monday, 5 th. The Fair will not be responsible for exhibits after 6:00 P.M. Bldg at the time the exhibit is brought to the Fair. To speed up your entry time, you may pickup your entry forms, entry tags and your exhibitor s number at the CWSF Office prior to entry dates. Processing Fee: $7.00 and you will be given 1 admission pass for the 2015 Central Washington State Fair. No crossovers to other departments. Receiving: Wednesday, Sept. 23 rd 9 AM - 7 PM. & Thursday, Sept. 24 th, 9AM - 2 PM Please no late entries. Judging will be completed by 2PM on September 24th. After 2PM items will not be judged, displayed only. Judging System: The Danish Judging System is one in which each exhibit is judged on its own merit, not against another exhibit and receives a 1st, 2nd, or 3rd place ribbon. The American System is one in which entries are selected from all entries and judged against one another to receive the 1 st, 2 nd & 3 rd places. Danish Judging System is used unless it is noted that they will be judged on the American System. Releasing: Monday Oct. 5th, 9 AM 5:30PM. The Fair will dispose of exhibits not picked up after 5:30PM. You must have your claim check to pick up your entry. NOTE: Any entry that deteriorates before the Fair closes will be removed from the display and disposed of. RULES Please read The General Rules & Regulations of the Fair, in addition to the following, are to be observed. All exhibitors must be at least 5 years of age. All exhibits must be grown by the exhibitor or their immediate family. Exhibits will be of the current year s crop, and be properly labeled with the correct name. Selecting fruit for exhibit is judged according to size, quality, color, trueness to variety type, freedom from blemishes, uniform in size & mature. Quality should be of the highest. Fruits should retain their stems and must be free from bruises and broken skin. Color should be characteristic of the variety. Color may be brightened by polishing with a soft cloth. Fruit that has been artificially oiled or waxed will not qualify for awards. This includes fruit with Commercial Warehouse Wax. Prunes, plums and grapes should never be polished and on these it is best to retain all the natural bloom possible. Selecting vegetables for exhibit. Any produce for display should be well-grown, of highest quality and as nearly alike as possible. The Fair strives for quality; therefore we will reject entries that aren t up to quality standards. Please make sure there is no indication of disease or insects. Vegetables must be cleaned or will not be accepted. Entries will be displayed space permitting. Entries may be displayed in other areas of the Ag. Building or other buildings. You may enter any amount of fruit or vegetables. If the judges find no entry in a class that qualifies for a particular award, they may choose to omit that award. Department Premiums: Due to the decrease in State Fair Funding we are forced to make some changes in our premium money output. Instead of blue (1 st ), red (2 nd ) premiums, you will be receiving a prize or money that corresponds with the amount of points received per individual. Points will be calculated into monetary value and/or prizes to include store coupons. Blue Ribbon -5 points Red Ribbon 3 points - White Ribbon no value. Best of Class Rosette may be awarded to individual classes. No cash value.

CLASSES: Class 1 - APPLES Class 2 - GRAPES Class 3 - MELONS Class 4 - NUTS Class 5 - PEARS Class 6 - OTHER (Apricots, berries, currants, peaches, etc.) CHARLES F. MORRISON MEMORIAL AWARD For Horticultural Excellence The plaque will be awarded to the exhibitor in the Horticulture Department with the most points. Ties will be broken by number of varieties entered. LEE ROSENKRANZ MEMORIAL AWARD The Central Washington State Fair will award a plaque in memory of Lee Rosenkranz who for 15 years was our Horticulture Superintendent. This plaque will be awarded to the exhibitor who has grown the best display of apples from the Major Commercial Varieties. The Central Washington State Fair wishes to acknowledge an outstanding apple grower in honor of Lee, an outstanding apple orchardist himself. OPEN CLASS VEGETABLES & GRAINS DIVISION 2 Ken and Gen Duffield Award The Central Washington State Fair would like to present the Ken and Gen Duffield Award to the exhibitor that has the highest number of points in the Valley Produce Department. Ken was the superintendent for 15 years in the Agriculture Building and his wife Gen worked each fair in the Valley Produce Department for over 15 years. They both were great supporters and were involved with Fair Activities since the 1940 s. A $25.00 cash prize will be awarded along with a rosette. CLASSES: Class 1: GRAINS Sheaf - Any recognized common variety. Sheaves should be about 4 inches in diameter at the base and tied in 3 places. Threshed- Grains should be plump and well matured, free from broken kernels and any foreign matter. Please use clean glass quart jars. Class 2: GRASSES: Judges will consider leafiness and quality in addition to height. Sheaves should be about 4 inches in diameter at the base and tied in 3 places. Class 3: LEGUMES: Should be of good quality, free from broken pieces and foreign matter. Please use clean glass quart jars. Class 4: SUNFLOWER HEAD: Must be entered without root system, please cut off prior to entry. Sunflower must have at least a 20-inch stem on the heads. Class 5: VEGETABLES: Any variety including ornamentals. All vegetables must be named on entry form. May enter as many as desired, however, each entry must be a different vegetable. Amounts required will vary: Vegetables larger than 10 inches (pumpkins, squash, gourds, etc.) - only 1 required. Small vegetables - sufficient quantity to fill a 10 plate. Corn will be 3 ears. Potatoes - Should be uniform in size and shape. Proper size for display purposes is 8-10 oz. Root crops should be good market size; free from blemishes, washed & top trimmed to about 1 inch above the crown. Cabbage - Shall have the root cut and a few of the outer leaves removed. 5 VALLEY PRODUCE DEPARTMENT HOMEMADE BEER COMPETITION - DIVISION 5 Open to amateur brewers must be 21 years of age or older and non-professional. Must provide two 12 ounce bottles, one for judging and one for display, of each brew you are entering. Entry Forms may be acquired through the C.W.S.F. office. If any questions; please call or kadyp@fairfun.com Entry Forms & Home Brew must be received no later than Sept. 4th, 2015 at 5:00PM. Entries may be brought to the Deccio Building between the hours of 8AM and 5PM Judging will be done by a qualified Judging Team. Danish Judging System: 1 st, 2 nd and 3 rd Place Ribbons will be awarded. Processing Fee: $7.00 per exhibitor. You may enter as many beers as would like to. An amateur shall be considered as: a person who is not employed by a commercial winery in a winemaking capacity. A person who is not an owner of a commercial winery. This does not exclude persons who own stock in a commercial winery, provided they are not involved in the winemaking process. To be eligible, wines must be in 350 ml or 750 ml, with corks or other suitable safe closures. All entries must have a label listing the kind of grapes, fruit, vintage and area where fruit was grown. 20 % of the judging score is on the label. Suggested information on each wine entry should be vintage, alcohol content, dry or sweet, ingredients, and what you were aiming for - dessert, dinner, etc. Deadline for Wine & entry forms must be received no later than Sept.4 th, 2015 at 5:00 PM. Entries may be brought to the Deccio Building between the hours of 8:00 AM and 5:00 PM. Submit one bottle for each entry; Bottles may be picked up within 1 week following the fair. Bottles not claimed become the property of the Central Washington State Fair and will be disposed of. Judging will be done by a qualified Judge. Ken was the superintendent for many years in the Agriculture Building. The Master Gardener s will provide a $25.00 cash prize and a Plaque.

8 Central Washington Beekeepers Association Honey Show and Apiculture Exposition 2015 Superintendent: Clifford Peterson, Entry Rules Please read CWSF Rules and Regulations; in addition the following are to be observed: 1. There is no entry fee; no premiums will be paid and no passes will be issued. 2. Entry is open to anyone interested in honey, honeybees, apiculture, or apiary products. 3. The decisions of the judges are final. 4. All entries must be produced by the entrant in the production year in which they are exhibited and not previously exhibited at the Central Washington State Fair. 5. Exhibitors are allowed multiple entries per class. a. Family members may enter in the same class provided that each member is responsible for the production of the entry under his or her name. 6. Entries must have no identifying labels or marks on the entry other than numbers or letters placed on them by the show superintendent. 7. The show superintendent may refuse exhibits for reasons he or she believes are just. 8. Entries will be accepted in the Agriculture Building on Tuesday, Sept. 22, 2015 from 3:00pm 7:00pm; Wednesday, Sept. 23, 2015 from 3:00pm 7:00pm. All entries must be accompanied with a completed entry form. No entry will be accepted after 7PM on Wednesday, Sept. 23 rd, Each entry may only compete for one award and therefore may only be entered in one class. 10. Judging cards will be used and these become the property of the exhibitor at the close of the show. 11. Judges have the right to open any container. 12. If the judges finds no entry within a class qualifies for a particular award they may choose to omit that award. 13. Neither the Central Washington State Fair nor the Central Washington Beekeepers Association can be held responsible for any loss or damage to entries. 14. Entries must remain on display until the close of the Central Washington State Fair. Entries and awards may be released at the fairgrounds Monday, Oct. 5 th, from 8:00am 1:00pm. The superintendent may dispose of any entries not claimed after that date. If you are unable to pick up your entries and awards at this time, alternate arrangements must be made at time of entry. Although crystallized honey is generally packaged in opaque containers, for show purposes crystallized honey must be exhibited in three (3) clear glass one pound Round Comb Jars The American System of Judging will be used for each class. The American System is where the entered item is judged against other entries; first, second and third place ribbons are awarded in each class. If there are fewer than three entries in any class the superintendent may include those entries in a similar class. Access to the park is via a vehicular tunnel which can accommodate vehicles up to 11 4 in height. A pedestrian tunnel provides access to the fairgrounds. 16 LIVESTOCK ENTRY REQUIREMENTS 1. All animals entered in breeding classes must be registered in the respective association herd books, and registry papers must be provided for each animal. 2. Central Washington State Fair will pay on two entries (maximum) per class in the livestock area. No exhibitor and/or owner shall be permitted to make more than (2) entries under each class. Individual department rules will apply. Exhibitor/owner is defined as the name specified on registration papers. Animals under multiple exhibitor names will be considered as (1) exhibitor. If a husband, wife, or child are co-owners of an entry they will be considered as (1) exhibitor and passes will be issued as such. Premium checks will be made payable to one legal owner only. 3. An animal may compete in one single class and in all group or specials to which it is eligible. Individual animals shown in all of the group and herd classes must have been entered and shown in one of the classes for single animals. 4. Animals exhibited must be owned by exhibitor and entered in their name unless otherwise noted in Breed Rules and other livestock rules. 5. Entries should not be made for championships or for special prizes. Eligible animals will be automatically entered by the clerks. Entries for groups must be made, but the individual animals making up the groups need not be specified until shown. All animals on the grounds must be entered in the proper classes. 6. Temporary transfer/sale to make competition is barred. 7. Cows over 42 months of age & bulls over 36 months of age must show proof of living calf within 12 months prior to date of show. Nurse cows prohibited unless otherwise stated in breed rules. 8. The Superintendent or Management may reclassify animals entered in the wrong classes. Exhibitors are not allowed to withdraw or change their entries after the opening of the fair. 9. Youth may also show in open division, but must meet all open rules, registration, entry fees and closing dates. 10. Judges may not enter for competition in their respective departments. 11. Substitutions may be made at the discretion of the department s superintendent at entry and prior to judging. 12. Entries will be accepted until such time as all available stalls/pens are filled. Determination will be done on postdate and/or requirements set forth by management pertaining to number. 13. Animals must be shown in such a manner as the judges may require or allow. Exhibitors refusing for any cause not meeting with the approval of the Management to lead out their animals for parade or competition to the Show Ring, or for Student s Judging Contests, when called by the stewards, will not only forfeit all prizes previously won, but may be barred from further participation in the Fair. They may be further required to remove their stock from the Fair grounds. 14. Good herdsmanship must be maintained at all times. Failure to provide herdsmanship may result in class premiums withheld. See Herdsmanship Rule in its entirety above each Livestock Department. 15. Stall Cards Youth Department: Each exhibitor must display a stall card for each animal entered. If you are entering both youth and open, you must use the youth card which will be a designated color card. The card must be filled on it its entirety including your name, etc. The stall cards will be provided to you by the CWSF, available through your superintendent or in the livestock office. The YOUTH DEPARTMENT must use the colored cards that we provide. By using these youth cards we are now able to house the youth entries with the open class. The stall cards may be picked up at the Livestock Office. Open Department: Each exhibitor must display a designated stall card, different than the youth card for each farm or exhibitor. If you have any questions, please contact the Entry Department at If entry numbers (animal number) are required, they must be prominently displayed on the person showing the animal in the judging ring. 17. Tampering and misrepresentation - any artificial means of removing or remedying the physical defects or conformation in exhibition of cattle will be considered as fraud and deception. All animals giving evidence of such treatment will be barred from competition. Misrepresentation of age of animal will also be considered fraudulent. Any use of illegal drugs and/or the improper use of animal health products or foreign substances that would affect an animal s performance resulting in an unfair advantage or the disposition of the animal will not be tolerated. 18. THEFT- if you are caught stealing- premiums will be pulled and future entries at CWSF may be rejected. 19. Exhibitors will not construct barricades in their area that obstruct public viewing from any angle. Personal items are not to be left out in the open after 9:30 am each day of the Fair. Tack areas and unused stalls must be kept clean and neat at all times or premiums may be held. No radios or televisions played in barns during Fair hours. The sound interferes with the barn paging system when classes are being called. Exhibitors must provide their own wheelbarrows and cleaning equipment. No aisle grooming of your animal. 20. All exhibits must be held in place until release time unless granted written permission by the Department Superintendent or Management. A Veterinarian s certificate will be accepted as proof of death or sickness of an animal and upon such presentation, substitutions will be permitted in the same class only, provided such proof is presented at least 24 hours before they show. After that no substitutions may be made. NO refunds. This rule applies to all classes, Open and Youth. 21. All Livestock Departments: NO FOR SALE sign allowed on pens, stalls, or coops, etc. If a sale occurs, animals must stay on the fairgrounds for the entire show, no early releases. Please see your superintendent for procedures on hauling animals out. If the sale is $40.00 or over, there will be a commission paid to the fair of 15%. This rule does not include scheduled auction sales or commercial exhibitors.

17 22. Containers used to store animal feed should be rodent proof. ARRIVALS & DEPARTURES You will be parking in our infield going in at Gate 11 into the parking area. Please use the yellow gate & walk thru the tunnel for entrance to the Fairgrounds. Please attend the Livestock Meeting for 1 st Half 7 PM on September 24 th & 2 nd Half September 30 th at 1PM at Durand Area First half livestock will be released on September 29 th, please see number 24 below. Second half livestock will be released at 8:00 PM on October 4 th. Barns will close at 7:30 PM at which time security will install the banner line to secure livestock area. Gators and drivers will be available to assist you in hauling your tack and/or display items. 23. Any 1st Half Livestock in the barns after the release deadline will be tied or caged behind the barns at the owner s risk. 24. Changeover: Barns will be closed at 6 PM Tuesday, September 29 th ; Banner line will go up at 6PM. To assure guest safety no access will be allowed in the livestock area once the banner line has been installed. We are hopeful that we may clear the barn and livestock areas of fairgoers by 6 PM, at which time exhibitors may finish hauling their tack and decorations. Please do not dismantle any displays or decorations until 6:00 PM. Once this procedure is completed we will have a general release with an estimated release time of 6:30 PM. Please keep in mind that this depends on getting the barn areas cleared of fairgoers in a timely fashion. You will be informed by your superintendent of a definite release time once management (Livestock Administrator, Joe Niemann) feels it is safe for everyone. Long hauls will be given consideration for an earlier release if it is safe to do so. Gators and drivers will be available to assist you in hauling your tack and/or display items. 25. Hauling animals prohibited during the Fair except during release and entering times. Loading and unloading animals should be done as quickly as possible. Loading and unloading inside the barns is prohibited. There will be a maximum time of 20 minutes per vehicle to park in designated area to load and unload. If more time is needed, please make arrangements with the Livestock Administrator. LIVESTOCK SALES/JUNIOR SHOWS Livestock Sales: Sale animals must participate in entire Fair process. You cannot leave with the sold animal prior to release time. Taking out any animals early, sold or not, will result in premiums being lost to the seller and/or buyer, no exceptions. Sales/Auctions: CWSF will receive 1.5% of gross sales. The Association may provide panels/fencing if needed.* *If Fair provides 2.5% will be charged. Animals entered in Jr. Shows, organized by their respective associations, must be entered in the Youth Show or Open Class Show and must participate in the entire Fair process & pay the proper fees. In addition the entries must stay for the entire show. FEED & BEDDING 26. We will be using both straw and shavings this year. Straw and shavings for first bedding will be provided to exhibitors by CWSF. If shavings are used, no straw will be issued to these exhibitors, if straw is used, no shavings will be issued. Putting down more shavings or straw is the responsibility of the exhibitor, putting the discarded bedding in the proper manure bunker is also the responsibility of the exhibitor. Bedding for the tie-out area will not be furnished. 27. Central Washington State Fair will not be handling hay/straw sales. 28. Straw or shavings removal from other exhibitor s areas will mean a loss of premiums. 29. The Central Washington State Fair will furnish grain for cows while being milked in the milking parlor. Milk produced will not be paid for. 30. Keep all grain in a sealed container (related to rodent control). BLOCKING CHUTES 31. Absolutely no blocking chutes will be permitted in front of the barns (west end) or inside the barn area. A designated area will be reserved on the east end. The Blocking Chute area will be on a first-come first-serve basis. Premiums may be held if chutes are not kept clean at all times or if they are placed inside the barns without management permission. TIE-OUTS 32. Tie-outs will be permitted at 8:00 PM. A limited number of tie-outs will be offered on a first-come first-serve basis. If tie-outs are used, exhibitor must clean the area. Old straw must be replaced by new daily. This rule will be strictly enforced. Bedding for tie-out area will not be furnished. Both a halter and neck rope must secure all animals in tie-outs. ** HERDSMANSHIP RULE** 33. With the serious concerns of Ecoli issues at Fairs and Festivals, we are asking your cooperation and understanding to please keep your stalls and/or pens and aisles clean at all times. Good herdsmanship will be enforced in all of the livestock areas. Those not keeping their areas clean will be issued a warning. If after the warning stalls and/or pens are not maintained, the exhibitor will be contacted, and we may find it necessary to hold premiums. Ecoli outbreaks are extremely detrimental to our industry and we need to address it by being pro-active. We suggest that you clean your stalls and/or pens and aisles completely out by 10:00 AM each day and throughout the day perform cleaning maintenance. We realize that completely cleaning pens and stalls out is time consuming and costly, however having you, your animals and fairgoers safe is high priority. We do appreciate your assistance in helping us deal with these concerns. DEPT OF AG LIVESTOCK HEALTH REGULATIONS 1. Our State Health Permit number is 91-WA Out of state exhibitors may use this number on health certificates for the CWSF only. Your veterinarians do not need to call the Department of Agriculture if you use this number. 2. Individual health certificates on Washington animals are not required for entry. The Fair Vet shall issue a blanket health certificate covering all instate entries to the Fair. 3. No animal from a quarantined area or premise may be permitted to enter the Fair or to show. 4. Out-of-state animal entries must comply with state of Washington import regulations. No exemptions unless exempted by rule. All swine entering Washington State must be accompanied by an entry permit, a certificate of veterinary inspection,

18 and official USDA approved identification. The certificate of veterinary inspection must contain the following certification: "To the best of my knowledge, swine represented on this certificate have not originated from a premises known to be affected by Porcine Epidemic Diarrhea virus (PEDv), and have not been exposed to PEDv within the last 30 days." The certification must be signed by both the owner of the swine and the certifying veterinarian. 5. Fair veterinarian will inspect all classes of livestock and poultry (including horses, pet animals, rabbits, fur-bearing animals, pigeons, ducks, geese & turkeys, etc.) before they are exhibited to determine that the livestock and poultry show no clinical indications of contagious, infectious disease and ectoparasites. 6. Fair veterinarian will reject any animal with infectious or contagious diseases or ectoparasites. Exhibitors should be made aware that ringworm, warts, pinkeye, strangles, contagious ecthyma, scabies, lice, mites, ticks and fleas fall into these categories. The decision of the private fair veterinarian should be final on potentially infectious disease conditions to maintain a healthy show environment for all exhibitors. 7. Fair Veterinarian must check out-of-state exhibitors for proper import documents and required testing. 8. Animals exhibiting disease symptom during the course of the Fair should be rejected by the Fair veterinarian and removed from exhibit area. 9. It is strongly recommended, but not required, that cattle be vaccinated in the current show year against respiratory diseases. 10. The Fair Veterinarian s professional decision as to the health status of an animal is final and shall be upheld by the Fair Board. 11. It is strongly recommended to supply separate barns for separate species. Wash racks, show rings, loading and unloading equipment should not be shared between cattle and sheep/goats. If this is not possible, cattle should be exhibited first, then exhibit the sheep/goats. Practice good animal health biosecurity which includes cleaning and disinfection. SPECIAL RULE - PUBLIC LAW ANIMAL ENTERPRISE PROTECTION ACT OF 1992 Section 43 an act to protect Animal Enterprises. a. OFFENSE Whoever travels in interstate or foreign commerce, or uses or causes to be used the mail or any facility in interstate or Foreign commerce for the purpose of causing physical disruption to the functioning of an animal enterprise; and Intentionally causes physical disruption to the functioning of an animal enterprise by intentionally stealing, damaging, or causing the loss of, any property (including animals or records) used by the animal enterprise, and thereby causes economic damage exceeding $10,000 to that enterprise or conspires to do so; shall be fined under this title or imprisoned not more than one year, or both. TREATMENT OF LIVESTOCK Mistreatment of animals will not be tolerated. If such an occurrence happens, the exhibitor will be asked to leave and all premiums will be forfeited. CATTLE: Out of State All cattle are required to have a Certificate of Veterinary inspection (health certificate) listing official individual identification and an entry permit number, which may be a blanket permit number issued to individual fairs. All dairy bulls over six months and any dairy females over 20 months that will be sold at the fair require a negative brucellosis test within 30 days of shipment. No test required if for show only. All dairy bulls and heifers over six months of age require a negative Tuberculosis test within 60 days of shipment. All Cattle over six months of age from the state of Michigan and from the countries of Canada and Mexico require a negative Tuberculosis test within 60 days of shipment. If the show animal is not entered into a terminal event, be sure to practice the biosecurity necessary to prevent the spread of disease to the farm of origin. Please refer to the enclosed biosecurity guidelines for additional information. All Cattle over six months of age from the countries of Canada and Mexico require a negative test for Brucellosis within 30 days of shipment. All cattle used for rodeo or timed events must have a negative test for Tuberculosis and Trichomoniasis within twelve months before entry into Washington State, Any breeding bull twelve months of age or older what will be sold during the fair requires a negative bovine Trichomoniasis qpcr test within 30 days before import or have a certifying statement that they are virgin bulls under 12 months of age and have had no breeding contact with female cattle. All Cattle are required to have an ownership inspection (brand) from the state of origin prior to entering the fair. HORSES: Out of State Horses (6) months of age and older need to be negative to an EIA test within (12) months of entry except horses from Oregon. Any intact male over (6) months of age must test antibody negative for Equine Viral Arteritis (EVA) within 30days of entry or have proof of vaccination. All horses are required to have an ownership inspection (brand) from the state of origin prior to entering the fair. Any horses coming from Texas must call the office of Department of Agriculture ( ) for special instructions for entry requirements. LLAMAS: Out of State Llamas and Alpacas (6) months of age and over must be tested negative for Brucellosis and tuberculosis not more than 30 days prior to entry. The tuberculosis test is to be performed just caudal to the elbow joint in a similar manner to the single strength single cervical test. They are required to have a Certificate of Veterinary Inspection. OUT OF STATE -POULTRY: All Poultry, chicken, Waterfowl and Turkey entering Washington State for exhibit purposes must originate from an NPIP participant flock that has met Pullorum-Typhoid, Avian Influenza, Mycoplasma gallisepticum and Mycoplasma synoviae classification requirements or has tested negative for Pullorum-Typhoid, Avian Influenza, Mycoplasma gallisepticum and Mycoplasma synoviae with 30days of shipment and must be accompanied by a Certificate of Veterinary Inspection (health certificate) within that 30 days. POULTRY: In State poultry going to exhibit must test negative for Salmonella Pullorum Typhoid (P-T), Avian Influenza, Mycoplasma gallisepticum and Mycoplasma synoviae within 30 days of shipment. This rule applies to chickens, exotic fowl, and game birds; but excludes waterfowl, doves and pigeons. Birds under the age of 16 weeks do not need to be tested for P-T. Exhibitors that meet one of the two options below do not need to have their birds P-T tested prior to exhibit: 1. The exhibitor is a participant in the National Poultry Improvement Plan (NPIP); or 2. Within the past twelve months, the show birds were brought from: a. NPIP participants; b. Hatcheries (must be a NPIP participant); or c. Feed Store(must be a NPIP participant) Exhibitors that do not meet the criteria above must test negative for P-T within 90 days of going to exhibit. Exhibitors can meet the requirements using the options below. 1. A veterinarian, vet tech or trained personnel can draw ½ cc of blood from each bird and send the samples To the WSU Avian Health and Food Safety Laboratory in Puyallup; or Livestock exhibition requirements. 2. A WSDA field veterinarian can perform P-T testing at the fair (applicable fee will apply).

19 If you need information on how to meet the requirements, please call the CWSF office at or Keep Exotic Newcastle Disease out of Washington - Exotic Newcastle Disease is a deadly disease caused by a virus. The extremely contagious disease affects all species of birds and is spread by contact with infected birds or materials contaminated with the virus. It does not pose a human health threat and does not affect the safety of chicken meat or eggs. Exotic Newcastle Disease has not been detected in Washington and the Washington State Department of Agriculture (WSDA) is working with the poultry and egg industries to keep it out. WSDA prohibits moving from some California and Nevada counties into Washington Effective January 15, 2003 WSDA adopted a rule that prohibits moving all bird species from California and Nevada counties that have been placed under quarantine by the U.S. Department of Agriculture. OUT OF-STATE-SHEEP-AND-GOATS: All sheep and goats are required to have a Certificate of Veterinary Inspection and all rams require an entry permit number. All sheep and goats must have official scrapie identification. Sheep and goats from Idaho and Oregon on a round trip of 96 hours or less are exempt from the requirement of a Certificate of Veterinary Inspection provided the fair/show management provides veterinary inspection on arrival and rejects any unhealthy animals. For stays longer than 96 hours they must have a Certificate of Veterinary inspection. If lactating goats are entering, their milk must be discarded during any stay in Washington unless they have been tested for Brucellosis, Tuberculosis and Q Fever. GOATS: Only goats being sold into goat dairies need to be tested negative for Brucellosis within thirty days prior to date of entry. If they are for show & return only, no test required. If any lactating goats are shown, their milk must be discarded during any stay in Washington unless goats are tested for Brucellosis. SWINE: Out of State feeder and breeder swine must be tested negative to Pseudorabies within (30) days prior to entry except swine originating from a pseudorabies qualified negative herd where the qualifying test has been conducted within (60) days of shipment and all new additions since the test have been tested negative or are from states classified as Stage IV or V by the pseudorabies eradication committee. Swine (6) months and over must be negative to a Brucellosis test (30) days prior to entry except swine originating from a validated Brucellosis free herd or state or area. Please contact Entry Office for copy of health certificate. ******************************** BIOSECURITY CHECKLIST FOR LIVESTOCK EXHIBITORS Before and During the Fair: Prohibit visitors to your animals and farm especially if they have traveled outside the country within the past week. Make sure all veterinary health inspections and certificates of veterinary inspection are current for all the animals you will take to the fair. Recommend separate barns for separate species. Follow the fair vaccination guidelines and give recommended vaccination at least 10 days before the event. Disinfect all equipment, such as buckets, shovels, wheelbarrows, manure baskets, lead ropes, blankets, snares, clippers, scissors, brushes, showbox, and so forth before entering the fairgrounds. Don t share equipment with other exhibitors unless it has been cleaned and disinfected before and after use. Avoid entering the pens/stalls and coming in contact with animals from other farms. Contact the fair veterinarian or exhibition manager when animals are in need of attention. If you must come in contact with animals other than your own, properly wash your hands and thoroughly clean and disinfect your boots and clothing before returning to your animals. Eliminate traffic between exhibitors of different species (especially sheep/goats and cattle). If it is not possible to eliminate this traffic, change clothing and disinfect hands before handling a different species. As much as possible, minimize feed and water changes from home to fair. Keep unused equipment and feed bagged or covered to reduce the risk of contamination. Vehicles and trailers used to transport animals to and from the fair should be well cleaned and disinfected, inside and out, between uses. Do not mix species in the same trailer (especially sheep/goats and cattle). Avoid commercial haulers with multiple animals from multiple farms. Clean and disinfect all items at the end of the fair before taking them home. Properly dispose of unused bedding, hay, and feed after the fair. Do not bring it home. Minimize stress by keeping animals cool, well bedded and comfortable. Carefully consider whether exhibition animals should return home after the fair, and what risk that presents to other animals at home. If an animal becomes ill at the exhibit, consult the fair veterinarian and isolate the animal. After the Fair: The safest way to transport your animals is in your own vehicle. Do not haul animals from other farms. Keep fair animals isolated from other animals and pets for at least 30 days. Check these isolated animals every day for any signs of illness. Care for isolated animals separately, then shower, change your clothes, and clean and disinfect your boots before going to other areas of the farm. The person caring for animals at the fair should not perform animal-related chores t home. If the same person must do both, chores at home should be done first. Do not wear the same clothes, hats, and shoes to care for the animals at home and the fair animals. Garments should be cleaned and disinfected between each trip to the fairgrounds and barn/pasture. (It s also a good idea to shower between trips.) Horses taken to the fair should be isolated from livestock and pets for at least 30 days after returning to the farm. (Although horses don t get many of the livestock diseases, they could carry disease back to the farm.) Contact a veterinarian as soon as you see any unusual symptoms in any animals. Many diseases can look similar to a foreign animal disease, only a veterinarian can tell for sure. To assure guest safety no access will be allowed in the livestock area once the banner line has been installed. We are hopeful that we may clear the barn and livestock areas of fairgoers by 6:00 PM, at which time exhibitors may finish hauling their tack and decorations. Please do not dismantle any displays or decorations until 6:00 PM. Once this procedure is completed we will have a general release with an estimated release time of 6:30 PM. Please keep in mind that this depends on getting the barn areas cleared of fairgoers in a timely fashion. You will be informed by your superintendent of a definite release time once management (Livestock Administrator, Joe Niemann) feels it is safe for everyone. Long hauls will be given consideration for an earlier release if it is safe to do so. Gators and drivers will be available to assist you in hauling your tack and/or display items. RULES Please read The General Rules and Regulations of the Fair, with the following requirements: The following paragraph applies to all Beef Sections. Bulls, 1 year & older must be shown with a nose ring and two lead ropes. Bulls, 1 to 2 years must have a temporary nose ring when out of their barn stall. There must be at least 10 animals and two exhibitors to qualify to be judged as one breed. If not, the animals will be judged in Other Breeds. If your breed is not listed and there are 10 or more animals, a separate category will be established. If your breed is listed, and you have less than 10 animals, that category will be eliminated and the animals will be judged under Other Breeds. Only 1 entry per exhibitor in each group class. Loading and unloading inside the barns is prohibited. Cow/Calf entries must pay an entry fee for each animal. This qualifies the calf to be shown in an individual class, which will not be considered a group class.(refer to individual Breed rules) All entries must be fullblood & papered unless otherwise noted. Classes must have at least 2 in a class to qualify for premiums. A class with less than 2 will be combined with the next appropriate class. Original registration papers must be available for examination; tattoos must be legible. NOTE: Programs are not available for Beef Shows. Each individual Breed Association will be responsible for their own Program Booklets. CHAROLAIS First Half American-International Charolais Association (AICA) NW Plaza Circle, Kansas City, MO Class A Roll of Excellence Show 2015 Fall Show Classification June 1, December 31, 2015 The 2015 Central Washington State Fair is a ROE Show and the American-International Charolais Association will be provide 25 percent of the premiums listed below. SPECIAL RULES All animals to be eligible for an Open Charolais Breeding Class must be purebred and registered with the American-International Charolais Association (AICA). Only bona fide (original) certificates of registration will be accepted as evidence of registration and ownership; NO PHOTOCOPIES. An animal is eligible to enter or compete in an open Charolais breeding class if registered in country of origin outside the United States and is eligible for purebred registry in the AICA Herdbook. Animals registered in the AICA Colored Division Registry (QF and QM initialed registration numbers) must meet the parameters of the AICA Color Card. All animals to be eligible may be approved by a sifting committee designated by the AICA. Stall space will not be provided for any Charolais cattle that have not been accepted by the sifting committee. All animals are subject to a medical examination in order to determine age, and each animal will be present in the show ring in its natural conformation without alteration or modification. Use of artificial tailheads is not permitted. Any animal not having a legible tattoo or firebrand number is ineligible and will be barred from showing. Bulls from classes 36, 37, 40, 41, and 42 must have a valid, satisfactory semen test certificate in possession. This certificate is valid for the entire show season. All animals shown in individual classes must be weaned, with the exception of the Cow-Calf Class and calves at the side of females calved after September 1, Calves at side must be purebred and registered with the AICA. Females calved after September 1, 2013, must show in individual female class appropriate to age. Nurse cows are not permitted. All females 20 months and older exhibited at AICA sanctioned shows must be accompanied by a certificate of pregnancy from a licensed veterinarian or have produced fertile eggs as certified in a written statement by a licensed veterinarian or embryologist or have a calf at side. AICA requires that all animals be shown with a halter and suggest that all bulls be shown with a nose lead.

24 ALL EXHIBITS OF CHAROLAIS BREEDING CATTLE SHALL BE GOVERNED BY THE AICA RULES AND REGULATIONS, ARTICLE XV, TITLED EXHIBITION OF ANIMALS. THE INSPECTION OF EXHIBIT CATTLE IS SPECIFIED IN ARTICLE XV, PARAGRAPH C, OF THE ASSOCIATION RULES AND REGULATIONS AND NON-COMPLIANCE OF EXHIBIT INSPECTION IS SPECIFIED IN PARAGRAPH D OF THE SAME ARTICLE XV. ARTICLE XV, PARAGRAPH B, POINT 2: Each animal will be presented in its natural conformation and structure without alteration or modification. Alteration or modification shall be defined to include any surgical, chemical, electrical or other (including banding or other circulatory constriction) appearance change for cosmetic purpose, save only branding, tattooing, foot trimming or dehorning. The act of artificially filling animals internally, which would include stomach pumping, drench tubes, or any other method per os (by esophagus) is prohibited. Silicone injection or other injection for cosmetic purpose shall be prohibited. Anabolic steroid use shall likewise be prohibited and any animal testing positive for anabolic steroid or diuretic use shall be presumed to be altered and modified. Effective October 22, 2004, at any American-International Charolais Association (AICA) sanctioned show (including shows receiving AICA premium funding and/or qualifying as a Roll of Excellence Show), the use of a coloring agent, flock and powder is prohibited. Use of these products will result in the immediate disqualification of a given animal at such show. Where circumstances exist and / or allow, AICA reserves the right to split large individual classes after the check-in procedure is complete. ALL RULES OF SHOW APPLY. For information on N.W. 54 2015 EQUINE DEPARTMENT NOTE: PLEASE NO SMOKING, NO ALCOHOL, AND NO DOGS IN THE BARNS HORSE RULES Please read - The General Rules and Regulations of the Fair NOTE: Horses must be led from the barns to arenas. Riding is not allowed to or from arenas at any time. Failure to obey this rule may forfeit premiums earned. Durand Arena gates must be closed and latched at all times. If you are using the arena during non-competitive, non-scheduled times please make sure the gates to the arena are closed and latched. 1. Adverse Treatment - Absolutely no ill-treatment of your animal will be allowed. If observed doing so, you will be requested to leave and premiums will be pulled. 2. Post entry and class changes will be accepted for one hour prior to the beginning of the day s show, and ½ hour following each show session. None will be accepted during the show session or just prior to a session. 3. Entries-*Entries submitted without proper registration papers or without classes listed, or without correct amount of fees will be returned and must be corrected and resubmitted. No stalls will be reserved without correct fees for stalls and classes entered on the entry forms. All classes must be paid for prior to the end of Fair. Entry Fees cannot be taken out of premiums received. Entries are accepted on a First come basis. The number of horses that can be accommodated at the Fair is limited. Once full, a waiting list will be started and entries will be taken from this list in order as cancellations are received. Entry Form not valid until signed by owner, and if a junior owner or rider, by parent or guardian. Please PRINT your name on the entry form clearly. Age of rider is required on entry form. (all ages, all entrants) Rider s age is noted as of January 1st of current year. 4. Credential: Credential packets will be issued from your Superintendent at livestock meeting depending on 1 st half or 2 nd half of Fair. 5. Registration papers: Grade (Unregistered) horses ARE ALLOWED in any classes that are NOT Breed specific. Grade horses are NOT to be shown in Halter classes. Photocopies of Registration Papers or breeding certificate for each animal entered, showing the CORRECT OWNER, animal s SIRE AND DAM must accompany the entry form or entry form will be returned. Exception: For horses under one year of age, a confirmation paper showing that registration is being applied for or a signed statement explaining that the animal is eligible for registration and it has been applied for is acceptable, providing the name and number of the sire and dam are included. The Paint/Pinto sections require registration in at least one of the Pinto or Paint Associations. 6. Stabling: All stalls and tack rooms will be assigned on a first-come/first served basis with last year s location given first priority if possible. Exhibitors wishing to stable together MUST submit their request on the entry form. Requests and locations are not guaranteed. No exceptions. No sleeping in the Barns allowed. Grooming and tacking up must be done in stall or designated stall for that purpose; must not be done in the aisle-way during time the Fair is open to the public. This is very dangerous and must be discontinued. Premiums may be withheld if this occurs and a fine of $25.00 each time will be assessed. This is a dangerous practice. No Switching of stalls without permission of Superintendent. One horse per stall except mare with suckling foals (this must be designated on the entry blank). NOTE: Exhibitors who end up bringing fewer horses than they have rented stalls for will have the stalls reverted back to the Fair. The stalls will then be offered to those people on the waiting list before being made available to the original exhibitor for storage. Such offers can take place up through 9:00 am, Wed. Sept. 18th. NO REFUNDS on any stalls after September 4th. 7. Tack room Fee: Tack rooms are $10.00 per user (shared or single occupancy) and your request for a tack room must be noted on your entry form. There are approximately 30 tack rooms available and they will be assigned on a first come basis. Management reserves the right to assign more than one exhibitor to a tack room. No refunds of any tack room fee after September 3 rd. 8. BEDDING: Livestock will use straw and shavings this year. Barn B, C, and D will use shavings. Barn F, G and H will use shavings unless prior arrangements have been made. Barn I will use straw and shavings. 9. WEANLING & SUCKLING FOALS: must be four months of age by Fair time in order to be entered. Suckling foals (accompanied by their dam, which also must be entered in the Fair, and still nursing) may be of any age. However, owners should be aware of risks involved in exposing a young animal to a large number of other horses. 10. CHAMPIONSHIP & BEST OF BREED CLASSES: Horses winning first and second place in regular halter classes must show in the Championship class or forfeit all prizes previously won. All Champion & Reserve Champions MUST show in Best of Breed or forfeit all prize money previously won. All Breed Classes will be held on Thursday, October 1 st, 2015, including Best of Breed Classes. 11: Other Requirements: Horses must be led from the barns to the arena. No riding in the Arena with a halter, horses must be in a bridle. Horses are not to be led or rode out of designated areas. The designated areas are from the horse barns to the cross walk, Durand and Warm Up Arenas. No horses are to be beyond Barn D to the south and Barn B to the north. Please stay out of the cattle area. Get of Sire Class requires 3 get. Produce of Dam requires 2 produce. Exhibitors must scratch classes at the show office, not at the paddock in gate unless it is an emergency. Patterns will be posted one hour before each class. Equine Rule - Once the exhibitor 18 years and younger enters the arena, they are required to wear an ASTM/SEI (American Society for Testing and Materials/Safety Equipment Institute) riding helmet, properly secured at all times. All Mounted riders 18

55 years and younger going to and from the arena must wear an ASTM/SEI riding helmet that is property secured at all times. This rule includes all show times, warm ups, leading, carts and free riding. CLASS RULES: All classes will follow Central Washington State Fair and Washington and Oregon State Association Breed Rules, and use USAE Standard Rules as a guideline, unless otherwise stated. Breed rules only apply to respective breeds and not to open or equitation classes. Classes with less than (3) entries may be combined or canceled and premiums paid accordingly. Exhibitors are urged to use caution when entering restricted classes to be sure your entry is eligible as entered (i.e. novice, maiden, limit, green etc.) Entry in a class for which the horse is not eligible may be reason for forfeiture of all prize money earned. 1. In the Western section, snaffle or hackamores (other than mechanical) will be allowed on horse s 5 years and under and may be shown in any Western Class and be ridden with two hands. 2. Horses shall be considered one year old on the first day of January following date of foaling. 3. A Green Horse is one that has not been shown prior to December 1, of previous year. 4. A Maiden Horse is one that has not won first place in the division shown prior to January 1 st of current year. 5. LARRY SPIELMAN MEMORIAL AWARD This trophy is in memory of Larry Spielman, who was our Horse Superintendent for 16 fairs. Larry and his wife Edrah built the CWSF Horse Department into a fun and successful event. The Sportsmanship traveling trophy will be presented to an exhibitor who exemplifies sportsmanship. Entries submitted without proper registration papers or without classes listed, or without correct amount of fees will be returned and must be corrected and resubmitted. We are hopeful that we may clear the barn and livestock areas of fairgoers by 6:00 PM, at which time exhibitors may finish hauling their tack and decorations. Please do not dismantle any displays or decorations until 6:00 PM. Once this procedure is completed we will have a general release with an estimated release time of 6:30 PM. Please keep in mind that this depends on getting the barn areas cleared of fairgoers in a timely fashion. You will be informed by your superintendent of a definite release time once management (Livestock Administrator, Joe Niemann) feels it is safe for everyone. Long hauls will be given consideration for an earlier release if it is safe to do so. Gators and drivers will be available to assist you in hauling your tack and/or display items. RULES: Washington State Horseman Assoc. and Oregon State Horseman Assoc. Rules will be followed with CWSF Rules to take precedence. Washington State and 4-H Gaming Rules will be followed. Durand Arena gates must be closed and latched at all times. If you are using the arena during non- competitive, non-scheduled times please make sure the gates to the arena are closed and latched. YOUTH HORSE RULES 1. REGISTRATION PAPERS: Papers are required for halter classes that call for a specific breed, and for the Light Horse Registered Breeds Class. No papers are required for the grade horse classes. Copies of registration papers for each horse entered, showing current owner, sire and dam, must accompany entry form. 2. STALLIONS: No stallions allowed in the Youth Show. 3. CLASSES: A class with less than 3 entries may be cancelled or combined at discretion of management. Classes may be split at the discretion of management. No chaps allowed in the bareback classes. 4. CHAMPIONSHIP CLASSES: Horses winning 1st & 2nd place in Halter Class must show in the Championship Class or forfeit all prizes previously won. 5. SCHEDULE CHANGES: If it becomes necessary, changes will be made in the schedule and PA announcements made and notice posted. 6. SNAFFLE BITS OR BOSALS: Allowed only on Junior Horses five years and under. 7. Equine Rule - Once the exhibitor 18 years and younger enters the arena, they are required to wear a ASTM/SEI (American Society for Testing and Materials/Safety Equipment Institute) riding helmet, properly secured at all times. All Mounted riders 18 years and younger going to and from the arena must wear a ASTM/SEI riding helmet that is property secured at all times. This rule includes all show times, warm ups, leading, carts and free riding. 8. GROOMING: Horses must be groomed and outfitted in their stalls, not in the aisle way. 9. EXHIBITORS: You may leave on Friday, Monday or Tuesday for any school obligations as long as your animal projects are provided for. 10. AGE CLASSIFICATIONS: Senior: Grades 9-12 Intermediate: Grades 6-8 Junior: Grades 3-5 Primary: Grades K - 2 The Grade you were in as of January 1st of the present year. Age and Grade must be entered on the entry form. General Rules and Regulations apply. 11. JUDGING: Classes will be judged & paid on the Danish System H PREMIUMS: 4-H Horse entries must have project form signed and sent with entry form to receive premiums. 13. HIGH POINT AWARDS: All classes except Halter Classes and fun classes will count for High Point Award. See #10 for age classifications. In case of ties, there will be a call back to a ride-off to determine the winner. Points for High Point as follows: Open Youth/4-H Classes: 1 St 2 nd 3 rd 4 th 5 th 14 pts. 12 pts. 10 pts. 8 pts. 6pts. 14. ARENA: Horses under saddle or bareback during schooling times must be ridden with a bridle, no riding with halters. 15. PASSES: Passes should be ordered and paid for at the time you enter. RV space should also be reserved and paid for at time of entry. Wristbands will be issued for all youth exhibitors. 16. HERDSMANSHIP: Barns and aisles must be kept clean at all times. If this is not carried out your premium may be pulled. This will be done at the discretion of the superintendent and/or management. 17. ARRIVAL & DEPARTURE: Horses may arrive between 12:00 noon and 7:00 pm on Thursday, September 18 th, and must be in place by 7:00 pm. Horses must depart on Tuesday evening September 24 th, and each stall must be completely clean with bedding pitched to the center aisle. Stall cards must be initialed by management prior to leaving. Any violation of this rule will forfeit all premiums. 18. COSTUME CLASSES: A 3x5 card with information for costume must be submitted to the office, written legibly, describing what the costume represents. No award without description for announcer. Kamiakin Club of Yakima - Kiwanis Special Award Youth HorseDepartment The Kamiakin Club of Yakima is presenting a $ cash award to the exhibitor that wins Grand Champion in the youth horse senior division Western Equitation Class. This organization, which will be celebrating its 56 th year, is heavily involved with our local youth and is providing this award in support of the Central Washington State Fair Youth exhibitors. The award will be presented Monday evening during our Youth Dinner Awards Program. Stephanie Jo Stewart Youth Horse Herdsmanship Award Awarded to the individual with the most outstanding herdsmanship skills in the Youth Horse Department. Judged primarily on animal s care, i.e. stall maintenance and grooming of animal, no sweat marks, etc. The winner will receive a plaque from the Central Washington State Fair and a $25.00 cash award from Greg and Karen Stewart. Stephanie Jo Stewart Sportsmanship Award Sponsored by the Central Wash.
