2 Dear Exhibitor, Following an extremely successful 2010 World Show on the west coast at the Del Mar, California, Fairgrounds, IFSHA has chosen to return to the beautiful Virginia Horse Center in Lexington for our Eigth Annual IFSHA Friesian World and Grand National Championship Horse Show on the 5th through 9th of October, Having the Horse Show alternate between the west and east coasts should work very well for our breed and membership, allowing more people and horses to participate in this great event! On behalf of the IFSHA Board of Directors and Officers, I invite you all to attend this year s show. If you are unable to bring horses, come anyway! Cheer on the competitors, visit the barn aisles and the vendor hall, and enjoy the fun with us. As with any schedule of this size, conflicts may arise. As your Show Manager, I will make it a priority that where possible, gate holds, ring drags and exhibitions, properly placed and timed, will ensure that EVERYONE gets through the in gate and on to their National and World Championship wins. 4 IFSHA is proud to present THE YELLOW RIBBON FUND as the official charity of the 2011 World and Grand National Championship Horse Show. All of the proceeds from Yellow Ribbon Fund Championship class will be donated to this great organization in the name of the Winner. Please support our Show this year with your sponsorships and donations so we, in turn, can support our troops as they come home. YELLOW RIBBON FUND, INC Welcoming Our Injured Service Members Home Yellow Ribbon Fund, Inc Del Ray Avenue, Suite 500, Bethesda, Maryland The Yellow Ribbon Fund was founded in February of 2005 to help injured service members and their families who are recuperating at Walter Reed Army Medical Center and the National Naval Medical Center. The mission of the Yellow Ribbon Fund is to Welcome Our Injured Service Members Home. In just six short years, contributions made through the Yellow Ribbon Fund have provided the following for injured service members and their families: more than 1,500 free rental cars spanning more than 58,000 days; more than 18,000 free taxi rides; more than 9,000 free hotel room nights; more than 8,000 nights in our six apartments; thousands of tickets to sporting games, concerts and plays. Our volunteers invite injured service members to lunches, dinners, golf games, duck and goose hunts, fishing trips, and other activities. In 2008, the Yellow Ribbon Fund built a 10,000 square foot brick patio with gas grills and fireplaces on the grounds of the Mologne House at Walter Reed. This project includes a playground for the children of patients. The Yellow Ribbon Fund established an Ambassadors Program that supports the injured service members when they return to their home towns. We will continue supporting them with companionship, career guidance, job opportunities, job training or higher education. Currently, we have 30 ambassadors ready to help our vets when they need it, at home. The newest program of the Yellow Ribbon Fund, the Family Caregiver Program, is aimed at supporting the caregivers of injured service members, ninety-five percent of whom are women. We offer them therapeutic massage days in specially-designated rooms at Walter Reed, salon days, pool days with lunch at the Doubletree Hotel in Bethesda and movie and dinner nights. The Yellow Ribbon Fund has raised more than $5 million in overall donations, with more than $1.2 million being raised this year. Our most recent audit shows that $0.85 of every dollar spent goes toward programs and services for our injured service members and their families. The 2011 IFSHA WORLD & GRAND NATIONAL HORSE SHOW is a United States Equetrian Federation (the Federation ) licensed competition. Every Friesian & Part-Bred Friesian class offered herein which is covered by the rules and specifications of the current Federation rule book will be conducted and judged in accordance therewith. The rules of the Federation take precedence over the rules of any other association. The IFSHA show rules shall prevail, if not covered by Federation rules. Exhibitors are encouraged to obtain the current Federation Rule Book, which is available for $10 (for non-federation members) from USEF, 4047 Iron Works Parkway, Lexington, KY 40511, A Federation Steward approved by the Show Committee shall be present to administer these rules at the show. 2. All horses shall be under the control and direction of the Show Committee but solely at the risk of the exhibitor, who will be responsible for any loss, damage or injury to any person, animal or property occasioned by him, his agents or employees, or by any animal owned or exhibited by him, and shall indemnify the Federation, the IFSHA World & Grand National Horse Show and the Virginia Horse Center against any and all loss, damage and liability thus occasioned, including but not limited to any and all legal costs, including attorney fees, which may be incurred as a result thereof. The submission of an entry form to the Show shall constitute an acceptance by each person signing same of the provisions herein set forth. 7. All owners and exhibitors will be held responsible for any damage incurred by them or their agents to barns or the Virginia Horse Center properties on the show grounds and will be billed accordingly. Stalls must be left in original condition with the exception of shavings and horse manure. Anything brought to the grounds must be removed from the grounds. 8. To be eligible to participate as a rider, driver, handler, vaulter, longeur, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions at the Preliminary Level or above, Dressage Competitions, Combined Driving Competitions at the Advanced Level, Endurance Rides, Reining Competitions, ParaEquestrian Competitions and Vaulting Competitions, persons must be Members of the Federation as provided in Bylaw 203, and have paid the respective Breed/Discipline Dues as stated GR 204. (For exceptions see GR1401.9). Non-member participants must pay a non-member registration fee. 9. Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 nonmember registration fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. In accordance with GR1301.7: Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation.violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s) and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. 11. Management reserves the right to refuse, accept conditionally, or cancel any entries, and to cancel award prizes, without claims for damages; to change any course, to cancel or combine any unfilled classes, or to reschedule classes; and to change judges or other officials. 12. Class Schedule: The Class Schedule included in this booklet is tentative. PLEASE NOTE THE FOLLOW- ING: Management reserves the right to adjust the class schedule and class order. If entries warrant, performance may begin earlier or later than published. If entries warrant, classes may be split. Please check with the Horse Show Office for each day s final schedule. 13. Marathon Vehicles will be allowed in all driving classes except Turnout classes and Concours d Elegance. 14. Concours d Elegance will be judged as a separate National Championship class. The winner will be the turnout which, in the opinion of the judge, presents the most elegant effect. This will include vehicle, harness, appointments, horses, driver, passengers, grooms, etc., but above all, general impression is most important. Period costumes are prohibited. (See Federation Carriage Pleasure Driving Rule CP 137) 15. Costume Driving. This class shall be conducted in accordance with Carriage Pleasure Driving Rule CP 128. Exception: Whips shall wear costumes which show creativity, imagination and freedom of expression. 16. Yellow Ribbon Fund Benefit Championship Class will be a Walk/Trot class open to all seats English or Western. Entrants may cross enter in any other division at the Show. All entry fees will be donated to the Yellow Ribbon Fund in the name of the Champion! 17. All horses may be drug tested on a random basis. 18. All horses two years old and over may have their hooves measured by the Show Steward on a random basis. 19. Class Fees. All World and National Championship Classes, including Concours d Elegance, are $ Carriage Pleasure Driving Regular Classes are $ No Fee for Leadline 6 Years & Under. 20. Entries: To be accepted, the entry blank must be COM- PLETELY filled out and accompanied by a check covering all fees, plus proof of a current negative Coggins Test for all horses. In addition, for out-of-state horses, Federal law requires a health certificate within 30 days of traveling. If riding a dressage freestyle test, please include a copy of qualifying test. In the case of a minor the entry blank must be signed by the parent or guardian. If there is no trainer, the entry blank must be signed by the owner. Send the completed entry blank along with all entry fees, stall fees, all other fees and copies of front and back of Certificate of Registration, USEF membership card and IFSHA membership card to Nancy Nathanson, P O Box 535, Santa Ynez, CA Make checks payable to IFSHA. Numbers will be released upon full payment of all fees. No entry will be accepted and processed without the above. 21. Closing date is September 15, Pre-Entries must be postmarked by September 15, Post Entries will be accepted with penalty. Late entries received after September 15, 2011, will pay a late fee of $25 per horse. 22. Dressage Times. Provisional Times will be mailed if time permits. Official Times will be posted at the Horse Show Office updated in the morning at least 1 hour before first ride. It is the responsibility of the competitor to check official ride times. Adequate time intervals cannot be guaranteed when riders enter more than one horse in any class. 23. Class Calls. Due to unforeseeable problems with any mechanical device, the PA System and paddock calls must be considered a courtesy. It is the responsibility of the exhibitor to be sure that his horse is at the gate at the prescribed time. Every effort will be made to maintain a working PA System to carry class calls, however, no protest will be upheld, nor will any class be changed on the basis of PA malfunctions alone. Entries will only be refunded (less a $25 handling fee) if a Vet Certificate is received within five days of the event. No refunds on stabling fees. Refunds will be issued within 30 days of close of show. 25. Federation Fees. For every Friesian and Part-Bred Friesian horse participating in any competition recognized by the Federation, a $15.00 Federation fee will be collected [($8.00 is for USEF) and ($7.00 shall be a drugs and medications fee to provide for research, inspection and enforcement of rules regarding use of medications and drugs; see Federation GR407.1, 2, 3.)]. 26. Office Fee. There is an Office Fee of $25 per horse. 27. Friesian Membership. All owners and horses must be members of IFSHA. 28. Friesian Non-Owner Non Member Participant. A Non-Owner Non Member Fee of $25 per adult or $20 per junior will be assessed if applicable. 29. Stalls, whether occupied by horses, feed or tack, will be available for a fee of $150 each for the entire show. (No first bedding) (Bring your own bucket and snaps.) 30. Stall availability. 12' x 10' permanent stalls with doors will be available on Monday, October 3, 2011, after 12 pm (noon) and must be vacated by 8:00 am on Monday, October 10, No arrivals between midnight and 7am. Early arrivals $35 per stall per day. Arrangements should be made with Nancy Nathanson at Emergency After Hours: Gareth Selwood at Hay, grain and bedding must be purchased on the grounds at the horse show. To arrange for delivery of hay, grain or bedding prior to arrival at the show, contact Chad Nicely at the Virginia Horse Center Stable Office at Virginia Horse Center Rules: No overnight horses may be stabled in trailers or tied out. Horses are absolutely not allowed to be ponied behind any moving vehicles. No lunging in posted rings. Never lunge in Wiley, Speed or B Rings. 33. Sharps must be disposed of in the containers provided for that purpose. Red biohazard containers are available in the barn area. Do not place needles, syringes and medical waste in the trash. Show management will fine any individuals, including trainers, owners, exhibitors or their agents, up to $100 for improper disposal of needles or other sharp disposable instruments. See GR Manure must be disposed of in designated areas. Please do not put other items of trash in with manure. Do not mix trash and manure. 35. Trash cans are located everywhere. Please use these trash cans for all items of trash except manure and sharps. 36. Protective Headgear is encouraged at all times on the grounds and in any and all classes. ASTM/SEI approved protective headgear is required for riders in all Dressage, Hunter, Jumper and Hunt Seat Equitation classes, including Hunter Hack. Junior riders in said classes, and Dressage exhibitors not cross entered in another Division, are required to wear said headgear when riding anywhere on the competition grounds. Any exhibitor may wear said headgear and/or equestrian sport protective vest in any division or class without penalty from the judge. 37. No Smoking in Coliseum, barns or any buildings at the Virginia Horse Center. Show management will fine any individual found smoking inside any VHC building $100 per incident. 38. We love dogs but Dogs/pets are permitted at the show only if they are confined to the stable and tack room area; and they must be kept tied, caged or on a leash. No Dogs Allowed in Arena Buildings or Horse Show Office. (Exception: Service Dogs with vest on.) No loose dogs are allowed. The show will assess a $50 fine on owners of loose dogs. The Virginia Horse Center and/or USEF (see GR1301.6) may levy additional fines for loose dogs. 39. Vehicles: Vehicles may not be used in the Coliseum or in the interior of any of the barns. Four wheelers and ATV s are not permitted on the VHC grounds. Non-powered scooters, bicycles, skateboards, in-line skates, and heelers (skates-in-shoes) are not pemitted in the Coliseum or the interior of any barns. 40. No Firearms, fireworks or open fires are permitted. 41. Proper credentials or verification certificates must be presented to the competition secretary. Riders and owners wishing to participate in a USEF-licensed/USDF-recognized competition, and not able to present the competition secretary with verification of a USDF membership or NM identification, and USDF LHR or USDF HID, must complete a USDF Competition Affidavit Form and pay the $5 affidavit filing fee. A copy of a completed affidavit form from another competition may also be used for verification purposes for up to 60 days. The membership year is December 1 through November 30. PMs are available for 1-year ($75), 5-years ($300), or life ($1,500). A USDF Youth Participating Membership (YPM) is available for individuals who have not reached their 21 st birthday by December 1 of the current membership year ($60). A PM allows the member to compete at USEF-licensed/USDF-recognized competitions and to participate as a rider and/or owner/lessee for all Adequan /USDF Year-End Awards, Great American Insurance Group/USDF Breeders Championship Series Finals and the Great American Insurance Group/USDF Regional Dressage Championship program. Group Membership (GM): A membership issued to an individual by USDF when the member name and dues are submitted to USDF through an affiliate Group Member Organization (GMO). The GM year begins December 1 and ends November 30. A GM allows the member to compete at USEF-licensed/USDF-recognized competitions and participate in the USDF Rider Awards program. Business Membership (BM): A membership that runs December 1 through November 30 and is issued to a business or organization directly by USDF. The USDF BM ($200) offers a wider variety of advertising benefits. BMs satisfy requirements of horse ownership only. Education Membership (e-membership): A membership issued to an individual directly by USDF. This online education only membership expires 12 months after the date joined. This membership type does NOT allow an individual to compete at a USEF-licensed/USDF-recognized competition. Non-Member (NM) Identification Number: For each USDF NM owner/lessee and USDF NM rider there will be a USDF NM fee of $25 and a USDF NM form per competition that must be collected by the show secretary and submitted to USDF along with the USDF Report of Fees document and the $5 affidavit fee if the person cannot provide a copy of their USDF NM card. Owners/lessees or riders exempt from the NM number requirements are also exempt from paying the USDF NM fee. If there are multiple owners of a horse and all are NMs, only one of the owners must pay the NM fee. If the horse has at least one owner who is a current USDF member there is no NM fee assessed. Competition management will be invoiced for all applicable USDF NM fees not received with the USDF post competition paperwork, along with a report listing all USDF NMs. Competition management is then required to submit the NM fees within 30 days to the USDF. An individual with a USDF NM identification number is not eligible for any USDF membership benefits. Once a USDF NM number has been assigned, a USDF NM card can be obtained from the USDF Web site. Horse Identification (HID) Number: A one-time tracking number for horses ($25). Scores earned by a horse with an HID number will be recorded, but will NOT be counted towards Adequan /USDF Year-End Awards. A horse with an HID number is not eligible to compete in Great American Insurance Group/USDF Regional qualifying or championship classes or Great American Insurance Group/USDF Breeders Championship Series Finals. An HID number can be upgraded to a Lifetime Horse Registration (LHR) for a fee of $70. If a horse has a USDF LHR it does not need an HID number. An HID number is a one-time fee that does not need to be renewed.
