3 FROM THE CHAIRMAN OF THE BTCB Dear Member, First and foremost, thank you for choosing the BTCB to help you with the needs of your students. Our members are our lifeblood and we fully recognize this fact. As a result, our management team is committed to providing you with a level of service of the very highest order - a quality of customer care that will confirm that you have made the right decision. This information pack provides you important information on how we can support you, your club and its members in the many and varied aspects of WTF Taekwondo. In everyday language, it explains who does what and who to contact should you need to for any reason whilst your membership is in force. I strongly recommend that you keep it in a safe place. It could prove very useful in the future. The BTCB National Executive Committee takes it responsibilities very seriously and will always try to provide a service that is second to none. However if you should ever have cause for complaint please feel free to contact the Vice-Chairman at the address given later in this pack. You comments will be dealt with quickly and effectively. The BTCB (WTF) has trained over 2000 Referees in both Kyorugi and Poomse The BTCB (WTF) offers International Referee courses. The BTCB (WTF) conducts supervised Keup gradings by 4th Dan or higher grade. The BTCB (WTF) is only interested in the promotion of WTF Taekwondo in the UK The BTCB (WTF) aims to give all Taekwondo practitioners an opportunity to compete at Olympic. World and European level and to train its members to Olympic, World and European standard. The BTCB (WTF) aims to encourage all practitioners of WTF Taekwondo to join our growing number of members. Instructor Support Services. The BTCB (WTF) recognises that its Instructors, particularly those just opening a club need both technical and administrative support. The Technical Director is available for courses or advice by telephone. The Membership Services Director is available to advise on all aspects of club and insurance administration. The Vice-Chairman is available to deal with complaints swiftly and efficiently.

5 Membership Services is available to help set up your Club for your members TAEKWONDO AN OLYMPIC SPORT Taekwondo advances to new heights On the 3rd September 1994, the Korean martial art of Taekwondo was formally recognised as an official Olympic Sport by the International Olympic Committee. This spectacular contact sport has been consistently used for demonstration purposes, first in the 1988 Seoul Olympic Games, and then in the 1992 Barcelona Olympic Games before receiving this long awaited accolade as a FULL Olympic sport. With over forty million practitioners worldwide, Taekwondo has been established as one of the largest participation sports. With its devastating speed and accuracy, Taekwondo has also created much excitement as a spectator sport due to the technical ability of its players. The World Taekwondo Federation, with its headquarters in Seoul, South Korea, have confirmed that the British Taekwondo Control Board (BTCB) will be retained as the IOC recognised body representing the UK in Olympic Taekwondo. The BTCB has, since 1982, established itself as a world class body attending some of the most prestigious sporting events. Since the British team's strong performances in the early eighties, they have produced many outstanding Champions and medal winners. Now, after participation in the Seoul, Barcelona and Sydney Olympic Games, we have established ourselves as not only one of the top European junior nations, but have also created senior European and World Champions, defeating the likes of Germany, USA and even Korea. In the IOC's 103rd Conference at the International Trade Centre in Paris, Executive members of the BTCB were called upon to attend the event and received the news of their new Olympic status first hand. BTCB players have already participated in Olympic Taekwondo at the Seoul 1988 and Barcelona 1992 Games where Taekwondo was a demonstration sport. The BTCB won a bronze medal at the 1992 Olympics. Taekwondo became a full sport in the Sydney Olympic Games. The BTCB sent a four person team to the 2004 Olympic games. 6 OLYMPIC TAEKWONDO IN SCOTLAND All students and instructors in Scotland can take part in the future of Scottish Taekwondo with BTCB Scotland, which represents Scotland at the highest level in this dynamic martial art. ORGANISATION B.T.C.B. (Scotland) was founded in May It is run by a democratically elected Executive Committee similar to the BTCB. Its size and good name is growing fast and many existing students and clubs from other associations are joining. GRADING EXAMINATIONS BTCB (Scotland) conducts its own Keup and Dan grading examinations and any BTCB members can take their grading in Scotland if they have achieved the required standard and have put in the required training time. Eligibility is based on merit and achievement. BTCB (Scotland) supplies Kukkiwon Certificates to all successful Dan grading candidates. TRAINING BTCB (Scotland) has in the past enjoyed a full programme of training and education including guest instructors such as the famous and respected Masters Park Soo Nam and Sang H. Kim. However, the Board is not restrictive, and schools can always feel at liberty to invite other Masters or attend the events of other organisations. Our clubs have a reputation for good sportsmanship so many other groups invite them to take part in competitions. MEMBERSHIP & RECOGNITION BTCB (Scotland) is run for the benefit of the members not for the profit of instructors. This is a friendly organisation. Instructors in Scotland can now join the only official WTF group in the UK and have the added benefit of belonging to an organisation dedicated to the development of WTF Taekwondo in Scotland. This includes information on Health and Safety, Code of Conduct, Child Protection, Insurance and Criminal Records Bureau Disclosure check. A CRB check is done on ALL instructors and once this is complet the BTC will issue instructors indemnity insurance INSTRUCTOR SEMINARS Instructor seminars are held around the country and attendance is required to take a Dan grading

7 RECOGNITION OF DAN AND KEUP GRADES FROM NON-AFFILIATED GROUPS KEUP GRADES Keup grades awarded by an examiner who holds a 4th Dan or higher grade Kukkiwon Certificate will be recognised by the BTCB. Keup grades awarded by an Examiner who holds either: 1. A 3rd Dan or lower grade Kukkiwon Certificate. 2. An Official ITF Certificate. 3. A Dan certificate obtained from any other source will be recognised by providing that: A club joining the BTCB whose students have been graded by an Examiner falling into categories (1), (2), or (3) above should, in the absence of a recognised 4th Dan or higher grade, have an existing BTCB 4th Dan or higher grade Instructor introduced to that club to maintain and, if necessary, develop the standard within it. The club would also be required to conduct future keup upgrading under the auspices and guidance of the same BTCB examiner who will supply successful candidates with BTCB National Certificates. DAN GRADES WTH KUKKIWON CERTIFICATES Dan grades awarded by a 6th Dan (or higher grade) Kukkiwon Certificate holder and who also have a Kukkiwon Certificate bearing their current grade will be recognised by the BTCB. Applicants awarded Dan grades by such an Examiner will not be required to undertake any assessment test on entry to the BTCB. DAN GRADES WTHOUT KUKKIWON CERTIFICATES The BTCB will accept Dan grades without Kukkiwon Certificates which have been awarded by a 6th Dan Kukkiwon holder (or higher grade). Such documentation must prove that the applicant has taken and passed the appropriate Dan grading with a Kukkiwon registered 6 th Dan (or higher grade) Examiner (i.e. The apdan grades awarded by an Examiner who holds either: 1. a 5th Dan or Lower grade Kukkiwon Certificate 2. an Official ITF Certificate 3. a Dan grade certificate obtained from any other source will be recognised by the BTCB when the following requirement has been satisfied: Dan grades awarded by Examiners falling into category (1), (2), or (3) above are required to: 1. Undertake an assessment test for their current grade at a BTCB Black Belt Grading within one year of their application for membership and 2. Apply for Kukkiwon Certification if successful. Dan grades are required to submit copies of their certificates when applying for initial membership, together with their application form.

8 BTCB GRADING POLICY Promotion in the keup and Dan grades Keup Gradings As the Member National Federation representing the WTF in the UK we are obliged to abide by the WTF constitution which permits only 4th Dan or higher grades to conduct keup upgrading. Successful candidates are required to be presented with an BTCB certificate signed by the examiner. No other certificate is recognised. Certificates must be given to the Instructor for distribution to the successful candidates within six weeks of the grading. Certificates are numbered and candidates are expected to record the number in their licence book. Candidates submitted for 1 st Dan promotion test must forward copies of BTCB Certificates with thier application and they must display numbers spanning the period that they have been training. BTCB Certificates are available exclusively to Examiners from Membership Services, 66 Wychdell, Stevenage, Herts, SG2 8JD. Price on Application. Cheques should be made payable to the BTCB. Please allow 28 days for delivery as the BTCB presents cheques for clearance seven days before despatch. Please note that BTCB Certificates are only supplied to Examiners with a current BTCB Licence. It is also a BTCB requirement that every candidate who is submitted for a keup grading also has a current licence. This ensures that both Examiners and candidates are protected by the BTCB Insurance policy. Examiners are not authorised to grade any candidate who does not have a licence. Examiners may negotiate the grading fee per candidate with the instructor concerned. Dan Gradings The BTCB holds four Dan gradings per year at various locations in England and Scotland. No other Dan promotion testing is recognised. Black Belt gradings are supervised by BTCB President Master Soo Nam Park, 9th Dan, assisted by two 5th Dan or higher grade Examiners. Appropriate Kukkiwon certificates will be applied for on behalf of all successful candidates from Korea. Members of the BTCB with a resident address in the UK are required to take their Dan grades at one of the four annual official gradings and may not grade at any other Dan promotion test within the UK or abroad without first obtaining the permission of the BTCB National Executive in writing. BTCB members resident overseas for more than one year must notify the National Executive of their intention to grade in their new resident country. The BTCB will not recognise the new grade of members of the BTCB who take non-btcb Dan promotion tests when they are at the same time in membership of the BTCB and the member concerned will have his/her licence revoked.

9 BTCB REFEREE STRUCTURE Where fairness comes first The BTCB is proud of the lead it has taken in training its cadre of Referees. The structure in place allows each individual to progress at their own pace, whilst being a valuable asset at the numerous competitions that are staged around the country by the BTCB, clubs and affiliated groups. The following briefly outlines the organisation that is in place for these two systems of competition which provide opportunities for the members of the BTCB to continually enhance their knowledge and skills. POOMSE (PATTERNS) Contests. The BTCB was the first British organisation to boast an International Poomse Referee who was trained in the new European rules for patterns contests. It has been the leader amongst WTF groups in developing competitions that centre around technical performance rather than free fighting. The BTCB hold several Poomse Competitions around the UK annually and hold Poomse Referee courses to enable BTCB members to qualify as Poomse Referees. KYURUGI (SPARRING) CONTESTS Alongside the excellent coaching structure that exists to train Britain's future champions (who knows this may mean Olympic champion) the BTCB provides training courses for Judges, Referees and Contest Organisers. It is recognised within the BTCB that if Britain s fighters are to have the best chance when competing abroad qualified officials who are of a standard equal to the rest of the world must have judged them. In the BTCB, all candidates for any level of Dan grade promotion test are invited to attend a Class 3 Corner Judges course. This ensures that the coaches of tomorrow understand the rules under which their students will train and compete. Once an individual Class 3 Judge has gained sufficient experience as a Referee, to be sure they have consolidated their knowledge of judging, they may be invited to participate in a Class 2 Promotion Course. Unlike the Class 3 course which is delivered within the space of one day, the Class 2 course is much more detailed and lasts for a full weekend. The cost to the candidate is kept to a minimum as the BTCB underwrites the major part of the course fee. Eventually our Class 2 Referees, who take charge of a match from the centre of a contest area, are trained to organise teams of Referees, to teach Class 3 courses and to be able to offer assistance and advice to contest organisers both before and on the day of a competition. These Referees are then eligible for promotion to Class 1 Refereeing official. The British Referee structure, under the control of the Referee Committee provides opportunities for suitably qualified individuals to become International Referees. International Referees have the honour of participating at the World s most important events including the World Championships and the Olympic Games. Not everyone can make it to International Referee level; nevertheless, British Referees are invited to attend events around the world because of the excellent rapport built up between the BTCB and its international counterpar

10 Club Membership Number (CMN). MEMBERSHIP SERVICES Where the Member comes first -- Administration Summary A Club Membership Number (CMN) is allocated to each club. This is a permanent number and will not change. It can be found on your Club Affiliation Certificate and membership listings. Membership Services identifies your Club via this unique number. Satellite clubs in the same group will have the same CMN followed by a sub-cmn. All Licence, Club Affiliation and Instructor Insurance applications must have the CMN written on the application form in the appropriate box. It is difficult to credit members to your Club account without this number. Please quote the CMN in all correspondence with Membership Services. Club Licence-Number (CLN). A Club Licence Number (CLN) is allocated to each club on an annual basis when the Club Affiliation fee is paid for the subsequent year. This number can be found on the Club Affiliation certificate and this number shows that the Club Affiliation fee for the year has been paid. Personal Membership Numbers (PMN). A permanent Personal Membership Number (PMN) is allocated to a member on application for the first licence. It can be found on the Licence and Insurance Receipt. The PMN is used by the database to recall all information on a member. It must be quoted on all correspondence relating to a particular member with Membership Services. Insurance Number An insurance number beginning with the letter A is allocated to a member on application for a new or renewal licence. This number will change annually and MUST be quoted if the member makes an insurance claim. The Licence and Insurance Receipt. This is issued to all members on application for a licence and is affixed to the inside of the front cover of the Licence and Grading Record book. This receipt displays the member s name, PMN, A number, date of licence expiry, new or renewal licence, keup or Dan and CMN. The licence is valid for one year and should be renewed before its expiry for the holder to enjoy continuous insurance protection. Licence Renewals. All applications for licence renewal must have the PMN, CMN, A number and the licence expiry date written in the renewal box on the application form displaying previous licence details. If this information is missing, the forms will be returned to you for correction prior to a licence being issued. This information can also be found on the Membership Services Club Membership Listings sent to you quarterly. Standard Insurance Cover

11 Personal Accident Cover and Public Liability Insurance is included in the cost of a BTCB Licence. The benefits are set out in the Insurance Schedule enclosed. All payments for licence applications should be paid into the instructor s personal, business or club account. You should then send one cheque only from this account payable to the BTCB (WTF) covering the total amount owed to the BTCB. In other words, you should send only one cheque (from a personal, business or club account) each time you apply for licences, whether it is one or many. Submission of Licences for Processing Licence applications must be sent to Membership Services within seven (7) days of signature by the applicant. Insurance cover will be granted to each applicant for this first seven days providing we receive their applications within this period. Those members whose application form is submitted outside this period will only be covered by insurance from the date we receive the forms. Do not wait until you have a bundle to send in. Please post forms to us as soon as you receive them. Remember that in the eventuality of an uninsured member having an accident, you could be sued for the money that member would have received had they been insured and therefore able to make a claim. Insurance Claims. In the first instance insurance claim enquiries should be made to the Director of Membership Services within 14 days of the accident occurring. A claim form with precise instructions will be sent to you. If it is not received within 10 days please phone to make enquiries. Instructor Insurance. Instructors indemnity Insurance is provided through the BTC at a cost of for 2,000,000 cover, for 5,000,000 cover and 90 for 10,000,000 of cover The basic level of cover is

12 compulsory and must be purchased by instructors at the time of applying for membership of the BTCB and one month prior to the renewal date. Competition and Event Insurance Tournaments must be registered with the BTC one month prior to the date of the event. Event insurance is included in your Professional Indemnity insurance and cover equals the value of your insurance. However the Tournament or Event must still be notified to the BTC and all organisers must complete an Event registration form and forward it to Derek Matthews at least four weeks before the event takes place. The event insurance cover can only be granted to holders of Professional Indemnity insurance. The BTCB licence DOES NOT COVER INSTRUCTORS TO RUN EVENTS AND TOURNAMNENTS OR TO TEACH. If you are going to run events you must have Professional Indemnity insurance. BTCB Badges BTCB badges are available from Membership Services Price on Application Make cheques payable to the BTCB and allow 28 days for delivery as the BTCB clears all cheques before despatch. All members of the BTCB are required to wear the identification badge on the left breast of the dobok

13 HOW TO JOIN THE B.T.C.B It s so easy to join us Complete a Club Affiliation form for each venue your club trains at.. The fee is 10 per venue per year Complete an individual Membership Application form. THESE ARE ONLY ACCEPTED THROUGH REGISTERED CLUB INSTRUCTORS Complete a BTC Instructor Insurance form. You are required to purchase this on joining the BTCB. It costs per year per Instructor. You only pay this once per year to cover teaching at any BTCB venue. You can only obtain BTC instructor insurance if you have been on a BTC instructor course and have a valid CRB check. All Instructors and members should complete a BTCB Membership Application form. Students cheques should be made payable to your own or your club account. Membership fees are collected by you and you should send us one club or personal cheque covering the Complete a Correspondence Form in BLOCK capitals. 14 SCHEDULE OF BTCB LICENCE INSURANCE Claims are our speciality! Insured Person The British Taekwondo council has secured on a Member-to-Member basis a Personal accident and Third Party Liability insurance for all its members. Personal Accident Death per insured person over 16 years old 25,000 per insured person under 16 years old 5000 Total loss of sight in one or both eyes 25,000 Loss of one or two limbs Total loss of sight in one eye and loss of one limb 25,000 Permanent total Disablement (other than the above) max. Temporary Total Disablement 5.00 per week per insured person under 16 years old (max 250) per week per insured person over 16 years old in full/part time work Entitlement to the above benefit is dependant upon loss of earnings of more than 60 per week. Maximum payable per week per insured person over 16 unemployed and students Entitlement to the above benefit is dependant upon loss of benefit of 15 or more per week. Maximum payable 300 Please note that total means unable to carry out any of normal duties relative to the member s occupation. To be entitled to these benefits you must have been absent from employment/ studies for a period of more then two weeks and proof of absence needs to be supported by medical certificates. Proof of loss of earnings/benefits may also required. Endorsements Exclusion of initial period 2 (two) weeks. The insurance provided by this policy shall apply only to bodily injury sustained by the injured person whilst participating in, training or competing in Taekwondo in connection with the activities of the Club. It is a condition of this policy that licenced members shall be domiciled in Great Britain and/or Northern Ireland. It is hereby noted that in case of a claim being made under the Death Section of this policy by a member under the age of 16, the maximum amount payable will be Weekly Benefits Cover does not replace the usual income and does not include dental, physiotherapy or private medical costs. THIRD PARTY/PUBLIC LIABILITY Limit of Liability All members 5,000,000.

15 Professional Liability All members 1,0000,000 TEAM SELECTION PROCEDURE PART A: - SELECTION GAMES Where only the best will do The selection games will be held in two parts, Preliminary Selection Games are open to anybody who has shown a commitment to the squad and is by invitation only (do not expect an invite if you do not go to squad training). They are also open to any players nominated by the Commonwealth Coaches (home countries) for players who cannot always make squad session s due to distance and cost, but they will have to attend their own Regional squad sessions. The Preliminary Selections will be a straight KO system of competition. The draws will not be seeded but drawn out of a hat. The Gold and Silver medal winners will take two places in the Final Selection Championships. Final Selection Games will be four players per weight division. Two players will come from the Preliminary Selection games and two from squad training. These will be nominated by the selection panel. These two nominated players will be notified of their selection before the Preliminary Selection Games. The two nominated players will be selected on the following basis: 1.Commitment to the National Squad. 1.Attendance and performance at squad training. 1.Past and recent results. 1.Potential. 1.Out of these two nominated players one will be seeded A Players for the Final Selection Games 1.Nominated from squad training x Gold medal winner from Preliminary Selections. 3. Silver medal winner from Preliminary Selections. Players will compete against everyone in the weight division at least once. Match Number Players 1 A v B 2 C v D 3 A v D 4 B v C 5 A v C 6 B v D

16 There will be six matches to start with per division. A player winning three matches will be selected. If two players win two matches each they will play again in a straight final and the winner selected. If three players win two matches each, the seeded nominated players from squad training will go through to a final to play the winner of the semi-final. The winner of that final will be selected. If there are only three players in a division, all three will fight off in a round robin system. The winner of two matches will be selected. If all three win one match then the seeded player goes into a final and the other two play a semi and the winner of the final is selected. If only two players are in a weight division they will play a straight final and the winner will be selected. If there is only one player in a division, that player must make their weight on the day of the Final Selection if the selection panel consider that player to be competent at that level to be selected. With this system players have to prove they are the best in their weight division. It is a tough system but if players are to win major championships this is what they have to do. This method of selection is to be used for the 1999 World Championships, 2000 Senior and Junior European Championships and 2000 junior World Championships. PART B: - SELECTION PANEL The United Kingdom enjoys an increasing number of international commitments. It is not possible to hold selection championships for each event. Apart from the major championships, the selection panel will select all other championships where a national team needs to be sent. When selection is being made the panel will consider the following: 1.Commitment to the squad. 1.Attendance and performance at squad training. 3. Past and present results. 1.Potential. 1.Reports from: Exercise physiologist (fitness) Doctor (BOMC) Pyhsio Psychologist Weight control Atitude/conduct/discipline (at squad training and past internationals) Report from their own club coach 1.If under any disciplinary action by the BTCB. 1.Experience. There are enough championships for all potential team members to gain experience. The Selection Panel will select teams for the 1999 World Cup and Europa Cup plus any other invites.
