6 Forecast July 12, 2013 A stalled front along the East Coast will continue to bring shower and thunderstorm chances to an already saturated region. Across portions of the Plains, temperatures will continue to be dangerously high, with heat indices above 100F. And further west, a slow moving cold front will bring the possibility of severe storms to the northern Plains. Hail and damaging winds are the primary threats.

7 Forecast August 17, 2013 A stalled front stretching from the Gulf Coast to the Southeast Coast will be a focus for heavy rain this weekend into early next week, fueled by abundant moisture from the Gulf of Mexico. Soils in this region are saturated, creating a potential for flash floods. There is also potential for a tropical cyclone to form in the Gulf, but considerable uncertainty exists regarding this forecast.

42 East Fishkill Hazard Mitigation Plan - Draft - Communities must have an approved HMP to apply for and receive Federal Mitigation Grant Funding. East Fishkill HMP Mitigation Strategy includes: regulatory and zoning standards to protect environmentally sensitive areas and manage natural hazard risk mitigation projects to public infrastructure such as bridges and culverts an ongoing program to purchase undeveloped vulnerable property to prevent inappropriate development streambank stabilization projects participation in the Fishkill Creek Watershed Association of Dutchess and Putnam Counties, which promotes regional watershed planning and mitigation. A formal, active stormwater management program

43 Solar Energy Community Empowerment through Collective Bargaining Reduced Cost - Photovoltaic installation contractors are selected through a competitive bid process; collective bargaining and group purchasing lowers the out of pocket cost to the participant by 20-30%. Community-led outreach by trusted community partners deliver a direct appeal from one friend to another to join the campaign. Collective education and bargaining provides a safe environment for customers to feel comfortable with their investment.

44 Demand Response Programs Developed by the utilities and grid operators For periods when electric grid experiences a high degree of stress, e.g., heat waves When grid instability occurs, businesses get paid to reduce electric use to help prevent blackouts or brownouts There is NO COST at any time and NO PENALTIES if you fail to reduce when called.

47 Society has three proactive options for reducing the risks associated with climate change: 1. Reduce our greenhouse gas emissions and thereby reduce the amount that climate changes (mitigation). 2. Build our capacity to cope with the climate changes that lie ahead (adaptation). 3. Manipulate the earth system in the hope of counteracting some climate effects of our emissions critically, without triggering unintended and harmful side effects (geoengineering).
