1 attachment 2 PROJECT DESCRIPTION (Updated ) Mitchell Drive Indoor Basketball Facility The subject site is located just east of North Wiget Lane, along Mitchell Drive. The subject Indoor Basketball Facility consists of an approximately 3.35 acres portion of the overall former Contra Costa Times Campus of approximately 14.1 acres. The project is an adaptive re-use of a portion of the existing Contra Costa Times former warehouse facility, which was part of the larger Contra Costa Times campus vacated approximately 1.5 years ago. The subject proposal consists of converting approximately 39,561 S.F. of existing high-bay floor area to four full indoor basketball courts and one half-court. Proposed uses will include accessory uses to these operations including snack bars (eating and drinking establishments), party rooms, offices, revised entrance area, and restrooms, together with ample parking, landscaping, lighting, and signage. The proposed uses are visually buffered from the adjacent Mitchell Street frontage due to existing landscaping along Mitchel Street (see Sheet P1) that will be pruned and retained. The building interiors will be improved to accommodate the proposed courts and fields, which will include demolition of certain components and construction of necessary structural elements, certain walls and other improvements necessary to accommodate the proposed uses and accessory uses. Exterior improvements include cleaning up the former industrial warehouse and new painting and improvements to elevations serving the basketball use. A new entry plaza area will include landscaping areas and new landscaping will be located at both project entries and parking areas. The existing parking lot will be improved with new pavement to replace damaged paved/concreted areas, slurry surfacing, and striping to accommodate 178 parking stalls (156 required spaces). The project will utilize two driveways (one existing and one new) at Mitchell Drive. Sheets G2 & A1, note the limit of work for the project; fencing will be installed within parking areas that will segregate access to Shadelands Drive. The proposal provides an excellent and unique opportunity to convert a vacant building with unique features that provide for adaptive re-use to a much needed indoor sports facility that will add to the diversity of recreational resources within the Walnut Creek community. 2 attachment 2 ULTIMATE BASKETBALL FIELDHOUSE BUSINESS DESCRIPTION Our company is Ultimate Basketball Fieldhouse and is a collaboration of the two top basketball organizations in the area, MVP Flight/Flight Elite Basketball and ASA/ASA Prime Basketball. The Flight program is run by Phil Doherty and Chris Whirlow and the ASA Program run by Frank Allocco, Jr. We have close to 20 years in the business and Frank has been running his program for over 10 years. Our programs focus on basketball training, skill development, team practices and games. The programs are run year round. The majority of the activities at the site will be specific to our own organizations and in addition, we will host games and some youth leagues/tournaments at the site. We will also continue to rent other local gyms (i.e. Tice Valley, Foothill Middle School) for these games. Our primary hours of operation will be 4PM-9PM weekdays during the school year and 8AM-8PM on weekends. During Summer months and school breaks we will also host daytime camps and clinics. Both our Flight operation and ASA operation will be based at Shadelands and there will be extensive staffing and supervision during all of our business hours. The usual mode of travel to and from our facility is parents dropping off kids by car. It is not typical that buses are used. Anticipated Number of People in Facility: It is anticipated that the peak time of operation will be during game days or tournaments in which we have games going on all four courts at one time. During a peak event such as this we anticipate slightly less than 200 individuals in the facility, as outlined on the chart below. During Training Camps we anticipate about 150 kids and possibly 20 instructors. 4 COURTS PEAK TIME ASSUMED TO BE TOURNAMENT WITH 4 GAMES BEING PLAYED SIMULTANEOUSLY 4 courts Players/Coaches: 11 per team, including coaches 8 teams 88 Referees: 2 per game 4 games 8 referees Employees: 3 running snack shack/front door Spectators: 24 per game 4 games 96 TOTAL AT PEAK: 195
3 The Founders Frank Allocco, Jr Owner, ASA Club Basketball and Prime AAU Programs (Est. 2003) Frank was an all-state high school basketball player at Northgate High School under the guidance of Coach Frank Allocco, Sr. He led his team to a state championship in 1995, and finished his career scoring 2,008 points but more importantly, won 90% of his games. Frank decided to continue his basketball career by accepting a scholarship to Saint Mary s College, where he was a three year starter, a WCC All-Conference player, and a participant in the 1997 NCAA tournament. He played for two college coaches, Ernie Kent and David Bollwinkel, who taught him what it takes to play at the college level. Frank spent 12 years as a high school coach at De La Salle High School. He has also worked with the Excel in Basketball Camps for many years, and won the Excel Open in 2002 and Phil Doherty Director, Flight Elite (Est. 1997) Phil served as coach and athletic director at St. Stephen s School in San Francisco before opening a sporting goods business in Phil s career in the sports apparel business has spanned over 40 years. Phil began sponsoring and coaching AAU youth basketball programs in 1992 and joined forces with Chris Whirlow and founded MVP Flight and Flight Elite Basketball in Phil takes pride in the fact that these programs pioneered year-round youth basketball in Northern California. Phil also co-founded the Warriors Basketball Club with Ken Nelson and served with him as co-athletic director for St. Perpetua CYO. Phil continues to co-direct and coach Warriors Basketball with his son Mark. Chris Whirlow Director, Flight Elite (Est. 1997) Chris has always been passionate about coaching basketball. He first coached CYO Basketball at St. Agnes in 1993 and began his high school coaching career at Northgate High School. He coached there from
4 Chris started coaching AAU Basketball in 1996 before co-founding MVP Flight and Flight Elite Basketball in He returned to High School coaching at Acalanes HS in 1999 and became the Head Varsity Basketball coach at Campolindo High School in Chris was an outstanding coach at Campolindo winning 3 North Coast Section championships in his final 4 seasons. In 2008, Chris opted out of high school coaching to focus full time on running and expanding the MVP Flight and Flight Elite programs. He has been instrumental in the tremendous growth in Bay Area youth basketball.
