The applicant must be a permanent resident of the area of Tennessee served by the Appalachian Fair and either a high school senior or currently enrolled in a college, university, or accredited vocational school. Applicants must have a 2.5 GPA. Applicants must have been a participant in the Appalachian Fair within the past two years. For an application and a copy of requirements, please contact the Appalachian Fair Office at Entry deadline is April 10 of current year. Bill Haslam Governor Julius Johnson Commissioner of Agriculture Lynne Williams Administrative Assistant Public Affairs STATE AID FOR FAIRS From the funds appropriated by the General Assembly of the State of Tennessee for the purpose of aiding agricultural fairs in the payment of agricultural premiums, the Appalachian Fair Association has been allotted monies by the Tennessee Department of Agriculture. The officers and directors of the Appalachian Fair wish to express their sincere appreciation to Governor Bill Haslam, Julius Johnson, Commissioner of Agriculture, and Lynne Williams, Administrative Assistant, Public Affairs for their part in the allocation of these funds. 6 RULES AND REGULATIONS 1. To facilitate entry, please see Exhibitor information. 2. Exhibits may be removed August 30. Exhibitors will forfeit premium awarded on any exhibit removed before time stated. Items not picked up within 30 days become the property of the Appalachian Fair. EXCEPTION: Animals may be taken home immediately after the Junior Show. However, if animal is to be entered in the Open Show, the regular entry fee will be charged and the animal must remain for the entire show. 3. All articles and animals must be entered and exhibited in the name of the bona fide owner, and by number, at the risk of the owner. No premium money or ribbons will be awarded on articles or animals not listed in premium book. 4. Exhibitors please refer to department for schedule of premiums payments. Checks not picked up will be mailed. 5. All livestock must have a legible tattoo or flock identification number attached to the ear. Such tattoo is subject to be checked by the livestock department of the Fair and/or a representative of the particular breed in question. 6. Exhibitors of livestock will be required to notify the Fair Office of the department as to the number of breed of livestock to be exhibited: such notice will be given by August 5th. Stabling of livestock cannot be guaranteed unless request is received. 7. At the conclusion of the Fair, the exhibitor must claim his exhibit and supervise its removal. No exhibit may be removed without delivering the proper claim ticket. Every exhibit must remain intact until the specified release time. 8. All property of every character, whether entered for exhibition, display or sale, or any other purpose, will be taken into the grounds and buildings, and kept entirely at risk of the owner, who assumes all responsibility for any loss, damage, theft, or accident that may occur. Neither the Fair Association, its offers or agents, will be responsible for any such loss, damage or theft, and it is distinctly understood that exhibitors, concessionaires and all other persons, firms or corporations having property on the grounds and desiring protection from such loss or damage must make their own arrangements therefore. 9. Protests: All protests will be determined by the Executive Committee, and must be made in writing and filed with the Secretary immediately after the Judge s decision, and accompanied by an affidavit and a deposit of $25.00, which will be forfeited to the Fair Association in the event the protest is not sustained. 10. Any person who violates any of the general or special rules, as published in the catalog, will forfeit all privileges and premiums won and be subject to such penalty as the Board of Directors may order. Failure to comply with these rules and regulations will cause forfeiture of premiums and privileges and will be considered sufficient cause to bar said exhibitor or concessionaire from future participation in the Fair. 11. The Secretary-Manager of the Association shall have supervision and control of all exhibitors during the Fair, whether in the buildings, arena or grounds, and reserves the right to prescribe the dimensions and regulate the position of all signs, control the distribution of advertising matter and direct the arrangements of articles on exhibition so far as same may be necessary to secure harmony and attractive appearance. All instructions shall come from him through authorized officials. 12. The fair reserves the right to refuse to display any item considered unsuitable for fair exhibit. 13. Judges & Awards: The right is reserved to withhold the prize awarded in every case in which it shall appear to the Association that the regulations have not been complied with, or that fraud or deception has been attempted or where the article or animal is not worthy, and its decision shall be final and binding on all parties. 14. Judges are especially instructed not to award premiums to any animal or article because of its presence. It must be individually worthy. It is not the policy of the Association to encourage indifferent production of any kind, or to distribute premiums equally among exhibitors, and no premium shall be awarded to any animal or article that does not possess high intrinsic merit. 15. Livestock exhibitors MUST keep their space clean and orderly. Also, the aisle ways MUST be kept open. 16. Chairpersons of Departments: Each chairperson of a department will have the arrangement and supervision of all articles and animals in their department and be responsible to the Board of Directors. Each chairperson will see that none but the Judges on duty and officers of the Association are allowed inside the arena while the exhibition is going on. Each Chairperson will afford the Judges every facility for examination, affix the ribbons, and when the Judges are not on duty take charge of the lists. Each Chairperson is expected to exercise great care in preserving and returning the lists of awards, and upon no other authority can premiums be paid. 17. Privilege and Concession People: All Privilege and Concession People, together with their employees, assistants and helpers, must obey the Rules, or any other special regulations of the Association they may be notified, and any refusal or neglect to do so will forfeit any rights they may have had by virtue of such privilege or concessions. This Association reserves the right to refund in whole or in part money paid for privilege or concessions and refuse to allow any party, or article to operate or do business should they or it become objectionable. 18. All property, fixtures, merchandise, etc., the property of privilege or concession people, will be taken on the Grounds at their own risk and kept in such places as the Fair Association designates, and the Association will not be responsible for any loss, damage, theft or failure to perform its part of contract, should officers of the law seize, stop or prevent the party from operating or doing business on the Grounds of the Association. 19. Special rules governing each department are in addition to the general rules and are listed at the beginning of each department. 20. Competition open to the world, unless otherwise stated. 21. The Solicitation of Funds or the Distribution of handbills, political literature, religious pamphlets, or any type of promotional material is prohibited on Fair property, except advertising material handed out from within rented space. No sale of items of any type allowed on fair property except from the rented areas approved by Secretary-Manager. 22. Animals are not permitted on the grounds, unless they are part of an authorized show or exhibit. Guide dogs for the disabled are the only exception. 23. Absolutely no Alcoholic Beverages Permitted. 24. ALL PREMIUM CHECKS MUST BE CASHED WITHIN THIRTY DAYS. 25. The Appalachian Fair will not be responsible for printing errors in this premium book. 4

7 Fairest of the Fair Contest Tennessee s Fairest of the Fair This contest is held in conjunction with Tennessee s Fairest of the Fair Contest, which is sponsored by the Tennessee Association of Fairs. The Appalachian Fair and any Civic Organization or Business Firm will sponsor the event. RULES 1. A $50.00 NONREFUNDABLE ENTRY FEE IS REQUIRED FOR EACH CONTESTANT. Contestants must be sponsored by a Civic Organization or Business Firm. 2. Contestant must have reached her 16th birthday, but not her 21st birthday on or before December 31 of the year in which the contest is held and must be a resident of Tennessee. Original birth certificate must be presented at the first rehearsal. 3. Contestant cannot qualify if she has ever been married, had a child, competed in the last state contest, or found guilty of a felony. She must be of good moral character, and is now, and has always been, a female. 4. Costume must be formal, and must be floor length. Contestants will not be allowed to wear or carry live flowers during the judging. No exposed midriff. 5. Contestants will be judged on beauty, poise, and personality. 6. Entry may be made by completing an entry form obtained from the Appalachian Fair office-phone or download form at and mailed with a non-refundable fee of $50.00 to Appalachian Fair, P.O. Box 8218, Gray, TN, The number of contestants will be limited to 30, however, no entries or fees will be accepted after Aug. 4. Refer to the entry form for the rehearsal schedule. Make checks payable to the Appalachian Fair. 7. Contest will be held at The Appalachian Fair Grounds, Monday Aug. 22 at 8:00 p.m. at the Museum Stage. 8. Contestant must be available to reign during the 2016 Fair. 9. Other rules apply as set forth by the TN Association of Fairs Pageant Committee regarding the TN Assoc. of Fairs Fairest of the Fair Winner. AWARD 1. The young lady who receives the title of Appalachian s Fairest of the Fair, will receive a $1,500 cash award, and will represent the Appalachian Fair in Tennessee s Fairest of the Fair Contest in Nashville in January The Appalachian Fair will pay the actual expenses of the queen and her chaperone to the State Contest. 2. The winner of the State-Wide Contest will receive the title of Tennessee s Fairest of the Fairs, and such prizes as approved by the Fair Association. Contestants must pay a non-refundable entry fee of $ Entry fee must accompany registration form. Entry fee may be paid by cash, check, credit card (Visa, MasterCard, or Discover). If entry fee is faxed, fee must be paid by credit card. Entries must be filed no later than 12:00 noon on August 11th or until maximum number of entries is reached until practice on Saturday, August 13. EACH DIVISION IS LIMITED TO 25 ENTRIES 2. A Queen and four runners-up will be chosen in each age division and will receive a beautiful trophy. All other contestants will receive a participation trophy. Wee Miss Division I: 2-3 years (Must be accompanied by an adult) Tiny Miss Division II: 4-5 years Little Miss Division III: 6-9 years Little Miss Pre-Teen Division IV: years Teen Miss Division V: years 3. Contestants must wear a dress contestant s choice. 4. Contestants will be judged on Beauty (75%) and Personality (25%). (Judges score sheets will not be available to contestants). 5. The Fair reserves the right to require proof of age upon request. 6. All participants must abide by the guidelines set up by the Pageant Committee. 7. First Place winners will not be eligible to compete again in the division in which they won Queens must crown the 2016 winners. Therefore, the 2015 winners are not eligible to compete in Placement of age groups will be made based on the age at the time of contest. LITTLE MISS PHOTOGENIC CONTEST Winners will be announced at the Little Miss Contest on Tuesday, August 23 Museum Stage. Miss Photogenic Queen will be chosen in each age division Wee Miss, Tiny Miss, Little Miss, Little Miss Pre-Teen, Teen Miss. 1. Contestants must have entered the Little Miss Contest to be eligible to enter the Miss Photogenic Contest. 2. Contestant must bring either a 5x7 or 8x10 picture to the Little Miss practice on Saturday, Aug. 13. No frame please. 3. Contestant s name, age, address, and phone number must be on the back of the photograph. 4. A non-refundable entry fee of $10 must accompany the Little Miss entry form. Exhibits limited to members enrolled in qualified 4-H Club. 2. Each exhibit must be actually owned and/or made by 4-H member. Articles that have been previously entered in the fair are not eligible. LIVESTOCK Beef Cattle Dairy Cattle Sheep Poultry Rules, regulations, classes & requirements for all 4-H exhibitors of livestock will be listed in the special livestock catalog. 4-H SPECIAL PARTICIPATION AWARDS The Appalachian Fair will present Special Participation Awards to the top five (5) exhibitors who have the greatest number of blue ribbons entered in the 4-H Exhibit Building. 1. Any 4-H er in the Eastern Region are eligible for competition. 2. All exhibits must be quality entries and entered on Fair entry form by July The top five (5) exhibitors with the most blue ribbons wil be recognized with cash prizes. 4.
