Report Summary

Demographics and Geography 65% of the popula5on in the North Peace region is urban (FSJ or Taylor) and 35% is rural or semi- rural Electoral Areas B and C Popula5on could increase by 22% in 10 years, 39% by 2035 Urban will capture most of future growth (popula5on shik to 72%- 28%) 13 major facili5es in FSJ and Taylor are used 53% by FSJ residents, 14% by Taylor residents and 33% by rural residents Electoral Area C is 24% of usage of major facili5es but only 20% of the popula5on

Arena Ice and Curling U5liza5on Prime 5me defini5on

Arena Ice and Curling U5liza5on Two of three FSJ ice sheets prime- 5me 90% u5lized by 480 registered in minor hockey; almost no off- prime 5me used by 550 adults registered Taylor minor hockey 33% of prime 5me, 0% off- prime; Buick and Clearview minor hockey even lower All rental rates too low for cost recovery FSJ Curling 310 memberships on 8 sheets; Taylor 24 memberships on 4; Rose Prairie Curling facility dormant Pomeroy Centre oval a unique amenity; track high use, speed- ska5ng compara5vely low

Pool U5liza5on NPLC lanes too narrow, wave pool too short; technical issues interrupt service and will ul5mately prematurely end service life Industry metric 1 pool per 40,000 popula5on won t reach demand/tax base 5pping point for two pools NPLC 70,000 to 105,000 annual pool visits, swim club 113 members using 38 hours / week (avg. 3 lanes) Fate of Taylor Complex curling may impact pool; pool annual deficit is $150,000 for three months

Indoor Soccer U5liza5on 480 minor indoor soccer registrants using 90% of Kids Arena prime 5me; adults (250) use remainder plus off- prime Also using equivalent of 3 of 10 FSJ school gyms (30 hrs/wk) Indoor soccer at na5onal par5cipa5on levels*, indoor would be at 1, %, before popula5on growth. Boarded- game (vs. no boards) * 26% of school- aged children where facili5es exist or 60% of outdoor registra5ons

Other Dryland U5liza5on Gymnas5cs over 850 par5cipants, mostly female using a dysfunc5onal under- sized space; physical literacy founda5on for all sports Fitness mostly lek to private sector but pent- up demand for movement and dance classes (studio- type spaces) Pacific Sport strength and condi5oning for over 160 regular users from all sports; growth constrained by space (need for more gyms, indoor turf) Partnering to top- up funding to increase 4 new gyms to full- size (6,500 SF vs. 4,100 SF) would more than double the number of full- sized gyms

Community Halls U5liza5on Taylor Community Hall u5lized an es5mated 112% of prime- 'me annually (most at no cost); Wonowon* 38%, Montney 24%, Halfway* 22%, Charlie Lake 20% Buick u5lized an es5mated 3%, Golata, Osborn and Upper Cache about 6% Fewer halls may do beher financially, but impact on community iden5ty to consider. Mobility has diminished role of many halls. Issue will be: can replacement buildings be jus5fied * Used primarily as school gyms

Xxxx Sports Fields U5liza5on Xxxx Na5onally par5cipa5on in sport has declined 17% in two decades; ball diamond sports have declined 70% offset by 250% growth in soccer 760 adult slo- pitch players on 53 teams*; only 12 registered in minor baseball (Lihle League not incl.) 800 kids registered in minor soccer, adult soccer about 300 Currently, not enough soccer fields (2 plus poor- quality school fields), but over- supply of ball diamonds (FSJ 17, Taylor 3)

Cost All capital amounts are compara5ve construc5on costs indexed to Fort St. John Costs do not include sok costs, site servicing and parking costs, FF&E nor does it include escala5on Assume economical construc5on quality except schools (to Ministry of Educa5on standards) Not addressing who pays for it, only what it costs

Arenas and Ice Years Cost Pomeroy Centre 35 Unknown Buick Creek Arena 25 $5.4 million Taylor Arena 20 $6.4 million Fort St. John Curling Club 15 $5.4 million Clearview Arena 15 $5.4 million North Peace Arena 15 $15.0 million Taylor Complex Curling & Pool 10 $3.0 million Rose Prairie Curling Club 5 $0

Timeline for Interven5ons Distribu5on based on es5mated end of building life for key strategically valuable facili5es

Short- term: Taylor Curling to Turf Taylor Complex (Curling and Pool) converted to ar5ficial turf for indoor soccer, lacrosse and other field sports indoors Only 12% of prime- 5me used; 24 members + bonspiels and drop- in (310 in FSJ); $60,000 annual deficit (not incl. pool) Kids Arena 100% of prime- 5me used; net revenues $40,000 (at 75% booked) to $50,000 (at 100% booked) annual surplus, all in $125,000 for turf, $125,000 for renova5ons; 5-6 year payback plus elimina5ng building annual deficit; significant outside influx Lounge and pool uses and net revenues unchanged

4.2 Short- term: Taylor Complex to Turf

4.2 Short- term: Surerus Conversion Convert current eight sokball diamonds into six proper soccer / five sokball diamond configura5on

10- Year Interven5on: New Pool New 8- lane pool replacing NPLC (including mul5- purpose rooms)

Ques5onable Interven5ons Taylor Complex Curling and Pool Buick Creek, Golata, Osborn and Upper Cache Community Halls Rose Prairie Curling Club, FSJ Light Horse Arena, other miscellaneous Arena in Prespatou or any addi5onal ice for now

Next Steps Indoor soccer and outdoor soccer greatest pressure points and will require most immediate ac5on Ini5ate conversa5ons with SD60 about partnering on gyms Fort St. John Recrea5on Master Plan update or at least Needs Assessment in 2015 will deepen understanding of demand Master plan for future co- loca5on (opera5onal economies) Carefully examine most valuable assets moving forward, and carefully scru5nize most at- risk facili5es
