Page 9 Presidents Message Throughout the year thousands of practice and game times occur. Recently, HRI board members have received inquires as to the ever present and sometimes problematic 4:30 weekday ice time. Hockey Regina purchases ice time from both the city rinks and from Cooperators Centre consistently booking from 4:30 to 10:30 which are then distributed to teams throughout our divisions. We make an attempt to have the younger divisions on and off the ice earlier to account for younger players bed times. With ice cleans and mixed block length dependent upon age group, time of play and ice cleans, the six hours of ice time gives us at best five ice times. A review of the existing ice times for the 2013/14 season shows that 26% of our practice times occur at 4:30. With recent changes in schools resulting in a school day ending later the 4:30 ice time has been somewhat problematic for people to get their children to. Hockey Regina is looking for some feedback on how we might better schedule ice times in future. All the team names have a reference to the heritage of Saskatchewan, Regina and the hockey past. The afternoon includes unveiling of the Western Canada Championship banner, draw for a signed Rider jersey, our exciting 50/50 draw, and female midget AAA hockey action between the league leading Regina Rebels and the 2nd place Saskatoon Stars. 3 Hockey Regina Budget Season The budget for the hockey season consists of revenue of $2.48 million and expenses of $2.47 million. This represents an increase of about 3.3% over last season. The bulk of the revenue comes from registration fees. Since Hockey Regina is a not-for-profit organization, these fees are set so as to break even for the year. The following chart shows a breakdown of expenses. The top 3 expense categories are: 1. Ice rental 63% - on average the cost is about $172 per hour. 2. Administration 12% 3. Referees and timekeepers 10% Hockey Regina Director Spotlight Beyond the Hurt Preventing Bullying and Harassment In spring of 2013 HRI agreed to pilot the Red Cross Respect Education course for all AAA /AA female/male hockey players. A Director from HRI met with staff from Red Cross in the summer to discussion how this program would look. After putting together the program HRI director began scheduling teams into the sessions. In 2 months with the assistance of a Red Cross staff and HRI Director 10 teams participated in the program. In late November at a HRI board meeting the board decided that this program should continue and now start providing the instructions to other teams. This is taxing on one Director and HRI is looking for other volunteer who would be willing to take the course and assist in the delivery of the program. 4 Spotlight on Staff Tammy Hollinger Hockey Regina Registrar Tammy is usually the first person people will see when they visit the Hockey Regina office. Tammy joined the Hockey Regina office staff in April 2013 as Registrar. She came to us with previous experience as a Board member (Director of Female) and also as a hockey mom. Although her primary responsibility is registering players and maintaining the player database, she also assists with inputting all players and team officials into Hockey Canada for insurance. Tammy has also been lending a hand with some of the accounting aspects of HRI Hockey Regina Participates in Hockey Day in Canada The Morning Edition on CBC Radio One will be a celebration of hockey, the upcoming Hockey Day in and to provide our listeners and Regina's hockey fans with an opportunity to have their picture taken with the Stanley Cup, and: Selected teams will have an opportunity to play on January 17th to celebrate Hockey Day in Canada. Photo booth with the Stanley Cup Free pancake breakfast (the simple kind they have at Stampede - a sausage wrapped in a pancake.) We had this at our Grey Cup remote and it was amazing. Free coffee and hot chocolate Ron and Don cut out for photo ops and other fun CBC Sports/HNIC prizes A visit from Peter Puck CBC prize wheel with CBC and hockey prizes Hockey Regina Involved in the Community Giving Back The Regina Monarchs Bantam AA players are doing a team building project and at the same time giving back to our community. The captain Thomas Goldade sent out an to all the players suggesting that each player donate $40.00 out of their own money. They adopted two families of 6 from the Salvation Army Adopt a family program. The boys have bought all the gifts already and will be dropping off the food hampers and gifts on Dec. 17th. They had a fun time shopping Monday and Tuesday for the children in these families.

5 Hockey Regina Tournaments Graham Tuer Bantam AA Challenge This is one of the most recognized Bantam AA tournaments in Western Canada. The work begins in early summer with the registration of teams and selection of committee members by the chair. By mid- August the tournament is full and the committee waits for teams to be formed. In the meantime the committee is busy getting sponsorship, booking refs, timekeepers, working on the tournament program, planning for food for scouts and gathering information on each player that is participating in the event. Last year the tournament changed to a 25 team event with 5 pools. Each pool winner advances along with 3 wild card teams. The excitement around who will be the 3 wild card teams is tremendous. In the last 2 years this has gone right down to the last game played. Yorkton won the tournament with a 4-2 win over Sask Valley Vipers. The tournament with the help of the scouts selects 2 all-star teams and MVP. This tournament is appreciated by all WHL and SJHL scouts as they get to see 25 teams under one roof. The tournament MVP was Eric Gardiner from Humboldt. This year Kevin Chekay worked on getting on the tournament information on the HRI Tournament Committee Hard at Work tournament site. We have each team enter their player information. This information was then used to keep track of stats but was also provided to the 80 scouts that attended the event. Information was also exported and ed to Rinknet which is a scouting website. Of course the highlight of the tournament is seeing Graham. His presence brings a smile to everyone. He talks to the teams, scouts and his interaction with the crowd is something our committee will always remember. This event could not take place without the hard work of some people. 6 Tournaments Bantam AA Tier II The Bantam Tier 2 tournament was held the weekend of December 6 th 8 th. The tournament involved 16 teams, 6 from Regina, 8 other teams from Saskatchewan and 2 out of province team. Teams were guaranteed 4 games, 3 games within their pool. Regina had 4 teams advance to finals in the 4 pools. In the D pool the Saskatoon Flyers defeated the Regina Stars 4-3. C final went to a shootout with the Regina Sabres defeating the Regina Blues 4-3. In the B final the Regina Penguins lost 4-0 to Central Plains Capitals and Brandon defeated the Saskatoon Wild Outlaws 7-0 in the A final. The success of the tournament could not have happened without the committee and volunteers. A special thanks to Jon Sandomirsky and Sandra Nixon for co-chairing the event and the rest of the committee for all their help and hard work. 7 december 2013 H O C KEY REG INA The RHOA is pleased that Hockey Regina has asked us to participate in their newsletter. We hope to provide insight into the exciting world of hockey officiating. REF ER EE A referee is an official who watches a game or match closely to ensure that the rules are adhered to and (in some sports) to arbitrate on matters arising from the play. Planning a safe ride home is now easier than ever. The key thing to notice in the definition is that the word control is not included. Many times officials are criticized for losing control of the game when in fact it really isn t the job of the official to control the game. The referee s primary objective is to officiate the game in accordance with Hockey Canada rules of play while ensuring the safety of the players is not jeopardized. Control of the game rests primarily with the coaches but certainly requires a combined effort from the coaches, players and the referees. 8 BODY CHECKING The Canadian Hockey Association (Hockey Canada) defined body checking in 2002 as an attempt by a player to gain advantage on the opponent with the use of the body. Body checking results when two opposing players collide while skating in opposite directions or when positioning and angling allow the checker to use the force of the body to gain advantage. Hockey Canada Rule 6.2(b) essentially states that an infraction of the rule occurs when: a player intentionally plays the body; a player leaves their established skating lane to play the body; a player uses hips, shoulders or arms to push off and create space; or a player finishes the check after playing the puck An infraction of this rule is penalized by the assessment of a 2 minute minor penalty or at the discretion of the referee a major penalty and a game misconduct. While this sounds straight forward, in fact the application of this rule is somewhat challenging. The referee must assess the position of both players, the skating lanes within which each player is skating, whether the checker made a move toward the attacking player that might constitute a check, whether the contact was coincidental, incidental or intentional and whether there was intent to play the puck. And above taking all of those decision making factors into account the referee must assess the situation in a split second. A referee will consider the use of proper angling techniques that run the attacking player out of ice without an overt move to complete a check as body contact. Body contact is permitted. HEY REF YOU MADE A MISTAKE Yelling at the referee will definitely help your team because they really like that. Do you think? The RHOA and HRI stress the need for calm, respectful communication between players, coaches and officials. Is it possible that referees make mistakes? Absolutely, however, a wise man once posed that question about all participants in a game of hockey. How many players make a bad pass resulting in a turnover or result in a lost scoring opportunity during a game? How many coaches put the wrong group of skaters on the ice in a penalty killing situation? How many goal tenders play the wrong angle on a shot resulting in a goal being scored? Mistakes happen and they happen at lightening speed In even strength situations there are always 10 skaters and 2 goal tenders on the ice. A team is permitted to carry 19 players on the team roster for each game. Assume each player has 20 shifts during a game and makes a mistake on only half of their shifts. That means that the players would make approximately 340 mistakes during the game. Now let s assume these players are 11 years old and the officials are 13 years old. Now put yourself in their skates and imagine how you d feel if on each occasion of a mistake an adult would let go a tirade of significantly negative comments. How do you feel? Every time a player or official hits the ice they strive to be the best they can be and be error free. However, hockey is the fastest game on earth requiring players and officials to make decisions in an instant. Mistakes happen and we as observers or participants must realize that we should not be overly critical but should be supportive in order to make the game experience an enjoyable one for everyone involved. Cheer hard for your team. Give them the home ice advantage. But let s remember we all love this magnificent game and need to strive to make the game experience an enjoyable one for everyone. 9 Hockey Refs on the Rise Despite Verbal Abuse Reported by Kevin Martel CJME Newstalk Whether it s a 20,000 seat venue or a local barn-style arena in the middle of nowhere there is likely to be a parent yelling at a referee. An angry fan or parent berating a referee for a missed call is common enough. Many times the referees on the receiving end of this abuse are only kids themselves and sometimes it's turning them away from the game they love. Joel Kleer played hockey throughout his childhood and when he turned 13-years-old he wanted to follow in his brother s footsteps and referee to make some extra money. But after five years Kleer said no more. The major factor as to why I stopped was I just got tired of having to deal with all the flack that you d take from the fans and the coaches and players, he explained. I didn t think it was worth doing anymore. Kleer went on to say that you don t see parents and coaches quite as angry at younger age levels, but as soon as you got to the older players in their teens that s when it got more intense. He remembers one time when an angry parent stormed into the officials room after a game and yelled at him about some call on the ice. When the refs asked the man to leave he refused. For a 15-year-old kid to have a 40-year-old man come in just screaming at you it s rather deterring from you wanting to continue doing that. Experiences like that made the decision for him to quit easy. Others around the province may be quitting for the same reason. Recent news out of Saskatoon indicates that city is seeing a sharp drop in officials. Many claim it s because of verbal abuse. However, the Saskatchewan Hockey Association (SHA) disputes those numbers, claiming clinics are still going on and therefore officials are still registering so those numbers aren t yet complete. In Regina, the SHA reports that ref numbers have actually been on the rise over the last few years. While final numbers haven t yet been compiled for this season, Hockey Regina s executive director anticipates they ll be up again. Since Kleer stopped officiating hockey games certain things have changed. Blair Watson with Hockey Regina said the organization has now made it mandatory for at least one player s parent per household to take a respect in sport course. It s about a four hour online course that they require taking. It just brings awareness to [treating] people with respect; the coaches, the players, the administrators, the fans, etc. It holds parents accountable, Watson said. We don t allow anybody to register without completing the course. Watson believes the course is working to some extent even though it was just implemented around two years ago. The numbers of referees registering in Regina might suggest that. Our numbers went up. We increased the amount that we are paying officials so maybe that had something to do with it too. More refs and linesmen were also added for specific games which Watson feels might have also lent a hand to the increase. Looking back, the landscape might be a little different from when Kleer last did the job. Even after his experiences he would still recommend officiating for other teenagers looking for a job who love sport. It s fun. It s a great way to make money at that age, he said. But he would still rather watch the game from the stands than be on the ice calling it. You really got to have nerves of steel sometimes. Whether you make a good call or a bad call it s not the NHL they don t have video replay. Your
