The Board is asked to hold a public hearing. A Board resolution is required to be submitted with the request stating that the project meets a public purpose. APPROVAL: ADM LEG CA 806f of 7
2 BACKGROUND/RELATED STRATEGIC GOAL: Permission to apply for Florida Department of Agriculture and Consumer Services for an Agriculture Education and Promotion Facility Request. 1. Requestor Administration Department. 2. Granting Agency Florida Department of Agriculture and Consumer Services (FDACS). 3. Project Description Section F.S. allows for Agriculture Education and Promotion Facility requests for funding to be submitted to FDACS, Division of Marketing and Development by October 1 of each year. The requests are reviewed, categorized, rated and sent as a certified eligible list to the Florida Speaker of the House, President of the Senate and Governor's Budget Committee for review and funding. If the application is successful funds will become available in July This request for funding will support continued improvements at Timer Powers Park including a Stable/Barn, Equestrian Wash-Down Facility, Trailer Utility Hook Up (Direct Income Generated Investment), Exterior Lighting, Perimeter Pedestrian Trail; Concrete Slab Around Arena: and Sewer Expansion. 4. Requested Grant Award: - Total: $695, Budgetary Impact The applicant is required to provide 40 percent of costs incurred or related to the planning, design, permitting, construction, or renovation of the facility. The applicant may include the value of the land and any improvements thereon in determining its contribution to the development of the facility). Martin County s recent investments/match total $2.3 million or 330%. 6. Annual Operating Costs Staff time to administer grant. Notice of this Public Hearing was published in The Stuart News on September 12, ISSUES: None. LEGAL SUFFICIENCY REVIEW: This item has been reviewed for legal sufficiency to determine whether it is consistent with applicable law, has identified and addressed legal risks, and has developed strategies for legal defensibility. RECOMMENDED ACTION: RECOMMENDATION 806f of 7

4 BACKGROUND MARTIN COUNTY BOARD OF COUNTY COMMISSIONERS TIMER POWERS PARK IMPROVEMENTS Timer Powers Park covers 37 acres with the scenic Okeechobee waterway bordering the east side of the park. The park has many large oak trees, and is listed as part of the Lake Okeechobee Scenic Trail. Timer Powers Park has the only public equestrian arena in Martin County. The arena is available to the public for general usage, and organized horse shows. The equestrian area is made up of two arenas, and an open parking area. Rodeos have been part of Indiantown's culture since 1947 and used to attract 14,000 to the area in the 1960s. After a long absence, the rodeo was brought back and is hosted each year at Timer Powers Park. The frequently sold out Professional Rodeo Cowboys Association and Women s Pro Rodeo Association sanctioned event features bareback riding, saddle bronc riding, bull riding, tie-down roping, steer wrestling, team roping, barrel racing and more. In addition to the annual event, riding clubs host monthly speed shows, dressage, etc. in seasonal months. This form of economic activity has greatly benefitted small and emerging businesses. Right now Timer Powers Park is limited in its ability to expand and host shows that would allow for the participation of additional vendors and bring increased economic activity to Indiantown. In 2014, the Martin County Board of County Commissioners allocated $1.2 M to improve Time Powers Park, currently under construction. Improvements will include a covered horse arena, lighting, restroom facilities, and water main extension/connection to potable water for the park and arena equipment. In order to increase the economic activity at and connected to events at the Park additional project components are in need of one-time, non-reoccurring funding for capital expenditures. REQUEST The BCC SUPPORTS a request for funding through the Florida Department of Agriculture & Consumer Services Agricultural Education and Promotion Facility Program and associated legislative appropriation for the following expenditures: Stable/Barn; Equestrian Wash-Down Facility; Trailer Utility Hook Up (Direct Income Generated Investment); Exterior Lighting; Perimeter Pedestrian Trail; Concrete Slab Around Arena: Sewer Expansion. Total Appropriations Request: $695,000 Local Match: $2.3 Million 4 of 7
5 BENEFIT With the Census Bureau showing the poverty rate 33 percent higher in the heart of Indiantown compared to other parts of Martin County, there is a need for increased economic activity. Given this need, in 2011 the State of Florida approved Martin County s application for an Enterprise Zone in a distressed 9.7 square mile core area of Indiantown. The purpose of the zone was to promote and accelerate economic development and general public and infrastructure improvements for residents and businesses particularly within the designated zone. The Enterprise Zone Strategic Development Plan encourages capital investment in order to help achieve a sustainable and more diverse local economy with greater economic opportunities. One of the goals of the Enterprise Zone Strategic Development Plan is to build community appeal by attracting more visitors to large community events (such as, a rodeo, equestrian events, including horse shows highlighting Indiantown s equestrian industry and history). The Enterprise Zone program is set to sunset in December In addition, there is a need for facilities for Future Farmers of America and other educational components. Lastly, the park and surrounding area does not have access to central sewer and a sewer extension. These improvements would assist the park in its abilities to increase economic activity and they serve a public purpose. 6 BEFORE THE BOARD OF COUNTY COMMISSIONERS MARTIN COUNTY, FLORIDA RESOLUTION NUMBER 15-XX A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MARTIN COUNTY, FLORIDA IN SUPPORT OF THE APPLICATION FOR TIMER POWERS PARK FOR STATE FUNDING FROM FLORIDA DEPARTMENT OF AGRICULTURE AND CONSUMER SERVICES WHEREAS, Timer Powers Park, located in Indiantown, covers 37 acres with the scenic Okeechobee waterway bordering the east side of the park, and has the only public equestrian arena in Martin County; WHEREAS, the agricultural industry has a longstanding history in Indiantown since the early 1930 s; WHEREAS, Farming, Citrus and Cattle have been economic drivers in the community dating back to the 1960 s, when the first citrus processing plant was built and was at one time home to the largest lemon grove in the world, providing the first major lemon planting on the Eastern United States; and WHEREAS, today, Indiantown remains a major provider of an array of agricultural products and diverse agribusiness interests, with over 77,000 acres of classified agricultural land in Martin County; and WHEREAS, the continued improvement of Timer Powers Park will provide a strong and viable socioeconomic resource to Martin County and the surrounding region; and WHEREAS, Martin County wishes to make needed improvements to its facilities for purposes of health, life and safety. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MARTIN COUNTY, FLORIDA, THAT: 1. The Board does support the application for State Funding from the Florida Department of Agriculture and Consumer Services for an Agriculture Education and Promotion Facility Request for Funding for the Timer Powers Park. 2. The improvements to Timer Powers Park serve a public purpose in that they will provide a facility available to the public that can provide exhibitions, demonstrations, trade shows, classrooms, civic events and other purposes that promote agriculture, horticulture, livestock, equestrian, and other resources of the state and educate the residents as to these resources.
