6 4-H & FFA Livestock and Equine Committee Meeting January 18, 2018 The Ransom County Livestock and Equine Committee met on Thursday, January 18th at 5:30 p.m. in the Community Room at the Ransom County Courthouse. Committee members present for the meeting were Kim Myers, Ryan Galbreath, Tom Nord, Dan Bear, Sara Lyons and Brian Zimprich. The first item up for discussion was the Open Class Horse Show during the fair. A suggestion was brought to the committee to combine the Open Class Horse Show with the 4-H Horse Show on the Sunday prior to the start of the Ransom County Fair. The major reason for suggestion this is that the Open Class Horse Show has become very small and it takes a lot of time to run another horse show for very few exhibitors less than a week apart. The committee suggested to move forward with combining the two shows. It was also stated to keep the three age divisions currently in place for the 4-H Show and to use the same guidelines for age as 4-H. It was also recommended to create an additional age division that would be titled Adult and would be for those exhibitors that have turned 19 before September 1 of the previous year. Dan and Tom will take this recommendation to the Fairboard to get approval to move forward with the changes. In addition to combining the two horse shows it was suggested to bring in a barrel racing event in place of the open class horse show on Sunday with proceeds from the event going to make improvements and purchase equipment for the horse arena. Sara Lyons indicated she would help to line up an individual to work with this event. Next up was discussion on the livestock schedule and premium sale. There has been a lot of talk about the schedule over the last couple of years and even more talk this last year after the Jr. Points Show moved out of the fair and more than likely will not return to the fair. This has opened up the weekend with not much happening around the barns on Saturday and Sunday. There have been complaints that shows are running too late into the evening on Thursday, and the premium sale is getting too late on Friday. The committee reviewed many scenarios, and also reviewed the results from a survey the Extension Office conducted with past premium sale buyers about the possible move of the sale. After much discussion it was decided to leave the premium sale on Friday evening, but would continue to collect feedback from potential buyers as well as exhibitors and families participating in the sale and the committee will review again next year. The committee then looked into the schedule and decided to not make many changes. It was noted that these shows take time and we have a large number of livestock to evaluate over the course of a day and a half. Shows will still run all 4-H lots for a species followed by FFA lots and then conclude the species with anyone that wants to exhibit in the open lots. What will help keep the shows running are for the exhibitors to make sure they are ready to go into the ring when their class is going in and we are not waiting for individuals or looking for someone to get their animal to the ring. The office will work on putting together a show list that will include all exhibitors in a lot and these will be posted in a prominate place in each barn. To try and help with getting shows done early on Thursday evening it was suggested to start the Dairy Cattle show at 11:00 a.m. regardless if the rabbit and poultry shows are complete with dairy goats to follow immediately and beef to follow dairy goats. Because poultry showmanship could be a concern if the poultry show is not complete prior to the start of the large animals the committee also suggested to move both the 4-H and FFA Poultry Showmanship to the beginning of the Poultry Show then if there is a conflict with animals showing the exhibitor could find another showperson to help show one of their animals in the other species. The committee reviewed the livestock sections of the fairbook. The committee made a recommendation to eliminate the Goat Tying Class from the Horse Show. The reason for this is most kids have not had any practice with this event prior to the fair and therefore very few kids are able to successfully tie the goat. It was also noted that it is hard to find goats for the event as many people do not want to loan their goats out for this event as injury could occur and if we can find goats there is usually a rental fee associated with them. Another item suggested for elimination are the group classes that would include the production group and market pen of three in the beef division, the progeny class in the dairy cattle division, the pair of ewes and rams and market pen of three in the sheep division, the preview pen of three and market pen of three in the swine division and the production and progeny groups in the goat division. The reason for this elimination was again to continue to move towards bringing our class list more in line with the state fair class list. Brian brought to the attention of the committee that those livestock exhibitors that would be exhibiting livestock, poultry and rabbits at the 2018 NDSF in the 4-H Division will need to be Youth for the Quality Care of Animals certified. There are a couple ways to become certified. One way is to complete the certification online and the fee for this is $12, and the other way is attending a face-to-face training which will cost $3. Certifications are good for one year. At this time it is considered optional at the county level and Brian asked the group if they thought we should proceed and make it a requirement. At this time the committee recommended to leave it as optional even though they feel it is a very good thing and would highly encourage youth to get certified. Brian will be offering at least one training this spring for those that need to be certified for other shows and the class will be open to anyone that would like to participate and get certified. If there is strong interest in getting certified, Brian will look at additional trainings.

7 Brian also brought up that there is discussion taking place at the state level to introduce a livestock identification program. Because of the current timing this will probably not move forward until Preliminary discussion is that it will be mandatory for youth planning to exhibit at state fair to turn in their livestock identifications by the state fair deadlines in order for those animals to be eligible to be exhibited at the state fair. Again, this will initially be an optional program at the county level. Brian also asked the group if they thought the Animal Care and Lease Form was still doing what it was intended for? The committee agreed at this time it is, but when and if an id system is implemented the form may no longer be needed as there will be other ways to track ownership at that point. It was stated by the committee that in the premium sale section of the fairbook it indicates all members participating in the sale must wear a white shirt with emblem. The committee would like to see this up for discussion at the fall council meeting when the policy manual is reviewed. However, at this time it is in place for 2018 and the superintendents need to make sure all exhibitors going through the sale are appropriately dressed. It was noted that last year there were a few kids that went through in shirts other than white and there was a kid that went through in shorts and a Hawaiian shirt. As a reminder these are all recommendations to be brought to the Fairboard, 4-H Council and local FFA Chapters for final consideration. Recommendations may or may not be passed or there may be additional changes to the recommendations prior to passage. Submitted by Brian Zimprich Extension Agent
